Dear Readers,

We are delighted with the appreciation received from the readers of 'The

Gujarat' and are thankful for the support and encouragement received from so

many quarters. The 6th issue of The Gujarat – Gujarat Government's English

quarterly magazine, like always, has a number of interesting and inspiring

articles.

The Government of Gujarat has declared 2012 as 'Yuva Shakti Varsh' and the

cover story of this issue focuses on the strength of youth in forging the country of

our dreams ahead. Swami Vivekananda is, even today, one of India's most

charismatic and inspirational thinkers.

His words were relevant during his time, are relevant now and will continue

being a source of inspiration in the future. The “Youth Sammelan” organised by

the Government of Gujarat on 12th January at the Mahatma Mandir saw one of

the most beloved personalities of our country, former President Dr APJ Abdul

Kalam, talk to a sea of students who gathered for the event and encourage them to

pursue their dreams for the benefit of our state and country.

We have a strong agenda of empowering the youth of the state as they are

going to be the architects of tomorrow. “Act now” – said Swami Vivekananda,

and Gujarat has made this its mantra for development. By establishing

professional training institutes all over Gujarat, we aim to impart skill sets that

can empower the youth of our state enabling them to work with their head held

high. We hope to encourage the zeal to succeed in every youth of the state and in

turn, watch them inspire the rest of the country with their achievements.

Over the past decade, Gujarat has seen an unprecedented growth and its

developmental models are being studied and replicated in many parts of India and

the world. The article on the state annual budget 2012 – 13 would give you an

understanding of the measures we have taken to sustain, as well as intensify, this

growth.

The onset of summer brings the annual mega – agricultural event “Krishi

Mahotsav” followed by the state-wide school enrolment initiative 'Kanya

Kelavani and Shala Praveshotsav'. We hope to receive your support and blessings,

like every year, to make these events a grand success.

TPDS Reforms: OutcomesThe state-wide implementation of

the TPDS Reform Model is in progress since 2010. Some of the major milestones have been discussed here. The outstanding debt was not to exceed 27.1% of the GSDP. Gujarat has already achieved both these parameters and the Budget 2012-13 is designed to ensure that the state remains within these norms. By the end of the financial year 2012-13, the fiscal deficit is estimated to be around 2.63% of the GSDP, while by borrowing judiciously well within the net borrowing ceiling prescribed by the Central Government, the outstanding debt of the State Government is estimated to come down from 21.07% to 20.72% of the GSDP.

Thus, the Budget 2012-13 has been formulated in a manner that enables Gujarat Government, while remaining within the fiscal discipline norms, to undertake an ambitious pace of development and meet its welfare goals for the well being of the citizens.

geographical area. The budget is sound and is in sync with both short term and long term plans; aiming to improve the lifestyle of the common man. When one goes through the minute details of the 250 plus measures of the budget, one starts enjoying the magic of these innovative ideas.

Provision of large funds have been made for major areas like the Narmada project, agriculture, urban development, social sector, water supply and development of the deprived. The budget remembers everyone.

Government's priority to the social sector can be seen when 40 % of the annual plan funds of Rs. 20,307 crore are reserved for key areas like education, health, sanitation, water supply , etc. Government of India's expenditure on health is 2 % of the budget whereas Gujarat government spends 6 %. Similarly, GOI's expenditure on education is 3.5 % while Gujarat has a provision of 5 % for education sector in its budget. The Government of Gujarat is spending almost twice as much in these sectors as compared to GoI.

This ideal budget, full of innovative ideas, is coupled with prudent fiscal management. All fiscal goals under FRBM Act – 2004 have been 100 % achieved under fiscal deficit, revenue deficit, Debt to GSDP ratio and guarantees. Government of India has not been able to achieve a single of these goals so far since the enactment of FRBA Act- 2004. Certainly, the Finance Minister and his team in the Finance Department under the leadership of the Chief Minister and Chief Secretary deserve compliments for this efficient fiscal management.

Tuna bulk terminal port project goes to Adani

The Kandla Port Trust (KPT) has handed over ` 1,190 crore worth Tuna dry bulk terminal port project to the Adani Group. This decision was taken in a special board meeting of the KPT on 14th February, 2012.

the city of Jamnagar. At low tide, this park unveils its true wonders, from flora like the sea anemone and live coral to fauna like the puffer fish, sea crabs as well as the octopus. Wading through the water until sunset, keeping a look out for these jewels of the sea was indeed a new experience. But my stay at Jamnagar had more to offer. Early next morning, I drove to the Khijadiya Bird Sanctuary in the outskirts of Jamnagar. This unique habitat of sea and fresh water ecosystems, created over the 1920's and 30's by strategically built man-made dykes was home to a host of migratory and resident birds that belong to each ecosystem and some that share both. Watching the cranes take off in uncanny synchronization as the sun rose was the high point of my morning here. An avid bird watcher, I also saw pelicans, terns, purple moorhens, hoopoes, little cormorants, painted storks and my personal favorite- the white breasted kingfisher, to name only a few. To top it off, I chanced upon a female jungle cat on the road as well, as she scampered off into the bushes.

My next stop on this trip was Dholavira (via Bhuj) but just before I reached an awe inspiring sight greeted my bewildered eyes. About a 30 minute drive before you reach Dholavira is a 7 km stretch of absolutely straight road, flanked on both sides by excessive rain induced marshy land- the perfect breeding ground for thousands of Greater flamingoes. As I drove along this stretch of road, I was mesmerized by the sheer beauty of these pink winged creatures – some of which were

Kanya Kelavani is an educational initiative focused exclusively on educating the girl child. This initiative starts as soon as the summer vacations end, along with the 'Shala Praveshotsav' programme which strives for compulsory enrollment in schools. Kanya Kelavani has been initiated across Gujarat with a special focus on those areas where the literacy rates of the girl children are low. The Chief Minister, along with all ministers and senior government officials travel to the remotest of villages in peak summer heat to encourage parents to get their enrolled children. This has already helped meet chal-lenges like high dropout rate and low literacy. A special Kanya Kelavani Fund has also been established wherein the gifts received by the CM are auctioned off to fund girl child education across the state.

Upcoming Events

This day marks the day when Gujarat attained statehood on May 1, 1960. On this special occasion, homage is paid to the martyrs and leaders of the Mahagujarat movement that brought about the establishment of the Gujarat state. The Gujarat Formation Day celebrations include cultural programmes and special events throughout the state. Last year's Swarnim Jayanti Samapan celebrations on May 1st were a grand success and saw 4,500 artists at a single venue winning itself an entry to the Guinness Book of World Records as the world's biggest dance and musical perfor-mance.

During this festival, agricultural scientists visit each and every corner of Gujarat to educate the farmers about the latest technologies and advance-ments in agriculture. The annual convergence and mass strategy program organized by the state has led to the adoption of the latest technology in agriculture and animal husbandry and built a bridge between agri-scientists and the farming community. Krushi Mahotsav has also helped increase farmer profits manifold. This year the event takes place on the auspicious day of Akhatrij. It has been decided to increase the number of Krushi Raths this year. To ensure wider participa-tion, the Chief Minister along with all the other ministers will be visiting various parts of the state to promote and take part in the festival.
