MANILA - The Commission on Elections (Comelec) has rejected a proposal for a hybridmanual and automated election system in the 2016 national polls.

This was disclosed by the poll body to the House of Representatives Committee on Suffrage

and Electoral Reforms in a hearing Thursday.

The p roposed hybrid system, known as PATAS or Precinct Automated Tallying System, waspropo sed by the group of former elections commissioner Augusto Lagman.

"The official position of Comelec is that we stated the advise not to use the PATAS system for the 2016 elections."

"I don't think we can say hybrid system is viable," Comelec chair Jose Andres Bautista said.

Lim cited the following reasons: the PATAS will cost more compared to the optical markreader (OMR) system, whether it is leased or purchased; PATAS will require amendment of existing laws or enactment of new laws; PATAS is time-consuming, taxing and prone to

human error; and the PATAS software still needs to be developed.

In the hearing, Bautista again reminded lawmakers that the hybrid system was one of theoptions considered by the poll body, along with the refurbishment and upgrading of theexisting precinct count optical scan (PCOS) machines, the lease/purchase of 23,000 newOMR machines, and the lease/purchase of 70,997 new OMRs.

The hybrid system, which will mandate manual voting and precinct counting and automatedcanvassing, consolidation and transmiss ion, was tested recently in a mock election inCavite.

Lim elaborated that based on their computation, the total budget for automation now is atP20.5 billion. PATAS, on the other hand, could end up costing anywhere from P36.8 billion toP39.7 billion, depending on the number of members of boards of election inspectors asPATAS may require an extra member.

"In terms of finances, considering budget request for DBM, we will not have sufficient funds touse PATAS as a system for 2016," he said.

He said PATAS has no basis in existing laws and pertinent jurisprudence. It does not complywith the law's requirements as i t is neither a paper-based election system or a directrecording electronic system.

PATAS proponent Lagman also proposed to do away with the tally board, which is arequirement of the law.

PATAS also provides many opportunities for tampering as it proposes to count votes for president, vice president and senators first then local positions then party-list, he said.

It is also susceptible to human error as the laptops are operated by people.

PATAS is also said to be slow. Lim said that in mock elections, only 20 ballots were countedin 41 minutes and only for national positions.

PATAS will also need a minimum of 4 watchers for every precinct. It also has no electionmanagement system that would need a year to develop.

Suffrage Committee chairman Fredenil Castro lauded PATAS proponents for their efforts butconcurred with the Comelec's observations. Castro was among those who observed themock elections that used the PATAS system.

He advised PATAS proponents to further improve the system. "The combination of these, thelabor entailed, is so messy in the sense you don't deal with all-in-one election machine,unlike the PCOS or the similar machine that is being introduced for automated election, weonly deal with one machine. Operation isn't messy."

Caloocan Rep. Edgar Erice, meanwhile, criticized the hybrid system proposal. "Sinayang langpanahon natin. I don't think this is possible under present laws," he said.

One of the PATAS proponents, Maricor Akol of AESWATCH, rejected the poll body's findings.

"The system isn't palpak... We're trying to modify the system to make it easier to count," Akolsaid. "PATAS can never compare in speed with PCOS but PCOS was never transparent in2010 and 2013."

The poll body also updated the lawmakers on the status of the other options for theautomated election system.

Comelec executive director Jose Tolentino told lawmakers the special bids and awardscommittee (SBAC) is now proceeding to the second round of bidding after the first bidding for the P2.074-bill ion refurbishment contract for the existing 82,000 PCOS machines failed.

Bautista said they are also considering the fact that refurbishing existing machines takeslonger than manufacturing completely new ones.

As for the lease/purchase of 23,000 new OMRs, Tolentino said the SBAC is now proceedingwith the processing of the notice of award for Smartmatic which submitted the lowest

calculated bid of P2.2 bill ion.

Tolentino said the notice to proceed could be issued before July 30.

The bidding for 70,997 new OMRs was held June 30 with an approved budget of P7.8 billion.Similarly, Smartmatic submitted the lowest calculated bid and is now undergoing postqualification evaluation.

Tolentino also said that the poll body is now considering SLI Global Solutions and NTS, bothbased in the US, to review the source code.

He said based on the requirements, the entity will be reviewing the source code beginning August 1 to December 30, giving them 5 months to review and certify whether the system isworking properly and securely.

The poll body will have a special en banc session on Friday regarding automation.
