The DEA policy designers fail to recognise that some conservation ideologies, such as natural distribution areas, are not applicable to semi- extensive game farming that takes place on agricultural land and not on conservation/ protected area estates. 1. TOPS REGULATIONS CHALLENGED!

WRSA formally responded to the draft Threatened or Protected Species Regulations (TOPS) gazetted for public comment by 30 April 2015. The organisation responded that its detailed comments on these two notices, 255 and256, must be read in conjunction with its response made on 10 February 2015 in respect of the draft Norms and Standards for translocation of indigenous species.

WRSA further commented that a number of definitions cannot be agreed to by the game ranching industry. The lists of mammal species as threatened or protected are totally dysfunctional, not compiled according to evidence-based scientific fact, but further illogical and irrational. 2. MONUMENT TOYOTA & EPOL INVEST IN TRAINING

The Monument Toyota/EPOL sponsorship: Many will remember that WRSA proudly presented Prof. Darrel Abernathy, the new Dean of the Faculty of Veterinary Science at Onderstepoort, with the keys to a brand-new double cab Toyota bakkie. This vehicle will be used when lecturers take the wildlife elective students out to game ranches for practical experience within a radius of about 250km of the faculty. These ranchers, if members of WRSA, will not have to pay the transport costs and will receive a 50% discount on the professional fees for that visit.

EPOL also came to the party and undertook to fund the fuel costs of such trips.

This initiative has many benefits. The faculty will gain through practical experience for their students and the wildlife industry will gain better experienced and more wildlife vets in future, plus the availability of more veterinary services within a 250km radius of Onderstepoort.

EPOL, whose sponsorship totals R200 000, will also fund a position for a post-graduate veterinary pathologist at the faculty, with the aim of improving the diagnostic information available to ranchers and the veterinary profession. The faculty will gain more information on diseases and parasites and will teach game ranchers, by means of ‘farmer’s days’, how to approach taking the correct samples of mortalities and how to provide the correct history. It will also teach them how to provide the necessary materials to take these samples. This is all in the interest of gaining a better idea of what diseases are most important at various times. WRSA wishes to thank Toyota dealership, Monument Toyota and EPOL for making this important and integrated initiative possible.

3. NUWE SKOK OOR PLASE

Nog ’n grondhervormingskok het kommersiële boere getref wat kan beteken dat hulle grond onteien kan word as ’n maksimum plaasgrootte van 5 000 ha oorskry word.

Waarskuwings dat dié “verstommende” voorstelle wat Gugile Nkwinti, minister van landelike ontwikkeling en grondhervorming, Vrydag ter tafel gelê het teen die Grondwet indruis en “rampspoedige gevolge” vir die landbousektor inhou, het uit landbou- en politieke kringe opgeklink.

Boonop het dit Vrydag duidelik geword dat die regering afstand gedoen het van sy aanvanklike teiken om 30% van landbougrond in wit hande teen 2014 na swart boer...

Die goeie nuus: WRSA wens Jacobus du Toit wat onder die leiding van Barry York en Karel Landman verseker het dat wildsplase erkenning gebied word en die voorgestelde limiet 12 000 ha is instede van ander plase waar 5 000 ha voorgestel word.

4. NORTHWEST BIODIVERSITY CONSERVATION BILL

North West Province is currently working on reviewing the Biodiversity Act. This is seen as the ideal opportunity to not only review the Act to suit us all but also to establish a model for the rest of the country.

During the North West Wildlife Forum meeting held on 7 May 2015 in Mmabatho, it was agreed that the new Act is to be compiled with input from the role players within the industry to ensure that we regulate the industry in partnership with government.

The preliminary Act was received from the department on 20 April 2015 and the following organisations have agreed to discuss and correlate industry comments as a departure point for further discussions with government:

1. PHASA2. SAHGCA3. SAPA4. WTA5. WRSA6. PROA7. CHASA

The parties will focus on issues to promote reconstruction of the current bill to ensure that it is user-friendly. The objectives of the bill need to be re-aligned to address current needs as well as the future transformation of the entire industry. The responsibilities of government, and minimum standards of service delivery, needs to be clear and will also be of high priority on the agenda. WRSA will identify specific areas of over-regulation and will recommend mechanisms to empower registered game farmers to conduct business without unnecessary administrative interference by the regulatory authority.

After a lengthy debate, the following road map was agreed upon in respect of a process that will now be followed:

1. Bill received electronically – 20 April – Done.2. Briefing process – 7 May, Mafikeng – Done.3. Correlation of industry comments – Monday 25 May, Koster4. Industry submissions to READ, electronically – 27 May5. Industry and READ workshop to finalise the draft document: 9-11 June, Mafikeng (it might even be possible within two rather than three days)6. READ to determine dates for public consultation and approval legislature.

The process clearly reflects that all parties will take part in the process and that it will be inclusive.

5. ‘SNOTSIEKTE’ VACCINE UPDATE

BMC/‘snotsiekte’ vaccine update: WRSA wishes to thank Dr Paul Bartels and his team at Tshwane University of Technology for their assistance in collecting samples from wildebeest on the ranch of the York family. Once these samples reach Prof. Moritz van Vuuren at the veterinary faculty, Onderstepoort, he will attempt to isolate and multiply the virus for DNA sequencing purposes. Once the sequence is determined, it cant be compared with that of the east African virus isolate used by Moredun Research Institute in their vaccine. If the variance is acceptable to the importing authority at SA Veterinary Services, we will be able to import the vaccine for local efficacy trials.

6. LAND REFORM ARTICULATION AND PROPOSALS SUBMITTED BY WRSA

Concept proposals on land reform in the wildlife ranching sector submitted by WRSA to the Department of Rural Development and Land Reform (DRD&LR) indicates WRSA’s willingness to act as the DRD&LR’s partner to implement programmes for sustainable black wildlife ranchers. The proposals outline our understanding of the problem and indicate that the WRSA is uniquely positioned to act as a strategic partner to the DRD&LR.

As a strategic partner, the WRSA will maximise development impact by actively facilitating initiatives/processes that would stimulate enterprises with farmer settlement, employment and job creation as a spin-off. The proposals emphasise the need for collaboration with other role players, the gearing of other resources and a focus on priorities that can make a lasting difference. A lean but participatory institutional partnership structure is proposed.

WRSA will focus on two strategic priorities, namely working on feasible projects until they reach fruition and facilitating an enabling environment. The role of government is extremely important. Funding and services need to be provided through targeted implementation programmes by government. A network of implementation partners will be mobilised. An integrated management, planning and control system is foreseen to ensure prudent governance of farmer settlement initiatives.

It was recommended to the DRD&LR that they consider these proposals as concepts open for further discussion, clarification and amendment.

7. NABOOMSPRUIT HOU PLAASWERKERS OPLEIDINGSDAG.

Die voorstel wat deur Ellalien Davey (Voorsitter van WRSA Naboomspruit Bedryfskamer) en haar bestuurslede gemaak is, dat daar op een geleentheid ʼn groot groep plaaswerkers opleiding moet kry, het baie belangstelling gewek by wildsboere.

Op 5 Mei 2015 het WRSA Naboomspruit Bedryfskamer ʼn baie suksesvolle Plaaswerker Opleidingsdag gehou by die alombekende Castle de Wildt in Modimolle. Richard Nicolson van Bush-Power in Modimolle het met STIHL en Kubota gereël vir opleiding in die gebruik van ʼn ketting-saag, randsnyer, bossie-kapper en ook algehele trekter onderhoud.

Pat Loots van die baie dinamiese AVENATUS Groep, het die opleiding rondom gifspuit en rugsak-spuit onderhoud hanteer.

Daar was vier besoekpunte vir opleiding. Die studente is in vier groepe opgedeel en het op ʼn rotasie-basis alle opleidingsessies bygewoon.

Die dag was ʼn baie groot sukses! WRSA Naboomspruit Bedryfskamer het die middag-ete en verversings geborg.

Daar word weer ʼn Plaaswerker Opleidingsdag beplan vir September 2015!

8. WILDLIFE RANCHING MAGAZINE: THE ESCAPE ISSUE

Escapism is related to diversion by means of entertainment or recreation. Tourism is a popular global leisure activity. Tourism can be domestic or interna-tional, and international tourism has both incoming and outgoing implications for a country’s balance of payments.

Tourism is regarded as a modern-day engine of growth and is one of the largest industries globally.

South Africa has earmarked tourism as a key sector with excellent potential for growth.

“Wildlife tourism products in South Africa are mainly based on private (game farms and game reserves) and state-owned land (local and provincial game reserves and national parks). In the case of the wildlife tourist, one can differentiate between two different markets that visit game farms; the consumptive market, which mainly refers to hunters (trophy and biltong), and the non-consumptive market, namely the ecotourist (photographic safaris)”.
