Kumar ridicules reports Srinagar, Aug 1 : Ridiculing the news reports that any per- mission for any ‘Yatra’ was given by the state govern- ment, government on Friday stated that no permission for any Yatra at Kounsar nag was issued. Talking to KNS, Home Sec- retary Jammu and Kashmir Government Suresh Kumar stated that it is a mere ru- mour that any Yatra would take place at Kounsar nag and the state government has issued permission for the same. “In actual, it is no Traditional Yatra but only a Puja that used to take place near Kounsar nag years ago.” Mr Kumar remarked that from the last few years, some people of the particu- lar community offer prayers at the place and that no Ya- tra as such has ever been scheduled or taken place in the area. Regretting the slow pace of trials, the bench said that it was high time that government should work out a policy on an urgent basis so that cases do not linger in courts for de- cades. Prof. Bhim Singh, Sr. Advocate ap- pearing in-person argued that lengthy trials of the foreign prisoners, mostly Pakistani prisoners languishing in Indian jails for the past 10 to 15 years have negated the concept of Indian democracy and weakened the rule of law and the authority of Article 21 of the Indian Constitution. He said that some of the foreign prisoners have been facing trial for a decade or so and in some cases investigations are still going on according to the reply of the respective state governments, the Supreme Court expressed serious con- cern in the matter of trials. Srinagar, August 1: Militants on Thursday night barged inside the police post guarding the house of a judge and de-camped with a service rifle of a guard here in Srinagar city.A police official told GNS that some unknown mil-itants overpowered a se-curity guard constable Mohammad Iqbal and snatched the AK-47 rifle along with 02 magazines and 60 rounds from his possession while he was performing duty near the residence of a dis-trict and sessions judge, Sujat Ali Khan at Qa-marabad in Qamarwari area of city. “Khan who is presently posted as Sessions Judge in Sho-pian district was inside his home at the time of incident.”

Besides, 130 species of birds including the Spotted Forktail, Western Tragopan, Rock Bunting, Rufous-breasted Accentor, Himalayan Woodpecker, Blue Rock Thrush, White-capped Redstart, Hima-layan Griffon, Common Stonechat and Grey wagtail are found in the sanctuary.The concerned department has not made certain en-try or exit points in the sanctuary by which the de-partment could have kept the track of the number of vehicles coming in the wildlife habitat. This issue has facilitated poaching, which has become rampant, in the area posing a serious threat to a host of wildlife animals, and fascinating birds present in the area.Our team members spotted a large number of timber smugglers in the area, felling and looting the green gold, the area is rich in.The money minting by the NGO’s engaged by the department can be gauged from the fact that several NGO’s that were tasked with conducting research in the area, outsourced their researches to the number of ‘casual labourers’ who are less educated. Any loop-hole in their research can have serious ramifications on the remaining population of Markhor in the area. Ganderbal, August 1 : Alleged police inac-tion against an accused prompted protestors to block Srinagar-Leh high-way near Preng Kangan in Central Kashmir’s Ganderbal district on Friday. The protestors were demanding imme-diate arrest of a person who according to them forced his wife to commit suicide. Rukhsana Banoo wife of Parvez Ahmed Tak resident of Baramda-ra Chattargul Kangan ended her life after con-suming some poisonous substance a week ago. The relatives of the de-ceased while holding the husband of Rukhsana responsible for her death alleged that he used to frequently harass and beat his wife. The rela-tive had registered a case

against Parvez Tak in po-lice station Kangan. Eyewitnesses told CNS that scores of people soon after Friday prayers blocked Srinagar-Leh highway and disrupted the traffic for hours caus-ing great convenience to the commuters. The protestors alleged that police have shown no interest in getting the accused arrest. New Delhi: Facing immense out-rage over an alleged derogatory article posted on Sri Lankan ar-my's website, the island nation's Defence Ministry on Friday ten-dered unqualified apology to Indi-an Prime Minister Narendra Modi and Tamil Nadu Chief Minister J Jayalalithaa. A statement posted on the Lankan Defence Ministry website, said, "We extend an unqualified apology to the Hon Prime Minister of India and Hon Chief Minister of Tamil Nadu." It said the article titled 'How mean-ingful are Jayalalitha's love let-ters to Narendra Modi?' had been published without appropriate authorisation and it has been re-moved from the website. "The article which had been pub-lished without appropriate au-thorisation and not reflecting any official position of the Government of Sri Lanka or Ministry of De-fence and Urban Development has since been removed," the statement added. The article had appeared on the Lankan Defence Ministry's website along with a graphical portrayal of Prime Minister Modi and Chief Minister Jayalalithaa. Earlier in the day, Jayalalithaa had urged PM Modi to seek uncondition-al apology from Lankan government over the derogatory article that crit-icised Tamil Nadu government for raising the issue of attacks on Indi-an fishermen.

The article evoked strong protests in Parliament with CPI condemning it and asking the Centre to seek an apology from Colombo. CPI National Secretary D Raja, who gave a notice of suspension of Ques-tion Hour in Rajya Sabha over the issue, said the article carrying "nas-ty comments" on Tamil Nadu Chief Minister J Jayalalithaa's letters to Prime Minister Narendra Modi on the fishermen issue, was later taken off the site following protests. "The Government of India should condemn it, register a strong protest with the Government of Sri Lanka and demand an apology from them,"

he said, adding that the issue "will not die" even though the article has been removed from the site. "How can they target an elected Chief Minister of a state who has been taking up the issue with our Union Government," Raja said. Attacking the Sri Lankan govern-ment, he said it does not have any respect for international opinion even after the UNHRC and other global fora have condemned attacks on Tamil people and Indian fisher-men. "Sri Lanka does not want any credible probe into the war crimes and gross human rights violations which took place during the war on the Tamil people," the CPI lead-er said, adding that "such a gov-ernment is now abusing an elected Chief Minister, which will not be tolerated".

A Gaza ceasefire crumbled only hours after it began on Friday, with at least 40 Palestinians killed by Israeli shelling and Israel ac-cusing militants of violating the US and UN brokered truce by fir-ing rockets and mortars.

The 72-hour break announced in a joint statement by US secre-tary of state John Kerry and UN secretary general Ban Ki-moon was the most ambitious attempt so far to end more than three weeks of fighting, and followed mounting international alarm over a rising Palestinian civilian death toll.

The ceasefire was to be fol-lowed by Israeli-Palestinian nego-tiations in Cairo on a longer-term solution.

An Israeli soldier was appar-ently captured by Palestinian mil-itants during a clash in the south-ern Gaza Strip, an Israeli military spokesman said.

“(Israeli) forces operating to decommission an (infiltration) tunnel were attacked. Minister for Rural Develop-ment and Panchayats, Mr. Ali Mohammad Sagar has asked the officers to speed up the work on Panchayat Ghars so that they are completed within the short-est possible time thus augment-ing the infrastructural assets of Panchayati Raj System.

The Minister was addressing officers during a review meeting convened to discuss the status of completion of Panachayat Ghars undertaken by the Rural Devel-opment Department.

Secretary Rural Develop-ment, Mr. Shafaat Noor Barlas, Director Rural Development Kashmir, Mir Altaf Ahmed, Spe-cial Secretary Rural Develop-ment, Mr. Nisar Ahmed, Joint

Director Planning, Mr. Azmat, ACDs, Xens and other officers of the Rural Development Depart-ment were also present in the meeting.

Mr. Sagar directed the of-ficers to complete the left over panchayat ghars by September end so that they can be inaugu-rated and the respective pan-chayats can carry on their rou-tine work.

He said that the funds have been placed at the disposal of the department and different wings should work in close coordina-tion and in synergy to remove bottlenecks if any, and ensure early completion of these infra-structural assets.

Mr. Sagar asked the officers to ensure that these Panchayat Ghars are completed as early as possible so that the necessary infrastructural augmentation of the panchayat raj system is done and day to day working of panchayats takes place without any hitch. He said that these would also serve as focal point

in the panchayats wherein the Panchayati Raj representatives can carry out their working and also interact with the people of respective panchayats.

While referring to the govern-ment’s initiative of empowering the PRIs in the State, the Min-ister said that the Government has ensured adequate empower-ment of panchayats by empow-ering them with the powers of 14 vital departments. He said that the Panchayati Raj representa-tives are also being involved in the implementation and formu-lation of various welfare pro-grammes initiated by the Gov-ernment.

The meeting was told that out of the 664 Panchayats Ghars tak-en for completion 218 have been completed in all respects and the work is apace on the remaining ones. It was also given out that an amount of Rs. 79.60 crore has been released for the completion of 1129 new panchayat ghars be-ing constructed in the Kashmir division.

ANANTNAG, JULY 8 - Making availability of safe drinking water, electricity and better road con-nectivity is the priority of present Government and every possible step is being taken in this regard. This was stated by Minister for Tourism Mr. G.A. Mir at a review meeting at Town Hall Dooru today.

The meeting was attended by Chief Engineers, and other con-cerned officers.

The meeting reviewed the drinking water facilities especially in and around Dooru town. Vari-ous demands were put forth by dif-ferent public deputations, some of which were addressed during the meeting.

The minister directed for laying of a separate water pipe-line from present S.R. at Shergadi as a short term measure so that the wa-ter scarcity for “Senpora” Dooru is resolved.

It was also given out in the meeting that a multipurpose drinking water supply project has been sanctioned for Arabal and Wathrau which will suffice the need of two localities.

Mr. Mir also said that un-der centrally sponsored scheme

UISSMT, 25 crore project has been submitted to the Central Government for its approval with regard to Dooru town. On approval it will help suffice the needs of the Dooru Town to a larger extent, he added.

The Minister also visited the under construction Tunnel at Ujroo where the existing water pipe line has been affected. Chief Engineer PHE gave on the spot instructions for its temporary rec-tification meanwhile long term strategy is worked out.

Minister also visited various localities including Ujroo, Hiller and Check and assured the concerned that their genuine de-mands will be looked into on prior-ity.

Minister said that the Gov-ernment has taken various steps for resolving the public problems which has paved way for better Healthcare and Education facili-ties across the state. Various edu-cational and health institutions have been upgraded and many have been opened afresh result-ing in better facilities for common people.

are in the pipe-line. The build-ings for these hospitals have been completed at majority of the places and on paper the hospitals, whether at district level, sub-district level, health centre or primary centre, are working. It is unfortunate that most of these hospitals have in-frastructure, but no doctors at all. For example fifty-bedded hospitals and primary health centres are even without a sin-gle doctor not the question of a specialist, gynecologist or a surgeon. Though the central govt. has kept a provision for the appointments of doctors and para medical staff for these hospitals. Shockingly, the state govt. has totally failed in en-gaging sufficient staff because of its inaction due to bureau-cratic delays and red –tape ism. The money spent on creating infrastructure is proving use-less for the common people. Though we have trained doc-tors including specialists and para medics in thousands wait-ing for an opportunity to get a job but the state govt. and its in-sensitive approach has blocked the future of f these medicos on one hand and made patients to suffer on the other hand. De-spite tall claims of the state and central govt. to take medical facilities at the door steps of poorest people in far flung ar-eas, the dream has never come true. Why should state govt. be infected by a long disease like laziness and inaction and why should it be sub-subsurviant to the dictats of bureaucrates with negative approach is a question which is haunting every sensi-ble citizen of the state. Health is a priority sector and in most of the states it is handled by a senior most and a capable min-ister, but surprisingly in our state, it has always been un-der the charge of incompetent ministers. We can not achieve the dream of “Health for All” unless the health sector is pri-ortised, hospitals are run with full strength and there is con-tinuous and close monitoring of their working. The hospital buildings and latest machinery installed in them can only prove beneficial for the patients when doctors and para- medical staff in required number are avail-able to handle them.
