WHO ARE WE? Powerleague is an AIM listed public company who seek to develop all-weather sports pitches on school playing field sites We operate 38 floodlit 5--a-side football centres across the UK with 398 pitches in total. Each site has between 4 and 16 floodlit outdoor all weather pitches, a single storey sports pavilion housing showers and changing facilities, reception, office and a barlfunction room; 12 currently operate on educational playing field sites. We have over 50% share of the branded market with more than 100,000 players enjoying their game each week of the year WHAT IS THE PROPOSAL FOR ABBEY GRANGE SCHOOL? Powerleague propose to construct the following on the south side playing field land:- A full size floodlit hockey pitch 105 x 55 m A junior grass football pitch 85 x 50m. Ten floodlit all-weather 3'd generation soccer pitches each 20 x 30 m Two floodlit seven-a-side pitches (each 40 x 30m), one for rugby training and soccer and one for hockey skills training and soccer A 350 m. sq single storey sports pavilion A 168 space car park and new access road off Butcher Hill The investment in sports facilities for Abbey Grange School will be circa £2.1 m. WHAT ARE THE HOURS OF OPERATION? Abbey Grange School will use the sports pitches on an exclusive basis during the school term time during the day until 4.30 pm free of any charges to the school. Between 1630 and 1800 the pitches will be available for discounted community use to local supervised groups under the age of 16 and informally to local youngsters who register with our after school clubs scheme SUbject to planning approval, the hockey pitch will be available for private hire by hockey clubs for competitive games and training until 2100 on any night of the week. The school receives 50% of the income generated from the hire of this pitch. Again subject to planning approval, the five-a-side pitches and the seven-a-side pitches will be available until 2230 Monday to FridaY,1900 on a Saturday and 2100 on Sunday evenings. The bar will be seeking a Premises License with opening hours from 1800 to 2300 hours Monday to Friday, 2400 Saturdays for private function hire and 2200 on a Sunday and will NEVER OPEN during the term time during the day. WHAT ABOUT THE CAR PARK? The car park area will be used by the school during the term time during the day as a formal playground but the pitches will also be available for organised school sport during the lunch time periods. It will not be a car park during the term time during the school day. The car park will be available to users of the grass pitches during the weekends and evenings and this will remove the on street parking on Butcher Hill which is a cause for considerable concern to local residents at the present time. Players share cars (2.5 per vehicle) and evidence from other Powerleague sites shows that in order to avoid on street parking that 12 spaces per pitch are required to accommodate maximum demand. WILL THE PITCH LIGHTS BE A CAUSE FOR CONCERN?The redgras grit pitch area to be developed already benefits from extremely oldfashioned and inefficient floodlighting. The lighting on the five-a-side and seven-a-sidepitches is mounted from columns at the corners of each pitch at a height of 8 m. Thiswill deliver an average lux level (lighting level of 150 lux across each pitch. Bycomparison the lighting at Eiland Road delivers 600 lux across the pitch so this is 25%of that lighting level.The full size pitch will be lit form 19m and this will be deliver directional lighting of 400lux the level required for competition hockey but these will switch off at 9.00 pm on anynight of the week at the latestAll the pitch lighting is controlled by automatic switch off timers to prevent exceedingthe hours of operation

WILL THE PITCH LIGHTING AND THE INCREASED ACTIVITY CREATE NUISANCE FOR LOCALRESIDENTS?

The position of the pitches has been carefully located to minimise the possibility ofproblems for neighbours. The small sided pitches are 130m from the nearestresidential property. Planning Policy Guidelines suggest that the minimum distanceshould be SSm.The hockey pitch is 135m to the nearest residential property.

WILL THE NEW FACILITIES BRING INCREASED TRAFFIC ON BUTCHER HILL CREATING NEWPEAKS?

The simple answer is "no·. No new peak in traffic movements will be created by thedevelopment.There will be increased traffic movements in the evenings which in a peak hour of1930 to 2030 will add 70 traffic movements into the site and a similar number leavingand the sight lines onto Butcher Hill will be improved with a widening if the existingaccess to ensure safe access and egress and a Traffic and Highways consultant hasbeen engaged to negotiate the design with the highways people for Leeds CityCouncil.Residents should note that the policy is to start half the pitches on the hour and theother half on the half hour. This is the system, adopted at every Powerteague site as itreduces the pressures in all areas of the business including the demand for parkingspaces and spreads those traffic movements across theevening.
