The California Public Utilities Commission (CPUC) will hold a Utility Pole Safety En Banc on April 28.The CPUC has recently considered utility pole safety issues in various proceedings, but these opportunities have necessarily been limited in scope. For example, the CPUC has considered utility pole safety in the context of a specific incident, or an investor-owned utility’s General Rate Case, or in the context of extending rights of way to a particular industry.This day-long en banc is designed to begin a broader conversation on utility pole safety by bringing together representatives from different industries and stakeholder groups (e.g., investor-owned utilities, communications providers, public safety agencies, consumer groups, utility worker groups) for a high-level discussion of utility pole safety not limited to a specific incident, industry, or service territory.

Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.

The California Public Utilities Commission (CPUC) will hold a staff workshop to discuss the results of the Self-Generation Incentive Program launch on March 21st, 2016.

On February 23rd 2016, the SGIP began accepting applications for customers seeking to install distributed energy resources.  For the first time, these requests for incentives were submitted through an online portal.  Several parties reported significant delays, errors, and inconsistencies with their applications.  As a result, many parties have since expressed concern with the portal itself and the resulting applications which were granted.  The purpose of this meeting is to discuss the application process, results of the recent solicitation, and highlight areas for improvement.

The recent scoping memo stated: “the primary focus of Track 2 (anticipated late 2016 decision) is to adopt a durable flexible capacity requirement program,” and asked parties to answer the following questions in their comments on the scoping memo:

1. What reliability need(s) must FCRs be designed to meet?2. What definition of one or more flexible capacity products should be adopted to meet this need or needs?3. How should annual FCR requirements be set to meet this need or needs with the defined product(s)?4. What, if any, related changes to the RA program should be made to best meet the reliability needs?

Parties who submitted comments on these questions are therefore invited to present their perspectives at this workshop.
