WHHA Policies & Procedures

WHHA races under the Rules & Regulations of the

United States Trotting Association. In addition,

the Following Policies & Procedures will govern

ALL WHHA sponsored & co-sponsored race meets

Membership

1. One owner and/or trainer of each horse

entered to race at WHHA sponsored or co-

sponsored race meets MUST be a 2019

member of the Wisconsin Harness Horse

Association in order to race.

2. ALL DRIVERS who drive at WHHA sponsored or

co-sponsored race meets MUST be a 2019

member of the Wisconsin Harness Horse

Association in order to drive.

3. Those who are not members are allowed to

join on race day when paying entry fee.

Coggins Test

1. Each horse must have an ORIGINAL 2019

Negative Coggins test to enter the grounds.

You may be asked to present papers at the

gate, so BE PREPARED. Horses not having

papers will have to immediately leave the

grounds and may be subject to quarantine.

2. The ORIGINAL and a photocopy must be

presented to the Clerk of Course when paying

entry fee. You will keep the original and the

clerk will keep the copy.

3. For your convenience, you should make as

many copies as races you are planning to

attend. The Clerk of Course must compare the

photo copy to the ORIGINAL at each race

meet. Once deemed valid, the Clerk of Course

will keep the photo copy on file at the Fair /

Race Office for the required period of 5 years.

4. Those who do NOT have an ORIGINAL copy of

the Negative 2019 Coggins Test will NOT be

permitted to race at any Wisconsin Race

meets.

Race Day Insurance

The Wisconsin Harness Horse Association

recognizes the need for universal insurance for

the drivers in our sport. We are proud to

continue to offer to help subsidize the insurance

costs so that every race meet in the State of

Wisconsin is able to afford race day on-track

driver’s insurance. In return, each host track

that receives a subsidy has agreed to the policy

that ALL drivers must be 2019 Members of the

WHHA in order to drive at their race meet in the

State of Wisconsin this year. Drivers will be

allowed to join on race day prior to the first post.

Newly Amended USTA Rules

Rule 18.09 Whip Regulations/Prohibitions—Drivers will be

allowed only black whips not to exceed four (4) feet, plus

a snapper not longer than six (6) inches.

Rule 4.60 Extended Break – An extended break shall be

defined as a horse that is not on its proper gate for 25

consecutive strides.

Rule 18.13 Horse Break From Gait … The following shall be

considered violations:

c) Failure to continuously lose ground while

offstride.

d) Committing an extended break, in which the

horse may be placed last.

“Scratch Reasons”

The scratch reason of “Judges – Not Reported” is no

longer available for selection in eTrack. This change was

made to coincide with USTA Rule 14, Section 14 which

states “Notification of scratched horse – Whenever the

judges list a horse as being “scratched” by the judges

they shall also list the specific reason for the scratch.”

Please be aware that if you scratch your horse at any

Wisconsin race meet, you must provide the Judge / Clerk

of Course with a valid scratch reason. In accordance with

§ 7.03 Inaccurate Information.—An owner, trainer, driver,

or others found guilty of providing inaccurate

information on a horse’s performance, or of attempting

to have misleading information given on a program may

be fined, suspended, or expelled.

WHHA “IRON HORSE”

$100 (*ties will split) will be awarded to the

Trotter and Pacer who have the most starts in

the State of Wisconsin in 2019. A start is defined

as each dash the horse participates in. For

example, if you double enter at Elkhorn and race

two dashes, it counts as two starts! Prizes will be

awarded at the WHHA Annual Banquet in January

2020.

Wisconsin Trotter, Pacer, & Driver of the Year

Points are accumulated throughout the summer

at all Wisconsin race meets and fairs. Points are

tallied as follows:

1st place – 50 pts

2nd place – 25 pts

3rd place – 12 pts

4th place – 8 pts

5th place – 5 pts

In any double gaited event, points will be awarded separately by gait. For example, if pacers finish 1-2 and trotters finish 3-4, Pacers will receive 50 pts &

25pts and the trotters will also receive 50 pts & 25 pts. respectively. Must be a minimum of 2 horses each gait.

Northern Wisconsin Start-Up Circuit

Comprised of the races at Rice Lake, Westfield &

Antigo. The top pacer & trotter will each be

awarded $200 cash based upon the following

conditions:

1. The winner must have started in at least two

(2) of the Start-Up Circuit events

2. Pacer and trotter awards will be based on

points earned as follows:

Win 12pts

2nd 8pts

3rd 6pts

4th 4pts

5th 2pts

6th & back 1pt

3. In case of a tie, award will go to the winner

with the fastest time.

4. Awards will be given out after the last race of

the day at the Antigo Race Meet on July 28th.

Trainer Reward! Any trainer that races at all three (3) race meets on

the circuit (Rice Lake, Westfield, & Antigo) this

year will be entered in a drawing for $200 to be

presented at the Langlade County Fair in Antigo!

Southwest Wisconsin Wind-Up Circuit

Comprised of the races at Mineral Point, Richland

Center & Viroqua. The pacer, trotter & trainer of

the year will each be awarded a plaque and $50

cash based upon the following conditions:

1. The winner must have started in ALL three (3)

of the Wind-Up Circuit events

2. Pacer, trotter & trainer awards will be based

on points earned as follows:

Win 12pts

2nd 8pts

3rd 6pts

4th 4pts

5th 2pts

6th & back 1pt

3. In case of a tie, award will go to the winner

with the fastest time/trainer with most wins.

4. The top Trotter, Pacer, and Trainer will be

recognized Sunday after the last race at the

Vernon County Fair in Viroqua. The plaques will

be presented to the winning owners at the WHHA

Annual Banquet in January 2019.

Per rule 13, Section 5 of the USTA rules: in overnight events, if there are less than five (5) starters, the premium for the positions for which there are no starters may be retained by the Association. Fairgrounds. Everyone is welcome to come

and witness.

Conditions: 2019 negative Coggins test require. Equines originating from outside Wisconsin must be accompanied by interstate health certificate issued no more than 30 days. $20.00 entry fee for all races except the Open Pace, in which a $200 entry fee will be due, and $15.00 non-refundable stall maintenance fee. All stalls still must be cleaned prior to departure. Money divided 50, 25, 12, 8, 5%. Fair reserves all rights to reject any entry, substitute, declare off if

conditions warrant or rearrange program. In the event a race fails to fill, we reserve the right to condition the race. In the event multiple races fail to fill, we reserve the right to condition races and race multiple heats for the integrity of the racing program. Association is not liable for accidents. Race day on track insurance provided. Starting Gate scores 6 horses, unless track conditions do not allow.

There will be no stall maintenance fee, but PLEASE clean your stall before you leave the grounds.

may be classified according to age, sex, gait and

money earnings. Conditions governed by USTA

rules. Races will be 1 Dash unless there are less

than 6 races carded.

Purse Pool: $3,000 split equally among above races

Conditions: All horses require proof of 2019 Coggins test and current health certificates. $20.00 to enter. USTA rules govern. Fair limits its races to advertised dates only. Superintendent reserves all rights to re-open box to accommodate horses on the grounds. Money divided 50, 25, 12, 8, 5%. Association not responsible for accidents. Fair reserves the right to postpone or declare off any or all races because of bad weather and/or track conditions. Race day on track insurance provided. All drivers must be current members of the WHHA. Starting Gate scores 4 horses, unless track conditions do not allow.
