9 PUBLIC INVOLVEMENT PROGRAM
9.1 Introduction to the Public Involvement Program
A major component of the Westchester County Airport Master Plan Update was the development of a
public involvement program to facilitate the exchange of information between the project team,
individuals with technical/operational knowledge of the Airport, stakeholder groups, and the general
public. The purpose of this chapter is to give an overview of the various forms of public engagement that
were utilized throughout the master planning process, the types of groups that were engaged, and the
subject matter that was discussed. The public involvement efforts included meetings, workshops, and
questionnaires designed to provide information on the study process as well as to answer questions and
solicit input from stakeholders and the general public.
A project kick-off meeting for the Master Plan Update was held with representatives from Westchester
County Executive’s Office, Westchester County Department of Public Works and Transportation,
Westchester County Department of Planning, Westchester County Geographic Information Systems,
Westchester Department of Information Technology, Federal Aviation Administration (FAA) New York
Airports District Office (ADO), Airport staff, and the Consultant team on November 13, 2012.
The first initiative of the Master Plan Update public engagement program was the organization of a
meeting at Westchester County Airport (HPN) on December 11, 2012 with Airport tenant stakeholders.
The purpose of the meeting with Airport tenants was to introduce the project team and provide an
overview of the process and procedures associated with the development of the Master Plan Update. The
project team described the context for the Master Plan Update and explained that the study would consist
of three major phases: needs, solutions, and documentation. The remainder of the meeting included an
open panel answering questions from Airport tenants regarding the planning process and involvement of
the various stakeholders. It was also discussed that the County would coordinate with the Board of
Legislators as appropriate throughout the study duration.
9.2 Steering and Advisory Committees
A Technical Steering Committee (TSC) was assembled to include a group of individuals with knowledge
of technical matters and Airport operations to provide input throughout the master planning process. For
the Westchester County Airport Master Plan Update, the following entities were represented on the TSC,
which was consulted at various points throughout the study: Westchester County Department of Planning,
and Westchester County Department of Public Works and Transportation, Airport staff (Operations,
Financial, Environmental, Security and Maintenance), and the FAA Air Traffic Control Tower (ATCT).
The TSC played an important role in the screening of preliminary alternatives developed to address
Airport facility needs, as well as in the refinement of the preferred alternative.
In addition to the TSC, the following committees were identified by the County to be engaged and
updated throughout the planning process: Westchester County Airport Advisory Board (Airport Advisory
Board) and Westchester Aviation Association. Established under Westchester County Law Article IX
§277.221-277.231, the Airport Advisory Board serves the purpose of representing the population

surrounding the Airport. The Airport Advisory Board is comprised of eleven members who serve
staggered three-year terms. This includes eight members who are to be residents of Westchester County
and appointed by the County Executive and subject to confirmation by the County Board. One member of
the Airport Advisory Board should be a member of the County Board appointed by the Chairman of the
County Board and the remaining members are to be ex-officio members. The Westchester Aviation
Association is an organization that works closely with the County and provides a forum for aviation
stakeholders and the broader business community to express their input with regards to matters at HPN.
9.3 Stakeholder Consortia and Interviews
9.3.1 Consortia by Interest Group
On March 5th and 6
th 2013, the project team held three different consortium meetings for airlines, first
responders and tenants/FBOs. An example of the invitation letter that was sent out to these stakeholders
is included in Appendix A. The purpose of the consortia was to bring together stakeholders by interest
group and provide an overview of the master planning process, solicit input through the distribution of
questionnaires, and offer the opportunity to ask questions of the project team and County representatives.
The full questionnaires that were distributed to each interest group, as well as the results of the completed
questionnaires are included in Appendix E and Appendix F.

9.3.2 Individual Tenant Interviews
Following the tenant/FBO consortium meeting held on March 6, 2013, individual meetings were held
with these stakeholders in order to answer questions that were not fully addressed in the consortium as
well as to collect additional data regarding current conditions, tenants’ concerns, and facility deficiencies.
Tenants were also invited to share their visions in terms of future activity at the Airport and facility
improvements.
These individual tenant meetings were held over three days in 2013: March 27, March 28, and April 4.
An additional tenant interview was held on June 12, 2014 with Performance Flight, a flight training center
that also provides charter, aircraft management and maintenance services.

9.4 Public Meeting
9.4.1 Overview
The first public meeting was held at Westchester County Center in White Plains on July 17, 2013 and had
approximately 70 people in attendance. The meeting was advertised in local media and online. At the
meeting, the master planning process was presented to the community and public feedback was gathered
for use in the study. In addition to providing a description of the Master Plan Update process, an overview
of the Airport’s existing facilities, operations and flight tracks, rules and regulations, and safety
requirements were presented at the meeting. Other topics that were covered included the economic impact
of aviation in New York State and environmental issues, such as noise, that would be considered in the
Master Plan. The meeting was attended by residents of the communities surrounding the Airport, business
owners, general and corporate aviation pilots, as well as County and FAA officials. To solicit input from
the public, feedback forms were made available at the meeting to help define a vision for the future of
Westchester County Airport.

9.4.2 Room Layout and Materials
The Westchester County Center meeting room was set up with stations staffed by the Master Plan project
team, as depicted in Figure 9-1. These stations included a combination of boards and videos that
presented the public with information on the master planning process, context for the study, and an
overview of existing conditions and programs at the Airport. The videos that were played at the meeting
included interactive 3-D models of an Airport flyover using the Airports Geographic Information System
(AGIS) survey as well as a simulated approach to Runway 29 with accurate representation of surrounding
obstructions. In the center of the room there were refreshments and a work station with feedback forms,
described in further detail in Section 9.4.3. Additionally, six information boards (illustrated in Appendix
B) were prepared and on display at the stations. The boards included the following content:

Background information on the need for the Master Plan Update
Airport needs will be established through a three step process of developing an inventory of
existing conditions, establishing a 20-year aviation forecast, and a demand capacity analysis
which would identify whether existing facilities meet current and forecast demand
Proposed solutions will be established through a three step process of identifying facility
requirements, identifying and evaluating alternatives to address the facility requirements, and
developing an action plan to implement the recommended alternative
Documentation is to include an Airport Layout Plan (ALP) and Master Plan report

9.4.3 Feedback Forms and Identification of Key Issues
At the July 17, 2013 public meeting, a feedback form was distributed to all attendees and was completed
by 23 individuals. The purpose of the feedback form was to solicit public input and insights regarding the
future of the Airport, a key component of the master planning process. A copy of the public meeting
feedback form that was distributed at the meeting is included in the Appendix C. The first portion of the
feedback form sought to collect general information about the individual filling out the form. It asked for

individuals to identify themselves as a community member, airport neighbor, pilot, airport user, or other.
It also asked individuals to provide their state of residence, town of residence and zip code. Using
multiple choice questions, the survey asked individuals how often they come to HPN, the primary
purpose of their visit, and how they would rate their overall experience at the Airport.
The next two sections of the form were designed to collect feedback as to whether the public meeting was
convenient and productive. These sections included multiple choice questions asking how the individuals
heard about the meeting, and whether the time and location were convenient. Additionally, it asked
whether individuals felt that the room was set up appropriately and if the information provided at the
meeting was sufficient and comprehensive. The individuals were also asked whether they intend to attend
future Westchester County Airport public meetings.
The next section of the feedback form provided individuals with the opportunity to write in what they
would like to see happen in the next 20-year period at Westchester County Airport. Individuals were also
encouraged to share written comments or suggestions for future public meetings. At the end of the form,
individuals were invited to share their business or personal contact information should they so choose.
Based upon the responses provided in the feedback forms, the following list describes the areas of
concern that could be improved over the next 20 years at the Airport:

A comprehensive analysis of the data collected from the public feedback form responses, as well as
background information on the respondents, are included in Appendix D.
9.5 Charette Workshop and Subsequent Alternatives Discussions with Stakeholders
9.5.1 Charette Workshop with Stakeholders
As a follow up to the stakeholder meetings held in March and April 2013, the project team held a charette
workshop with stakeholders on December 17, 2014 to further discuss the team’s findings. The workshop
was a half-day long meeting, and utilized the current understanding of the state of the Airport as a basis

for the discussion with stakeholders. The purpose of the meeting was to identify potential Airport
improvements that would address the facility needs that had been identified up to that point in time. The
improvements developed during the workshop would be considered in the alternatives development and
evaluation process.
Attendees included representatives from the FAA New York ADO, FAA ATC Tower, airlines, fixed-base
operators (FBOs), corporate tenants, and other tenants, Transportation Security Administration (TSA),
Department of Homeland Security (DHS), United States Department of Agriculture (USDA) ground
handling companies, and Westchester County departments including Planning, Environmental, Financial
and Police. Additionally, representatives from Airport operations, security, financial, environmental and
maintenance were present. The stakeholders were divided into smaller groups and were asked to identify
potential solutions to address facility needs at the Airport.
To frame the discussion, the County presented a list of preliminary criteria that must be met in order for
any alternative to be determined practicable, which included the following requirements:
Alternatives must be consistent with the Airport’s strategic vision
Alternatives must allow for the Airport to maintain its role as a commercial service airport
Alternatives must not conflict with existing Terminal Use Regulation (TUR)
The County has determined that the acquisition of land is not feasible or within the scope of the
alternatives for the Master Plan. Alternatives will be developed in consideration of the existing
airport boundary
Natural resource constraints, such as the Airport’s proximity to the Reservoir and the presence of
wetlands within the Airport’s boundary, should be considered during alternatives development
The discussion was specifically centered on identifying opportunities to resolve deficiencies pertaining to
the following Airport elements:
Runway issues including realignment, runway safety areas, gradient/overruns, approach
minimums, and runway length
Hangar space availability and state of good repair
Apron and remain over night (RON) space, in terms of size and location
Identification of opportunities for use of underutilized land on Airport property, such as former
Air National Guard (ANG) site
Reorganization of location of Light GA and Corporate Aviation facilities
Location of support facilities such as US Customs, deicing, aircraft rescue and fire fighting
(ARFF), fuel storage, and helipad
Terminal processers including the departure/arrival hall, check-in counters, security screening
area, and baggage screening and claim
Airport access and auto-parking needs
9.5.2 Alternatives Discussion with Tenant Stakeholders
The Master Plan project team held phone conference calls on October 1st and October 6
th 2015 to provide
tenant stakeholders with an overview of the alternatives development and evaluation process to date and
to solicit further stakeholder input to be utilized in refinement of the alternatives. Attendees included

representatives from the following organizations: Citigroup, JP Morgan Chase, Landmark Aviation,
Million Air, NetJets, Performance Flight, and PMI Global Services. In addition to providing tenant
stakeholders with the opportunity to provide feedback, the conference call also served as a follow up to
the charette workshop held in December 2014 during which stakeholders had developed concepts to
address facility needs.
9.6 Stakeholder Questionnaires
In addition to distributing feedback forms aimed at gathering input from the general public (described in
Section 9.4.3), the Master Plan project team also developed questionnaires geared toward soliciting
feedback from stakeholders. The purpose of the questionnaires was to receive input from tenant
stakeholders possessing day-to-day knowledge of Airport operations, which could be utilized to
understand current conditions as well as to receive input on potential future development projects at HPN.
The tenant stakeholders were broken down into three separate groups: landside and terminal tenants,
airside tenants, and first responder services, described in Figure 9-2.

front desk of the Airport Operations Office located in the passenger terminal building.

As of May 30, 2013 a total of 24 questionnaires were collected by the project team and County. All the
questionnaires were numbered and sorted according to tenants’ location on the Airport. Additionally,
responses were analyzed to identify main concerns and issues at the Airport. The data collected from the
questionnaires were utilized during the analysis of the facility requirements and the development of the
alternatives. The questionnaires that were distributed to each interest group, along with the summary of
results of the completed questionnaires are included in the Appendix E and Appendix F.
9.6.1 Landside and Terminal Tenants Questionnaire
The landside and terminal tenant questionnaire addressed two groups of tenants. The landside portion was
intended for those who are located or has a direct connection with the landside operation of the Airport.
The landside typically includes the roads, parking areas, driveways, maintenance and navigational
facilities, fuel facilities, and other non-aviation parts of the Airport. The terminal portion was intended for
those who are stationed or are frequent users of the main passenger terminal building or General
Aviation/corporate terminal facilities.
These questionnaires were divided into the following sections:
1. General- Identifies the tenants, location, experience, use of the Airport and communications
2. Terminal Facilities- The quality and the overall experience inside the terminal areas; this section
includes open-ended questions
3. Landside Facilities- Size and quality of the landside facilities, possible operational restrictions
and enhancements; this section includes open-ended questions
4. Airport Access and Parking- Roadway and curbside experience and parking facilities availability
5. Additional Feedback- This section provided three open-ended questions asking to describe
tenant’s needs and vision for the future of the Airport and any additional comments
6. Business/Personal Information- Optional section
Based upon the five completed landside and terminal tenant questionnaires that were collected, it was
concluded that the following topics were identified as concerns by respondents:
The capacity of the main passenger terminal areas including airlines counters, passenger lounges,
concessions, and TSA areas is inadequate and needs improvement. The terminal requires overall
upgrade of its systems and signage
The size of the employee and passenger parking facilities is inadequate
Confusing or inadequate roadways and signage including traffic circle and roadway safety issue
near the main passenger terminal building
Inadequate location of the fuel farm
Lack of the gas station
9.6.2 Airside Tenant Questionnaire
The airside questionnaires were intended for those tenants who have a direct connection to the airside
operations of the Airport. The airside typically includes areas of the airport intended for operations of the
aircraft including the runways, taxiways, aprons, and taxilanes.

These questionnaires were dived into the followings sections:

aircraft operated
2. Airfield Conditions- Conditions, availability, and operational restrictions of runways and
taxiways; this section includes open-ended questions
3. Building Facilities- Size and quality of the building facilities, airside access, apron area
constrains, and aircraft storage hangars; this section includes open-ended questions
4. Air Traffic Services- ATC procedures, radio and navigational equipment; this section includes
open-ended questions
5. Airport Services- Airport provided services such as ground support, fueling, baggage handling,
and security
6. Additional Feedback- This section provided three open-ended questions asking to describe
tenant’s needs and vision for the future of the Airport and any additional comments
7. Business/Personal Information- Optional section
Based upon 17 completed airside tenant questionnaires, the following topics were identified as areas of
concern by respondents:
Runway 11/29 length unable to accommodate larger jet landings or IFR operations
High minimums for Runway 34 landings
Lack of precision RNAV and GPS approaches and unstable ILS
Approach lighting could be improved
Need for upgrades to HVAC, heating, piping and mechanical systems
Apron areas are small for current aircraft sizes and generally in poor condition
Insufficient hangar space and poor conditions
Inconvenient Customs location
De-icing capabilities as limited
9.6.3 First Responders Questionnaire
The first responders questionnaires were intended for those who have direct connection to the emergency
services at the Airport. The emergency services typically include local fire and police departments,
emergency medical services, local public health and safety departments, and other first responders.
These questionnaires were dived into the followings sections:
1. General- Identifies various entities, type of emergency response, policy, training, and procedures
2. Airport Communications- During emergency response
3. Airport and Airfield Access- During emergency response
4. Additional Feedback- This section provided three open-ended questions asking to describe
tenant’s needs and vision for the future of the airport and any additional comments
5. Business/Personal Information- Optional section
6. Attachment- An attachment with additional open-ended questions was included with the
questionnaires to collect more detailed information about various groups of responders

9.7 Technical Steering Committee (TSC) Meetings
9.7.1 Alternatives Development TSC Meeting
The Technical Steering Committee (TSC) met on March 20, 2015 at Westchester County Airport to
discuss the alternatives developed by the project team and to evaluate and identify alternatives that would
move forward to further levels of screening. The meeting involved the presentation of 13 preliminary
alternatives that were developed based upon the facility requirements established through a demand
capacity analysis and input from stakeholders. The preliminary alternatives were focused on concepts for
the airport components that were identified as primary elements, which generally require large land areas.
The project team presented a list of criteria that would be used to evaluate the preliminary alternatives and
the TSC members participated in the ranking of each of the 13 preliminary alternatives for each of the
identified criteria. Based upon the rankings assigned by the TSC, four preliminary alternatives were
identified to move forward in the selection of the Preferred Alternative. The TSC also provided the
project team with input regarding potential concepts for incorporating the secondary elements, which
generally have greater planning flexibility, into the preliminary alternatives that had focused on the
primary elements. Based upon the rankings and input from the TSC, the project team continued to refine
the alternatives identified to move forward in the evaluation process. Refined alternatives were then
presented to the County Board of Legislators with the purpose of identifying a Preferred Alternative.
9.7.2 Preferred Alternative Refinement TSC Meeting
Once the Preferred Alternative was selected, it was refined in order to ensure operational functionality.
On December 7, 2016, the project team met with the TSC to receive feedback and input to guide further
fine-tuning of the Preferred Alternative. At the meeting, the project team presented the Preferred
Alternative element by element with the purpose of engaging in a technical discussion for each element
together with the TSC. The following elements were discussed: taxiway system, NAVAIDs, ex-ANG site
redevelopment, support facilities, remain over night (RON), and GA area and centralized pad. The TSC
provided feedback as to the functionality and feasibility of each of these elements, as well as suggestions
for further improvements to the Preferred Alternative. This feedback was incorporated into the
recommended Preferred Alternative, as described in Chapter 5, Alternatives Development and Evaluation.

Dear Airport Tenant:
The Westchester County Department of Public Works and Transportation (WCDPWT) and Westchester
County Airport (HPN) would like to meet with you at 11:00 AM on March 6, 2013 at your regularly
scheduled monthly Airport Tenant and FBO Consortium meeting at the Terminal Conference Room to
discuss the Airport Master Plan.
As you may know, the last Master Plan and Airport Layout Plan (ALP) approved by the County Board of
Legislators and the FAA for the Westchester County Airport was completed in 1987. In the intervening
25 years the County has completed most of the projects contemplated by the 1987 Master Plan, including
a new Terminal, public parking structure and roadway systems, new light general aviation facilities and
new taxiways. The airport’s importance to the economic vitality of Westchester County has continued
and it remains one of the County’s most important facilities. These airport improvements as well as
changes that have occurred in the aviation industry and technology warrant the preparation of a new
Airport Master Plan. Among the more important changes experienced are:
Post 9-11 security measures and requirements have placed additional demands on airport operations as well
as demands for space at the Airport and within the terminal building;
The introduction of low-cost commercial flights from the Airport has changed the make-up of its terminal
users increasing significantly the number of leisure travelers over business travelers; and
Changes in aircraft technology driven in part by FAA requirements and initiatives have altered the impact
of the Airport on surrounding communities and will require changes in airport infrastructure.
In addition, the County has implemented an airport environmental management system (AEMS) that has
been independently certified to the ISO 14001 standard and is implementing environmental projects to
better protect the environment.
In light of these developments, the County has determined it is an appropriate time to prepare a new
Master Plan that will provide the framework needed to guide future airport use and development.
Assisting in this effort is a team of consultants led by DY Consulting Engineers, P.C., an engineering and
planning firm specializing in airport consulting. The Master Plan will be prepared based upon existing
Westchester County law and policies governing the Airport and FAA guidelines.
As work on the Master Plan continues, a series of airport stakeholder meetings are being held. These
meetings will include key representatives from airport airside, landside and terminal stakeholders, local
governments, and the public, as well as County government representatives. The purpose of these
meetings is to encourage an open discussion of airport operational concerns and future use.

Runway 11/29 ● Runway 11/29 is critical. Shortening or removing Runway 11/29 will create a significant compromise
to safety. Further without access to its current length will create more traffic, greater noise levels,
and worsen the environmental impact.
● Keep Runway 11/29 open and improved.
● Realign Runway 11/29 to prevent loosing an important airport assett - prevent furture landing and
departure delay if only one runway. Prevent congestion if light GA always required t use one runway
and too much traffic at the airport for just one runway.
● Realign Runway 11/29 as having only one usable runway will mean end of GA at HPN. Commercial traffic will have
priority. GA aircraft/pilots generate substantial revenue in form of fuel, tie-downs/hangars, maintenance, etc.
● Important to keep the second runway.
● Save Runway 11/29 by changing angle slightly to increase its length and remove trees
on airport land at 29 end.
● Saving Runway 11/29, reallign.

Hangar/Building Modernization ● This airport is old for corporate tenants. Need to build new facilities. This will bring in more revenue.● Need for facility upgrade: new roof, new plumbing, new heating, new ramp, asbestos remediation, foam fire system. ● Replace all 50+ year old hangars● Hangar D and surrounding ramp area are in serious need of replacement● Buildings are old and need to be updated to the new standards of green tech.● More modern HVAC Away from heating oil and steam), replace old piping from 1948● More space and improved mechanical systems, roofing.● Need for facility upgrade: customs, ramp condition, de-ice capabilities, roof, plumbing and mechanical systems upgrades.
Aircraft Operational Restrictions ● It would be nice to have 2 Runways where you shoot an approach down to 200 ft/1/2 mile Due to Airfield Characteristics conditions (both ways on 2 rwys)
● During peak times, difficult to have aircraft taxi in/out due to space constrain.● Too many aircraft and too small ramps● Ramp space restrictions at busy/peak periods● Have to hold short on north perimeter road duringIFR conditions. Plowing twy B can be an issue with the landing instrumentation location
Airport Roadways ● We have many people who can't find the rental car entrance and block our private drive to the ramp. Some people have trouble finding their way out of the airport and wind up pulling up to our gate and blocking the drive● Ability for GA tenants to drive to their aircraft. This is a major annoyance and the one thing that would make me consider leaving HPN.● Vehicle access to hangars is not available at HPN - on GA side this is not acceptable.● Improved signage to/from the rental car lot and to the terminal. You would not believe how many people come to landmark looking for the terminal.
Customs ● US Customs needs to be more accessible and all FBO's should be able to service customs arrivals departures.

USER COMMENTS & CONCERNS Note: The following represent the main comments directly from the responders.
Terminal Facility Upgrade ● The departure lounge needs to be larger. More area/space is needed for airline passenger services.
● Passenger screening checking needs to be larger; checked baggage screening area needs to be moved out of the termianal
lobby; departure lounge and parking facility needs to be larger.
● Poor seating, limited space, poor directional signage for passengers.
● Larger departure lounge. Better signage for locations.
● Improved Police office. Improved location for police podium in TSA check.
● Larger building overall; larger waiting areas; more storage for maintenance equipment, more space for restrooms on
the first level; New utilities infrastructure for sewer, HVAC, and electrical.
● Increase the size of the checkpoint and locate it such that a logical movement of passengers occurs from the moment of
arrival at the airport to embarkation on the aircraft. Increase capacity of departure lounge, construct an in-line baggage
screening facilty.
● Screening by flight because of the small departure lounge, limited number of aircraft due to terminal use agreement/law.
● We have to suspend screening operations when the departure lounge becomes saturated with passengers.
● Properly sized and located passenger screening checkpoint
● Expand the TSA screening area/departure lounge
Landside Facility Upgrade ● The current facility is in dire need of upgrade. There is currently no electrical back up which affects the operations.
The antiquated HVAC system and bathroom facilities are in need of an upgrade as well.
● Currently the JNC houses law enforcement and civilian personnel. This facility is in dire need of an upgrade.
Law enforcement feels this facility could be secured better due to civilian occupying the same

● More visible location of the Police office in the main terminal; expanded departure launge; public gas station.

Airport Access & Signage ● Two distinctly different roads that do not connect bear the name "New King Street"
● Cell phone exit lanes & bypass in front of terminal
● Lack of directional signage
● Eliminate traffic round about
● Traffic patern at the terminal to include an isolated drop off area and isolated arrival area for vehicular traffic.
Rumble strips located at the approach to the terminal. Review all enforceable signage.
Retail Space ● Inadequate, proximity to bathrooms; limited space in departure lounge to accommodate passengers.
Parking ● More parking for workers of all companies within the terminal, safer roadway in front of the termianl where bypass
& main lane merge, covered employee parking.
● The afternoon shift is late at times because they have to wait for parking to become available as the am shift departs.
● Need for short term parking for family/friends of passengers, or valet parking.
● Establish designated "official vehicle" parking spots.
● Remote parking for airline passengers.
● The cellphone lot parking should be run by the airport and the parking garage needs to be larger.

VISION FOR THE AIRPORT IN 20 YEARS
● Improved police facilities.
● Hotel, a little bigger to accommodate customer needs
● Make runway 11/29 available to corporate jets in all weather and for both take off and landing
● Either completely new and larger terminal and parking garage or an expansion of the existing faciities
with a major overhall. Concrete runways, taxiways, and aprons.
● Improved green spaces that make way for fence clearance requirements. Move the fuel farm.
● TSA main office located at the terminal to include a proper sized break room and loker room. Creation
of a prewired emergency operations center (incident command) that can also function as a
"functional exercise" facility.
● More parking, greater terminal capacity, more flight to more destinations,
eliminate excessive TSA screening
