How AASHTOWare works, summarized in a few short noes: all the states make a pot of money, and those agencies form the user group. 5 of them at a time are selected to be the task force, they hire a contractor (currently Bentley) to write the software. The task force and user group direct the development. BrM is a group effort of these 41 states and 9 other agencies. That’s a lot of experience.

So lets look at a bridge’s lifecycle and where BrM comes in. This is the lifecycle of a bridge, from design to construction, through inspection and planning and back to design. It follows this approximate same course whether it is being replaced or being repaired.

BrM is for use in collecting inspection data, doing your project planning and then programing the work and allocating your funding. AASHTOWare has other products: BrM’s sister products Design and Rating, which help with the other pieces of the lifecycle; and Project, which helps with managing construction and funding. BrM has some ideas for construction help, but there hasn’t been enough interest from the states in developing this yet.

BrM has two different products: the Enterprise Version and the Workstation Version. In both cases, the database is relatively open to the agency because the data is their own. We work with both Oracle and SQL Server.

In the enterprise version, BrM is hosted from a server and is accessed from the internet or agency intranet. In the workstation version, the application is served up from your local laptop. Bridge data can then be shared back and forth between the two versions.

The Bridge Inspection module allows inspectors to track their notes for each element of the bridge, define defects and protective systems. It follows the FHWA guidelines for NBI and NBE submittals. Agencies can also copy this screen and make configuration changes to track the data important to them.

In the latest version (5.2.3), we have added a module for Tunnel inspections which follows the FHWA NTI standards. It also has more framework for creating modules for different asset types: walls and overhead signs, for example.

Inspectors can identify work needs with their inspections, and the system can help generate approximate costs for that work. Some agencies also use these fields to inform inspectors of the plan for the structure, which in turn helps them to not duplicate needs.

BrM then has tools to take those inspector recommendations, and perhaps computer recommendations, and compare their benefit to a structure. You can compare their immediate benefit, their life-cycle-cost impact and add selected work to a project.

Projects can be created from groups of structures in a district, or on a route, or by similar work types. Projects can be merged or separated, and you can identify which portions of project funding come from different funding sources.

One of the big new features of version 5.2.3 is the Optimizer. After setting up the rules about how to model work and when you would perform it, the software can consider all the alternatives for your program and recommend work which would most optimally help you meet your performance measures.

The crowning aspect of 5.2.3 is the Scenario Explorer, which allows you to run many optimizations and then compare the results if you change things just slightly. In this case, you can see how spending more money helps the agency reduce their percentage of structurally deficient bridges faster. These graphs are very useful for legislatures and commissions who set spending priorities.
