1. INTRODUCTION

1.1 The purpose of this AIP Supplement is to:

1.1.1 Inform operators of the schedule of works, closure of Runways and Taxiways and the extent of facilities affected due to construction activities on the aircraft movement areas, with specific reference to RWY 09/27, TWYs N1, N3 and M4.

1.1.2 Redefine Hot Spots at Mumbai International Airport, during the time limited closure of RWY 09/27, when only RWY 14/32 is in operation. Please see Annexure C.

1.2 This AIP Supplement does not show changes due to ongoing works at Apron V development at CSI Airport.

1.3 The information detailed in this AIP Supplement is for the period 08 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST).

2. TEMPORARY CLOSURES OF RUNWAY AND TAXIWAYS

3. WORK ACTIVITIES FOR CONSTRUCTION OF RET N5 FOR RWY 09: (From 08 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

3.1 Construction in Zone II: (From 08 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

From 08 March 2012 to 20 May 2012 work will be undertaken within Zone II of RWY 09/27, north of runway at a distance of 75m from RWY Centre-line up to 47.5m south of TWY N1 Centre-line.

3.2 Time Limited Closure of Runway 09/27: (From 08 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

With effect from 08 March 2012 up to 20 May 2012, construction work will be undertaken in Zone I of the RWY 09/27. This work will require Time Limited Closure of RWY 09/27 resulting in the following major changes:

3.2.1 RWY 09/27: 3.2.1.1 RWY 09/27 will be closed for landing and takeoff 6 days a week, from Monday to

Saturday, between 0330 UTC (0900 IST) to 1130 UTC (1700 IST).

3.2.1.2 During this time RWY 14/32 will be available for operation.

3.2.1.3 RWY 09/27 restoration time will be 4 hrs.

3.2.1.4 Between 1130 UTC (1700 IST) to 0330 UTC (0900 IST) Daily, including Sunday, an area of approx 40m in length will have freshly paved, load bearing surface. This location will be at a distance of 22.5m north of Centre-line of RWY, 575m from threshold of RWY 27 and 2200m from threshold of RWY 09.

3.2.2 RWY 14/32: 3.2.2.1 TORA/TODA and ASDA available from different entry Taxiways of RWY 14/32

3.2.2.2 RWY 14/32 shall be closed for scheduled periodic maintenance every Sunday between 0615 UTC (1145 IST) to 0915 UTC (1445 IST).

3.2.2.3 RWY 14/32 restoration period, during maintenance closure, will be 30 minutes.

3.2.2.4 During closure of RWY 14/32, RWY 09/27 will be available for operation.

4. WORK ACTIVITIES FOR RECONSTRUCTION OF TWY N1

4.1 Full Time Closure of portion of TWY N1 from its Junction with TWY N3 to an Area upto 112.5m west of the Junction

(From 08 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

4.1.1 From 08 March 2012, 0330 UTC (0900 IST) till 20 May 2012, 1130 UTC (1700 IST) Taxiway N1 not available between Taxiways N4 and N3.

4.1.2 During the above times taxi routing will be M7 – H – M4 – N3 for departure from RWY 27.

4.2 Time Limited Closure of Junction of TWYs N1/M4/N3: (From 08 March 2012, 0330 UTC (0900 IST) to 19 March 2012, 1130 UTC (1700 IST))

Reconstruction work will be carried out on the west side of centre line of TWYs M4/N3 junction between 0330 UTC (0900 IST) to 1130 UTC (1700 IST) from Monday to Saturday.

4.2.1 Existing centre line at the junction of Taxiway M4-N3 will be diverted to the east 24x7

4.2.2 Restrictions on TWYs during time limited works:

4.2.2.1 TWY N3 not available.

4.2.2.2 TWY M4 not available.

4.2.3 A step down of up to 900mm present at a distance of 11.5m west of diverted C/L of TWY M4.

4.2.3.1 The step down demarcated with obstruction flags and red lights placed at every 3m.

4.3 Time Limited Closure of Portion of TWY N1 North of its C/L – East of TWY M7 up to west of junction of TWY N1/N3


Construction of a new drain at a distance of 22m north of C/L of TWY N1 between east of TWY M7 and west of junction of TWY N1/N3 will be carried out between 0330 UTC (0900 IST) to 1130 UTC (1700 IST) Monday to Saturday.

4.3.1 Restrictions on TWY N1 between 0330 UTC (0900 IST) to 1130 UTC (1700 IST), Monday to Saturday:

4.3.1.1 Portion of TWY N1 between east of TWY M7 up to junction of TWY N1/N3 will not be available for taxiing without Follow-me service.

4.3.2 A step down of up to 5m will be present at a distance of 22m north of C/L of TWY N1.

4.3.2.1 Obstruction flags and red lights will be placed to demarcate step down.


4.4 Time Limited Closure of Junction of TWYs N1/M4/N3, (From 20 March 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

Reconstruction work will be carried out on the east side of centre line of TWYs M4/N3 junction between 0330 UTC (0900 IST) to 1130 UTC (1700 IST), Monday to Saturday.

4.4.1 Existing centre line at the junction of Taxiway M4-N3 will be diverted to the west

24x7.

4.4.2 Restrictions on TWYs during time limited work:

4.4.2.1 TWY N3 not available.

4.4.2.2 TWY M4 not available.

4.4.3 A step down of up to 900mm present at a distance of 11.5m west of diverted C/L of TWY M4.

4.4.3.1 The step down demarcated with obstruction flags and red lights placed at every 3m.

5. TIME LIMITED CLOSURE OF JUNCTION OF TWY N1 WITH RWY 27 EXTREMITY


Reconstruction of junction of RWY 27 extremity & TWY N1 will be carried out between 0330 UTC (0900 IST) to 1130 UTC (1700 IST), Monday to Saturday.

5.1 Restrictions on TWY N1:

5.1.1 Portion of TWY N1 east of its junction with TWY N3 will not be available 24x7

Note: Portion of TWY N1 east of its junction with TWY N3 up to holding point of RWY 27 is closed for operations, 24x7, for Mithi River works.

6. TIME LIMITED CLOSURE OF PORTION OF TWY E BETWEEN ITS JUNCTION WITH TWY N1 AND HOLDING POINT ON RWY 09/27:

(From 08 March 2012, 0330 UTC (0900 IST) to 20 MAY 2012, 1130 UTC (1700 IST) Monday to Saturday)

Construction of pavement east of portion of TWY E between RWY 09/27 and TWY N1 for RET N5 will be carried out.

Work will be taken up from Monday to Saturday, subject to No work on southern shoulder of TWY N1 for RET N5 and North of TWY N1 for drain works.

6.1 During work Portion of TWY E between north of RWY 09/27 and south of TWY N1 will not be available for taxiing.

7. TIME LIMITED CLOSURE OF TWY M4 (From 08 March 2012, 0330 UTC (0900 IST) to 01 May 2012, 1130 UTC (1700 IST))

Reconstruction work will be carried out on the west side of TWY M4 centre line between 0330 UTC to 1130 UTC, Monday to Saturday.

7.1 Restrictions on TWYs during time limited work:

7.1.1 TWY M4 not available.

7.2 A step down of up to 900mm present at a distance of 11.5m west of C/L of TWY M4.


7.2.1 The step down demarcated with obstruction flags and red lights placed at every 3m.

8. CONSTRUCTION OF NEW TAXI LANE F NORTH OF TWY N1 (From 08 March 2012, 0330 UTC (0900 IST) to 01 May 2012, 1130 UTC (1700 IST))

Construction for New Code E taxiway, TAXI LANE F, parallel to existing TWY N1 on the North, will be carried out between 0330 UTC (0900 IST) to 1130 UTC (1700 IST).

8.1 Taxi lane F will be located at a distance of 194m north of TWY N1.

9. CONSTRUCTION OF APRON R NORTH OF TWY N1 (From 08 March 2012, 0330 (0900 IST) UTC to 20 May 2012, 1130 UTC (1700 IST))

Apron R will be constructed at a location north of TWY N1, east of TWY M7, west of TWY M4 and south of Taxi lane F.

10. CLOSURE OF PORTION OF TWY M4 NORTH OF ITS JUNCTION WITH TAXI LANE F (NEW TAXI LANE)

(From 01 May 2012, 0330 UTC (0900 IST) to 20 May 2012, 1130 UTC (1700 IST))

10.1 Construction of drain to connect the new apron drains with Mithi River.

11. SCHEDULED RUNWAY 09/27 AND 14/32 MAINTENANCE CLOSURES 11.1 Runway 09/27 will be closed for RET N5 works daily, Monday to Saturday

between 0330 UTC (0900 IST) to 1130 UTC (1700 IST) from 08 March 2012 to 20 May 2012.

11.2 Closure of the runway will be indicated with white crosses placed at both ends of the runway.

11.3 There will be construction equipment and vehicles working on runway at specific areas during time limited closure of RWY.

11.4 During runway 09/27 closure, Runway 14/32 will be available for operation.

11.5 In the event of an emergency or totally unfavourable weather conditions between 0330 UTC (0900 IST) to 1130 UTC (1700 IST) when Runway 09/27 is closed for RET N5 works, Runway 09/27 can be reopened within 4 hours from the time of notification by ATC.

11.6 Runway 14/32 scheduled weekly maintenance shall be on every Sunday between 0615 UTC (1145 IST) to 0915 UTC (1445 IST). Parts of RWY 14/32 available for taxiing will be confirmed by Apron Control on the day of closure.

11.7 Intersection of RWYs 09/27 and 14/32 shall be closed every night for RWY Friction test between 08 March 2012 to 20 May 2012, from 2200 UTC (0330 IST) to 2230 UTC (0400 IST).


12. MARKING AND LIGHTING OF UNSERVICEABLE AREAS 12.1 All unserviceable areas on taxiways or aprons will be demarcated by water filled

yellow barricades. 12.2 Obstruction lights will available at night as omni-directional fixed red lights at

every 3m interval. 12.3 Taxiways or section of taxiways which are under construction and closed for

traffic will also be marked by yellow crosses at each end of the taxiway or portion thereof.

13. PRECAUTIONS 13.1 During Runway 09/27 Closure

During the construction periods, pilots are advised to take note of the following precautions when operating on RWY 09/27. i. Presence of construction equipment up to 7 metres above ground beyond 180

metres east of Intersection of RWYs. 14. General

During the construction periods, pilots are advised to take note of the following precautions when taxiing near the work areas as shown in Annexure B1 to B3.

14.1 Presence of construction equipment up to 7 metres above ground beyond 47.5 metres from the taxiway centreline.

14.2 Movements of construction equipment and vehicles across taxiways in the vicinity of the work areas as given in Para 12 are controlled by work personnel stationed on site. Priority is always given to aircraft for the use of taxiways except when they are closed.

14.3 Presence of open excavation demarcated by water filled yellow colour barriers or red/white flags, and lighted at night by omni-directional fixed red lights along sections of taxiways. Pilots should exercise caution when taxiing aircraft along these sections of taxiways. Flags will be provided in grass areas.

14.4 Presence of spotlights or obstruction lights at the work areas, which should not be confused with airfield lighting.

15. NOTE: Any change to the contents of this AIP Supplement will be notified through NOTAM.
