Schofields Road is currently a two lane rural road linking Windsor Road at Rouse Hill with Railway Terrace at Schofields. Schofields Road forms a T-junction with Railway Terrace at its western end. It is proposed that Schofields Road cross the Blacktown – Richmond rail line via an underpass and continue via South Street to link to Richmond Road at Marsden Park. There will be significant traffic growth in future years due to increased residential and commercial development in the North West Growth Centre and nearby areas.

When extended to meet Richmond Road, Schofields Road will provide a major east-west link between Windsor Road and the Rouse Hill Regional Centre in the east and the proposed Marsden Park town centre and industrial precinct in the west. It will also service the new Schofields Railway Station and the adjacent town centre.

The North West Growth Centre Structure Plan displayed by the Department of Planning indicated that Schofields Road was to be extended along Grange Avenue to Richmond Road. Subsequent to the release of this plan, investigations by the Department of Planning, Blacktown City Council and the RTA have identified that the South Street connection is the most direct connection to the Marsden Park industrial precinct and is the preferred option. Your comments are now being sought on this preferred corridor.

In the future Schofields Road would operate as a transit boulevard serving the North West Growth Centre.

Transit boulevards seek to integrate pedestrians, bicycles, public transport and vehicles in an urban environment. As a result, features such as fences and noise walls that physically separate the road corridor from adjoining land use and pedestrians/cyclists, would be avoided where possible.

What has happened so far?Schofields Road can be divided into three sections:

1. The Ponds development between Windsor Road and Tallawong Road

The upgrade for this section was displayed for community comment in 2007 with project approval in May 2009. Construction is expected to commence in 2011.

2. Tallawong Road to Railway Terrace

The proposed upgrade along the existing road corridor is featured in this community update for community comment.

3. Railway Terrace to Richmond Road via South Street

A new road corridor linking to South Street and continuing along South Street to Richmond Road is featured in this community update for community comment.

BenefitsThere are a number of benefits associated with the proposed upgrade of Schofields Road, these include:

• Improved capacity along Schofields Road catering for the greater traffic volumes predicted for this area.

• A direct local link to Richmond Road and an east-west connection between Rouse Hill Regional Centre, the proposed Alex Avenue town centre, Schofields Railway Station and the proposed Marsden Park industrial, commercial and residential areas.

• Improved safety for motorists by:

– Constructing a central median, to separate opposing traffic flows.

– Constructing additional turning lanes.

– Ten new signalised intersections.

• An additional road crossing of the Richmond railway line.

• Lowered transport costs by reducing travel times.

• Improved access and safety for cyclists and pedestrians by providing an off-road shared path.

• Bus priority access, thereby improving public transport.

• Improved landscaping.

StagesThe Schofields Road upgrade would be undertaken in stages in conjunction with the development of precincts.

Stage 1 is the section of road between Windsor Road and Tallawong Road adjacent to the Second Ponds development.

Schofields Road is currently a two lane rural road linking Windsor Road at Rouse Hill with Railway Terrace at Schofields. Schofields Road forms a T-junction with Railway Terrace at its western end. It is proposed that Schofields Road cross the Blacktown – Richmond rail line via an underpass and continue via South Street to link to Richmond Road at Marsden Park. There will be significant traffic growth in future years due to increased residential and commercial development in the North West Growth Centre and nearby areas.

When extended to meet Richmond Road, Schofields Road will provide a major east-west link between Windsor Road and the Rouse Hill Regional Centre in the east and the proposed Marsden Park town centre and industrial precinct in the west. It will also service the new Schofields Railway Station and the adjacent town centre.

The North West Growth Centre Structure Plan displayed by the Department of Planning indicated that Schofields Road was to be extended along Grange Avenue to Richmond Road. Subsequent to the release of this plan, investigations by the Department of Planning, Blacktown City Council and the RTA have identified that the South Street connection is the most direct connection to the Marsden Park industrial precinct and is the preferred option. Your comments are now being sought on this preferred corridor.

In the future Schofields Road would operate as a transit boulevard serving the North West Growth Centre.

Transit boulevards seek to integrate pedestrians, bicycles, public transport and vehicles in an urban environment. As a result, features such as fences and noise walls that physically separate the road corridor from adjoining land use and pedestrians/cyclists, would be avoided where possible.

What has happened so far?Schofields Road can be divided into three sections:

1. The Ponds development between Windsor Road and Tallawong Road

The upgrade for this section was displayed for community comment in 2007 with project approval in May 2009. Construction is expected to commence in 2011.

2. Tallawong Road to Railway Terrace

The proposed upgrade along the existing road corridor is featured in this community update for community comment.

3. Railway Terrace to Richmond Road via South Street

A new road corridor linking to South Street and continuing along South Street to Richmond Road is featured in this community update for community comment.

BenefitsThere are a number of benefits associated with the proposed upgrade of Schofields Road, these include:

• Improved capacity along Schofields Road catering for the greater traffic volumes predicted for this area.

• A direct local link to Richmond Road and an east-west connection between Rouse Hill Regional Centre, the proposed Alex Avenue town centre, Schofields Railway Station and the proposed Marsden Park industrial, commercial and residential areas.

• Improved safety for motorists by:

– Constructing a central median, to separate opposing traffic flows.

– Constructing additional turning lanes.

– Ten new signalised intersections.

• An additional road crossing of the Richmond railway line.

• Lowered transport costs by reducing travel times.

• Improved access and safety for cyclists and pedestrians by providing an off-road shared path.

• Bus priority access, thereby improving public transport.

• Improved landscaping.

• Improved flood immunity.

StagesThe Schofields Road upgrade would be undertaken in stages in conjunction with the development of precincts.

Stage 1 is the section of road between Windsor Road and Tallawong Road adjacent to the Second Ponds development.

Future stages would cover the section of Schofields Road between Tallawong Road and Railway Terrace and between Railway Terrace and Richmond Road.

New and proposed access arrangementsThe map shows the proposed road corridor and access arrangements along Schofields Road. A typical cross section is also shown.

Left-in left-out access to properties along Schofields Road would be maintained until precinct development occurs, and service roads and new intersections would enable traffic to enter and exit adjoining residential or commercial precincts.

Schofields Road Upgrade from Windsor Road to Richmond Road – your comments sought.The development of the North West Growth Centre means that Schofields Road will require upgrading as precinct development occurs. The Roads and Traffic Authority (RTA) has commenced planning for the future upgrade.

Schofields Road, when extended to Richmond Road, will be a major east-west connection between Rouse Hill and Marsden Park, providing an important transit boulevard to meet the future transport needs of the North West Growth Centre.

This brochure indicates the proposed road corridor and identifies the access arrangements that would be implemented as part of the Schofields Road upgrade. The upgrade would widen the road to a four lane divided carriageway with the provision for six lanes in the future, with improved intersections, pedestrian and bus facilities.

This is the first stage of planning the road upgrade. The community is invited to provide feedback on the proposed road corridor and in future will be invited to provide comments on the concept design and the environmental assessment. At each planning step the community will be asked to have their say on the upgrade of Schofields Road.

The proposed road alignment is on display for community comment from Wednesday 21 April until Friday 28 May 2010.
