Zero Tolerance consigned to archives: AMM Srinagar, Jan 7: After the cold response showed by Public and Health Engi- neering (PHE) Depart- ment, people at Abikar- pora near Nehru Park in Srinagar city raised funds and donations for repair- ing water pipes in the area. Residents of Abikarpora told CNS that they are without drinking water from over past one month. “The water pipes laid by PHE department are all de- funct and despite repeated pleas, no official from the department responded. Our appeal proved to be a far cry,” one of the resi- dents Fayeem Ahmed told CNS. Reports said that resi- dents went door to door to collect donations. After raising funds they em- ployed different labours to get the water pipes re- paired and according to residents the work is un- der progress and hopeful- ly, the inhabitants will get drinking water now. Mocking at the adminis- trative callousness, people said that politicians visit the area during elections and soon after occupying chair they disappear from the scene. “We will elect a candidate by our choice now and will not allow anyone to get benefitted from election boycott,” one of the elders said adding that to address administra- tive and social problems of people, the election of right candidate has become in- evitable. He also inaugurated the three-day Na- tional Adolescent Health Consulta- tion. The Union Health Minister, Shri Ghulam Nabi Azad while address- ing the gathering stated that the programme will comprehensively address the health needs of the 243 million adolescents, who account for over 21% of the country’s population. He said that so far the efforts have been partial, confined to sexual and reproductive health, that too at se- lect government facilities. The Rash- triya Kishor Swasthya Karyakram (RKSK) will bring in several new di- mensions, which he listed as- mental health, nutrition, substance misuse, gender based violence and non-com- municable diseases. The programme introduces community based inter- ventions through peer educators, and is underpinned by collabora- tions with other Ministries and State governments, knowledge partners and more research. Referring to the strategic approach to RMNCH+A (Reproductive, Maternal, New born, Child Health + Adolescent) in which `A` denotes adolescents, unveiled last year at Mahabalipuram, the Health Minister said that new fo- cus on adolescents is in recognition of the fact that without adolescent health, maternal and child health outcomes may continue to elude us. Shri Ghulam Nabi Azad said that the 5 by 5 RMNCH+A matrix has been developed which lists out the 5 high impact interventions under each of the 5 pillars, all of which need to be implemented together, at the same time, with high coverage and qual- ity. Speaking at the occasion, Sh K De- siraju, Health Secretary said that the programme is an effort to move away from a ‘doctor-driven’ effort towards a holistic and participative programme. The RKSK recognizes that all adolescents need attention even before the occurrence of any disease or problem, and in order to make informed decisions and choic- es. Highlighting the salient features of the programme and the need for an enhanced and sharper focus on adolescents, Smt Anuradha Gupta, Addl. Secretary and Mission Direc- tor, NRHM stated that adolescents present a unique opportunity to reap the country’s demographic dividends. They allege that the PDD has failed to repair a trans-former which developed technical snag 80-days ago.“Transformer installed in our area developed techni-cal snag 18-days ago. The PDD officials took it for re-pairs and assured us that

transformer would be re-installed within two days, but till date nothing has happened and our area continues to reel under darkness,” residents said.The residents said on Tuesday the community transformer went out of order following a bang in the device. “We are facing lot of hardships in absence of electricity in this harsh winter,” the residents said.“We are unable to charge our mobile phones and the equipments like re-frigerator and iron are lying defunct,” Ghulam Nabi Hakeem, a local resident told GNS, add-ing that they have to visit the adjoining areas to get their cell phones charged every day.The residents said the non-availability of elec-tricity was also adversely affecting the business in the area. Jammu, January 7: The Cabinet Sub-Committee on Creation of New Admin-istrative Units headed by Deputy Chief Minister, Mr. Tara Chand today visited Doda, Kishtwar and Ramban and inter-acted with representatives of different political parties, sarpanches and civil society members to get their sugges-tions and proposals with regard to the creation of New Administrative Units.

Members of the Committee includ-ed Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma; Minister for Agriculture, Mr. G.H. Mir; Minister for Higher Education, Mr. Mohammad Akbar Lone; Minister for Planning & Development, Mr. Ajay Sadhotra.

Secretary, Revenue, Mr. Vinod Koul accompanied the Sub Committee dur-ing its visit.

At Doda the Sub Committee held meeting with political representatives and members of civil society in which legislators Mr. G.M. Saroori, Mr. Khalid Najib Sohrawardy and Mr. Shyam Lal Bhagat and DDC Doda Mr. Mubarak Singh were present.

Addressing the gathering, the Depu-ty Chief Minister said that Government

has created Cabinet Sub-Committee to examine the case for implementation of the Delimitation Commission report and said that the committee will ex-amine and consider the demands and proposals of the people for the estab-lishment of New Administrative Units in the State. He invited suggestions from the political representatives, sar-panches and civil society members so that delimitation as per the aspirations of the people is made.

Various political party rep-resentatives including Congress, Na-tional Conference, Peoples Democratic Party, Bhartiya Janta Party, etc, besides Sarpanches, Civil Society and Bar As-sociation Members spoke on the occa-sion and presented their demands and suggestions which include creation of Tehsils, Blocks, subdivisions, Niabats, Girdawar Halqas, Patwar halqas etc.

The Sub-Committee gave a patient hearing and assured the people that the matter will be discussed and taken into consideration.

MLA Inderwal Mr. G.M Saroori and MLC Mr. Khalid Najib Sohrawardy also spoke on the occasion and de-

manded creation of Chenab Valley Hill Development Council for the en-tire erstwhile District Doda. They also endorsed the demands and proposals submitted by various delegations and urged upon the Government to give due consideration to the erstwhile Dis-trict Doda while creating New Admin-istrative Units in the region keeping in view the topography and population.

At Kishtwar, the committee held deliberations with the representatives of Congress, BJP, NC, PDP, BSP, NCP and other parties who projected their demands regarding creation of new administrative units in the area. They demanded creation of new tehsils, Nia-bats and rural development blocks in the areas of Padder, Nagseni, Palmar, Bunjwah, Kuntwara, Chatroo and Sar-thal.

Different participants supported their claims through historical, po-litical cultural and other economic as-pects. They were of the view that these new units will address the problem of backwardness, economic disparities and usher in a new beginning of devel-opment in the region.

Tourism, Mr. Ghulam Ahmad Mir today conducted an extensive tour of Kapran area and took stock of the damages caused to the public utilities due to recent heavy snow fall.The Tourism Minister, who is also MLA of the area, accompanied by a team of officers, assessed the losses to the property and public utilities in several villages and hamlets. He directed the concerned authorities to ensure early restoration of power and drinking water supply besides immediate clearance of snow on the link roads for convenience of the people of the area.During the tour, the Minister also took stock of the pre-paredness of the administration in case of further snowing in the area and asked the concerned authorities to be vigilant

and pro-active to meet any eventuality. He said people in the snowbound areas have high expectations with the state government adding that no stone should be left unturned to restore road connec-tivity, electricity and drinking water sup-ply in the affected areas on war-footing. He asked the officers and engineers to ensure quick response in their respective jurisdiction in this hour of need.

He said there should be no laxity in this regard

The Minister ascertained measures taken by the concerned district admin-istrations for restoring public services in snow affected areas and mitigating their difficulties.

The Minister called upon the con-cerned District officers to ensure punc-tuality of their subordinate staff in their respective areas for convenience of the people adding that functioning of essen-tial services especially healthcare, drink-ing water, and power supply facilities should not be affected in remote and hilly areas at any cost.

JAMMU, JANUARY 07- In order to give an impetus to Golf in Jammu and Kashmir State, explore some talent and enable beginners to have a firsthand experience of the sport, JK Golf Association (JKGA) today started the first ever week long coaching camp at Jammu Golf Course, Sidhra. The coaching camp was inau-gurated by Director Tourism, Jammu Soujan-ya Sharma who encouraged the participants and hoped that the training classes would prove beneficial for the beginners.

About fifty Junior Amateur par-ticipants drawn from different parts of the region and educational institutions were welcomed and encouraged to take up the sport by JKGA officials including Vice Presi-dent of the organising committee, S S Wazir, Executive Committee members Sanjay Wahi, Treasurer R S Bali besides K K Khosa, Vinod Sharma, D S Bali and Deepak Handa. JKGA affiliated with J&K State Sports Council also provided clubs to the participants to facilitate their training programme. PGTI coach Sand-eep Verma popularly known as Chimi was especially roped in from Delhi to train the be-ginners who were given basic tips about golf-ing here at Jammu Gold Course, Sidhra. Ace golfers like Sanjay Wahi, Raghav Wahi, Bha-

wani Parpar and Deepak Handa also helped the coach in imparting basic training to the beginners. The beginners were given basic golf tips including ball positioning, basics of correct grip, controlling the speed of putts, correct Tee height for fairway woods, hy-brids, how to hold clubs, how to aim and how to chip, choosing the right club for a shot, how to hit from fairway rough, how to make proper practice swing, how to play half golf swing, postures and correct distance from where to hit the ball.The beginners like Mus-kaan, Neha, Prerna, Vedant, Narbhay, Vijay, Nirdosh Trehan and Mehak Dua expressed their contentment over the coaching camp and hoped that it would help them in becom-ing good golfers. Speaking on the occasion, Vice President JKGA, S S Wazir said that that this coaching camp will be held in routine and hoped that JKGA under the benefaction of its Patron Dr Farooq Abdullah, union min-ister for renewable energy get a fillip.

Executive Member Sanjay Wahi said that since this was the first coaching camp of its kind in Jammu and Kashmir, parents and their wards have shown great enthusiasm. This, he said was an encouraging sign of golf getting promoted in the State.

Asks farmers to adopt scientific

methods to increase production

JAMMU, JANUARY 7: Minister of State for Agriculture, Sheep and Animal Husbandry, PHE, Irrigation and Flood Control Mr. Nazir Ahmad Gurezi Monday said that Agricul-ture, Animal and Sheep Husbandry have been tagged as the priority sectors by the Government to make these profitable activities.

He said that keeping in view the fact that about two third of the state population is associated with the agriculture and its allied sectors, the government has been paying fo-cused attention for its growth and make it a profitable activity.

He said various intervention schemes have been introduced, while new technologies are being introduced to increase the livestock to attain self-sufficiency in dairy,

mutton and milk products in the state which are presently imported from outside.

The Minister was addressing a gathering today after inaugurating the Kissan Mela and Block Veteri-

nary Office (BVO) building at Bhalw-al Jammu. The single storey building has been completed at an estimated cost of Rs.17.05 lakh.

He Minister called upon the farmers to adopt scientific tech-

niques in agriculture, cattle and sheep breeding by seeking the help of experts of the department and agriculture universities.

He said government was spend-ing crores of rupees on reasarch in

agriculture and allied sectors and these should be brought to the field and adopted for maximising live-stock.

The Minister directed the Direc-tor, Sheep Husbandry Jammu to constitute State Level Breeders Com-mittees (SLBC) involving progressive breeders to know their problems and aspirations. He called for hold-ing fortnightly meeting of these committees in all districts to get feedback and know the areas where focus was to be laid.

Referring to the achievement registered by Omar led government during last five years, he said tre-mendous progress has been regis-tered in all sectors, including Animal and Sheep Husbandry by introduc-ing modern ways to promote and develop this traditional activity.

Mr. Gurezi said that implemen-tation of Public Safety Guarantee Act (PSGA) and Right to Information Act (RTI) are the historical legislations of the present government introduced to ensure transparency in adminis-tration and improve services.
