Dear residents of the Webster Groves School District:

It’s my pleasure to present this latest issue of the Webster Groves School District Directory, published in cooperation with the Webster-Kirkwood Times.

This year’s booklet contains the 2010-2011 school calendar, profiles of our schools, descriptions of special programs, telephone numbers and other important information. We’ve tried to include as much information as possible in this format and hope that you find it useful. We have much to celebrate in the Webster Groves School District this year: rising standardized test scores, small class sizes, an outstanding staff, scores of academic, arts and athletic awards, more than $14.9 million in scholarships awarded to the class of 2010 and the exciting opportunity to renovate and expand our treasured high school, thanks to passage of Proposition W last April.

I’d like to thank the Times for producing this directory as well as all of the local businesses that support this endeavor by purchasing ads. I’d also like to thank the school community for its strong support of this district by passing Propositions S and W in April. We’re grateful for this vote of confidence and committed to being good stewards of our community resources. We’re look forward to another great school year!

school history:Webster Groves High School began as a general course offered to

ninth graders in 1889.At the turn of the century, the school occupied the first floor of the

original Bristol School building; the elementary school took up the second floor. As enrollment increased, the high school used hallways and storerooms as supplementary classrooms.

In 1906, the district built a high school on Selma Avenue, a two-story brick building with three classrooms and an auditorium. Front wings were added in 1913.

The Webster Groves Armory, constructed in 1917, was turned over to the high school following World War I and housed the lunch room and senior gymnasium.

Webster Groves High School was originally named Hamsher High School for Frank Hamsher, school superintendent from 1917 to 1924.

In 1934, portions of the building built in 1906 and 1913 were razed. A large addition, including the Little Theater and additional classrooms, was completed in 1935.

The district built Roberts Gym, named after coach and teacher Charles A. Roberts, in 1946.

The most recent addition to the building is the gymnasium, which was completed in 2008.

The high school was named in the state’s “Top 10 List” in 2005 for most improved schools, in second place for improvement in tenth grade mathematics scores. From 2000-2004, the number of students scoring in the proficient or advanced categories of the MAP increased by 20.8 percent. In 2006, the state ranked WGHS among the top 10 in the state for 10th grade math scores.

The Statesmen Preschool at Webster Groves High School is open to children three years up to school age. It operates Monday through Thursday mornings and children can attend two, three or four days a week.

The daily charge for the program, which operates in conjunction with child development classes at the High School, is $5. Diane Stromberg, who holds a master’s degree in early childhood education, directs the program.

Middle School the prestigious Gold Star honor. The Department of Elementary and Secondary Education said that Hixson’s student performance data placed it in the top 15 of more than 1,000 secondary schools in Missouri. In addition, Hixson was named to the state’s Top Ten list in 2008 for eighth grade mathematics scores and eighth grade science scores on the Missouri Assessment Program. In 2007, Hixson made the Top Ten List for seventh grade mathematics scores on the Missouri Assessment Program. It made the Top Ten list in 2005 for eighth

long-time Webster Groves High School principal, opened in September 1955 with 725 students in grades seven through nine. The building sits on 20 acres of land which also includes Moss Field. The cost of the building was $1.6 million.

Conversion to a middle school began in 1988. The change was gradual and extended over a period of years. Passage of a recent bond issue brought an array of building improvements includ-ing central air conditioning, wireless technology for students and staff, roofing, and a complete renova-tion of the auditorium and cafeteria.

was organized in 1868.As the school grew in its early years, it had to

rent space in three other buildings in town, includ-ing the Congregational Church. The school was named for Dr. Bennet J. Bristol in 1916, a physician and long-time member of the Board of Education.

Wings for the original frame building on Gray Avenue were built in 1909 and 1913.

The Webster Groves School District is required to inform parents of information they have a right to know, according to the No Child Left Behind Act of 2001 (Public Law 107-110).

Upon a parent’s request, the district must provide, in a timely manner, the following information:• Whether a teacher has met state qualification and licensing criteria

for the grade levels and subject areas in which the teacher provides instruction.

• Whether the teacher is teaching under emergency or other provi-sional status through which state qualification or licensing criteria have been waived.

• Whether your child is provided services by paraprofessionals and, if so, their qualifications.

• What baccalaureate degree major the teacher has and any other graduate certification or degree held by the teacher, and the field of discipline of the certification.

In addition to the information that parents can request, the district must provide to each parent:• Information on the achievement level of the parent’s child in each of

the state academic assessments as required under this part.• Timely notice that the child has been assigned, or has been taught for

four or more consecutive weeks by a teacher who is not highly qualified.

PAreNts right to KNow

The Protection of Pupil Rights Amendment, a federal law, affords parents certain rights relative to collecting and using infor-mation for marketing purposes as well as conducting certain surveys and physical exams of students by the School District. Parents must consent prior to the district conducting student surveys regarding certain “protected areas” if any federal funding is used to conduct such survey, and parents must receive notice and an opportunity to opt out of any other such survey, regard-

less of funding source. Parents must also receive notice and an opportunity to opt out of any non-emergency, invasive physical exam or screening, with limited exceptions, or any activities involving collection, disclosure or use of personal information obtained from students for marketing, selling or otherwise distrib-uting such information to others. For more information on these parental rights, please see Policy JHDA which has been adopted by the Board of Education of the Webster Groves School District.

PAreNt rights oN stuDeNt surveys AND eXAMs

New elementary students enroll at their home schools. If you are uncertain which school is your home school, please call the central office at 314-961-1233 or any elementary school.

Incoming kindergartners should be five years old before Aug. 1 of the year they are enrolling. Sixth grade students enroll at Steger Sixth Grade Center, 701 N. Rock Hill Road; seventh and eighth grade stu-dents enroll at Hixson Middle School, 630 S. Elm Ave. and students in grades 9 - 12 enroll at Webster Groves High School, 100 Selma Ave.

The documents required for enrolling include two of the following: • Real estate deed • Lease agreement • Personal property tax receipt • Utility bill • Voter registration card • Driver’s license • Occupancy permit

In addition, you must bring a copy of the student’s birth certificate, social security card and a copy of the student’s health information and immunization record, as required by the state of Missouri. The follow-ing immunizations must be up to date: DPT, DT, oral polio, MMR, measles, mumps, German measles, hepatitis B, HIB and TBC test.

Parents or guardians of entering students must complete an appli-cation for admission, which should be notarized. The district provides a notary at the central office, 400 E. Lockwood Ave.

school history: Clark School, which was dedicated in 1949, currently has classrooms, a library, gymnasium, art room, music room and cafeteria. It has a computer lab in addition to the computers in classrooms and pods in the hallways. A mobile lab of laptop computers allows every classroom access to a networked computer. Clark has a full-time counselor, gifted teacher and a part-time social worker. Clark is a professional development school in partnership with Maryville University. The partnership fosters ongoing learning by every

pupil and staff member. It allows teachers to attend workshops, host junior practicum students and work with student teachers in their senior year. Clark staff members also teach and/or attend master-level classes within their own school building. Clark has a tradition of excellence. Clark students inaugurated the district’s camping program in 1950 at Camp Wyman. The school is named in honor of Anna M. Clark, who taught in the district for 30 years. Clark was named a Gold Star School by the

state for high levels of achievement on MAP scores in communication arts and mathematics. Clark continues to achieve high standards every year. This success is attributed to the members of the Clark community each doing their part. Parents are always ready and prepared to contribute whereever they can. speech, occupational and physical therapy, are provided by the Special School District in district schools and in the Early Childhood Education Center. Students can receive services from age three through 21. Special School District staff can be reached by calling their central office at 314-989-8100.

If you think your child needs to be tested to receive special education services, call your child’s school counselor to request an evaluation. Schools are required to try several classroom intervention strategies before a child is referred for testing. Once a packet

requesting testing is complete and the child is accepted for testing, it may take up to 90 days before the evaluation takes place. If the school feels your child doesn’t need an evaluation, you can request one by writing to the principal or to Janice Brooks, director of Diagnostic Related Services, Special School District of St. Louis County, 12111 Clayton Road, St. Louis, MO 63131.

The Webster Groves School District has a Parent Advisory Council for parents of children receiving special services. These parents meet regularly with the Special School District regional director and area coordinators to

discuss services. They also receive regular updates regarding Special School District Board of Education issues, upcoming events and other information. If you would like to discuss special education services or the evaluation process with another parent, council members are a good resource.

Parents as Teachers (PAT) is a family education and support program that begins prenatally and extends to age five. This voluntary program is based on the beliefs that parents are the first and most influential teachers of their children and that the early years lay the foundation for children’s success in school and in life.

PAT is designed for families of all configurations and life circumstances, including teen parents. Services are adapted to meet individual family needs. Please check the district website for updated information about PAT opportunities.

The Webster Groves School District Parents as Teachers program will be offering the following services based on state guidelines and available funding:

1. Free Developmental Screenings for children age six months to kindergarten entry. (Dates to be announced.)

2. Free private visits for families who qualify for services based on high need characteristics with priority for families of children prenatal to 3.

3. Fee-based private visits for non-high need families with limited financial assistance for those who qualify.

All families currently enrolled in the Parents as Teachers program will receive a re-enrollment form in the mail by the end of August. Please read the information carefully to see if you will qualify for free services and return as soon as possible. PAreNts As teAchers (PAt)

Adventure Club operates year round providing children with a safe, healthy and fun environment during non-school hours. It was established in 1983. Currently it serves more than 300 children in kindergarten through sixth grade.

Services are provided before and after school on regular school days and early dismissal days. The program also provides services from 6:30 a.m. to 6:00 p.m. when school is closed for teacher/family conferences and early release days, as well as part of winter break, spring break and summer. The program operates at each elementary school and is designed to extend and enhance the school day. The curriculum includes club kits such as Rain Forest,

Egyptian Life, Math Fun, Kitchen Chemistry, and other topics. Children also have a choice of other indoor activities, gym time, homework/tutoring, and time to socialize with peers.

All staff is required to earn 12+ hours of professional development, through educational courses, national, state, and regional school-age training, and CPR and first aid training. With the staff’s commitment to the program and a dynamic curriculum, the program is growing stronger each year.

seven rooms, originally as part of the Rock Hill School District. That district merged with the Webster Groves School District three years later.

Rita Chapman: WGHS; “Exeter Humanities Institute 2010” $1058.00 (Funded by the Class of 1958) The Exeter Humanities Institute is a seminar in the Harkness method of classroom instruction pioneered at Phillips Exeter Academy. Briefly, the Harkness method trains the teacher to facilitate student-centered whole class discussion in which the teacher plays a guiding role instead of the leading role

David Schuster: WGHS; “Introduce AP Physics and 21st Century Labs to WGHS” $4912.00 This project will supplement the fundamental measurement equipment available to physics students. Greater accuracy will make understanding easier. This becomes critically important at the AP Physics level. In order for the class to be college-level physics, we must have access to collegiate measurement equipment. Students will develop a better understanding of how modern science is done.

Early years Character Education Committee: Leigh Kleinert, Angie Spatola, Tina Watson, Jennifer Hogg and Julie Wuch: ECEC at Bristol Primary; “Character Counts Family Backpacks” $1470.00 Parents and children will be provided with an opportunity to participate in character education activities in their homes. Take-home backpacks will create new experiences for families focused on our four “Character Counts” traits: Respect, Caring, Cooperation and Responsibility. By incorporating movement into the regular curriculum and schedule, teach-ers can improve student attention, focus and learning. Students on the Move will provide the model, the training and the equipment classroom teachers need to integrate movement into their daily schedules.

Sara Wichard: Bristol School; “LEAP (listen, evaluate, assess, perform) in the 21st Century music Classroom” $1054.00 The project objective is two-fold: to increase the students’ role in their performance assessments and to provide more individual listening opportu-nities in the music classroom. Current performance assessments will be

enhanced (singing, recorder or other instrument playing, and rhythmic practice) by having students video tape each other for instant self and peer evaluation. Students will listen more to the variety of genres that is pre-sented in the general music classroom. iPods are a 21st century tool that can work for both of these goals. The mp3 player/video camera will create a link to the increased 21st Century teaching and learning in the music class.

Jeanette Hencken, Winnie Hawker (WGHS Student): WGHS; “A Community Helping Law Enforcement” $2170.00 Due to a request from a footwear expert for the St. Louis Metropolitan Police Department (SLMPD) Crime Lab, WGHS forensic science students have been collecting photographs and data from non-name brand shoes since 2001 (WGHS is the only source, besides the FBI, for data on non-name brand shoes sold at Payless and Walmart). This information is edited by students, saved in multiple forms, then sent to the FBI to be used as needed in investigating crimes. The goal of this proposal is to provide a reliable method for making data about footwear available to as many law enforcement agencies as possible while continuing to provide students with the opportunity to work with data and its applications to the worldwide community. The purchase of a server will allow for storage of and easier access to the data we collect from footwear.

Brad Jordan, Jenna Bonham: Edgar Road Elementary School; “Fun and Fitness For All” $2500.00 Fun and Fitness for All at Edgar Road Elementary is an exercise circuit of 10 stations situated along the nature trail behind the gymnasium. It will provide interesting and beneficial physical activity as an extension of our P.E. curriculum. In addition, the project will enhance our school’s appeal as a community gathering spot for family recreation.

Jenni Wilson: WGHS; “Every monday matters” $700.00 Matthew Emerzian and Kelly Bozza, co-authors and co-founders, wrote Every Monday Matters: 52 Ways to Make a Difference to communicate that it is the plain, simple, ordinary individual, either acting alone or together with others, who can change the world. Every Monday Matters (EMM) promotes the fact that people have power. People matter. No matter how big or small the actions, they matter. And not only do people have the power to make change, they have the social responsibility to do so. This program will be used in the Statesman Ambassadors Leadership class with the goal of students becoming the catalyst of action in our school.

Tracey mack, John Raab: Steger Sixth Grade Center; “A Target for Life: Getting Straight to the Point” $4200.00 of 4621.00 Archery is an activity in which people from all walks of life, ability levels, and sizes can participate with success. It appeals to all learning styles and is a physical activity in which all students can participate together. The skills required of a successful archer, including discipline, focus, practice and perseverance, are the same skills required to be a successful student and human being. We would like to bring archery to Webster Groves schools for all students to enjoy.

The tenth class of inductees to the Webster Groves High School Statesmen Sports Hall of Fame has been selected and will be honored at a banquet Oct. 16 at Westborough Country Club in Webster Groves.

This year there will be eleven individuals inducted into the Hall of Fame. They include: Leonard Bryant, coach; Pete Orr, class of 1953; Olin Lippincott, class of 1955; Jerry Wolff, class of 1956; Mickey Stewart, class of 1957; Robert Brown, class of 1959; Ron Mautz, class of 1964; Jim Anderson, class of 1965; Ron Dubuque, class of 1978; Kelvin Cunningham, class of 1979 and Joel Blunk, class of 1980.

Also being honored at the banquet will be the winners of this year’s special awards. The Tyke Yates “Good Guy” Award will be presented to Bill Kunz and the Froebel Gaines Family Award will be presented to the family of Mike and Karen Smith and their seven children: Josh, class of 1998; Ashley, class of 2000; Zach, class of 2002; Abby, class of 2004; Caleb, class of 2008; Hannah, class of 2010; and Gabe, class of 2011.

Administrative offices building history:Located directly adjacent to the high school campus, the “Central Office” houses the

majority of district administrative offices.The current building was constructed in 1958, and is connected to the original school

district office building on Selma Avenue. The older building now houses the district’s business office.

In the 1980s, the building was expanded again, with the addition of a board room and the front reception area.

The Webster Groves School District is seeking adults to volun-teer with the OASIS tutor/mentor program, which shares the gift of reading with young children. The requirements are a love of children, willingness to commit one hour a week to read and write with a child and completion of a training session.

The Asbestos Hazard Emergency Response Act (AHERA, Public Law 99-5190), enacted in October 1986, required the Environmental Protection Agency to develop regulations that provide a comprehensive framework for addressing asbestos problems in schools. On Oct. 30, 1987, the EPA published the Asbestos-Containing Materials in Schools Rule (40 CFR Part 763 Subpart E). This rule required all public and private schools to inspect for friable and non-friable asbestos, develop asbestos management plans that address asbestos hazards in school build-ings and implement response actions in a timely fashion.

The Webster Groves School District recognizes that the pres-ence of asbestos-containing building materials in schools consti-tutes a potential hazard to human health and the environment.

Therefore, the prevention of exposure to asbestos fibers at any level is a matter of concern to the district and the school com-munity, requiring the implementation of a carefully planned and thorough program to safeguard school children and personnel. This includes assessment of the potential hazard; application of precautions designed to prevent exposure to asbestos fibers and systematic abatement of asbestos-containing materials.

A reinspection of all district school buildings is performed peri-odically to comply with the rules and regulations of the United State Environmental Protection Agency. A report on the condition of each building and the location of asbestos-containing material is available at each building site.
