• Drivers : • To ensure the implementation of coherent minima for the
separation of aircraft in the airspace of the SES • To enforce harmonised qualitative performance requirements
across the EATMN • To provide harmonised airborne surveillance system
equipage requirements
• Expected benefits of the IR : • Surveillance systems within the EATMN with the right level of
interoperability and harmonised end-to-end performance in given environments
• Increased safety and capacity due to increased use of ELS, ADS-B Out and EHS
• Reduced costs (on ground) • Foundation for ADS-B In
9
Background/objective of SPI
Transport
• 8 March 2006 : Mandate from EC to ECTRL
• 9 July 2010: Final Report by ECTRL
• 6 July 2011 : Positive Vote at SSC on draft IR
• 22 November 2011 : Adoption of Regulation No 1207/2011 (publication in OJ EU on 23 November )
• 13 December 2011 : Entry into force of Regulation
10
Brief history of adoption process
Transport
• Definition of surveillance performance requirements (Annex I) • Surveillance Chain provides at least
– 2D position data (horizontal position)
– Surveillance data status
• In addition, the surveillance shall provide :
– Vertical positional data
– Operational ID data
– Emergency + special position indicator;
• Surveillance data performance Requirements : – ANSP shall define the performance requirements (accuracy, availability,
integrity, …)
– At least assessment of horizontal position error

Main elements of the SPI Regulation
Transport
• Definition of Airborne components (Annex II) • Part A : SSR Transponder : Mode S Elementary • Part B : SSR Transponder : ADS-B Out • Part C : SSR Transponder : Modes S Enhanced
• Interoperability Requirements (Annex III and Annex IV) • data format (agreement between parties) and requirements for
formal arrangements (between ANSP's) • ANSP : downlink a/c id by 2 Jan 2020 • Operators : transponder carriage (8 January 2015/7 December
2017) – a) part A – mode S Elementary : all flights IFR
– b) part B – ADS-B Out : a/c > 5.7T or max. cruise speed > 250 knots
– c) part C – mode S Enhanced : a/c fixed wings > 5.7T or max. …

Current status of implementation
• Many questions raised by the airspace users associations on validity/relevance of underlying assumptions and defined obligations
• Specific questions raised by individual airlines and industry on possible exemption conditions
• Questions raised to clarify technical elements of the Regulation, e.g. as regards enforcement of equipage obligation
