a great place to be. It attracts
people from far and wide with
its exciting mix of original shops,
quirky places to eat, specialist
small businesses and nationwide
retailers who all contribute to
making our area unique.At Angel Town Centre Management Group we want to preserve this diverse mix ofbusinesses that give the Angel its special flavour, while also making it safer, cleaner,more attractive and comfortable for everyone who comes here.
THAT’S why we think establishing a Business Improvement District is the right wayforward for the Angel. It will mean secure funding for another five years so we canmake the improvements that ATCMG has worked hard on, even better.
The board running the new BID company will reflect the diversity of business interestsin the area. It will bring together small and large companies to make the decisions thatwill benefit the trading environment for everyone working at the Angel.
One of a number of initiatives the BID will secure funding for will be the Angel PoliceTeam - currently running as a six-month pilot project to show what we can get for ourmoney. They have already significantly reduced crimes such as shoplifting and muggingat the Angel.
The team will be part of a wider range of initiatives designed to attract more customers,improve their safety and comfort, and encourage more inward investment. Under theBID, you will be able to see exactly where your money is spent and decide what thepriorities for the Angel should be. We are confident that we will be able to match every £1 we raise through the levy, with another £1 from the public sector.

A Business Improvement District
(or BID) is a business led initiative
where businesses collectively
determine a programme of
projects and services to
improve their business
operating environment.
What is a BID?
The additional services cover a specific geographical area (for an
agreed period of up to five years) and are funded by a small levy
on qualifying businesses based on the rateable value.
A BID can only proceed subject to a successful ballot of all
qualifying businesses.
BIDs in London and the UKBIDs have been successfully established for many years in NorthAmerica where they have been credited with boosting the fortunes ofdowntown areas.
BIDs first appeared in the UK soon after the government provided the legislativeframework in late 2004.
There are presently around 30 active BIDs across the UK, a third of these in London alone. Clearly, many businesses have recognised the benefits of a BID -especially in helping to maintain and strengthen competitiveness.
Many more BIDs are expected to be created over the coming years.

The need for a BID
BID AimsThe overriding aim of the Angel BID is to create a safer, cleaner, moreattractive town centre.
Competitive pressures abound in a city as dynamic as London, a very close example ofwhich is provided by the major regeneration programme at Kings Cross. Other nearbytown centres are also addressing head-on issues that matter to people and businessesincluding crime, safety, and cleanliness – as evidenced by Camden Town’s recentlyintroduced BID.
The Angel BID represents a great opportunity to meet future challenges with bothconfidence and capability, and will provide a powerful business-driven mechanism todeliver significant and practical improvements to Angel town centre. It’s important toremember that everything the BID will deliver is additional to any services provided byany existing agency, eg the local authority.
Like any town centre, Angel
needs to be competitive not
only to attract customers for
its shops services and facilities,
but also to attract high quality
staff for its employers.

Angel BID will take action to
reduce crime, fear of crime and
the impact of crime.
Key projects to achieve this will includeProvision of a dedicated Angel Police TeamThe BID will provide a police team focusing specifically on the Angel BID area - toimprove safety and security for everyone using Angel. The special team will becombating anti-social behaviour, vandalism, and retail crime etc, and will help to cutthe fear of crime as well as crime itself.
All dedicated cleansing personnel at the Angel will be trained to offer a greetingservice, giving advice and directions to visitors to the area. They will also report anysuspicious or anti-social behaviour directly to the Angel Police Team.
Expansion and improvement of Crime Radio NetworksThe BID will improve the effectiveness of the crime radio networks – Shopwatch andPubwatch. Expansion of these schemes will be a priority with targets to double thenumber of active users by year 3 of the BID. This will help to create a zero toleranceapproach to criminals targeting businesses and targeting Angel.
Development of more effective CCTVThe BID will take steps to increase CCTV coverage in the BID area, and improve itseffectiveness through better co-ordination and management.

Key projects to achieve this will include Pavement washing serviceThe BID will ensure that Angel’s pavements are cleaner, by introducing a programme ofregular washing, prioritising the dirtiest, most heavily used areas.
Provision of a rapid response cleansing actionlineThe BID will introduce a rapid response actionline which will deal quickly with anymajor cleansing issue.
Graffiti removal service The BID will introduce an improved graffiti removal service, tohelp clean up the public realm – including signposts and streetfurniture. The service will also deal with flyposting andunsightly stickers which degrade the environment. This servicewill also be available to BID members to help businesses keeptheir own premises clean and smart.
Improved trade refuse managementTrade refuse is unsightly and can be a real eyesore in Angel.The BID will take steps to deal with the problem of piles ofpavement rubbish, working towards better ways of managingtrade refuse in a business-friendly way.
Dedicated cleansing teamAll cleansing personnel employed at the Angel will wearuniforms to identify them as such and will be trained to offeradditional services including acting as the eyes and ears of thecleansing enforcement squad to ensure a rapid response to allcleansing issues.

Key projects to achieve this will includeVisitor Information ServicesThe BID will ensure that visitors to the Angel will feel a genuine welcome. This will beachieved not only through the greeting and information services provided by thededicated cleansing staff, but also by a major initiative to improve the appearance andpresentation of Chapel Market.
Environmental improvement programmeAngel is not a bad centre, but there remain many opportunities to improve the overallenvironment. The BID will actively pursue these. A big priority will be the creation of anattractive, high quality new public square outside the Royal Bank of Scotland building.Smaller environmental improvements will involve more and better flower displays, aswell as provision of additional, better quality, benches.
Festivals, specialist markets, & eventsThe BID will work to make Angel a more interesting and exciting place to visit or workin, by developing and implementing a programme of festivals, specialist markets andevents. This will make Angel more attractive as a destination, helping it to compete withother nearby centres.
Christmas lights Simple – the BID will make the Christmas lights displays bigger and better!

BID levy
As an exampleif your Rateable Value
is £30,000
then your BID levy payment
will £300pa
the equivalent of a little over
£5 per week.
The majority of Angel BID’s
income will be derived from the
BID levy, for which qualifying
business ratepayers in the BID
area will be liable.
The BID levy payment is 1% of rateable value, payable
annually on 1 May for the five year term of the BID.
The levy will be increased by 2.5% each year to allow for inflation. The BID levy willapply to all business ratepayers with a rateable value of £21,500 or over. This meansthat many small businesses in Angel will be exempt from any payment. To ensureproportionate benefit for any business with an exceptionally high rateable value, aceiling of £17,500 will be applied in year one of the BID, subject to a 2.5% inflationaryincrease in subsequent years. Empty properties will not be liable for the BID levy. Therewill be no further exclusions or reliefs.
Any new business ratepayers coming into the BID area during the term of the BID willbe liable for the BID levy.
Any changes to rateable value arising from split, extended or merged propertieswill incur liability for the BID levy from the time of any such change.
The BID levy will generate over £1.7 million of revenue over the lifetime of the BID.Angel BID has already negotiated a further £1.4 million of additional income which willbe secured in the event that the BID ballot is successful.
The combined income will provide the resource to deliver the BID’s programme ofimprovements and additional services.
It is anticipated that further leveraged income will be secured once the BID becomesoperational – sums could be significant over the five year term of the BID.

BID Budget - Income
To achieve maximum value for money for BID stakeholders, all set up costs for the BID have been paid for by grants and voluntary contributions. In addition, the cost for collecting the BID levy will be borne entirely by the Local Authority
Structure and Accountability
The BID will be operated by Angel Town Centre Management Limited – an independent company limited by guarantee.

Management
� The BID Management Team will comprise a BID manager
and a BID administrator/ co-ordinator.
� The BID management team will be accountable to the BID
board of directors.
� The BID management team and the BID board will be
accountable to all BID members, ie stakeholders in the
BID area.
BID BoardThe BID Board will be made up from BID members, contributing stakeholders (whichmay include property owners making a proportionate financial commitment)supplemented as appropriate by non-commercial community/civic interests within theBID area.
BID Board Directors will be broadly representative of the different sectors within Angeltown centre.
The BID board will be responsible for � developing and agreeing BID policy� providing strategic direction and support� agreeing annual budgets� performance monitoring� corporate governance
The BID board will be able to alter the BID arrangements without an alteration ballot,so long as any alterations do not � alter the geographical area of the BID� alter the BID levy payable� conflict with the Local Government Act (2003) or The Business Improvement District Regulations (2004)

BID ManagementThe BID Management Team will maintain a direct accountability to all BID members andwill be responsible for � delivery of the Business Plan objectives� comprehensive communication with BID members� financial management� performance monitoring
Performance MeasurementThe Angel BID is committed to providing high quality additional services and willunderpin this through regular performance monitoring.
Up to ten Key Performance Indicators (KPIs) will be employed. Frequency ofmeasurement will vary – monthly for statistical data (eg crime & footfall figures), butlonger where necessary to reflect complexity (eg public perception surveys).
The BID Board will be responsible for ensuring that KPIs continue to reflect the prioritiesfor Angel town centre and the needs of stakeholders. Suggestions from BID memberswill be welcome.
KPIs will always be published, to underline the BID’s accountability to stakeholders.
Existing ServicesAll BID services will be additional All existing services are guaranteed to be maintained by statutory authorities. In somecases such baseline services may be improved, but they will not be reduced.
This will be secured through special written agreements with the London Borough ofIslington and the Metropolitan Police. The Baseline Agreement with the council will bebacked up by simple one page specifications of key services across all relevant deliveryareas – known as Baseline Services.
