In 2007, it was discovered that Michael Hemphill on his own initiative, without permission or oversight from the Trustees, was cutting trees on the riverfront to improve his view of the river. When told he could not do so, he asked the Trustees that the vegetation along the shore be cut down, and he offered to pay for having the work done. We discussed this with Ms. Barton, who said that we should keep the vegetation for the health of the river and bank, but it would not kill the plants if they were cut down to a height of two feet or so. In an attempt to be accommodating, we told Mr. Hemphill that the vegetation could be trimmed, but only with Trustee oversight; and that the Trustees would pay for the work, for which he would reimburse us. We permitted this for three years; in 2011 the OSC revisited the policy and decided not to continue the practice, as there are important environmental reasons not to trim the plants at all.The OSC has consulted with Ms. Barton several times this summer and she has reiterated the value of maintaining the vegetation at natural height along the riverfront. Some of the reasons not to cut: •Uncut vegetation protects the land when the river floods by acting as a barrier against floating trash (which must be cleaned up). •It protects the bank from the spread of invasive plants -- when vegetation is trimmed, the seeds of invasive plants germinate more readily, due to increased light levels. •It provides an ecosystem, including a habitat for birds. •Uncut trees and shrubs break the force of the rain, preventing erosion. •Uncut plant material acts as a wave barrier, which also prevents erosion. •Many residents have indicated their desire that the vegetation remain. They understand the environmental reasons for doing so. The Trustees make it a point to consider both the short and long term effects of all the following for the open areas we manage: •Sound environmental practices. •The aesthetic qualities of the area. •The wishes of the residents of the town, not just of those living nearby. •Property values of the Trust land. Along the Battery, a public park with many users, the river view is desirable and thus the banks are kept fairly open. However, since the Battery riverbank is kept clear, Ms. Barton warns that it is even more critical to compensate by managing our other riverfront areas environmentally. This is of vital importance for the long-term health of the town and its residents, the Delaware River, and our ecosystem. A nearly 90-minute weather delay, an NCAA record 90-yard touchdown off a blocked kick, and the first touchdowns by a Blue Hen defensive lineman in over 25 years were all part of a

wild evening at Zable Stadium.Lead to an easy victory for the No. 13 ranked Blue Hens as Delaware scored early and often and overwhelmed the winless Tribe for a 51-21 victory. The unbeaten Hens (4-0, 1-0 CAA) jumped out to a 24-0 lead by the midway point of the second half, scored just minutes after the weather delay to go up 41-7, and cruised to their most lopsided win over the Tribe since a 1986 NCAA playoff victory.

SaturdaySEPT. 29th

Dear New Castle,     The trouble with writing a thank you to those involved with a large event is the fear that one is going to leave someone out who was so essential to the success of the evening. In our diverse community, as is often the case, not everyone always agrees on what's best for our city, on political issues, on what time the sun sets. Therefore, we would like to thank our very special town as a whole for their participation in our Wharf Dance. Our many volunteers, both from within the NCSC and the NCHS and without, were enthusiastic and tireless. Our mailman who provided the music to which we danced was the catalyst for the success of the evening. The ever reliable Lions Club was energetic and ready to help as usual. Nora Lee's and Arners supplied fabulous dishes. New Castle Spirits and our dynamic bar maids made certain our glasses were never empty. Trader's Cove sold [many] tickets. The New Castle Weekly and our Cobblestones along with the Teditor gave us our awesome publicity and much more. The City of New Castle supplied us with the necessary Security, clean up and encouragement from the Mayor's office to Municipal Services.  And, most importantly, I believe every street in New Castle, and beyond, was represented.... dancing and celebrating the beautiful evening. Yes, even the weather cooperated for once. Everyone came together Saturday night and participated in what was truly a community event. So, thank you all for making us believe, once more, how blessed we are to live in such a special place...made so by the very special people who live in and love Old New Castle.

Fondly,Kat Zane, Mike Connolly,
