Casual Academy Governance Clerk

Job Description Summary

Bradford Diocesan Academies Trust (BDAT) is looking to recruit an experienced Academy Governance Clerk to provide casual clerking and administrative support services to the Multi-Academy Trust and the schools within the MAT.

Hours of work are flexible to meet the needs of the MAT and schools within the Trust. The majority of governing body meetings are held in late afternoons and evenings, therefore willingness to attend evening meetings is essential. Administrative hours are flexible and home based. There is an expectation that the successful candidate will cover a minimum of 3 meetings per term. Remuneration will be made upon the submission of a signed and agreed claim form.

Reporting to The Governance Support Officer of BDAT

Accountable to The Trustees of BDAT and Chairs of the LGB’s

Duration of Post Casual

Salary £12.08 per hour plus travel expenses

Work Pattern: Afternoons, Evenings, Flexible hours

Start date: February 2017

Role Description

The Casual BDAT Academy Governance Clerk will provide administrative support, legislative and procedural guidance to Principal/Headteacher and local governing body in line with the Governance Handbook, Academies Financial Handbook and BDAT Scheme of Delegation in regards to exercising the local governing body functions.

The clerk will have access to appropriate legal advice, support and guidance, and where necessary seek advice and guidance from the Trust or third parties on behalf of the local governing body.

The clerk will provide effective administration of meetings; with the chair and headteacher prepare a focused agenda for the local governing body meeting and committee meeting liaise with staff members and governors preparing papers to make sure they are available on time, and distribute the agenda and papers as required by legislation or other regulations. The clerk will ensure all parties receive the final minute of the meeting within statutory timeframes.

Job responsibilities

Provide clerking services to the local governing body to include:

Record the attendance of governors at meetings (and any apologies), and take appropriate action in relation to absences, including advising absent governors of the date of the next meeting

Maintain a register of governor pecuniary interests and ensure the record of governors’ business interests is reviewed regularly and lodged within the school and at Trust level

Ensure the Academy completes the Disclosure and Barring (DBS) for any governor when it is appropriate

Maintain up to date records of the names, addresses and category of governing body members and their term of office, and inform the governing body and any relevant authorities of any changes to its membership

Undertake appropriate and regular training and development to maintain his/her knowledge and improve practice and keep up-to-date with current educational developments and legislation affecting academy governance.

Ensure that the minutes, agendas and reports are shared with the BDAT central governance team.

Follow up and report back on regulatory actions which arise from meetings of the local governing body.

The clerk may be asked to undertake the following additional duties:

Clerk any statutory appeal committees/panels the governing body is required to convene Assist with the elections of parent and staff governors Conduct skills audits and advise on training requirements and the criteria for appointing new governors

relevant to vacancies and keep BDAT informed. Perform such other tasks as may be determined by the Trust or local governing body from time to time

The post-holder is line managed by the Trust Governance Support Officer.

Knowledge, qualifications and experience

Able to demonstrate a willingness to attend appropriate training and development and evidence relevant skills

Evidence of working in an environment where experiences included taking initiative and self-motivation as well as team work

Exceptional administrative and diary management skills

Experience of clerking legislative procedures

Knowledge of the respective roles and responsibilities of the governing body, Headteacher/Principal, LA, Church,DfE and EFA

Ability to translate complex information into easily understood language

Experience of maintaining effective and accurate administrative systems

Engagement with, and understanding of wider educational partnerships spanning the primary, secondary and local authority sectors e.g. TSAs, MATs or the Diocese

Experience of working in a Church of England school and demonstrable understanding of Church school distinctiveness

Experience of clerking at Secondary and Primary level

Have already attended or make a commitment to attend the National Training Programme for Clerks or its equivalent

Skills and Abilities Personal commitment to excellence in service delivery;

Good listening, oral and literacy skills; Self- motivation and personal drive to

complete tasks to required quality standards and time scales

Writing agendas and accurate concise minutes;

Good ICT skills including Microsoft Office and Word;

Special requirements

Terms and Conditions

The employer for this post is the Bradford Diocesan Academies Trust.

The post holder will have their own access to ICT and Microsoft packages and should expect to undertake the majority of their duties from home. The post holder will also have access to work from the office of BDAT, 2nd Floor, Jade Building, Albion Mill, Albion Road, Greengates, BD10 9TQ should the need arise.

This post requires the ability to travel and work directly with academies and the Diocese. The post holder will be required to work evenings. Travel expenses to and from the academies will be paid in line with HMRC rates (currently 45p per mile) on production of a completed claim form and a fuel receipt.

An Enhanced DBS is required for this post.

The post holder will undertake any other miscellaneous work, deemed suitable by management of the Trust.

About BDATGeneral Information and Background

Bradford Diocesan Academies Trust (BDAT) is a Multi- Academy Trust (MAT) supporting a number of primary and secondary schools in Bradford.

BDAT is the only Church of England MAT operating in Bradford, as part of the Diocese of Leeds.

BDAT operates as an Exempt Charity, and is governed by a board of trustees who are responsible for, and oversee, the management of the company. The Memorandum and Articles are available on the Trust’s website at www.bdat-academies.org.

The mission statement of BDAT

“The Trust’s mission is to provide an education of the highest quality within the context of Christian belief and practice.”

In practice, as a Trust, we seek to work with and alongside the schools in our Trust to provide a good quality of education to all children in our schools.

The Trust does this through operating a light touch support role for schools at times of challenge and by establishing collaborative structures and processes to enable our schools to work together and share good practices.

As our family of schools continues to grow, we are constantly looking at how we can continue to improve to establish effective and efficient ways of partnership working.

Trust development and growth

The MAT was established in 2012 to support both primary and secondary Church schools needing support within an Academy model.

The Trust currently supports six primary and four secondary schools. Our growth is planned and is expected to build in a period of consolidation in 2016-17 as we expand our central school improvement and back office functions to support our Academies.

As of January 2017, BDAT is made up of ten academies operating across Bradford, providing education for over 6,000 students and employing more than 900 staff.
