* With regards to the action point on the draft HNO, a reference population dataset still has not been shared by OCHA, and therefore the drafting the HNO is delayed. Additionally, UNICEF has requested to modify the severity scales for the HNO and include indicators on SAM, stunting and programme admission data. This was discussed with the partners and generally agreed to expansion of the indicators for the severity scales. As a way forward, the agreement was to have a joint SAG and AWG on the 24th of September, where to 1. Agree on the list of indicators for the severity scoring2. Agree on the cut off points for the 7-scale (0 to 6) for each of the indicator3. Identify data sources for each indicator (at district or sub-governorate level)4. Agree on the formula to calculate overall severity scoring per district

** With regards to the action point on inclusion of the WFP assessment on food consumption being linked to polio campaign it was agreed to exclude this component from the campaign. The polio campaign is planned for 9-12 October.

*** The HPF 2nd Standard Allocation Strategy was finalised, approved and shared with the partners. Additionally the technical guidance was shared by the NCC, to support partners to develop the HPF project proposals in nutrition. Both documents are embedded below:

NCC emphasised that all projects before submission should be coordinated with the SUB-NATIONAL cluster coordinators. Their contacts are presented in the guidance. GHOs should also be contacted and a list of agreed HFs for interventions should be attached to the project submission. It was clarified, that during these consultations they will be also able to obtain the information on the gaps of nutrition services in the HFs

In terms of supplies, a letter or an email should be received from the WFP confirming that for the selected HFs they will provide supplies for MAM treatment and/or BSFP. This should be attached for a submission. Salem Muftah, Programme policy Officer - Nutritionist currently deployed to Sanaa from Ibb to support WFP and will be the focal point for this ([email protected], 770 343 166)

NCC clarified that in order to apply for the HPF, partners should pass OCHA due-diligent test first (that takes a few months) and be in the list of HPF-eligible partners. Alternatively, an NGO that is not eligible can approach an eligible NGO (not-necessary working in Nutrition) and submit a joint project with sub-contracting some activities to them.

The NCC has highlighted that involvement of the International NGOs in Yemen response needs significant improvements, in terms of participation in the cluster meetings, working groups, scale and quality of their response, etc. NCC will be attending a Global Nutrition Cluster meeting in October where she said she will raise an engagement of the INGOs in Yemen response.

Partners raised the issue of the refresher and basic training to the CHVs. MOH plans are to conduct 3 days refresher courses for CHVs followed by 3 days growth monitoring training while not all partners have growth monitoring component in their programs. Furthermore MOH team encouraged NGO partners to conduct regular review meetings for CHVs to motivate them more than having one refresher course only per year.

3. Presentation of the UNICEF WB project

UNICEF has presented the update to the Cluster partners on the Health and Nutrition project, funded by the World Bank.

Kebir Hassen <[email protected]>, the manager of the WB project for UNICEF has replied to partners questions and is reachable via email for any additional clarifications needed.

In addition to the presentation, it was clarified that currently there are 1,072 PHCFs (415 HCs and 657 HUs) elected for the project. The HFs were selected in consultation with the GHOs and verified against the Nutrition Cluster database to ensure that only those facilities where no Nutrition Cluster partners are working were selected for the project. Project is implemented in about 85% of HFs by MoPHP and in the remaining HFs by NGOs. UNCIEf is supporting operational cost, per-diem for community outreach, essential medicines, equipment and furniture.

The outreach component includes weekly outreach activities by the health workers (in addition to their normal work) and they are paid for this separately. There is an evidence that this resulted in the return of

HWs to the facilities. Draft guideline for outreach activities is developed and agreed with MoPHP PHC unit. It will be shared with the cluster partners once finalized.

The project also includes third party monitoring of all HFs on a quarterly basis.

The project does not allow to hire additional people for the HFs (so if there is one person in a health unit, he/she will continue to be the only one for all health and nutrition activities), but it is complimented by the CHVs, community mid-wives and mobile teams.

There is also a psycho social support component of the project and the national guidelines are now being finalised.

WASH component is now covering 4 governorates but will be expanded to cover all 22.

Additionally, UNICEF has informed the partners that they are starting a community health workers projects, where they work with the new health graduates from the universities and secondary school graduates and provide them with the full training package on the health and nutrition and then they are working in the 2 nd and 3rd level coverage locations to compliment the work of HFs. They are receiving monthly salaries and the project is covered by the EU fund and partially some contributions from the WB. It was agreed that UNICEF will present more details with regards to the CHWs project at the following cluster meeting.

It was clear that there is some potential overlap between the Cluster response and the WB project and therefore it was agreed that Kebir will be invited for all SAG and Nutrition Cluster meetings where the YHRP for 2018 is to be discussed – to ensure that activities and supplies covered by the WB project are excluded from the 2018 YHRP.

4. Updates from the AWG

Due to limitation of timing, it was agreed that updated from the AWG will be provided in the meeting minutes.

The ACF, who is the co-chair still did not bring on board the head of surveillance due to visa issues and therefore for the third month AWG is being chaired by the NCC.

The AWG is focusing now on speeding up the SMART surveys, however there remain significant challenges and delays. The Lahj (ACF) and Aden (IRC) data and preliminary report for validation still has not been received despite the agreed deadline to submit on the 15th of August. For the other southern governorates, there are delays on both sides from the partners (in terms of incorporating of the AWG comments to protocols, translation of protocols to Arabic, communication with the AWG, etc.) and from the AWG (in terms of providing timely comments, timely validation of the protocols, technical assistance when requested, dialog with MoPHP, etc.).

Due to cancellation of the training for the North by the National Security, many assessments on the north were delayed. There is currently a workshop ongoing with representatives from nine governorates to support them to develop protocols that should be followed by the AWG meeting for the protocols validation.

NCC would like to again emphasise importance of assessments for nutrition cluster and the whole Yemen humanitarian community and to urge all the partners involved to prioritise work related to assessments.

The draft guideline for SMART assessments in Yemen was developed in July and submitted to the AWG comments, however the guideline is still not finalised as UNICEF is delaying providing comments for the guideline.

5. Updates from the IYCF WG

Due to limitation of timing, it was agreed that updated from the IYCF WG will be provided in the meeting minutes.

IYCF TWG discussed few agenda points. In summary, the ToR for subnational IYCF TWG, ToR for TRRT were revised and agreed upon. IYCF and Cholera key messages and job aids were revised as well. Discussion on integration of MtMSG in the community component package, follow up meeting between MoPHP, SCI and UNICEF will discuss this separate issue. Attached here the minutes of the meeting.

6. Updates from the CMAM WG

Due to limitation of timing, it was agreed that updated from the CMAM WG will be provided in the meeting minutes.

CMAM WG meeting discussed several issues related to CMAM program implementation, updated guidelines, monitoring check list & scale up plans

Tentative period to launch the updated CMAM guidelines by MOH is end of October 2017

TSFP interventions will continue in 112 districts, the scaling up will be focused only on the 120 highly prioritized districts, however partners raised the concern on the scaling up beyond those targeted districts AS 111 districts will be left, furthermore, the ongoing interventions in the 112 districts may be misleading as there could be only one or 2 HFs covered in the whole district.

WHO is working on the development of a road map for surveillance system, that will be shared with the Nutrition Cluster partners for comments before being implemented.

Monitoring check list for CMAM program (MTs, CMAM at HFs & CHVs) have been updated by MOH with technical support from UNICEF. Those check list were shared with the WG for any critical comments before moving forward

The issue of capacity development plans for 2017/2018 was discussed & NCC already communicated with the cluster partners accordingly

The issue of BSFP reporting specially at community level was raised, there is a need to develop new reporting format for BSFP for children U2 at community level. WFP team developed a reporting format to cover this aspect and it could be added/linked to the GFD reporting format and it is under revision.

7. Updates from the AAP TF

Due to limitation of timing, it was agreed that updated from the AAP TF WG will be provided in the meeting minutes.

THE AAP TF that was formed at one of the previous cluster meetings to ensure that we have a clear way forward on delivering our AAP commitments as a cluster, has met and agreed that in order to support partners in AAP we need to develop a short guidance around the Humanitarian Programme Cycle and what partners can do to improve AAP in each of the areas, which is to be supplemented by a toolkit. The draft guidance has been developed and is now with the AAP TF for comments.

8. Updates from the NCC

a. HPF 2nd standard allocation

See the update under the agenda item 2 (action points from previous meetings)

b. Joint mission of FSAC, Nutrition, Health and WASH Global Cluster Coordinators to YemenNCC has informed partners that there is a planned mission at the end of October with four Global Cluster Coordinators (FSAC, Nutrition, Health and WASH) coming to Yemen to facilitate a workshop on the development of the integrated response package and a relevant chapter in the HNO, as this is the first time such initiative is taken by country. The SAGs from the four clusters will be engaged in all discussions and all updates will be communicated to the partners.

c. Follow up actions from the NCC’s mission to AdenLast week NCC went to Aden to support Aden Nutrition Cluster. She has met with the partners who raised their concerns. The two main concerns were related to WFP and capacity building.

With regards to the WFP there were standard concerns, such as limited availability of supplies, refusal to provide supplies by the WFP to the partners who want to scale up in the districts other than 120 prioritised districts, long process of approvals of FLAs, bottlenecks of needing approval for any changes by the WFP in Sanaa and long delays of getting any response from Sanaa. NCC asked WFP colleague to stay after the meeting to discuss the concerns in details.

With regards to the capacity building plan and support needed from Sanaa for this, NCC said that we are already developing the capacity building plan for 2018 and all sub-clusters comments will be reflected in the plan to ensure that we are building capacity in the field.

IMC has said that they have additional supplies for SAM and MAM programmes that they procured as buffer stock and that they are to be expired in more than a year and asked how they can hand over them to other partners. After the meeting NCC has advised them that they can use their supplies themselves while temporary suspending ordering supplied from MoPHP/UNICEF and WFP.

As it is not clear when NCC return to the country, the time and venue of the cluster meeting will be communicated at a later time.
