Another 11 people were injured when the ATR-72 operated by Tai- wan’s TransAsia Airways crashed on Penghu, an island in the Taiwan Strait between Taiwan and China, Transport Minister Yeh Kuang- shih was quoted as saying by the government’s Central News Agen- cy. The plane was arriving from Kaohsiung, a city in southern Tai- wan. The twin-engine turboprop plane crashed while making a second landing attempt with a total of 58 passengers and crew members aboard, according to Yeh. The news agency had earlier quoted a local fire chief as saying 51 people had been killed. The plane crashed in the village of Xixi outside the airport. Photos in local media showed firefighters us- ing flashlights to look at wreckage in the darkness, and buildings and cars damaged by debris. The faculty members who have boycotted the classes told CNS that the University has a system of rotating headship and last year in August Prof. Ulfat Jan was assigned the job of performing the assignment of heading the Department, but from day one the HoD displayed her autocrat- ic behaviour and showed utter disrespect towards senior faculty members. “It is an ordinary thing for HoD to humiliate any one, any time. Srinagar, July 23, CNS: Agitated protestors dis-rupted the movement of traffic after the news about the murder of a local man spread in Hy-derpora. Police sources told CNS that the blood soaked body of one Muhammad Yousuf Bangroo resident of Hyderpora Srinagar was recovered by people at Kralpora Chadoora during morning hours on Wednesday. Police said that the brother of the deceased namely Mu-hammad Abdullah Bang-roo was also found in se-rious condition by locals who was later shifted to SKIMS for treatment. “Abdullah is an import-ant eyewitness and we will record his statement once he regains his con-science,” a police official told CNS adding that the injured fellow is out of danger. Meanwhile, the son of the deceased told CNS that his father was mur-dered by three brokers and his uncle (Abdullah) will expose them once he regains conscience. “The three brokers threatened my father of dire conse-quences on mobile phone last night. We had some land dispute with these brokers and my father and uncle had gone to Kralpora to meet these men,” Mubashir said adding that police should arrest all these brokers. Locals at Hyderpora staged a massive pro-test and demanded im-mediate arrest of the

Addressing a series of public meetings at Sheikhpora, Neegoo, Jabad and Branmwar villages in Chadoora tehsil, Mr. Rather said that the government has brought the administra-tion at the door steps of the common people, add-ing that creation of new administrative units in length and breadth of the state will go a long way in this regard. ”Creation of administrative units at the doorsteps of peo-ple will ensure quick and appropriate redressal of their grievances,” Mr. Rather maintained. He said the present govern-ment has embarked on

SRINAGAR, JULY 23: To ensure smooth movement of traffic and to discourage gridlocks along Residency Road and M.A Road, Traffic Police, Srinagar issued traffic plan for the upcoming days till Eid-ul-Fitr.

Accordingly, no passenger vehicle shall be allowed to ply on Residency Road from Radio Kashmir upto Hari Singh High Street on one side and along Moulana Azad Road from SRTC Crossing to Jehangir Chowk on the other side except Emergency and duty vehicles from July 24, 2014 till Eid-ul-Fitr prayer.

Besides, no 407 vehicle shall be allowed on Residen-cy Road and Moulana Azad Road from July 25, 2014. However the passenger vehicles moving on Residency Road shall be diverted via Radio Kashmir crossing to-wards Abdullah bridge, Rajbagh, Lal Mandi, Shargari, Exhibition.

The vehicles which have to move from Batmaloo to-wards MA Road shall be diverted at Jehangir Chowk, Old Secretariat, Tankipora, Habba Kadal, Barbar Shah, Baba Dharam Das route and at Maisuma interior. At Baba Dharam Das, the vehicles bound for Hazratbal and Soura shall take left turn and vehicles bound for Nishat, Shalimar shall proceed towards Kohankhan Dalgate-Badyari Chowk and onwards.

The general public is requested to pool in their ve-hicles so that the traffic pressure on the city roads is reduced.The shopkeepers will not be allowed to park their vehicles in front of their shops.

SRINAGAR, JULY 23: Minister for PHE, Irrigation & Flood Control, Sham Lal Sharma has called upon the func-tionaries of Communication & Capac-ity Development Unit (CCDU) and Wa-ter & Sanitation Support Organization (WSSO) to adopt pro-active approach in generating greater awareness & knowledge about safe drinking water and water hygiene behaviours among the masses, so that water borne diseas-es are prevented.

Chairing a meeting of officers which was convened here to review the func-tioning of CCDU, the Minister said that Central Government has launched a nationwide campaign to educate the masses about the water sanitation and judicious use of water, for this pur-pose a separate wing namely CCDU has been created for each State. This component of National Rural Drinking Water Programme (NRDWP) has been mandated to educate the masses about the water usages and water sanitation through various means. He empha-sized the need for expeditious imple-

mentation of this programme in every nook and corner of the State to achieve its real objective.

Stressing the need for stepping up campaign through news papers, Elec-tronic media and seminars and similar other means, the Minister directed for active involvement of credible NGOs, social organizations, educational in-stitutions and above all Panchayati Raj Institutions in this noble cause. He said all water borne diseases can be prevented by consumption of safe drinking water, provided the public is educated properly for water sani-tation and hygienic behaviours. He said Government of India allocates sizeable funds every year for the pur-pose and all those associated with this programme must make their best efforts to achieve the desired goals, said the Minister.While brief-ing the Minister about the initiatives taken by the organization, the Com-missioner/Secretary PHE, Dr. Pawan Kotwal, who is also Chairman of the CCDU and WSSO.

Mian Altaf calls on Governor

SRINAGAR, JULY 23– Chief Minister, Omar Abdullah Wednes-day emphasised for time-lining the clearance of issues relating to granting Autonomous status to Islamia College, Srinagar and Government College for Women, Parade, Jammu as also drafting of Act for the two Cluster Univer-sities in the State. He asked the Higher Education Department to fast track the matter and to finalize the cases in a time bound manner.

The Chief Minister di-rected for taking on board the two Vice Chancellors of Universities of Kashmir and Jammu for finalizing the Autonomous status of the two colleges. He said the issues should be sorted out in the meeting to be chaired by Higher Education Min-ister. He also said that the Higher Education Minister should chair the meeting of all Vice Chancellors of the Universities in the State to formulate the draft Act for the two Cluster Universities before Law Department is asked to vet the same.

The Chief Minister was speaking in the 2nd meeting of the State Higher Education Council (SHEC) held here today under his chairmanship. The Minister for Higher Education, Mohammad Akbar Lone, Chief Secretary, Mo-hammad Iqbal Khandey, Principal Secretary, Planning, B. R. Sharma, Vice Chancellors of Universities of Kashmir, Jammu, Central Univer-

Unbearable delays in recruitment of edu-cated youth in state sector are causing enormous concerns

as it takes one to four years from advertisement of posts to final selection. After that a new ordeal starts for the se-lected candidates who have to undergo a tortuous period when their antecedents are verified by police and other investigating agencies. If ev-ery thing goes well and if no stay is ordered by any court, the candidates join their du-ties after wasting their talent, energy and money for about five years. It is unfortunate that from political leadership to bureaucracy at the helm of affairs are insensitive and do not understand the pain and agony of these educated youth. The procedures of selection are lengthy, time consuming and exhaustive. Despite the repeated announcements and claims made by present coali-tion to fill up about one lac va-cant posts on fast track basis, the selection process is still go-ing on on snail pace. No body seems to be serious to remove bottle-necks in selection and make it candidate friendly. Except hollow and tall claims, baseless assurances, nothing is emerging in favour of edu-cated youths. There are vari-ous posts for which even viva has been conducted, but the results are awaited for more than three years now. How can govt. be so insensitive and how can it expect that people particularly youth will stand by it? The number of educated has gone beyond eight lac and it is a daunting task to provide employment opportunity to ev-erybody in state sector. How-ever, at least govt. can take concrete steps to make the em-ployment procedure easy so that at least one lac youth can be accommodated and saved from frustration and agoniz-ing days of being unemployed. The only way this can happen is to make employment pro-cess faster and time-bound. If this is not done, even after next assembly elections , the existing one lac vacancies will remain unfilled and the num-ber of educated unemployed youth would go up with every passing year.
