From the Editor’s Desk

Activity of the Board: The barbering bill was signed by the Governor on May 13 and will become law on July1st. Three Regulations became effective on May 13th and six Regulations have been approved by the Department of Administration and have moved to the AG’s office for approval. Once approved they will go to the Joint Committee on Rules and Regulations for approval and then they will be published in the Kansas Register for 60 days prior to a public hearing. The Board is excited about new opportunities for military barbers and cosmetologists to be educated and examined for barber licensing; for schools to be added in more geographic areas; and to see an increased number of students, instructors and barbers. Mr. Jim Cates was appointed Chairman of the Board on April 1st. Mr. Cates will be attending his second board meeting on July 9th. We welcome him.

Activity of the Administrator: Along with supporting the Boards efforts to move the Barbering Bill through the Legislature and working on approval of nine Regulations, this quarter also focused on identifying 15 private, community college and trade schools in underserved geographic areas. Letters have been sent to all and initial interest has been expressed by over one third of them to consider starting a barber school or college.

Activity of the Director of Licensing and Editor: For this quarter an increased focus has been placed on writing procedures for administering barbering and instructor exams; individual procedures for issuing licenses; and, for filing a formal complaint with the Board of Barbering. The ultimate goal for these written procedures, would be to have a written procedure manual that encompasses tasks performed by KBOB.

Activity of the Inspector: Since July 1, 2016 has included inspections for 269 barber shops and 5 barber colleges. In the midst of those inspections, she has issued 40 violations.

Thank you for the opportunity to serve you! We have really enjoyed this quarter with the excitement of our new legislation and the opportunity to honor many of our Barbers for their amazing careers here in Kansas. Please know we all look forward to contact with each and every one of you.
