Srinagar, July 20: Holding that the appointments of Dr Abdul Ha- meed Rather and Dr Javaid Ah- mad against the posts of assistant professor Physical Medicine and Rehabilitation (PMR) in SKIMS is contrary to rules, the high court has set aside an order by virtue of which their appointments were made. According to KNS correspondent, in their objections wherein they questioned the maintainability of the PIL, the two doctors had quot- ed a letter of Dr U. Singh, profes- sor and HOD of PMR AIIMS, New Delhi who had suggested that di- ploma in PMR was available only in a few states and the candidates for the same were admitted from their respective states quota only. It was also suggested in the said letter that it would not be possi- ble for the candidates working in Srinagar to get admission in other states, since the seats are reserved for local candidates. Dr U Singh had further opined that it was remotely possible to find any local candidate with full qualifications as per MCI as there were no local medical colleges or hospitals where post graduate de- gree courses were run in PMR. In an order issued in a Public In- terest Litigation (PIL) questioning these appointments, a division bench of the high court compris- ing of Justice Hasnain Massodi and Justice D S Thakur has said that there is nothing on record which would satisfy the court Dr Abdul Hameed Rather and Dr Ja- vaid Ahmad made any effort to apply for admission to the courses run by those institutes in the field of PMR and that their applications were rejected. Congress, it would not have issued the list of the can-didates in the recent past. “We issued the 1st list of the candidates prior to the announcement of Congress over not forging alliance with NC. We even nominat-ed the candidates for the Jammu region. The fact is that I already had informed Congress that keeping the experience of parliament elections in view, NC is not going to join hands with it for the assembly polls.”Omar remarked further that an ‘unusual’ hype was given to the issue with the state Congress leaders saying no to pre-poll. “My party leaders did not go to press and issued detailed statements over the issue. Congress did. Let they fight alone and we will fight alone.”The chief minister stated that during the recently held parliamentary polls in Jammu and Kashmir, national conference transferred the votes in the favour of Con-gress at Jammu region but contrary was witnessed in valley. “It is quite obvious; NC didn’t get the Congress votes in valley. If votes would have been transferred, the situation today would have been different,” Omar told KNS.Omar, however, refused to comment over the reports that the former chief minister and a senior Congress leader Ghulam Nabi Azad met the PDP patron Muf-ti Mohammad Sayeed. “I cannot comment anything over the issue,” said Omar.He added that if alliance ahead of polls would have been forged with the Congress, the same would have caused much damage to NC. “If the things of the past would have been repeated in the assembly elections, the same could have caused damage. Now both the parties will contest the elections separately. Let us see who performs better. Good thing about the deci-sion is that we would not witness further damage.”About the reports that NC president and patron Dr Farooq Abdullah is not contesting the forthcoming as-sembly elections in the state, Omar maintained that the health condition of his father is not allowing him to contest the assembly elections. “No Dr Sahib is not contesting this time. His health is not allowing him to contest the polls.”When asked about the reports that his party remains indecisive over the constituency wherefrom he would contest, Omar stated that the list is coming to fore in the near future and that the people would come to know wherefrom he would fight. “We should wait till the list comes out; only then people will come to know wherefrom I am fighting.” (KNS)

stringent security, measures, clashes broke out be-tween protesters and forces in several parts including Qoimoh and Khudwani.“Forces used numerous tear smoke shells to con-trol the stone pelting youth. However, the youth re-grouped and continued pelting rocks on the forces. The ding-dong clashes continued till late in the after-noon,” Mushtaq Ahmad Lone, a local resident told GNS.During teargas shelling 9 persons sustained injuries and have been shifted to nearby hospital for treat-ment, reports said, adding that 3 paramilitary CRPF men also got injured during day long clashes. The injured persons have been identified as Zahid Bhat son of Manzoor Ahmad of Wanpoh, Yasir Rah son of Reyaz Ahmad of Khudwani, Shahid Ahmad son of Ghulam Mohammad of Khudwani, Mohammad Amin Dar son of Abdul Aziz of Redwani, Mohammad Arif son of Mohammad Yaqoob of Redwani, Moham-mad Aqib son of Bashir of Rampora, Farooq Ahmad son of Ghulam Ahmed of Rampora, Dawood Ahmad son of Mohammad Ibrahim of Turki Tashlu and Adil Ganie son of Muzaffar Ahmad Ganie of Ghat Redwani.Meanwhile, a handout issued by police said that sit-uation remained under control in Qaimoh and town Kulgam, however, an incident of stone pelting was re-ported at Qaimoh.”Four persons including two police-men received minor injuries in the pelting incident. All the injured were discharged from the hospital af-ter being given first aid”. (GNS)

Farooq Ahmad of Bemina recently approached the SDA authorities with an official payment receipt of Rs 5 lakh, purportedly issued by SDA, against a plot at its Housing Colony Bemina. The amount had been shown to be deposited in the name of Vice-Chairman SDA through a Bank Draft prepared at J&K Bank. The SDA authorities got suspicious of the genuineness of the receipt as they found some forged entries in its se-rial number and on internal inquiry it turned out to be fake. The matter was immediately referred to the police by the Vice-Chairman SDA, and the police after prelim-inary investigations found that around a dozen SDA plots have been sold / transferred fraudulently and crores of rupees have so far changed hands in the plot-selling racket involving a group of land brokers and some SDA employees.Police is also investigating the role of some JK Bank employees of a particular branch in the scandal, who facilitated preparation of fake Bank Drafts.

that it does indeed appear that the letter of Dr U Singh was elicited only with a view to justify the appoint-ment of Dr Hameed and Dr Javid. “This was certain-ly not a case of there being any impossibility in the acquisition of qualification prescribed by MCI for the post of assistant professor. In any case if there was any such difficulty, the right course was to seek amend-ment/relaxation of the rules through the MCI instead of taking an executive decision contrary to rules, which on the face of it is illegal.”The high court has said that Dr Abdul Hameed Rather and Dr Javaid Ahmad in the present case beyond any doubt, are ineligible to hold the post of assistant professor in the PMR. “The petitioners, have, therefore, clearly succeeded in bringing out the ineligibility of the two doctors and proved that their ap-pointment is contrary to the rules of MCI…We can ill-af-ford to allow such appointments to continue in presti-gious medical institutes including the present one by a faculty who is not qualified. Any such effort to permit continuance of such doctors, notwithstanding the fact that they would have acquired some experience in the field during the course of their illegal appointment could negate the effort of specialized bodies like the MCI at achieving academic execellenec in the medi-cal faculty besides jeopardizing the patent care in the hospitals,” said the Court. about 380 others, a Gaza hospital spokesman said. More bodies lay in the streets under gashes blasted into apartment buildings, people who had escaped the violence said, as the shelling continued. The Palestinian death spiralled towards 400, with medics warning it could rise further due to the on-going bombardment of areas north and east of Gaza City. The death toll on the Palestinian side included chil-dren and women, with over 2,500 injured and almost 61,000 displaced seeking refuge in 49 UN Relief and Works Agency run centres, sources in the Gaza Strip said. Over 40 Palestinians were killed today, including Osa-ma Al-Haya, son of Hamas leader Khalil al-Haya. The IDF bombed the house in which he was staying. There were reports of multiple deaths in Israeli at-tacks on Shejaiya and the neighbouring Zeitun dis-trict, as well as in Jabaliya to the north. The streets of Shejaiya were filled with thousands of people fleeing for their lives. Seven Israelis, including five soldiers, have been killed in the fighting and dozens others injured while a large section of the Israeli population struggles to carry out normal life under attack, trying to stay put close to safe shelters under instructions from the Home Front.

drawing retaliation by Indian forces. In 2013, several Indian Army jawans were killed and dozens got injured in 149 ceasefire violations by Pa-kistan troops on forward posts, civilian areas and pa-trolling parties along the India-Pak borderTo combat with the infiltration bids, nearly 2,000 ad-ditional Border Security Force (BSF) personnel and special surveillance equipment have been deployed along the international border in Jammu region for effective domination of the areas. The additional man-power, surveillance equipment, vehicles and other infrastructure support have been moved into the border along Pakistan to strengthen intelligence network, coordination with sister agen-cies and conduct special operations along the border, official sources told GNS.Home Ministry officials said vulnerability mapping of the Border out Posts (BOPs), which are sensitive with regard to infiltration, have been carried out and the additional resources have been deployed there.Continuous efforts are being made to deploy the lat-est surveillance equipment, fully fitted with day and night vision devices, for further enhancing the border domination, the officials said. The Home Ministry has also directed for effective domination of the border by carrying out round-the-clock surveillance of the borders through patrolling, border ambushes and by deploying observation posts all along the international border. The riverine segments of international border being patrolled and dominated with the help of water crafts and speed boats of BSF’s water wings, the officials said.

Mohammad Khurshid Alam while castigating NC over the issue, stated that it is indeed shameful that the state machinery is now being used for preparing stage for the national conference. He stated that 19 Booth Level Officers (BLOs) have been removed in Khaniyar constituency alone and the same is being done without even informing the election commis-sion.Substantiating his claims, Alam stated that on May 2, 2014, BLO accused said that a senior Nation-al Conference minister of hindering poll process in Khanyar to pave way for bogus voting. Booth Level Officer (BLO) also submitted a written complaint be-fore assistant returning officer (ARO) Srinagar. He alleged that two female BLOs were also threatened by the minister and made to leave their polling booths.Abdul Qayoom Wani, who was deputed as BLO on booth number 29 at Makhdoom Mandav on April 30 during voting for the Srinagar parliamentary constit-uency, alleged that the minister asked him to leave the booth. The BLO said that the senior NC minister also visited booth number 27 and 30 at Khaziyar and Gakhan in Khanyar. “Two female BLOs were sta-tioned there who were forced to leave the booths,” he said. He alleged that the minister asked them to leave or police would be called in to drag them out.The female BLOs, wishing not to be named, con-firmed the incident. They have also verbally in-formed higher officials about the incident.Alam remarked that now the NC is hell bent upon remov-ing the hones ones and replace them with their own men so that another chapter of deception is added to the history of elections.

editor of Pakistan observer at Islamabad to express sol-idarity with the Palestnian, Mirwaiz in a telephonic ad-dress stated that the conference would send a clear mes-sage to Israel that Palestnians were not alone in their fight against the aggression and barbarism.Palestinian Ambassador to Pakistan, Waleed Abu Ali and other top notches of Pakistani society and government participated in the conference.Mirwaiz stated that Kashmir being an oppressed nation and a part of Islamic ummah has full sympathy and sol-idarity with the Palestinian people and their cause. As-serting that Muslims have emotional attachments with the Palestine, he stated that the most sacred place of Mus-lim bait-ul-Muqadas was being occupied and kept out of bounds for the Muslim worshipers. He said it was highly unfortunate that 1.5 billion Muslims and 56 Muslim coun-tries could not hammer out a consensus to formulate a policy regarding the solution of Palestinian cause. He stated that world community has always exhibited double standards when it comes to Kashmir and Pales-tine, adding, it is open the world community has active-ly solved the disputes like that of east Timor and South Sudan. Mirwaiz stated that Kashmir and Palestine were issues of same nature since they were the main sources of instability and tension in South Asia and Middle East. He stated that people of both these nations are subjected to oppression and torture and world has turned a blind eye towards these issues thus reflecting the double standards of global world. (KNS)
