Our team has extensive experience in land use planning, design, downtown planning, landscape architec-ture, park and open space planning, public engagement, and complete streets. We also have years of ex-perience working for local governments across the country as planning directors and managers, and have served our profession at the highest levels within the American Planning Association.

2 Project Understanding and aPProach

Understanding

The City of Madison adopted its Growth Plan in 2012 to provide a conceptual look at how and where the City will grow into the future. While it serves as an excellent snap shot of future goals and issues, it does not provide the detail necessary to guide parcel-specific decisions, nor does it provide a vision for how mobility will be integrated within neighborhoods or into the community at large. The Growth Plan was also adopted prior to the Parks and Recreation Master Plan and therefore lacks its guidance on the location and design of park facilities. The purpose of the West Side Master Plan is to serve as a blueprint for future growth and decision making. While much of the area remains zoned for agriculture, the West Side is one of the hottest growth areas for Madison with recent rezonings heralding the push for change. In order to be effectively implemented the plan will need to guide rezoning decisions and be integrated into land development codes. Part of this project will focus on a review of your current regulations and suggestions for amendments.

Knowing that staff is willing and capable of assisting in the planning effort we have incorporated their efforts into our work program. Integrating staff into our team is important for the success of the plan. No matter how much time we spend in Madison or how many people we talk to, we will never know the City like staff does.

Effective public engagement is key to creating a plan that is supported by and reflective of the community. We propose using a charrette, or hands-on workshop, format for most public meetings as it provides a more personal level of engagement and is always appreciated by the community. We recommend soliciting input from specific groups identified by the City as having special

knowledge or interest in the area. For this reason, we have included stakeholder interviews in our scope as well as workshops at the middle and high schools to connect with the youth of Madison.

Approach

Our approach is based on our understanding of the City’s needs plus our years of experience working with cities and towns to develop similar plans. We have included time to review current policies and regulations as they impact the West Side, and to determine all the issues and non-issues surrounding the current plan, existing development patterns and future needs. We recommend that the City appoint a project Steering Committee to work closely with Staff and the consultant. The Steering Committee could be the Planning Commission, or it could be a committee that includes commission members as well as members of the City Council, the Zoning Board of Adjustments, and stakeholders from the City. The Steering Committee should be representative of public as well as private interests. In addition to the valuable input and guidance received from the Steering Committee, the integration of the staff as part of our team will be beneficial by providing internal support and understanding of the plan from the beginning.

An effective plan will require robust public outreach. The Orion team has decades of training and experience in leading public engagement activities including educational and decision-making meetings. Holding effective public meetings is critical to keeping people actively engaged in the project and directly impacts the quantity and quality of the input provided by the public. Additionally, project schedules are dependent upon successful and effective meeting outcomes. Our team members are experts in facilitating conclusive and meaningful input sessions that impact the final product.

We would conduct a charrette or hands-on workshop format for most public meetings so that we are able to give the personalized attention the community deserves. We have found that standing up in front of people and talking is the least effective way to get results. Our intent is to get everyone involved, except for those occasions when the meeting is just for information sharing. Effective meetings require:

• Planning Preparation

• Good listening skills

• Education Interaction

• Follow-up

The end result will be a community-based plan that expands on the City’s land use and mobility vision for the West Side as set forth in the Madison Growth Plan. The West Side Master Plan will include all of the Western Growth Area as identified in the Growth Plan plus a few contiguous areas identified by staff. The Plan will include future land uses, alternatives for street design, street connectivity, pedestrian and cycling facilities, and recreation areas as guided by the Parks and Recreation Master Plan. Additionally, planning strategies that create vital commercial centers and livable neighborhoods with a focus on sustainable urbanism and integration, restoration and preservation of important environmental features will be a key component of this plan.

We understand and respect that one of our primary roles in the creation of your plan will be to act as facilitators, providing neutral opinions and resolutions in cases of conflict while at the same time providing you with professional input on best practice implications of possible approaches. In conclusion, this will be your plan not ours.

Project Staffing

For this project, we have assembled the following team.

Carol Rhea, FAICP, Project Manager, Orion Planning Group, has more than 29 years of planning practice. Prior to founding Orion Planning Group, Carol created and staffed Rhea Consulting, serving communities in North and South Carolina. Previously she was the Assistant Director of Planning and Development Services for York County, SC responsible for the daily administration of planning, zoning, building inspections and customer service divisions. She also worked as a regional planner for the Southwest Florida Regional Planning Council, served more than 8 years as a Community Development Planner for the North Carolina Department of Commerce, and worked 5 years as the Director of Planning and Development for the City of Monroe, NC. Her experience has spanned city, county, regional and state agencies and includes conducting and reporting reviews of outer continental shelf oil and gas exploration proposals with the U.S. Bureau of Ocean Energy Management, Regulation and Enforcement, and managing programs for solid waste program, code enforcement, community development and building inspections. She is a certified LID professional.

Graham S. Billingsley, FAICP, Orion Planning Group, will be responsible for managing the project, and will be the lead planner, and responsible for public outreach and facilitation, and land use strategy and graphics.

Graham has significant experience covering almost 40 years of practice. He was educated in planning, landscape architecture, and architecture, and has practiced in all three fields. For 23 years Graham was in the public sector, first as Chief Planner for Urban Design with the City of Dallas, Texas. In that position Graham was responsible for the areas of urban design and historic preservation as well as numerous neighborhood planning efforts. Graham left Dallas to become the Land Use Director for Boulder County, a position he held for 18 years. He had responsibility for a department of 57 employees in four divisions, Planning, Building Safety and Inspection Services, GIS, and Resource Conservation.

Oliver Seabolt, Partner, Orion Planning Group, has more than seventeen years of combined experience in landscape architecture, urban design, and real estate. He is a landscape architect and urban designer with extensive experience in the management and implementation of complex domestic and international projects of varying scales. He has worked closely with both public and private entities and is experienced in handling high profile and complex projects. Oliver has directed extensive master plan projects and led multi-disciplinary teams through successful design, permitting and construction phases. His wealth of experience in master planning projects and his ability to guide teams contributes to his success in keeping projects on schedule and within budget.

The proposed work program divides the project into three parts: 1) project initiation, 2) baseline research and analysis, and 3) plan drafting and adoption. Within these three parts we have identified key tasks to move the project from concept to reality.

Part 1: Project initiation Part 1 sets the stage for the entire project. It includes tasks that help the consultant team learn more about Madison, help us forge effective working relationships with Staff and the Steering Committee, and that establish all of the parameters for effective public engagement.

Goals for Part 1: • Solidify deliverable content, calendar and consultant

and City roles and responsibilities.

• Establish communication protocol between the consultant and the City

• Conduct a start-up meeting with City Staff and the Steering Committee

• Create a Public Engagement Plan

Task 1.1: Initial Meeting with Staff (Team Trip 1) Meet with staff to finalize project objectives, schedule, and coordination. Staff will provide the Consultant with an electronic copy of all relevant policies and codes as well as any other background material they feel is necessary to understand the past, present and near future of the West Side.

Task 1.2: West Side Tour (Team Trip 1) We would request a tour of the Town by Staff highlighting, at minimum, opportunity areas, problem areas, positive recent development, pending development sites, land use challenges, and places

where you feel the current plan and codes have not accomplished what is needed.

Task 1.3: Creation of a Public Engagement Plan (Team Trip 1)We will work with Staff to define public engagement goals, desired methods and schedule. The Public Engagement Plan will be developed with the participation of Staff and the Steering Committee and will detail:

» HOW the public will be engaged in the process: charrette, information meeting, website, press releases, e-mail, Twitter, etc.

» WHO will be the target audience of specific engagement strategies such as the general public, specific stakeholders, youth, etc.

» WHEN in the process particular methods of engagement will be used whether continuous or discreet.

» WHERE public engagement will occur such as in City Hall, schools, libraries, etc.

» WHY particular engagement strategies are needed to help ensure that the entire community has more than one way to contribute and be involved.

» WHAT is needed from each type of engagement activity so we understand how the results of the engagement will be used to inform the Plan and code development process.

In addition to answering these core questions, the Public Engagement Plan will also detail who, the Consultant or Staff, will lead and support on each engagement area. We will also work with the Staff to provide information for posting to the project website if City-hosted. Details will be included in the Public Engagement Plan. The Public Engagement Plan will help us to ensure that the planning process incorporates an intensive public participation program that encourages and facilitates input from all stakeholders as well as the general public. Task 1.4: Kick-Off Meeting with the Steering Committee (Team Trip 1) During our first meeting with the Steering Committee the consultant team will introduce team members, explain the purpose of the project and our approach, outline the purpose of the committee and its role and involvement in the Plan update and code creation, review the list of anticipated deliverables, and solicit feedback on the Public Engagement Plan. We will also review tasks for the remainder of the project and affirm expectations. Steering Committee meetings will continue throughout the project.

Task 1.5: Stakeholder Interviews (Team Trip 1) The consultant team will spend one full day meeting with stakeholders identified by staff to discuss the potential of the West Area, its assets, its challenges, and future opportunities.

Part 2: Baseline research and analysis The second part of the project involves review and analysis of the Growth Plan and adopted policies that augment or effect plan implementation. It also involves collecting and analyzing information to update land use. The culmination of Part 2 will be the creation of a West Side profile.

Task 2.1: Information Collection and Analysis The consultant team will conduct a comprehensive inventory of existing policies that effect or augment the current plan and land use regulations. This includes policies from the County and adjacent jurisdictions. We will analyze how, or whether these policies should be incorporated into or reflected in the updated plan and how the code might implement them. We will also collect and analyze current land use information and other data needed to update the Plan.

Task 2.2: Visioning Workshops (Team Trip 2)The Consultant will host a land use visioning workshop with the Steering Committee, Staff, Stakeholders and the general public. This workshop will be a charrette-based process that allows for hands-on small group work. The Consultant working with Staff will also host a visioning workshop at the Middle School and High School to solicit the ideas from the areas younger residents.

Part 3: Plan draFting and adoPtion Part 3 of the project involves drafting the Master Plan.

Goal for Part 3: Creation and adoption of the Plan

Task 3.1: Creation of the Initial Draft Plan The Consultant will prepare a draft of the Master Plan. The plan will include a new land use element, recommendations for mobility improvements, design details, and an implementation plan that details expected outcomes, priorities, measures of progress, time frame and potential Partners for each action identified in the Plan.

Task 3.2: Review of the Draft Plan The Consultant will solicit input from the Staff on draft plan elements as they are created. Afterwards, the Consultant will meet with Staff and the Steering Committee to review the initial composite draft. Remote team members will join by video conference.

Task 3.3: Creation of the Final Draft PlanUsing the information received from Staff and the Steering Committee, the Consultant will amend the Plan to create a final draft plan for review by the Planning Commission and City Council.

Task 3.4: Planning Commission and City Council Workshop (Team Trip 3)The Consultant will facilitate a workshop with the Planning Commission and City Council, preferably in a joint session, to review the Draft Plan and solicit input. Afterwards, the Consultant will incorporate the changes requested and will submit a new draft to Staff for review and approval as the public workshop draft.

Task 3.5: Stakeholder and Public Workshop The Consultant will facilitate a public workshop on the plan. Ideally, the workshop will use a drop in format and will be hosted by the Steering Committee and supported by Staff and the Consultant. Stakeholders will receive a personal invitation to the workshop.

6 schedUle & BUdget

Schedule

Our suggested schedule is 8 months. Finding the balance between allowing adequate review time and keeping the project moving is more art than science. Each place is different regarding expectations and methods of public engagement, and staff loads and turn-around on review requests vary. While we have found that 8 months sets a good pace for the project, this presumes that Staff, boards, commissions and committees can promptly review draft work products and that holidays and events do not delay public meeting schedules. We understand that this is not always possible and that the schedule may have to be extended to afford more input and review time.

Budget

Our estimated budget for the project including travel expenses is $87,500. To meet this budget we have outlined a management approach that makes the best use of our experience and expertise, but we will also need to call on staff to assist with key process and delivery items such as:

• Staff will provide Consultants all of the documentation and materials needed for a complete review of the West Side.

• Staff will provide all of the GIS mapping needed to support the project.

• Staff will provide meeting locations, logistics, sign-in, set-up and clean-up.

• Staff will provide all necessary public meeting notice.

• Staff will seek legal review of all products as desired.

• Staff will assist with facilitation at public meetings as needed.

All costs associated with the project including, but not limited to, travel expenses, hotel, photocopying, and postage are billed at cost to our clients. Mileage and other travel expenses are billed at the current IRS rate. Receipts can be submitted for all claimed expenses. Any expenses not expressly permitted by contract will be approved by the City prior to request for reimbursement.
