House Bill 5 - Statutory Requirements

• A principal of a high school shall designate a school counselor or school administrator to review personal graduation plan options with each student entering grade nine together with that student’s parent or guardian.”

•“A school district shall ensure that each student, on entering ninth grade, indicates in writing an endorsement that the student intends to earn. A district shall permit a student to choose, at any time, to earn an endorsement other than the endorsement the student previously indicated.”

House Bill 5 - Statutory Requirements

•“A personal graduation plan must identify a program of study that: promotes college and workforce readiness; and career placement and advancement; and facilitates the students’ transition from secondary to postsecondary education.”

•“The SBOE by rule shall provide students with multiple options for earning each endorsement, including, to the greatest extent possible, coherent sequences of courses.”

House Bill 5 - Statutory Requirements

• The Commissioner has adopted a transition plan to replace the MHSP, RHSP, and DAP with the Foundation High School Program beginning with the 2014-2015 school year

• The Commissioner has adopted rules to allow fourth year seniors who are unable to complete the requirements of one of the current graduation programs to graduate foundation only in spring 2014.

• Students who are in grade 9, 10, or 11 in the 2013-2014 school year must be given a choice to graduation the MHSP, RHSP, DAP, or Foundation High School Program.

Endorsements - Statutory RequirementsA student may earn an endorsement by successfully

completing:

• Curriculum requirements for the endorsement,

• Four credits in mathematics,

• Four credits in science, and

• Two additional elective credits.

STEM Endorsement

A student may earn a STEM endorsement by completing foundation and general endorsement requirements including Algebra II, chemistry, and physics and: Option 1: A coherent sequence of courses for four credits in CTE (Chapters

127 or 130). Two courses must be in the same career cluster and one advanced CTE course, which includes any course that is the third or higher course in a sequence. The final CTE course in the sequence must be selected from the STEM career cluster, or

Option 2: A coherent sequence of four credits in Computer Science selected from the following:

Fundamentals of Computer Science Computer Science I, II, III AP Computer Science IB Computer Science, Standard Level or Higher Level Discrete Mathematics for Computer Science Digital Forensics Game Programming & Design Mobile Application Development Robotics Programming & Design Independent Studies of Technology Applications

STEM Endorsement

A student may earn a STEM endorsement by completing foundation and general endorsement requirements including Algebra II, chemistry, and physics and:

Option 3: A total of five credits in mathematics by successfully completing Algebra I, Geometry, Algebra II and two additional mathematics

courses for which Algebra II is a prerequisite, or

Option 4: A total of five credits in science by successfully completing biology, chemistry, physics, and two additional science courses,

or

Option 5: In addition to Algebra II, chemistry, and physics, a coherent sequence of three additional credits from no more than two of the

areas listed in (Option 1), (Option 2), (Option 3), and (Option 4).

Business & Industry Endorsement

A student may earn a Business & Industry endorsement completing foundation and general endorsement requirements and: Option 1: A coherent sequence of courses for four credits in CTE

Option 3: Four Technology Applications elective credits, or Digital Design & Media Production Digital Art & Animation 3-D Modeling & Animation Digital Communications in the 21st Century Digital Video & Audio Design Web Communications Web Design Web Game Development Independent Study in Evolving/Emerging Technologies, or

Option 4: A coherent sequence of four credits from (Option 1), (Option 2), or (Option 3).

Public Service Endorsement

A student may earn a Public Services endorsement completing foundation and general endorsement requirements and:

Option 1: A coherent sequence of four credits in CTE (Chapters 127 or 130). Two courses must be in the same career cluster and one advanced CTE course, which includes any course that is the third or higher course in a sequence. The final CTE course in the sequence must be selected from one of the following career clusters:

Education & Training Government & Public Administration Health Science Human Services Law, Public Safety, Corrections & Security

Option 2: Four courses in Junior Reserve Officers’ Training Corp (JROTC).

Arts & Humanities Endorsement

A student may earn an Arts & Humanities endorsement by completing foundation and general endorsement requirements and:

Option 1: A total of five social studies courses (Chapter 113 or Chapter 118), or

Option 2: Four levels of the same language other then English (Chapter 114), or

Option 3: Two levels of the same language other than English and two levels of a different language other than English, or

Option 4: Four levels of American sign language (Chapter 114), or

Arts & Humanities Endorsement

A student may earn an Arts & Humanities endorsement by completing foundation and general endorsement requirements and:

Option 5: A coherent sequence of four credits from one or two disciplines in Fine Arts (Chapter 117), or

Option 6: Four English elective credits by selecting from the following: English IV Independent Study in English Literary Genres Creative Writing Research & Technical Writing Humanities Advanced Placement English Literature & Composition; or IB

Language Studies A1 Higher Level; or Communications Applications

Multidisciplinary Endorsement

A student may earn a multidisciplinary studies endorsement by completing foundation and general endorsement requirements and:

Option 1: Four advanced courses that prepare a student to enter the workforce successfully or postsecondary education without remediation from within one endorsement area or among endorsement areas that are not in a coherent sequence, or

Option 2: Four credits in each of the four foundation subject areas to include English IV and chemistry and/or physics, or

Option 3: Four credits in advanced placement, International Baccalaureate, or dual credit selected from English, mathematics, science, social studies, economics, languages other than English, or fine arts.

Distinguished Level of Achievement

A student may earn a distinguished level of achievement by successfully completing:

a total of four credits in mathematics, which must include Algebra II,

A total of four credits in science,

The remaining curriculum requirements,

The curriculum requirements for at least one endorsement.

Performance Acknowledgements

A student may earn a performance acknowledgement for:

Outstanding performanceIn a dual credit courseIn bilingualism and biliteracyOn an AP test or IB examOn the PSAT, the ACT/PLAN, the SAT, or the ACT, or

Earning a nationally or internationally recognized business or industry certification or license
