Srinagar, July 9: A militant was killed and a soldier was injured in an encounter at Handwara area in north Kashmir’s Kup- wara district on Wednesday. A police official told GNS that acting on a specific informa- tion about the presence of some militants at Shah Mohalla Hamla Pati village in Zatchal- dara, Handwara in the district, the joint team of army’s 21 RR and SOG cordoned off the whole area. As such the joint team intensi- fied the searches, the militants hiding in the village tried to break the cordoned and opened heavy fire upon the forces, the official said, adding that the fire was retaliated ensuing a fierce gun battle. In the meantime, the militants while fleeing entered in anoth- er hamlet adjacent to the forest area, he said, adding that an- other fresh gunfight erupted between the holed up militants and the army during which a foreign militant has been killed. They identified the militant as Abu Mosa, a divisional com- mander of Lashkar-i-Toiba outfit and a soldier of 21 RR identified as Lias Naik Chinna Bassapa Pojari (28) also sus- tained bullet injuries during the encounter. “The injured sol- dier was immediately rushed sub-district hospital Handwara where from he was removed to army’s 92 –base hospital here in Srinagar in serious conditions. “Abu Mosa was active in in Handwara, Rajwara and Ram- hall belt since 2012 and was headed three separate militant groups in the district”, the offi- cial said, adding that the mili- tant was also involved in the killing of a police Head Con- stable at Hangalpora area of Vilgam on 13 July, 2013 besides was also involved in the attack on Army convoy at Dragmulla on 16th November last year. “GPS-01, phone-01, AK-47 -01 along with two magzines, Hand Grenades-02 and a pouch was recovered from his posses- sion”, the official said. The search operation in the area was going on to track down the remaining militant, he said. Sources told KNS that more than 15 places in South Kashmir were raided by CB and has also ac- quired further leads in the case. Details also maintained that a team of senior Crime Branch of- ficials is camping in South Kash- mir and widespread raids are be- ing carried to nab the absconders. Crime Branch sources told KNS that it has raided several shops, petrol pumps and business estab- lishments of the absconders and the grip is further being tight- ened to detain the involved. “In coming days, you will see further raids being carried in the region as most of the students who were involved in paper leak scam hail from South Kashmir,” said se- nior Crime Branch official while pleading anonymity. He added further that the links between the brokers and other people has also been established and that the department shall stay in south Kashmir for more days so as to receive further inputs. There are high hopes that the budget for 2014-15 to be presented in Parliament may actually not tinker with the threshold limit or the other tax slabs but could provide reliefs by incentivising savings. The government may set up a price stabilisation fund, as promised in the BJP’s manifesto. The new minister may also outline the road map for roll out of the Good and Services Tax (GST) but it was not clear what will be his approach on the Direct Taxes Code (DTC) about which the Economic Survey makes a mention on Wednesday. In a bid to restore in- vestor confidence, both domestic and foreign, Jaitley may announce scrapping of the provi- sion of retrospective tax- ing of corporate mergers and acquisitions, a leg- acy of the UPA that was blamed on putting off for- eign investors. The survey has also called for tax reforms in- cluding raising the tax to GDP ratio that has fuelled whether he would choose to widen the base or with- draw exemptions. New Delhi, July 09: Amid high expectations from the middle class and in-dustry, Finance Minister Arun Jaitley present’s his maiden budget on Thurs-day that may contain tax sops for the salaried, dumping of the controver-sial retrospective tax and spelling out of steps to re-vive investment and man-ufacturing for growth.There are high hopes that the budget for 2014-15 to be presented in Parliament may actually not tinker with the threshold limit or the other tax slabs but could provide reliefs by incentivising savings. For boosting investment, Jaitley is expected to an-nounce tax incentives for industry. As a prelude, the government has al-ready extended the excise duty concessions for au-tomobile and consumer durable sectors till De-cember. The Finance Minister is also expected to take a call on reducing duties on gold import, which

Jammu, July 9: A Division Bench of the State High Court comprising chief justice M.M.Kumar and Justice Tashi Rabstan Wednesday issued various di-rections of wide public importance in a much publicized public interest litiga-tion filed by two social activists Shiekh Muhammad Shafi and Prof S.K.Bhalla. The DB after hearing Advocate Sheikh Shakeel Ahmed with Advocate Suraj Singh appearing for the PIL where-as senior additional advocate general Gagan Basotra for the state of Jammu and Kashmir and senior advocate Sunil Sethi with advocate Ankesh Chandel ex-pressed its dissatisfaction over the pace of 147 departmental inquiries pending against various gazetted/non-gazetted officers of the state against whom there are serious allegations of corruption, misappropriation and fraudulent trans-actions causing heavy loss to the public exchequer. The DB according to CNS after going through the compliance reports dated 29 May, 6 June, 4 July 2014 and 7 July 2014, the court observed that it has been sub-mitted that twelve departmental inqui-ries have been disposed off by different

departments including School Educa-tion, Cooperative Department, Health and Medical Education Department, Rural Development Department, Public Works Department and J&K Special Tri-bunal. The court further observed that it has not been disclosed in these 12 inquiries as to what were the nature of allegations and the status of the delinquent employ-ees. The Court is constraint to observe that the GAD is slack in securing infor-mation from the concerned departments for obvious reasons and the concerned departments are shying away in disclos-ing complete information. Our attention has been drawn to annexure R-4 which gives the list of cases pending against officers/officials. SRINAGAR, JULY 09: Minister for Rural Development and Panchayati Raj Mr. Ali Mohammad Sagar today inspected various prestigious proj-ects undertaken for ensuring holis-tic and sustained development of the Ganderbal district.

He was accompanied by Depu-ty Commissioner, Ganderbal, Mr. Sarmad Hafeez, Director Rural De-velopment, Mir Altaf Ahmed and other senior officers of different departments of PHE, PDD, Irriga-tion, R&B etc.

The Minister inspected included the under construction model vil-lage being constructed at Gadoora by the department of rural devel-opment and directed the officers to fast face the work so that it is con-structed within the stipulated time frame.Mr. Sagar also inspected the

first of its kind Physical Educa-tion College being constructed at Gadoora and asked for its timely completion. He also inspected the pace of work on the Central Univer-sity being constructed at Tulmulla in Ganderbal district and asked the officers to ensure that it is complet-ed within the stipulated time.

Mr. Sagar directed the officers to ensure the completion of vari-ous developmental programmes within the stipulated time frame, so that people get benefitted from these welfare measures. He said that government has undertaken a comprehensive programme for development of the Ganderbal district in various sectors like R&B, PHE, Housing, Health etc.

The Minister impressed upon officers to work in a synergised

manner, so that the bottle necks, if any are removed and the proj-ects are fast paced and completed within the stipulated time frame. He also called for close monitor-ing of these prestigious projects, so that an effective feedback can be obtained about the status of their implementation and necessary measures, if needed, are done.

Mr. Sagar while interacting with the people at different locali-ties said that the government has undertaken a comprehensive pro-gramme for ensuring overall and holistic development of the state. He said various programmes have been undertaken which have been responsible in elevating the socio-economic profile of the people be-sides providing the much needed job opportunities to them.

During Inspection 9 traders were booked for violation of various provisions of J&K Weights and Measures En-forcement Act 1997and Package Commodities Rules and 6 challans were compounded and penalty of Rs 6000 was imposed on the erring traders.

SRINAGAR, JULY 09:- Minister for Haj, Auqaf, Floriculture and Public Enterprises Peerzada Mo-hammad Sayeed and Minister for Roads & Buildings Mr. Abdul Ma-jid Wani today chaired a meeting convened to review the status of projects being executed by differ-ent agencies under PMGSY and R&B sectors in Kokernag Con-stituency.

Highlighting the importance of road communication much stress was laid on timely comple-tion of the road projects being executed by different agencies under PMGSY and R&B sectors in the Constituency during the meeting. The concerned execut-ing agencies were also asked to accelerate the pace of work on the projects maintaining quality of work and ensuring their time-ly completion for the benefit of the people. The concerned were also asked for taking up some vi-

tal projects of public importance under projectization, besides preparing Detailed Project Re-ports of some roads for connect-ing left-out habitations under PMGSY.

The Meeting was informed that 5 new Foot bridges to be completed at a cost of Rs. 4 crore, would be taken up in the constit-uency for which for an amount of Rs. 60 lakh has already been

earmarked. These Foot bridges would be constructed at Na-book, Guridraman, Mathindoo, Chartenzi and Wandiwalgam over Gowran and Bringi Nallah.

The Meeting was informed that out of 39 schemes, 25 schemes stand completed by lay-ing 47 km fair-weather and 38 km blacktopped road connect-ing 33 habitations and spending Rs. 42.80 crore under PMGSY on

these projects. As many as 40 km road would also be constructed this year in the Constituency un-der the scheme, the meeting was informed.

The meeting further in-formed that 59 schemes amounting to Rs. 75.42 crore are under execution in the Con-stituency under R&B sector. The DPRs of some vital link roads have also been prepared and

submitted for funding to the concerned quarters, the meet-ing was informed.

Among others, Commissioner Secretary, R&B, Mrs. Tanveer Je-han, Chief Engineer, R&B, Kash-mir Mr. Satish Razdan, Chief En-gineer, PMGSY Mr. Vinod Tikoo, Managing Director, JKPCC Mr. T. R Bhagat, besides senior Engineers of R&B and JKPCC attended the meeting.

The Minister was addressing in a 139th Standing Committee Meeting of J&K State Sports Council (J&KSSC) held here today.

Mr. Gul also asked them to start immediate construction work on chain fenc-ing.He also asked the Floriculture department to prepare the es-timates for the development of Rose Garden in Eidgah Park and start work on the project imme-diately. He was informed that out of Rs.1.20 crore DPR for the development of the Eidgah Park, Rs. 20 lakh have been incurred by the Floricutlure department so far.During inspection of Meet-ing Hall cum View Point in Ei-dgah Park, the Speaker directed the Housing Board authorities to renovate the building on war footing basis.He was informed that Rs.50 lakh have been uti-

Even as the Lok Sabha cameras on Wednesday caught Congress vice president Rahul Gandhi napping dur-ing a debate on price rise, many Congress leaders in the Parliament were heard, saying they were unable to read their leader’s mind and unable to understand the path, he was leading the party. The Congress party, however, strongly denied that the leader was napping and blasted on media for making it an issue. They party said their vice-president was listening the debate with rapt attention and with all the seriousness. At around 12:33 pm, the cameras had caught Rahul nodding off, his head tilting towards right and yawning.The nap and yawn went viral on the social media, with the BJP leader Shahnawaz Hussain comparing Rahul’s sleep with the Congress rule of past 10 years. "Rahul Gandhi was seen sleeping in Parliament during a de-bate on price rise. That's what the Congress was doing during their 10 year rule," he said while tweeting the image. The Congress, denied that their leader was sleeping, calling it "factually incorrect". The cameras caught Rahul when CPI-M member P Ka-runakaran was speaking on the issue of price rise. Con-gress vice-president was sitting behind Karunakaran. Those reporters present in the front row of press gal-lery, however, had a different take. They said Rahul’s eyes were not shut. But most of them agreed that right from the beginning, Rahul seemed somewhat lost, perhaps engrossed in deep thinking or meditation. Congress leader and former union minister Rajiv Shukla said, "In my years in Parliament, I have seen

many MPs take what they call catnaps. Sometimes people shut their eyes and listen to debate very careful-ly." Shukla hitting back the BJP said, "Even Vajpayee used to keep his eyes closed while carefully listening to

the debate at the same time. Congress spokesman Ab-hiskehk Manu Singhvi, while denying his leader was napping, reminded former prime minister H D Devi Gowda’s famous naps on the front benches and almost

in every function, he was either chief guest or presid-ing. He slammed the media for broadcasting these im-ages and making it an issue. His colleague Shukla took Lok Sabha TV to task, saying, they could have avoided broadcasting these pictures. “Such things do happen in Parliament. This is low level journalism." Congress ally NCP leader Praful Patel came to the rescue of Rahul, saying just because someone has closed his eyes, doesn't mean he his sleepingThis controversy has come at a time, when a fierce debate is on within the Congress party on the serious-ness and leadership qualities of its 44-year old vice president, who managed to win his party exactly the partly 44 seats in the recently conducted Lok Sabha polls. Congress general secretary Digvijay Singh in a TV interview had stated that Rahul does not have the temperament of a ruler, but later qualified his state-ment saying, he meant Rahul was not hankering after power. There is serious discomfort in the party on the contin-ued silence of Rahul and his refusal to lead the party in the parliament from the front. In the Parliament Cen-tral Hal, the place for political chatterati, during ses-sions periods, Congress leaders say, they are not only unable to read Rahul’s mind, but also have no idea of direction the way he was lead-ing to the party. Report--- Far from reality

The recent Rangarajan Committee report has thrown light on over all economic health of the country and has also

proved the facts and figures issued by various governments from time to time visa-vis G.D.P and industri-al growth as far from the facts and concocted to divert the attention of the people. According to the report, one amongst every three Indians is poor. Though the report says that those living in urban areas and spending Rs47/ per day and in ru-ral areas Rs.32/ daily cannot be considered poor which seems to be unrealistic and far from the truth. There is no doubt that the num-ber of poor has come down from 45 crores estimated in 2009-2010 to 36 crores in 2011-2012, but does it mean that all those spending Rs. 47/daily figure in lower middle class? Per-haps Mr. Rangarajan and before him Mr. Tendulkar have prepared the reports while sitting in air-con-ditioned ivory towers and the price level of some thirty years old when a Roti at a Dhaba would cost 25 pai-sa only. Perhaps they donot know that even at a village dhaba this time a roti costs between Rs.5 To Rs.10 and a simple vegetable or dal Rs.30. How can one spend his life on Rs.32 a day, is beyond imagina-tion. If one goes by a realistic ap-proach all those Indians who spend less than Rs. 100/ per day are in fact below poverty line. The Rang-arajan committee has forgotten all other necessities of life and thinks that a person can live on a one time meal only dispensing with other requirements of life like clothes, medicines, education and shelter which these unfortunate people do not posses in cities as well as in villages. The economy of India has registered growth for the last some years but it is not so strong to compete with other developing countries and it is here that the ru-pee becomes weaker and weaker by every passing year. A common man can only accept and recognize all the theories of development ad-vanced by experts and economists when he lives a life without being confronted by hunger, starvation and all other basic requirements of life. At this time, crores of people sleep without an evening meal and under open sky. Mr. Rangarajan, are these people livng above pov-ery line?

The Largest Tribal Religious Congregation at Sammakka

Sarakka Jathara Sammakka Sarakka Jathara or Medaram

Jathara is the largest tribal religious congre-gation in the country. The biannual Jathara takes place at Medaram village of Tadvai Mandal in Warangal district, in Telangana

region of Andhra Pradesh. Approximately one crore devotees are expected to take part this time at the Jathara to be held between February 12 to 15, 2014. A little festival of tribal’s in a small village has become a major pilgrimage in the last six years. This festival is held to get the blessings of goddesses Sammakka and Sarakka. It's believed that in those 3 to 4 days of the Jathara, goddesses’ real presence is felt. With the Jathara nearing, arrangements at Medaram village have also been picking up speed. It might be noted that about 80 lakh pilgrims had taken part in the Jathara last time.The Sammakka Jathara was declared as a state fes-tival by Andhra Pradesh government in 1998. Dev-otees in large number from neighbouring districts and different states including Chhattisgarh, Madhya Pradesh, Odessa, Maharastra, Karnataka and Jhar-kand participate at the Jathara. People offer banga-ram (gold) in the form of jaggery of a quantity equal to their weight to the goddesses and take holy bath in Jampanna Vagu (stream). It is a festival with no Vedic or Brahmanic influence.Jampanna Vagu is a tributary to River Godavari. According to the history, Jampanna is the tribal war-rior and the son of Tribal Goddess Sammakka. The Jampanna vagu took his name as he died in a bat-tle fighting against Kakatiyan Army in that stream. The Jampanna vagu is still red in colour believed to be with the blood of Jampanna (Scientifically the red colour of the water is attributed to the soil composi-tion). Devotees believe that taking a holy dip in the red water of Jampanna Vagu reminds of the sacrifice of their gods who save them and also induces cour-age into their souls.

The actual festival begins in the month of Magha, on Sudha Pournami (full moon day) evening when Sarakka (in the form of vermilion) would be tradi-tionally brought from Kanneboyinapalle, a neibhou-ring village in the forest, and placed on a gadde, an earthen platform raised under a tree. By next sunset, the main goddess Sammakka (in the form of vermil-ion) will be brought from Chilukalagutta. There are two gaddes (platforms) separately one for goddess "Sammakka" and other for goddess "Sarakka". They are represented by bamboo sticks smeared with tur-meric and vermilion (Pasupu and Kunkuma). Since time immemorial, there is a huge tree standing on Sammakka gadde.Hundreds of people who are often believed to be possessed by the goddess come here dancing ecstat-ically throughout their journey. People believe that Goddesses Sammakka, Saralamma fulfill their de-sires with their divine and miraculous powers.Couples visit to pray to the goddess to bless them with children. Many pilgrim pay their promises made to goddess during the Jathara, by offering jag-gery, calf 's, coconuts and donations in cash etc. Pil-grims take bathe in Jampanna stream to get purified and absolve from sins.When the priests bring out the ochre box and oth-er relics from a hidden forest location, there is great tumult with frenzied beating of drums, blowing of trumpets and full throated yells. It is said that during the festival a huge tiger prowls around peacefully.According to a tribal story, in the 13th century some tribal leaders who went for hunting found a new born girl (Sammakka) emitting enormous light and playing amidst tigers. She was taken to their habita-tion. The head of the tribe adopted her and later she became the saviour of the tribals of that region. She was married to Pagididda Raju, a feudatory tribal chief of Kakatiyas, who ruled Warangal area. She was blessed with 2 daughters and one son namely Sarak-

ka, Nagulamma and Jampanna respectively.After sometime, there was a severe drought that lasted for years and as a result the mighty Godavari River dried up. Pagididda Raju didn't pay tribute to King Pratapa Rudra. In turn king Pratapa rudra sent his army to subdue the tribals and collect the tribute. Then a War was fought between tribal chief Pagididda Raju and Kakatiya army on the banks of "Sampenga Vagu" (Jampanna Vagu). The Koya army fought valiantly but could not withstand the well equipped Kakatiya army.Though fought valiantly Pagididda Raju, his daughters Sarakka, Nagulamma, son in law Govinda Raju lost (husband of Sarakka) lives in the battle. Later Jampanna also dies in Sampenga Vagu (after renamed as Jampan-na Vagu in the memory of his heroic fight against well trained Kakatiya army).Upon hearing this news Sammakka also enters war and fights and causes lot of damage to Kakatiya army. Surprised by her Bravery and Valour the Kakatiya Prime Minister visited war ravaged Koya kingdom with proposal of peace and offered Sammakka a place in the emperor’s harem as the chief queen. Sammakka turned down the offer and resolved to continue the fight to avenge the dead. The battle continued and Sammakka was seriously wound-ed. Sammakka told her people that as long as they remem-bered her, she would protect them. Then, she cursed the Kaktiya dynasty to perish and with that wounded body proceeded towards Chilakala gutta and disap-peared in the forest. The grieving Koyas searched for their queen all they found were a red ochre box (a container of vermilion), her bangles and the pug marks of a huge full grown tigress, exactly the same place where she was found as an infant by the koyas. The Kakatiya dynasty came to an end very soon. Since then the Koyas, Waddaras and other Indian tribes and castes have been hold-ing festivals in memory of Sammakka and Sarakka regularly.

GSI has made phenomenonal contributions in the mineral sector and is carrying out systematic investigation for mineral re-source assessment of the country in geolog-ically potential areas through modern and

sophisticated exploration methods involving modern geological mapping techniques, geomorphological and lineament mapping through study of satellite imageries, aero and ground geophysical studies and geochemical mapping. As part of this GSI has initiated extensive pro-gramme of modernization on the advice of the Parlia-mentary Standing Committee on Industries, and as per guidelines laid down by an Expert Panel on Moderniza-tion of GSI. The modernization programme is aimed to improve the regional exploration for assessment of natu-ral resources by infusion of latest state of art technology. The technology infusion envisaged during the 12th Five Year Plan period is” Ø Strengthening of the state of the art equip-ment in chemical laboratories like ICP-MS, ICP-AES to match world standard in precision and also facilitate log-ical conclusion of mineral exploration within scheduled time.Ø Modernization and augmentation of equipment for ground geophysical survey like multi-channel gam-ma ray spectrometry, multi frequency EM system etc.Ø High-end petrological instrument for diamond, strategic and PGE exploration.Ø State of the art drilling machine (reverse circula-tion, hydraulic etc.). In order to improve the quality of exploration for miner-al resources of the country, following equipment / instru-ments were procured or in the process of procurement as per the plan: § Airborne surveys including airborne magnetic, electromagnetic and gamma-ray surveys have proved quite useful in identifying first order target areas

worldwide and may be used as direct tool in exploration. The airborne survey is strengthened by procurement of heliborne multi-sensor airborne survey system compris-ing on board sensors like magnetic, gravity, time domain electromagnetic (TDEM) and gamma ray spectrometry and hyper spectrometry. § Application of geochemistry to mineral exploration, adopting conventional as well as advanced geochemical techniques, in soil surveys, stream-sediment surveys, vapour surveys and bedrock surveys has proved useful in detection of dispersion ha-loes of hidden ore bodies. To strengthen the geochemical exploration GSI has upgraded its regional laboratories by procurement of sophisticated instruments like ICPMS, EPMA etc. for low detection analytical determinations particularly for elements like gold, PGE, rare earth etc. § Application of time-tested geophysical techniques in locating concealed deposits is considered as one of the most effective exploration tools. Ground geophysical survey is being strengthened by procuring new sophisticated instruments like Multi electrode resistivity-IP unit, multi frequency EM profil-ing unit etc. § GSI has procured magneto telluric (MT) instru-ment to strengthen its geophysical survey over Indian craton to image the sub continental lithospheric mantle (SCLM). The outcome of the survey will enhance the scientific knowledge of the deeper parts of the earth and will help to model the process of craton formation more accurately which in turn will help in targeting concealed ore bodies/kimberlite bodies (KCR) § GSI carries out offshore surveys and mineral re-source evaluation in the EEZ and TW. The details of technological upgradation with adequate instrumental back up is as follows: o In the field of Thematic Geological Mapping (TGM), the technology infusion that has been envisaged includes: Field Laptop, or Table PC, Mapping GPS unit, GSI Portal, mobile mapping vans with portable gener-ator.o In view of completion of systematic geological mapping over the country, an Integrated Thematic Map-ping (ITM) has been visualized with required technol-ogy infusion that includes: Ground Penetration Radars [GPR], shallow drills, deep drills, Electron Probe Micro Analyzer etc.o As a redressal measure for effective analytical output with lower detection limits of geochemical sam-ples, augmentation of the state of the art instruments such as ICPMS, AAS, XRF and DMA, in the laboratories of GSI has been incorporated.o In the field of geophysical mapping, the technology infusion that is being proposed includes high precision gravimeter and total field magnetometer. · For hyperspectral mapping, Space borne and Airborne Hyperion data with specific spectral range (necessary for geological objects) are to be procured and utilized. In this context, it is contemplated to have a con-tinuous acquisition of hyperspectral data in collabora-tion with ISRO/ NRSG/NNRMS. · To enhance the pace of drilling and qual-ity/reliability of subsurface information, it is necessary to induct improved techniques and equipment such as reverse circulation drilling with inbuilt system for con-trolled deflection of borehole path and adopting a com-bination of coring and non-coring operations in a single borehole. Rotary Air Blast (RAB) drilling which is fastest and cheap method is also to be inducted. State of the art drilling machines such as reverse circulation, hydraulic rigs, etc., are in the process of procurement.

The present session is per-haps the last but certainly the last Budget session, hence it is im-perative for both opposition and Govt. to take maximum benefit of the time and utilize it for the wel-fare of the people. Now as the Lok Sabha Elections are nearing, the code of conduct will be in force, hence the developmental aspect has to be kept in mind. Both op-position and Govt. has to go to people who will judge them on performance and what they are doing in the state legislature. It is the duty of the people’s represen-tatives to solve them with best of their capabilities and the unfortu-nate incidents in which two mem-bers of the Assembly had to suffer physically should not be allowed to be repeated.
