Throughout history, effective logistics techniques have proved absolutely vital to successful military campaigns and operations.

From the Civil War to Operation Enduring Freedom, logisticians have provided effective reach back, Just-In-Time support, provided fuel to keep aircraft in the air and have provided servicable parts to fix them.

Today we will examine one of the most important logistics functions available to the department of defense, and that is the USAF War Reserve Materiel Program

The purpose of WRM, why is WRM so important to the warfighter?

Program Management – Why is it critical that WRM stockpiles be maintained properly and in accordance with strict regulations?

Installation level responsibilities for all levels of management

At the end we’ll wrap things up with a quick summary

By definition, WRM is materiel required in addtion to primary operating stocks and deployment equipment necessary to attain objectives in the scenarios approved for sustainability planning in the strategic planning guidance.

In layman's terms, WRM is materiel required in addition to POS and deployment equipment needed to support wartime activities until re-supply is established

WRM is critical equipment, suppliies and vehicles available to support wartime activities. Distribution plans for all WRM equipment spread across the world are reflected in the USAF WAR and Mobilization Plan

Prepositioning of WRM assets in key areas is a vital aspect of Agile Combat Support and ensures materials reach the war fighter in a rapid and efficient manner. Within a matter of days, assets can be distributed where are needed most, bolstering war time efforts thousands of miles away from the continental United States.

The purpose of a well managed and robust WRM program is to preposition WRM assets for various war and contingency plans and to provide a management system to maintain WRM in the highest state of readiness during peacetime.

It may be used for small-scale contingency, noncombatant evacuation orders (NEO), steady state AEF, JCS exercises and emergencies with proper approval and authorization

WRM does not duplicate mobility assets

WRM is starter stock for the first 30 days until resupply is established

WRM reduces the logistics footprint for in bound forces

Several factors are taken into consideration to ensure effective support to the warfighter: transportation constraints, operational timeliness, and cost.

It is extremely important that equipment is actually able to reach the war fighter in a safe and efficient manner. These factors play a huge part role in ensuring the wartime requirements for a planned operating base.

Adhering to guidelines and proper administration upholds the proper storing and rotation of equipment. Documents such as the WCDO, the IMP, WPARR and FLRR letters are used by WRM techniques to not only document the use of WRM but to also account for the assets.

The WAAR extract for each base provides an overview of all US Air Force approved wartime aircraft activity documented for that installation in support of current war plans

The WAAR provides unit planners visibility of specific deployment/employment activity for all Commands

The War Plans Additive Requirements Report is a document that provides MAJCOM requirements by location and theater requirements in order to provide support for future incoming forces.

- The document is split into two parts

P t 1 U d f j d t j d t id tif t i tPart 1: Used from major command to major command to identify parts, equipment, and vehicles by geographical location

Part 2: Part 2 of the WPARR is used to identify equipment requirements in potential operating locations in order to quickly and efficiently support incoming forces within an AOR

With regard to WRM vehicle use, assets are documented within the WPARR process, however the Vehicle Authorization List is used to authorize distribute assets within the AOR

�The War Consumables Distribution Objective (WCDO) is an essential document that provides several functions:

-The document details pre positioning information and objectives for war time consumables in direct support of Wartime Aircraft Activity forces in the Unites States Air Force War Mobilization Plan – 4

-- Outlines specific geographic locations and storage requirementsOutlines specific geographic locations and storage requirements

-- Provides for a matter of record to be used in conjunction with the joint planning process

-- Designed to provide for an off the shelf plan for WRM distribution

-The document authorizes Materiel Management and Munitions personnel to order and stock required aircraft parts and munitions equipment consumables in order to support future air force taskings

- Ensures for the quick and efficient ordering activities to support the war fighter

-It also provides the required, authorized and allocated quantities of war consumables in order to support the wartime missionconsumables in order to support the wartime mission

-- Includes both equipment assets, vehicles and aircraft parts

-- Is vital to the accurate construction of the both OPLANs and CONPLANs

The Time Phased Force Deployment Data is another essential tool used in positioning both forces and WRM assets

- The TPFDD is secure, computer based database

- It is a unique database that displays critical information in direct support to the fi htwarfighter:

-- The database lists the position of forces and the requirements of forces

-- It lists bed down locations

-- The TPFDD also lists movement requirements for forces attached to a particular plan

- The TPFDD data base can be manipulated to display sorted and meaningful computer lists which include information essential to both the planning process and operation sustainment

- The TPFDD also contains non unit related cargo and personnel data used in planned movement execution of an operationplanned movement execution of an operation

In a classic structure, the Mission Support Group Commander will serve as the WRM Program Manager

-Oversees the management of the installation’s WRM program

-- signs all Peacetime User Requests for both exercises and real world contingencies

h i th M thl WRM ti t di ld d WRM d t-- chairs the Monthly WRM meeting to discuss old and new WRM updates

-The MSG commander ensures planning programming and acquisition usually through both the monthly WRM meetings and the WRM review board

-Appoints the Installation War Reserve Officer and Noncommissioned OfficerAppoints the Installation War Reserve Officer and Noncommissioned Officer

-- Office position is usually the Deployment and Distribution Flight Commander or the Installation Deployment Officer

-- WRM Non Commissioned Officer is usually a Logistics NCO co located within the Installation Deployment Readiness Center

As previously stated, the WRM review board meets semi-annually, however if applicable, the Group Commander will meet with both the WRMO and WRMNCO on a monthly basis to discuss relevant program updates

The War Reserve Materiel Officer and War Reserve Materiel NCO are responsible for :

Day to day management of the WRM program to include servicing of equipment, rotation, inspections, and PUR requests and accounting

Responsible for reading, interpreting and disseminating Air Force Instructions and publications pertinent to WRM stocking and handling

Ensures reconstition actions are initiated and accomplished as quickly as possible

Be familiar with WRM source authorization documents to included the War Consumables Distribution Objective, War Plans Additive Requirements Report, Inventory Management Plan, Wartime Aircraft Activity Report, Vehicle Authorization Listing, Funded Level Rations Requirements, and Time Phased Force Deployment Data

WRM managers must be familiar with supply listings such as the R07, Q07, R14, R23, R34 and the D04.

In addition, WRM managers must participate in the WRM review board, training ti iti d ti iti ithi th f th M t lactivities and activities within the scope of the program. Managers must also ensure

that equipment is stored in accordance with applicable AFI guidance as outlined in AFI 25-101

Responsibilities at the installation level include:

All requests for peacetime use of WRM are coordinated the WRMO/NCO where case numbers are issued for each request. A memo for record of the request will be put on file until the asset is returned.

P t bilit f P ti tProper accountability of Peacetime user requests:

- The user is responsible for properly filling out and staffing the applicable user request for MSG/CC signature. Equipment is not authorized for use until the PUR request is approved and signed. This will ensure all equipment is returned in a clean and serviceable condition and all repairs and servicing actions are paid for by the

i itusing unit.

- Joint service checks are required on all equipment before the equipment is checked out for use. This ensures any damage identified before checkout is not counted against the losing unit and the equipment is turned-in in a clean and serviceable condition.

If damage and or wear is identified during the joint inspection, the using organization will fund all repairs necessary to bring the equipment back to a serviceable condition.

The WRM program goal is proper accountability and serviceability of all equipment

The purpose of Unit Surveillance inspections is to evaluate compliance with WRM policies and procedures, identify and correct problem areas, educate WRM Managers, and provide a formal published report to the installation leadership. Results of Surveillance inspections are briefed during the semi annual WRM Review Board.

Areas inspected include: Past findings, accountability, serviceability, storage, marking, maintenance tracking board/forms and the WRM continuity book.

Monthly walk throughs are required by AFI and as a minimum will include the following areas.

Monthly walk throughs will also include:

- Identifying TCTO kits, tagging and scheduling

- Requisitioning of repair parts

- Maintenance of required records

- Conducting required inspection and inventories

- Placing appropriate condition tags on assets as directed

Installation Responsibilities for WRM budget and funding includes compiling, analyzing, and submitting an annual budget to the Financial Management Accounting (FMA).

War Reserve Materiel Managers (WRMMs) submit an annual Operations and Maintenance budget to the WRMO/NCO to project WRM expenditures for storage, maintenance, reconstitution, and or program management of WRM assets

WRM funding is separate from the wings budget.

WRMO and WRMNCO are the primary POC for WRM funds.

Some examples of items purchased using WRM funds include:

Corrosion control, tank buildup, maintenance contracts

Cost associated with marking WRM

The squadron WRMM will submit Unfunded requirments each quarter to the WRMO and WRMNCO based on historical expenditures and mission changes

These requests are forwarded to the applicable MAJCOM 17

WRM is stored to achieve and maintain a continuous state of readiness

WRM assets are segregated from peacetime assets and are properly marked and identified with a solid black WRM triangle

Consumables should be co-mingled with peacetime operating stock when appropriate to extend the assets life cycleappropriate to extend the assets life cycle

Example – 60K and 25K aircraft loaders are purposely integrated into peace time inventories to ensure the sustained lubrication of hydraulic pistons and seals

The WRM triangle will be used to properly identify WRM equipment

Must be included on integrated assets which are PURE assets

Triangle will be solid black IAW AFI 25-101
