Multi-State Fleet Working Group• 2011

– DHS and AHC hosted a one-day workshop (Dec) with representatives from public and private sector to discuss challenges with fleet movement in disaster response using the IRENE scenario where fleets were delayed crossing state borders for many reasons.

• 2012– AHC formed a Steering Committee (Jan) with PHI, Verizon, NJ OHSP and Bank of America– Focused on expediting fleet movement, initial scope covered NJ and PA– AHC Board met (July) with Electric, Telecom, Food and Fuel Operational Professionals to create

Regional Integrated Planning Framework– Hurricane Sandy (Nov) validated need for ongoing framework, partnerships, proposed solutions

and identified additional opportunities

• 2013– Fleet Response Working Group chartered (Jan) as working group of AHC but controlled and

managed by private sector– Established Planning Framework & Work Plan and annul exercise (CATEX)– CATEX (Oct) focused private/public sector communication and coordination, and the

development of the EULO (Energy/Utility Liaison Officer) Position Specific Guide to help manage expectations/roles in government EOCs

• Reduced 1-3hrs/truck/state to no delays when using Delaware EZPASS Commercial Accounts

• Reduced $25-$50/truck/year cost for EZPASS transponders to $25 for unlimited vehicles when use the Delaware EZPASS Commercial Account Process and online vehicle database is kept updated

– Annual transponder costs for company with 1500 vehicles » Before: (1100 vehicles) X ($25/yr/vehicle) = $27,500/yr.» After : Single transponder for 1100 vehicles = $50/yr.
