Guanzon told journalists that Comelec is inclined to consider the merits and attributes of the election system, given the mix of assessment and suggestions from various stakeholders the 2016 national and local polls. "The Council, as well as experts from the Department of Science and Technology can look at the system, especially in li ght of the desire of Comelec chairman Andres Bautista for the council to advice the en banc about the best election system option. However, Bautista has declared that, given the time constraint, Comelec seems likely to either choose to refurbish 81,896 Precinct Count Optical Scan (PCOS) machines or lease the 70,977 Optical Mark Reader units. "These are the only [remaining] options that we are looking at for 2016," Bautista told a press forum, the Kapihan sa Diamond Hotel, at the weekend. The poll chief hinted that Comelec is unlikely to consider any other system, such as TAPAT, for 2016, explaining that the poll body no longer wants to "experiment" with any new technology for lack of time. But, Bautista assured, Comelec may look at these options for the 2019 and other succeeding elections. TAPAT, which is developed by Filipino IT professionals, is a voting system that uses lotto-style ballots that are scanned by the voting machine and which provides each voter with a verification receipt and conducts automated counting as part of the process. , ,CenPEG and TransparentElections.Org, conducted amock election at the Pamantasan ng Lungsod ngMaynila (PLM) to showcase the system's capability.

Among those observing the demo were Bautista,Guanzon, and Comelec Spokesman James Jimenez,as well as Manila auxiliary Bishop Broderick Pabilloand students of PLM.

While feeding his sample ballot to the equipment,Bautista noted how the voter verification receipt makesthe system vulnerable to vote-buying and vote-sellingactivities.

"This looks like the best way to collect money if youwant to sell your vote," Bautista observed.

However, Bautista declined to give an initialassessment, adding that he may give it after their enbanc meeting on Tuesday.

Bishop Pabillo, on the other hand, approved of havinga receipt-like document given to voters as it can provetransparency and ensure accuracy in voting.

Guanzon said she will tackle the matter before thecommission en banc in the Tuesday regular meeting.

"We are studying all options. I will report my experienceto the en banc," Guanzon said.
