The National VET E-learning Strategy

The National Broadband Network (NBN) E-learning Programs forms part of the National VET E-learning Strategy

Vision: A globally competitive Australian training system underpinned by world class E-learning infrastructure and capability.

Goal 1: Develop and utilise E-learning strategies to maximise the benefits of the national investment in broadband.

Strategic Objective: Demonstrate the power of broadband to enhance outcomes for learners, and promote growth in broadband-based training as the NBN roll out proceeds

What you need to know

• $25,000 to $50,000 (plus GST) for projects • Projects run from January to June 2012• Projects must focus on improved learner outcomes• include a minimum of 10 learners, with larger numbers of learners

preferred

• Projects must use NBN pilot sites (Stage 1)

• Projects can be across state borders • Projects should consist of recognised training which may include:

– Industry recognised competencies* and/or – Nationally recognised units of competence

*Applicants should provide evidence of the acceptance and relevance of Industry Based Competencies that are not on the national register

What you need to know cont..

Projects must

• trial innovative programs using high capacity connection, for

example: telepresence, simulated learning, game-based

learning, e-tutors, learner analytics and videostreaming

solutions, and/or

• facilitate VET programs using broadband-based information

technology to improve training access and outcomes for

learners, and/or

• prepare organisational readiness models for delivering training

and assessment services for the NBN, for example

organisational capability, enabling connectivity to the NBN.

Outcomes

• Improved access and skills attainment for learners through broadband-based training programs.

• The development of models using broadband/high bandwidth based VET delivery.

• The growth and enhancement of partnerships to deliver new training solutions using the NBN for learners and communities.

Eligibility to apply

Business, Community Groups and Registered Training Organisations

• proposals should include an RTO partner• any partner organisation may have the role of

Lead Agent, taking responsibility for accountability for funds, effective management of the project, reporting and delivery of outcomes.

• Lead Agents must be legal entities.

Co-Investment

Project applicants must demonstrate that their project budget includes a co-investment contribution*. Contributions can include:• salaries• enabling technology used for E-learning

*The level of co-contribution that is offered will be taken into account by the selection panel in competitive assessment of project proposals

Example Projects: TourismPurpose:Baristas the world over recognise the unit SITHFAB012B - Prepare and serve espresso coffee and the highly regarded Bruno’s Barista RTO is much desired by employers. They have developed a new online course specifically for NBN users and have recruited their first group from around Australia.

Process:The trainers demonstrate the process using live streaming and learners in turn practice their skills and receive live feedback from the trainers. The sessions are recorded for review. The second and final session includes an assessment conducted in collaboration with a local coffee house.

Payoff Employers are confident that certificate holders are proficient and learners are confident in their skills and have the opportunity to learn from outstanding baristas/teachers.

Example Projects: Mining

Purpose:A mining company contracts the local RTO to provide training in OHS and driving in the mines as part of the pre-employment training and recruitment process. RII09 - Resources and Infrastructure Industry Training Package

Process:The RTO is based on the mine site where they use a high end virtual reality simulator for learning. Participants from 3 of the State 1 NBN sites use the top speed access from their ISPs to access the training.

Payoff Mining companies can establish suitability of new recruits without expensive face to face training. Participants get a taste of work in the mines and can establish their interest and gain a certificate of attainment and connections with likely employers.
