JAMMU, JULY 08

Minister of State for I&C and Home, Sajjad Ahmad Kichloo, today visited Kishtwar Cam-pus of Jammu University (JU) and took stock of various ongoing works at the site. Rs. 20 crore have already been released to fast-track the construction work of the Campus, which will go a long way in providing succour to the youth of the far-flung district in their pursuit for higher studies.

Deputy Commissioner, Mohammad Saleem and Director, JU Kishtwar Campus, Dr. Shohab Inayat Malik, besides several other Sectoral Of-ficers, accompanied the Minister on the occa-sion.

Exhorting the executing agency to complete the project by June next year, the Minister said that once the Campus becomes fully functional, the higher education network will get a major fillip and improve educational competitiveness in the district. “The Campus will have state-of-the-art infrastructure. We will also ensure that

competent teaching staff is posted so that the Campus emerges as a seat of great learning,” he said,

The Minister went around various under-construction blocks of the Cam-pus and issued directions for expediting work so that it is completed well within the stipulated timeframe. The on-site en-gineers briefed the Minister about the de-tails of the project and assured that time-lines for completion of the project would be adhered to.

While work on Phase I is currently on, additional land has also been acquired to commence work on Phase II of the project for which funds for land acquisition have to be made available, the Minister was in-formed. On this occasion, the Minister announced Rs. 50,000/- out of his Constit-uency Development Fund (CDF) for pur-chase of books for the Campus Library.

Later, while making a detailed pre-sentation, Director JU Kishtwar Campus, Dr. Malik highlighted the issue of short-age of teaching and support staff at the Campus. He also apprised the Minister about the urgent need to start additional courses, which will offer scholars a variety of choices to choose subjects from. He also informed the Minister that State funding for the ongoing works at the Campus is still awaited.

The Speaker, Jammu and Kashmir Legislative Assembly Mubarak Gul today visited Eidgah and took stock of the arrangements put in place by the District Administration for offering Eid Namaz there.

Gul directed PHE and PDD authorities for ensuring ad-equate water and power sup-ply during the prayer time at Eidgah. He also directed all the departments for maintaining close coordination with each other in making the upright ar-rangements so that the people come to offer Eid Namaz at Eidgah do not face any incon-venience. He directed SMC authorities for ensuring proper cleanliness in and around the Eidgah. The Speaker appreciat-

ed the administration for mak-ing upright arrangements for smooth conduct of Eid-ul-Fitr festival.Interacting with people, the Speaker said that the beau-tification work of Eidgah is apace. He said that funds is not problem but need is to utilize the funds in a proper way.Ear-lier, Gul also chaired a meeting of officers of District Administra-tion convened to review the fool proof arrangements made for Eid-ul-Fitr. The MU researchers be-lieve that health care pro-viders could take advan-tage of this correlation between health - particu-larly mental health - and spirituality by tailoring treatments and rehabilita-tion programs to accom-modate an individual's spiritual inclinations. "In many ways, the re-sults of our study support the idea that spirituality functions as a personality trait," said Dan Cohen, as-sistant teaching professor of religious studies at MU and one of the co-authors of the study. "With in-creased spirituality people reduce their sense of self and feel a greater sense of oneness and connected-ness with the rest of the universe. What was inter-esting was that frequency of participation in religious activities or the perceived degree of congregational support was not found to be significant in the rela-tionships between person-ality, spirituality, religion

and health," Cohen added. The MU study used the results of three surveys to determine if correlations existed among partici-pants' self-reported men-tal and physical health, personality factors, and spirituality in Buddhists, Muslims, Jews, Catholics and Protestants. Across all five faiths, a greater degree of spirituality was related to better mental health, specifically lower levels of neuroticism and greater extraversion. Forgiveness was the only spiritual trait predictive of mental health after personality variables were considered. "Our pri-or research shows that the mental health of people recovering from different medical conditions, such as cancer, stroke, spinal

cord injury and traumatic brain injury, appears to be related significantly to pos-itive spiritual beliefs and especially congregational support and spiritual in-terventions," said Cohen. "Spiritual beliefs may be a coping device to help in-dividuals deal emotionally with stress," he added. Cohen believes spirituality may help people's mental health by reducing their self-centeredness and de-veloping their sense of be-longing to a larger whole. As the authors note, spiri-tual interventions such as religious-based counsel-ing, meditation, and for-giveness protocols may enhance spiritually-based beliefs, practices, and cop-ing strategies in positive ways.

Supreme Court refuses to give interim protection from arrest to PP Pandey

Earlier, the High Court had on July 1 dis-missed Pandey’s plea for quashing of FIR against him in the fake encounter case.

The Supreme Court on Thursday refused to grant interim protection to senior IPS officer PP Pandey from being arrested by the CBI in the Ish-rat Jahan fake encounter case but agreed to hear his plea on August 12.

A bench of Chief Justice P Sathasivam and Justice Ranjana Desai agreed to hear his appeal against Gujarat High Court order rejecting his an-ticipatory bail plea.

Senior Advocate Jaspal Singh, appearing for Pandey, urged the court to grant him protection till Monday but the bench turned down his re-quest saying that it will hear the matter on August 12.

The High Court had on Wednesday declined to give further protection to Pandey from arrest by CBI. The trial court had also rejected his an-ticipatory bail plea on the ground that probe in the case is pending and is at a crucial juncture.

On Wednesday, the trial court had also reject-ed his plea for exemption from personal appear-

ance and had issued non-bailable warrant against him after he failed to appear before it.

Pandey, who was declared absconder, had ap-peared before the special CBI court in Ahmed-abad on July 29 on the direction of the apex court.

The apex court had on July 26 directed Ad-ditional DGP Pandey, a 1982-batch IPS officer, to appear before the trial court on July 29 and had

restrained the CBI from arresting him till then.The High Court had on July 1 dismissed Pan-

dey’s plea for quashing of FIR against him in the fake encounter case.

The High Court, while rejecting Pandey’s plea, had also declared him an absconder in the 2004 fake encounter case of Ishrat Jahan and three others.

Pandey, as the Joint Commissioner of Police, Ahmedabad, was heading the Crime Branch when Ishrat, Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar were killed in an encounter allegedly with Gujarat Po-lice on the city outskirts on June 15, 2004.

Police had then claimed the four were terror-ists on a mission to kill Gujarat Chief Minister Narendra Modi.

However, according to the CBI’s charge sheet filed last month, the encounter, a joint operation by Gujarat Police and Intelligence Bureau, was stage-managed.

Seven Gujarat policemen, including Pandey, have been named as accused and charged with murder and criminal conspiracy, among others.

Akhilesh Yadav says Durga Shakti was given Noida posting on her husband’s request

Uttar Pradesh Chief Minister Akhilesh Yadav has said he regretted having posted suspended IAS official Durga Shakti Nagpal to a prime dis-trict like Noida, but he defended her suspension.

Yadav said it was at the request of Durga Nagpal’s husband, also an IAS official, that she was posted in Greater Noida.

In hindsight, the chief minister said, he regretted having ceded to the demand on a purely humanitarian grounds.

Husband of suspended IAS Durga Shakti Nagpal is posted in Ghaziabad.

The chief minister while defend-ing the action of his government to suspend Nagpal, said he has never interfered in the working of the official.

“I have no knowledge what she did against the mining activities in the area,” the chief minister was quoted as saying and denied any link between Nagpal’s suspension and the mining activities.

Reiterating the previously stated stand of the govern-ment that the SDM of Noida was suspended following

her orders to demolish boundary wall of an under con-struction mosque in Kadalpur village of Greater Noida, the UP chief minister told WSJ that to write and speak about any action, one would have to understand the com-plexities of the state as large as Uttar Pradesh.

There have been communal flare ups in the state and under such circumstances, the government cannot be ex-pected to sit back, he said.

Man arrested for taking photos of Kalpakkam reactor

A contract labourer at the Madras Atomic Power station at Kalpakkam here has been arrested after some pendrives and a mobile phone that had over 400 photos of the BHAVINI Prototype Fast Breeder Reactor were seized from him, police said on Thurs-day.

Shafir Ali was arrested on Tuesday by the Central Industrial Security Force as they found in his posses-sion pen drives and card readers while frisking him before letting him in for his daily duty, police said.

He was handed over to Kalpakkam Police and after investigation, police said the cellphone and pen drives in his possession showed over 400 pictures of the upcoming BHAVINI Prototype Fast Breeder Reactor, all taken from locations which were barred for entry.

Shafir Ali, a diploma holder in Mechani-cal Engineering on contractual assignment through a com-pany, has been working at the Madras Atomic Power sta-tion campus, and belongs to Cheyyur near Madurantakam and is known to be an organisational worker of the DMK party, police said.

He is said to have explained away his activity as mere documenting for his own records, police said.

Police said he was arrested under section 18 of the Atomic Energy Act, 1962.

He was produced before the local Magistrate on Wednesday and remanded to judicial custody.

SC clarifies verdict on Mayawati relates to Taj corridor case

NEW DELHI: The Supreme Court today clarified that its judgement on former Uttar Pradesh Chief Minister Mayawati was only in Taj Cor-ridor case and it did not go into other aspects including merits of allegation of disproportionate assets amassed by the BSP supremo.

A bench of Chief Justice P Sathasivam and Justice Deepak Misra passed the order disposing of a petition seeking review of its order in which DA case against Mayawati was quashed.

“We reiterate that our decision is based on Taj Corridor case,” the bench said while reading out a portion from the verdict.

The BSP claimed the judgement has come as a relief to Mayawati. BSP chief’s counsel Satish Chandra Mishra claimed after the order that

the review petition has not been entertained and the “illegal” DA case filed by the CBI against Mayawati has come to a closure.

The court passed the order on the review petition filed by Uttar Pradesh resident, Kamlesh Verma who was an intervener in the case filed by May-awati in the apex court for quashing the DA case against her.

While reserving its verdict on May 1, the bench had said that the FIR in the DA case was quashed because the CBI proceeded against her with-out properly understanding its orders which were confined to Taj Corridor case. It had said that the judgement had not taken away CBI’s power to proceed against her in a separate DA case.

The Supreme Court had on July 6, last year quashed the nine-year-long

disproportionate assets case against her and had pulled up the CBI for exceeding its jurisdiction by lodging an FIR against her without any direc-tion from it. The apex court had said the DA case against Mayawati was “unwarranted” and that the agency proceeded against her without properly understanding its orders which were confined to Taj Corridor case relat-ing to the release of Rs 17 crore by the UP government allegedly without sanction.

SC stays death penalty of man guilty of beheading 5 daughters

New Delhi: The Supreme Court on Thursday stayed the execution of death sentence awarded to Maganlal Barela, who was scheduled to be hanged this morning for beheading his five daughters in Se-hore district of Madhya Pradesh, till further orders.

A bench headed by Chief Justice P Sathasivam said that the stay on the execution of death sentence will continue till further orders and tagged his peti-tion along with pleas of other condemned prisoners who had also sought quashing of capital punish-ment on various grounds.

The stay was granted on Barela’s execution af-ter members of the People’s Union for Democratic Rights (PUDR) approached the apex court.

The PUDR activists had gone to the residence of the Chief Justice on Wednesday and the CJI had around midnight last night stayed the execution for a day. The order was immediately conveyed to jail authorities in Jabalpur.

Barela was found guilty of beheading his daugh-ters Leela (6), Savita (5), Arti (4), Phool Kanwar (2) and Jamuna (1), to death with an axe following

a dispute over property with his two wives on 11 June, 2010 in Sehora dis-trict of Madhya Pradesh. Police had charged him under Section 302 (mur-der) of the IPC.

He was to be execut-ed at central jail in Jabal-pur this morning after the trial court in Sehore had issued his “black warrant”.

The trial court had awarded capital punish-ment to Barela on 3 Feb-ruary, 2011.

President Pranab Mukherjee had rejected Barela’s plea for clemen-cy on 22 July, 2013 after dismissal of his pleas for converting capital pun-ishment into life imprisonment by Madhya Pradesh

Kolkata: For the first time, the West Bengal state secretariat - Writers’ Buildings - would be vacated for repairs with Chief Minister Mamata Banerjee and her staff shifting to an alterna-tive location from October 1.

“The Writers’ Building has turned into a tinderbox, caus-ing panic among employees. The centuries-old building requires immediate repairs,” Ms Banerjee told reporters.

She said many make-shift rooms have been made leading to space constraints causing an embarrassing situation for employees and visi-tors.

“I want safety of my employees,” she said of the building with Ionic columns that was constructed in 1706 for writers of the East In-dia Company during the British Raj and which

gave the building its name. The make shift rooms would be demolished and the entire electrical wiring would be upgraded,” Ms Banerjee said.

The seat of the administration would shift to an alternative location at the Hooghly River Bridge Commission building, about three km away for six months from October 1.

This, however, is the second Writers’ Build-ing. The first was built in 1690 within the old fort where the GPO now stands.The earlier Writers’ was destroyed in a fire in 1695.

Micromax owners arrested for bribing MCD engineer,

rests are expected in the fallout of the Micromax bribery scandal after the Central bureau of Investi-gation on Wednesday ar-rested the owners of mobile manufacturing company. Micromax owners Rajesh Aggarwal and Manish Tuli were arrested on charges of bribing a junior engineer in the Municipal Corporation of Delhi.

Rs 40 lakh in cash was recovered from the premis-es of the engineer. A senior official of the MCD has also been arrested.

CBI sources said they got a tip-off that Agrawal and Tuli had entered a deal with the engineers of the civic body to get clearance for construction of their banquet hall in the Wazirpur area in exchange of bribe of Rs 50 lakh.

It was also agreed that the illegal gratification will be allegedly paid to the two junior officials of civic body. Soon after getting information that the alleged bribe is to be paid at the Timarpur of-fice of Agrawal and Tuli, a team of CBI rushed to the site.

During the trap operation, the agency alleg-edly caught Tuli and Agrawal handing over Rs 30 lakh to the junior officials of the MCD who were there to collect the amount on behalf of a Superintendent Engineer, an Executive Engineer and two Junior Engineers, all allegedly part of the conspiracy, they said.

After catching Agrawal, Tuli and two MCD officials “red-handed”, CBI teams carried out searches at 15 locations including the residential and official premises of the MCD officers, they said. Officials of Micromax mobiles were not im-mediately available for comment.

Short and with a hoarse voice: San-toh Koli was not the usual speaker one expected to encounter at public rallies. Residents of North East Delhi’s Seema-puri assembly constituency used to lis-ten with rapt attention every time Koli, a grass root worker and Aam Aadmi Party (AAP) leader, addressed them. She would tell them how to take on the system.Twenty eight year old Santosh Koli, a rights activist and leader of the recently launched AAP, succumbed to her injuries on Wednesday morning, more than a month after she was hit by a speeding car in the satellite town of Ghaziabad. Her condition had improved during her treatment at a private hospital in Gurgaon, until on Tuesday when Koli suffered brain hemorrhage. She passed away at around 9.30 am on Wednesday morning, said doctors.

Poised to contest as an AAP candi-date from North-East Delhi’s Seemapuri assembly constituency, Koli was one of the oldest associates of the party’s founder member — Arvind Kejriwal. In the winter of 2002 Koli became one of the first employees of Parivartan, a non-governmental organization started by Kejriwal along with few other members of the civil society.
