Economic diversification, upgrade in the value chain and strengthening of the
local economic fabric in emerging countries:
Proposal of a pioneering model of partnership with the private sector
Commodity dependence has condemned many countries to face declining and highly volatile prices. Economic diversification is one of the preferred channel to support a stable and inclusive growth. The development of local processing activities goes through upgrading value chains. It will be a vehicle for job creation. Many governments - and national business confederation - are seeking for a development tool to boost private investment in priority sectors and support the emergence of a network of competitive national SMEs connected to major investors.
Challenges: employment creation, sub-regional trade, technology and know-how transfer
The private sector is ready to take its share! MEDEF International, with its counterparts in other countries and in partnership with the World Bank, has been developing since 2016 an innovative mechanism based on inter-company partnerships to create an economic ecosystem favoring greater investment. Main objectives of the Brown Bag Lunch: - to present a pilot project, the PADE project, a technical assistance mission financed by the World Bank. The joint action of the national employers’ organizations, UNICONGO and MEDEF International, aims to encourage the creation of Congolese and European joint ventures on priority sectors such as agribusiness, wood transformation, logistics. - following the expressed demand of World Bank client countries and the
recommendations of African and Paraguay employers’ organization, to consider
the opportunity to institutionalize this model and adapt it to the requesting
countries as an effective tool for development.

The equation of a sustainable urban value chain in development countries:
Analysis & solutions
By 2050, the world will be home to an additional 2.5 billion urban dwellers. This
“urban wave” will progress across the globe: 1 billion additional urban dwellers in
Africa, 500 million in India, 250 million in China and the remainder essentially in the
emerging countries.
This extremely rapid urbanization creates challenges along the entire urban value
chain (planning, construction, urban services, transports, atmospheric
environment). To meet those challenges, the involvement of companies from all
sectors (mobility, civil engineering, construction, energy, waster, water) is a
necessity.
How do we address these issues to build resilient and sustainable cities?
Representatives from the French Business Council (MEDEF) Task Force on
Sustainable Cities will propose an equation to solve these challenging dynamics
during this workshop.
With specific illustrations, the seminar will present concrete experiences of French
private sector companies in developing countries, focusing on engineering,
construction, transport and environment

in this matter.

Procurement and safeguards
The World Bank's framework aims to maximize the strategic role of procurement
in achieving development effectiveness goals by:
- Recognizing that countries are looking to be more efficient in their public
spending so that they can invest more in basic public services such as
education, health and infrastructure services and enrich development
outcomes.
- Modernizing procurement to emphasize fit-for-purpose, choice, quality, and
greater value for public spending, while enabling adaptation to country
contexts.
- Promoting strengthened national procurement systems that are empowered
to support sustainable development objectives.

Compliance: Responsible Business Conduct and Anti-Corruption in
infrastructure projects
About Responsible Business Conduct and Anti-Corruption in infrastructure
projects, the focus should not be exclusively on the behavior of the private sector,
but also on practices in the public sector, since most, if not all, infrastructure
projects are under the ultimate responsibility of public sector entities.
ISO 37001 is an anti-bribery management system that identifies a management
standard to help organizations in the fight against corruption, by establishing a
culture of integrity, transparency and compliance. It is applicable to small, medium
and large organizations in all sectors, including public, private and not-for-profit
sectors.

Dialogue between public and private sectors concerning responsible business
conduct and anti-corruption in infrastructure projects should be deepened to
promote new standards.
Institutional financing institutions such as the World Bank have a key role to play
to help tackling bribery and corruption. Requesting ISO 37001 certification from
clients could help achieve this objective.
Main objectives of the workshop: to present the ISO 37001 norm
to receive feedbacks and testimonies on the ISO 37001 norm from French private
sector representatives and its importance for structuring compliance approach of
companies

The new solar market & energy transitions
Access to affordable, reliable, sustainable and modern energy (SDG7) is essential
to end poverty, reach other UN Sustainable Development Goals and critical for
many countries to meet their climate change mitigation targets.
Today’s global energy sector is undergoing constant change. The energetic
transition process affects every sector (production, transmission, substations,
distribution) and requires precise technical capacities from companies.
Solar is a major component of the energetic transition occurring throughout the
globe. It raises specific challenges such as transaction time and cost, accessibility of
mitigations tools and financial cost. Harmonization of regulations, standardization
of contracts, aggregation of guarantees and financing and digitalization are
processes that are indispensable to regulate the new solar market.

Wimes® (Water Information Management Ecosystem and Services) is a set of
services with a software solution responding to these challenges and custom
developed in close collaboration with each customer to meet his needs with great
flexibility on the type and mode of data acquisition, processing and visualization.
Based on the Wimes implementation and development in France (VendéEau and
Aqua Noticia system in Occitanie Region), the presentation will address Wimes
undergoing developments in Tanzania, Liberia, and Cambodia with focus on the
Congo River Commission (CICOS) and France ( Aqua Noticia).

With an urban population boosting in developing countries, the challenge for
the years to come will be to upgrade ageing infrastructure to provide reliable water
services to everyone. Using GIS capabilities and state of the art network modeling
based on machine learning, it has now become possible to prioritize projects and
boost investment efficiency, including private connections. Altereo, a French based
engineering firm specialized in water networks, has developed its KIS Water
technology in many African and Asian countries, including Morocco (Lydec) and
Cambodia (PPWSA).

WORKSHOP
Biometrics for Digital Identity
Governments and public agencies are confronted with multiple challenges all at
once: establishing trusted civil registry or voter registration database, issuing
documents compliant with new international standards and regulations, assuring
smooth and seamless travel, increasing security, managing human rights and
international agreements, preventing criminal inflows, fighting terrorism, public
sites surveillance, cybercrime and many more.
An innovative approach to addressing the global identity challenge is biometrics
technology. The technology has quickly established itself as the most pertinent
means of identifying and authenticating individuals in a reliable and fast way, using
unique biological characteristics.
However, for biometrics to continue its successful route, citizen rights must be
properly protected and the data collected by private and public organizations
managed carefully and sensibly.
Experts expect to see as many as 600 million devices with biometric authentication
by 2021 (Juniper Research) and 500 million biometric sensors will be deployed for
IoT by 2018.
Biometrics technology has now advanced to a level where the performance is
proven and the benefits are real and measurable.
