Yorkshire Chemical Focus (YCF) is a not-for-profit industry-led membership organisation to support and promote Yorkshire’s £2.2 billion chemical sector and provides an independent voice for chemical and related businesses in Yorkshire. Formed in 2005 with funding from Yorkshire Forward and the European Union it works in partnership with its members from across the industry and with the public sector to encourage growth and increase competitiveness. It exists for its members and aims to influence decision makers on behalf of the industry. Yorkshire Chemical Focus through its services, helps businesses to collaborate in key areas such as reputation, regulation, skills and innovation. The YCF mission is to add value to the chemical and chemistry using industries of Yorkshire by enabling them to achieve their aims and objectives and so increase the competitiveness of the sector.

Dr Reddy’s is a relatively young company, started just 25 years ago in India by Dr Anji Reddy with the purpose of “Providing affordable and innovative medicines for healthier lives”. The company has grown quickly to exceed $1. 5 Billion sales.

The company now comprises of 3 main business units:

The Proprietary Business comprises of New Chemical Entities (NCEs), biosimilars, and differentiated formulations.

The Global Generics Business markets over 200 branded formulations across the world, with over 50 products marketed in the US.

The third business unit is Pharmaceutical Services and Active Ingredients which comprises of the Active Pharmaceutical Ingredient (API) and Custom Pharmaceutical Services (CPS) businesses. The API business offers over 150 APIs and has a further 20 in development. CPS aim to offer a full range of development and manufacturing services supporting all stages of the pharmaceutical product lifecycle.

Dr Reddy’s CPS focuses on enabling value through technology. It has particular strengths in chiral chemistry (Chirotech brand), including asymmetric hydrogenation and hydroformylation and has an extensive collection of industrial biocatalysts.

The company also has extensive general chemistry experience gained from manufacturing and continuously striving to improve over 150 APIs. CPS has access to this expertise but also takes care to provide information firewalls between customer projects to protect proprietary information and preserve confidentiality.

CPS have specialist expertise in the manufacture of prostaglandins, steroids and Activated PEGS. The activated PEG offering is supported by in house manufacture of mPEG alcohol.

CPS activity is supported with over 300 scientists worldwide based in Hyderabad, India & Cambridge UK. Work is executed through multifunctional Project Execution Teams.

Manufacturing scale ranges from laboratory through Kilo lab to multi tonne capability with FDA & MHRA approved locations in Hyderabad, India, Cuernavaca, Mexico & Mirfield, UK. Each site aims to be self sufficient but also has access to the company’s significant resource if required.

Chemical industries are an essential element of manufacturing world wide.

The chemical industry produces the raw products that manufacturing rely on, a world without chemicals would be a very different landscape.

The chemical and pharmaceutical sector in the UK is an industry worth £60 billion and every day for the past decade the sector has added £20 million to the UK balance of trade. Approximately 600,000 people in the UK depend on the chemical and pharmaceutical industry. Workers within the chemical industry are of a high calibre performing high skilled and quality technical operations.

It’s simple; future growth depends on us all.

Yorkshire and Humber is home to one of the largest concentrations of chemical related activity in the UK, making up 10% of the UK total. Over 450 chemical companies are located in the region, on over 400 chemical manufacturing sites with a well-developed supply chain of supporting infrastructure.

The chemical industry in this region has a diverse range of products to serve a broad spectrum of customers. This includes everything from paper production, plastics and cosmetics to agricultural products.

Virtually all process industries have the potential for fire and explosion in their workplace with the subsequent loss of production and the possibility of injury to personnel and damage to plant this applies to the chemical and auxiliary industries in particular.

We all rely on material safety data sheets but most have little or no useful information on the flammable / explosive properties of material we are working with. Of course pure materials are made into mixtures and then how many of us know the true properties of those mixtures.

They may become safer or more flammable / explosive than the individual components. Any significant change in formulation can alter the properties.

The Explosion Hazards Testing Laboratory was set up to provide reliable up to date data to enable risk assessments to be carried out with confidence and to provide an acceptable basis of safety for the operation of plant and protection of equipment and personnel.

We offer:

n Dust / powder testing: - All the standard tests can be carried out.

n Gas / liquid phase testing: Flash, fire point and combustibility, AIT, flammability limits and diagrams.

Wherever possible testing is carried out to the relevant British, European or American standards.

This network aims to support companies of all sizes who share a common goal to implement and conform to the REACH and CLP Regulations.

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is a major piece of regulation which came into force across the EU in 2007; it replaces a number of European Directives and Regulations with a single system.

A major part of REACH is the requirement for manufacturers or importers of substances to register them, supported by a standard set of data on that substance.

Globally Harmonised System (GHS) for classification and labelling of chemicals is being implemented in the EU as the new Classification, Labelling and Packaging (CLP) Regulation (EC) No. 1272/2008. This will eventually replace the CHIP and ADR Regulations.

The GHS is a system for standardising and harmonising the classification and labelling of chemicals including the format of safety data sheets and easily understandable symbols.

In other words: There are more hazard categories, different threshold between categories and new hazard pictograms.

REACH and CLP both have global implications and affects the whole of the chemical supply chain in the EU, with a resultant impact on companies’ time and resources.

YCF has a well established and sustainable group, developed by sharing experiences, best practice and discussing hot topics and issues around the legislation.

The Fire and Security Network was formed in response to the requests and concerns from the YCF members after a number of fires at chemical and non-chemical sites in the region during 2010, together with the heightened security threat that the country is currently under.

YCF members are joined by West Yorkshire Fire and Rescue Services, West Yorkshire Police and Council to discuss their major concerns, get latest updates on recent events and share best practice.

The Fire and Security Network meetings will build on topics raised by the YCF members and assist

to provide pathways to best practice procedures.

n Latest information on security situation.

n Reviews of recent events.

Responsible Care is the chemical industry’s global voluntary initiative, under which companies work together to continuously improve their health, safety and environmental performance. Responsible Care helps our industry to operate safely, profitably and with due care for future generations.

The Responsible Care Cell brings local companies and regulatory bodies together to discuss environmental, process safety, occupational health and hygiene, emergency response, community liaison and industry reputation issues.

In the UK there are currently 17 local Responsible Care Cells, of which West Yorkshire is one of the most active. The network is hosted by YCF in conjunction with the Chemical Industries Association.

When a company identifies a need to apply a protective coating to a component, the best option to use is not always clear. There is a bewildering array of formulations and deposition methods available, with the potential to deliver the necessary performance characteristics to a greater or lesser extent.

For example, even for something as straightforward as a structural steel component there are a number of questions to be asked: should it be powder-coated, galvanized or painted? If a paint is selected, should it be epoxy-based, acrylic-based or polyurethane-based, and what else should be included in the formulation to get the best results?

Equally important to coating selection are the factors involved in deposition and curing. These can make the difference between a highly durable, high performance coating, and the need to strip and re-coat in a very short space of time.

These questions are fairly straightforward, but surprisingly difficult to get a simple answer to. Manufacturers and Trade Bodies tend to have a good understanding of their own technology, but are not well placed to compare it with other options available in the marketplace. It can often be difficult to assess the available information, and establish, particularly for more recently developed coating types, exactly what performance can be expected; a critical aspect of design.

In response to this need, TWI has recently installed a state-of-the-art facility for coating deposition and characterisation at its Middlesbrough site. This facility is designed to assist industry in the selection of coating materials and deposition processes, and to understand the implications of service conditions on coating lifetime. Capabilities include a wide range of wet film application equipment, together with characterisation of abrasion, adhesion, coefficient of friction, thermal measurement (differential scanning calorimetry and thermogravimetric analysis) and nano-indentation.

TWI offers an independent source of advice, with the capability to carry out comparative trials, develop processes and provide understanding of the critical factors in achieving performance. TWI also runs training in paint inspection, to ensure that the best performance is being achieved.

The UK’s science industry continues to be world-leading, and as a recognised growth sector, is one which generates billions of pounds every year for the UK economy.

The chemical sector is constantly evolving and responding to market forces, and therefore needs to reflect external economic conditions, such as increased costs associated with raw materials and customer demands. If the UK is to continue to set the global agenda, there is a real need to ensure the appropriate workforce is in place to do so. There has been a recent decline in the number of graduates with pure science degrees. This, combined with a lack of practical expertise amongst those entering the industry, has resulted in an estimated 25% skills gap and a need for more training.

Another issue is the high attrition rate of science, technology, engineering and maths graduates who choose to pursue a non-STEM career. A recent report from the Department for Business, Innovation and Skills (Bis) found one of the key reasons for this may be a lack of awareness of the career opportunities available.

At the other end of the employee scale, however, is the issue of retirement age and the scrapping of the Default Retirement Age (DRA). A report last year from the Chartered Management Institute (CMI) and the Chartered Institute of Personnel and Development (CIPD), highlighted that only 14 per cent of employers believe their organisation is ready to cope with an increasingly older workforce. Nevertheless, the report also highlighted that some 93 per cent of employers see value in retaining the knowledge and experience of older workers.

For the chemical industry to be sustainable and meet its growth expectations, a balance of graduate and experienced workers is required.

GRASPING THE NETTLE? - PATENT THICKETS AND THE HARGREAVES REVIEWPatents are a crucial part of the system for protecting innovation in the chemical, pharmaceutical and biotech sectors. At best they protect the substantial investment required to develop a new chemical entity or use. Critics say that at worst they stifle innovation and growth.

Those who highlight “abuses” of the patent system often cite the development of patent “thickets”. This is an emotive term, but essentially means that a field becomes so clogged with patents that competitors looking to develop in a market cannot move for monopoly rights.

It is hard to criticise genuine innovators for protecting their hard won successes. Nevertheless, some entities engage in a patents “numbers game”. Here a large number of developments, whether new or inventive or not, become the subject of patent applications. The examiner may reject the applications, but occasionally they will not. Once granted, each patent has a presumption of validity and a competitor would need to work around or invalidate the patents that stand in its way. This takes time, management effort, technical resource and money, even for patents of dubious validity.

Professor Ian Hargreaves was asked by government to examine problems in the UK’s IP system. His May 2010 report focuses on copyright and the digital economy, but also takes a short look at patent thickets.

Hargreaves sees three approaches: – 1) enhanced use of technology standards, patent pools and cross-licensing. Although appropriate to the digital and telecoms sectors this is far less common in

the process industries; 2) Patent renewal fees. Hargreaves suggests that application fees do not impact on patenting behaviour. Differentiating patent renewal fees in favour of SMEs might deter thicketing without injuring start-ups; 3) Improvement in patent quality by enhancing the performance of patent offices and allowing enhanced post-grant opposition to patents. There is little discussion as to how this could be achieved.

Hargreaves’ key focus was on digital technology but there remain significant issues in the area of patent thickets in all technical areas. It is unfortunate that Hargreaves’ brief did not extend further into this thorny issue.

POLYMER COMPOUNDERS LTD UNDERTAKE SKILLS ACADEMY-LED PAC ANALYSISDuring Spring 2010, Durham-based Polymer Compounders Ltd, contacted the National Skills Academy for Process Industries (the Academy) to help introduce measures to increase customer satisfaction, increase production flow, reduce waste and ultimately improve productivity and competitiveness.

To identify the most suitable solution the Academy worked with the company to take them through the Academy’s Skills Assurance process. This identified the PAC Analysis programme as the most suitable solution to help Polymer Compounders Ltd meet their company objectives. This was delivered by DLC Training, an Academy Accredited Associate Provider and PAC Analyst.

The PAC Analysis programme is the first of its kind in the Process Industries. It is a platform that links together organisational, operational and skills properties to maximise productivity and competitiveness.
