Workshop Objectives

Give an overview on the GSCB projects (HMA, LTDP, QA4EO and the Earth Observation network infrastructure) and its implementation status.

Provide a forum for the mission operators to present their plansand achievements with regard to:

Interoperability implementation, quality management concept, and networking infrastructure as well as, provide an active feedback on the GSCB workplan.

Provide a forum to raise and discuss questions on respective plans of Agencies and workshop participants.

Session 1: GMES Space Component: standard access to EO missions – Status summary

GMES Space Component (GSC) will provide EO data to support the GMES services.The GMES Coordinated Data access System (CDS) will:

interface the GMES services and provide harmonized access to heterogeneous EO missionsintegrate the GMES Contributing Missions (GCMs) and the ESA Sentinels through the implementation of a set of standard interfaces defined in the Heterogeneous Mission Accessibility (HMA) activitiesallow to support the different operational scenarios of the services

The GSC Data Access Implementation are on-going (CDS, Data Access Integration Layer and HMA interfaces in contributing missions):

first integrations with contributing missions planned by end 2009.Open source and COTS are available to take over the HMA specifications

HMA standardization activities started in 2005:several standard produced in cooperation with mission owners andEuropean industry and implemented either as open source or COTSWeb site: http://wiki.services.eoportal.org/

INSPIRE framework directive entered into force in 2007:Creation of a Data Spatial Infrastructure in EuropeModeling framework defined, development of data specifications ongoing, draft implementing rules under review.

GEO interoperability and network initiatives:System of systems: interoperability based on open interfaces andadoption of standards or interoperability arrangements.Networking: GEONETCast and GEONET.

1: HMA Implementation – Recommendations and comments

Main commentsDespite the intrinsic complexity of the catalogue model, catalogue and order services are straightforward to implement (ESA & CNES)Programming service (CNES & ESA) and management of encryption are more complex (ESA)Identity management: security issues on DAIL for federated identity (Eumetsat)Necessity to define client / server behaviours to deal with limitations of the services perimeter at a low level of conformance (CNES)

2: Quality for EO – Status summaryUsers need to access quality information on the EO data and products to be able to use them.GEO task performed by the CEOS WGCV for the establishment of an operational Quality Assurance framework for Earth Observation (QA4EO):

to maximize applicability and interoperability of data through quality information and traceability.

QA4EO Framework:addressing through a set of key guidelines 3 guiding principles:“Data Quality”, “Data Policy” in the context of CAL/VAL, “Communication and Education”.Guidelines documents endorsed by CEOS and available at http://qa4eo.org/

Compliance to QA4EO is a long-term objective requiring effort and strong coordination at international level.QA4EO will be proposed to GEO plenary VI for approval.

2: Quality for EO – Status summary

ESA is actively supporting the take-over of the QA4EO and are targeting to apply at the possible extentEumetsat is part of the Global Space-based Inter-Calibration (with meteorological Missions), in this forum QA4EO will be taking into accountMissions nominally performs QA, including Cal/Val pre and post-launch, and some like DLR and CNES are participating to QA4EO.Some commercial missions like DMC are already aligned to QA4EO guidelinesE-geos will take into consideration guidelines in the extent possible (distributor not an operator): it is an opportunity to demonstrate the data quality that could increase the customer demand.Some other missions learnt on QA4EO in the workshop and will consider them in the design of their missions under development (CSTI, INTA, VITO)

Network is a critical element of EO infrastructure.Major utilization for Earth Observation: electronic circulation of data, user access to data, data dissemination and distribution.Network drivers: availability, robustness, QoS, agility, capacity to support high volumes of data, security, capacity to serve large community of users, efficiency and cost effectiveness, short time delivery.Combined use of Ground and Satellite networks needed:

Satellite: Data Dissemination System and Artemis for Data Relay Ground: HiSEEN (based GEANT and NREN) and Comnet

Data repatriation activities (Antarctica project).Future: HiSEEN next generation, collaboration and sharing of resources, virtualization, enhancement of security.

The different mission and centers operators use the different networking services according to their architecture (i.e. distributes centers/stations)Internet Services and widely used for data distribution, including Research networks (GEANT).ESA and EUMETSAT uses DVB-based satellite dissemination servicesLeased links and IP VPN procured servicesESA also exploits the Data Relay Satellite capability of Artemis, and in the future the EDRSSome network interoperability initiatives on-goin in the GEO framework: GEONETCast and GEONET

4: Long-term data preservation – Status summaryNeed to preserve, access and exploit all available EO data but volumes of European archives will grow 5-10 times.European EO LTDP Framework:

A coordinated approach to preserve the European EO data set ensuring also accessibility and exploitability.Collaborative framework open to all possible members.European EO data owners contribution through ideas and possibly infrastructure according to commonly agreed LTDP Guidelines.Sustained through a cooperative long term and programmatic funding framework.

LTDP Common Guidelines generated in coordination with European stakeholders:

GEOSEC: Long term preservation of GEOSS datasets need to be ensured with proper reference to data discovery.

EUMETSAT: LTDP of old data ensured applying an LTDP policy coherent with the LTDP guidelines.

Increase the awareness in the EU/EC on the existing persistent capabilities available in Europe related to heterogeneous data and archives access. Coordinate too the efforts in this respect with them. Work with GEO to address the GEO dataset long-term data preservation, building upon the long-term data preservation framework and initiativeStart addressing EO Product specifications and format harmonisation (ESA, CNES), Study the operational concept and business model of a global EO network, exploiting the on-going GEONET task in GEOAddress the basic standards needed to support the Sentinels PDGS collaborative ground segmentsStandardise the security specification in civil EO ground segments
