By our special correspondent Srinagar Oct 31:The frequent violations of ceasefire on the line of control and international borders have created havoc in the lives of the people living along side the international borders and line of control. The people of many areas have been forced to temporarily migrate to safer places leaving behind their be- longings. This firing has become intense during the last five months and from Samba to Uri it has left several people in- cluding army and BSF jawans killed and injured. In the beginning of this year a brigadier and two soldiers were injured when Pakistani troops opened fire on Indian positions in Tutmari Gali sector in Jammu division. On 7th of June a junior commissioned officer was killed in firing in Poonch sector while on 19th of June in the firing some jawans were injured. The firing incidents continued unabated and till 28th of October two jawans were killed and 18 injured in the Uri sector where Pakistani troops targeted beem- post on the intervening night of 27th and 28th October. The retaliation of the firing also claimed the life of some troopers in Pakistan including a captain. Though the hostilities between the two coun- tries continued and even the leadership of India and Pakistan issued hard hit- ting statements, no effort was practically made to get the situation deescalated till the two Prime ministers had a meeting on the side lines of UNO annual meet in New York. This meeting opened diplo- matic channels which had been blocked due to the ceasefire violations. Only a day before a flag meeting was held at Octroi border outpost in R S Pora Jammu. After this flag meeting where India lodged strong protest with Pak officials against ceasefire violations, the DIG BSF J.C.Singh said that serious concern was conveyed by India against the shelling in civilian areas and snipping incidents. After this meeting some positive signals emerged as the two sides agreed to observe calm along the international border and line of control so that the people living along side the line of control are allowed to start their normal life including farmers who had to harvest their crops. There are lots of paddy fields along side the samba borders and the farmers were hesitant to venture in their fields because of the continuing shelling and firing. After the meeting was over there were lots of hopes that the border skirmish will end and both the countries will exercise utmost restraint in future. However after only a few hours again the ceasefire was violated and Pak- istani forces fired in Akhnoor sector thus white washing the whole efforts which brought the two sides to hold a flag meeting. It has been observed that since a long time the Director Generals of military operations have not met to sort out the differences and bring a halt to the ceasefire violations. It is perhaps after a long time that the two sides have allowed to reach the relations to a brink of col- lapse. After signing of sev- eral confidences building measures and taking many strides ahead in the betterment of the relations India and Paki- stan had reached to a position where a bright future was quite visible in the ties of the two countries. Kashmiri student dies in Shardah University Noida, Oct 31: A Kashmiri student studying in Shardah University Noida died when he was returning to hostel after attending the class. Noida police said that student died due to sudden cardiac arrest. According to reports, Asif Yousuf Teli resident of Cheyan Devsar of North Kashmir’s Kulgam town col- lapsed in College premises after he suffered massive heart attack. He was rushed to nearby hospital by University management and Kash- miri students, however, doctors declared him brought dead. Confirming the death of Asif, his uncle Muhammad Ismayil told CNS that Devsar police informed the family about the unfortunate incident after receiving a call from Noida police. “Asif was a BCA student and he died naturally,” he said. Noida police official said that post mortem report reveals that Asif died due to attack. Kashmiri student dies in Shardah University Bear shot dead after attacking a person Sopore, Oct 31: Army and police jointly shot dead a ferocious bear after he attacked an elderly person in North Kashmir’s Sopore town. Eyewitnesses told CNS that Habibullah Malla son of Abdul Ga- far resident of Haritara Sopore was on its way towards willow nursery when a ferocious bear attacked him and wounded him critically. The bear left him in a pool of blood mauling his face including eyes. He was rushed to Sopore hospi- tal where doctors referred him to SMHS Hospital Srinagar. Immediately after the incident, police and Army cordoned off the Nursery loacated at Rathhaigam, and shot dead the bear. Despite flag meeting violations continue unabated Srinagar, Oct 31: The Jammu and Kashmir High Court on Thursday asked the state government to file a report on basics of its policy deci- sion vis-à-vis violations in Srinagar Master Plan and a separate report on its pro- posed action against officers of Srinagar Municipal Cor- poration (SMC) who have allegedly facilitated these violations. Although the advocate general of Jammu and Kashmir Mohammad Ishaq Qadri had sought two months time, but the Court gave a week’s period to the state government to come with its reports, said Kashmir News Service Correspondent. The court also refused to accept the gov- ernment prayer that owners of 42 struc- tures which have been sealed by the SMC so far be allowed to operate their business till the government comes with its pro- posed policy decision. The Court said that it will decide about de-sealing of struc- tures only after the government comes with its preliminary report by or before November 8. The government also informed that Court that it proposes to take a strong action against the officers or officials who have fa- cilitated the violations in Srinagar Master Plan wither by way of issu- ing terminations orders, premature retirement orders or framing inquiry committee to look into the matter. R S Pura, Oct 31 : Reiterating resolve of his party to work as a peace facilitator to ensure de-escalation of tension on the Line of Control (LoC) and International Border (IB), patron of the Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today asserted that PDP would convince political groups of the country to initiate a meaningful dialogue with Pakistan to restore lasting peace on the borders. He said the normalcy between In- dia and Pakistan is must for the socio-economic growth of the people of South Asian region. Mufti Mohammad Sayeed along with senior leaders of the party today conducted an extensive tour of the border areas of R S Pura, Suchetgarh and Bishnah as- sembly segments and addressed series of public meetings at Ab- dullian, Floura, Sai Khurd and Trave areas on the International Border (IB) from where he propa- gates the message of peace and reconciliation with neighbouring country. Khan terms it as a political vendetta Srinagar, Oct 31: The authorities have withdrawn security cover of Ghulam Hassan Khan, former minister and senior Congress leader from his Shopian residence. Talking to Kashmir News Service, Khan termed the decision unfor- tunate and a ‘reward’ for speaking truth about the recent firing inci- dent that took place at Gagran in Shopian resulting into the death of four youth. “I had said that the youths killed in the incident were civilians. I think, this is the sin I committed that the authorities have withdrawn my security cover,” Khan told Kashmir News Service. Srinagar, Oct 31: A day after the Jammu and Kashmir High Court declined to accept prayers of Mirwaiz Umar Farooq who through his Public Interest Litiga- tion (PIL) had sought ban on the usage of pepper gas and pellet guns in Kashmir, the Hurriyat (M) today said that it will file a review petition against the High Court judg- ment in coming days. “The legal cell of the APHC is exploring provisions of a re- view petition or filing an ap- peal against the High Court’s judgment in a few days,” said Mirwaiz Umar Farooq, chair- man Hurriyat Conference (M) while talking to Kashmir News Service. Pertinently, on Tuesday, the High Court besides Mirwaiz’s petition had dismissed all the connected petitions on the same subjects. In its judgment, the Court had said the petitioners had oblique motive in their peti- tion which was moved half heartedly before the Court. The Court has said that the prayers in the petition can- not be accepted in view of the law laid down by the Su- preme Court and their own observations. Srinagar police submits report to Court Srinagar, October 31: Srinagar police submitted the conclu- sive report of Zahid Iqbal case to the Hon’ble court. Zahid Iqbal of Padshahi Bagh, Srinagar whose body was fished out from river Jehlum on 26th August had died of drowning while his friend was booked for concealing his belong- ings for person use. Giving details of the case the District Police Authorities stated that Srinagar police fished out a body of a missing person Zahid Iqbal Bhat son of Mohammad Iqbal resident of Pad- shi Bagh, Srinagar from river Jhelum on 26th August, 2013. Srinagar police initiated inquest proceedings under section 174 CrPC to ascertain the cause of the death. After conducting Post Mortem of the deceased body was handed over to his legal heirs for last rites. During the investigation of the case, some friends of the deceased were called for questioning. Search of the cell phone and SIM Card was made through surveillance unit Raj Bagh, during which it came to sur- face that cell phone is being used by a lady resident of Soura, Srinagar. She was called for questioning. During questioning she stated that the said cell phone was given by her by her nephew namely Ruhail Gowhar Sofi son of Mohammad Sidiq Sofi resident of Padshahi Bagh. The Ruhail Gow- har was called to police station for questioning during questioning he disclosed that the deceased was his friend and neighbor. On 25.08.2013 after Friday prayer both went towards river Jehlum, where deceased went for bathing in the river while he went to other side for smoking. When he came he found the cloths of the de- ceased on river bank. Before going for bathing the deceased had handover watch and cell phone to Ruhal Gow- her. On his return he did not seen the deceased at bathing place he was afraid and left the place. Subsequently police seized the cell phone and wristwatch. Later on post- mortem report was also obtained from the concerned quarters, “which shows that the death of deceased was caused due to drowning “. A day after the Jammu and Kashmir High Court declined to accept prayers of Mirwaiz Umar Farooq who through his Public Interest Litiga-tion (PIL) had sought ban on the usage of pepper gas and pellet guns in Kashmir, the Hurriyat (M) today said that it will file a review petition against the High Court judg-ment in coming days. “The legal cell of the APHC is exploring provisions of a re-view petition or filing an ap-peal against the High Court’s judgment in a few days,” said Mirwaiz Umar Farooq, chair-man Hurriyat Conference (M) while talking to Kashmir

Srinagar police submitted the conclu-sive report of Zahid Iqbal case to the Hon’ble court. Zahid Iqbal of Padshahi Bagh, Srinagar whose body was fished out from river Jehlum on 26th August had died of drowning while his friend was booked for concealing his belong-ings for person use. Giving details of the case the District Police Authorities stated that Srinagar police fished out a body of a missing person Zahid Iqbal Bhat son of Mohammad Iqbal resident of Pad-shi Bagh, Srinagar from river Jhelum

on 26th August, 2013. Srinagar police initiated inquest proceedings under section 174 CrPC to ascertain the cause of the death. After conducting Post Mortem of the deceased body was handed over to his legal heirs for last rites. During the investigation of the case, some friends of the deceased were called for questioning. Search of the cell phone and SIM Card was made through surveillance unit Raj Bagh, during which it came to sur-face that cell phone is being used by a lady resident of Soura, Srinagar. She was called for questioning. During questioning she stated that the said cell phone was given by her by her nephew namely Ruhail Gowhar Sofi son of Mohammad Sidiq Sofi resident of Padshahi Bagh. disclosed that the deceased was his friend and neighbor. On 25.08.2013 after Friday prayer both went towards river Jehlum, where deceased went for bathing in the river while he went to other side for smoking. When he came he found the cloths of the de-ceased on river bank. Before going for bathing the deceased had handover watch and cell phone to Ruhal Gow-her. On his return he did not seen the deceased at bathing place he was afraid and left the place.Subsequently police seized the cell phone and wristwatch. If the present trend contin-ues the things may slip out of the hands of both the countries leading to more hostilities and bringing only destruction to the people. So far according to official sources over 150 ceasefire violations from Pakistan have taken place in last one year alone. These incidents claimed five lives of the soldiers from both the sides besides leaving several troopers injured. One hopes that keeping in view the over-all destruction by the incidents of firing sanity will prevail on both the sides so that all outstanding issues including the Kashmir issue are addressed and solved in a friendly and cordial atmosphere without the interference of any third party. As US has already refused to mediate and other powers have conveyed the same sentiments before, it is imperative for the two countries to settle their problems themselves amicably and peacefully.

Taking strong cognizance of the matter, Senior Superintendent of Police Baram-ulla Zubair Ahmed Khan immediately placed the Munshi under suspension. The police registered a case vide FIR 366/2013 under section 379 of RPC in this regard and appointed DySp Headquarters Sajad Ahmed as the inquiry officer. Confirming the suspension of the Munshi, SSP Baramulla told CNS that police has taken the matter seriously and inquiry is going on fast track basis.

droelectric Projects, Chenab Valley Power Projects (CVPP) Ltd. gave a detailed account of the importance of development of hydroelectric power, being envi-ronmentally clean power as compared to other conventional sources of power. He also explained importance of the proposed project with respect to the ex-isting power deficit and also its potential to boost the socio-economic develop-ment of the region. Prof. Anil. K. Raina, Environment Consultant, pro-vided detailed description of the environmental impacts associated with the establishment of proposed project and elaborated on the management plan devised for proper mitigation of such impacts. He also presented the details of rehabilitation and resettlement plan prepared for the project affected families. He also stated that the recent investigations carried out by various research-ers indicate that there has been no co-relation between impact of reservoirs and seismicity/earthquakes the hydroelectric projects on river Chenab and the recent earthquakes in the region. The land use details of the project were pre-sented by consultant of CVPP Khursheed Ahmad Bhat (Deputy Commissioner, Retd.). Later, Sanjay Rathore, District Officer, J&K SPCB sought public opin-ion regarding the project.The representatives of public including Sarpanches, Naib Sarpanches and Panches of the affected villages and project affected per-sons put forth their queries regarding various aspects of the proposed project especially with respect to rehabilitation package and employment opportuni-ties besides the measures for overall development of the area. Chib, Additional DDC, Kishtwar, who presided over the function, informed that the district administration has the requisite expertise in implementation of resettlement and rehabilitation programmes and assured the public that the same shall be implemented as per prevailing norms. BUDGAM, OCTOBER 31: Continuing with the tour of Kashmir division, Chief Secretary, Mohammad Iqbal Khandey along with Divisional commissioner, Thursday visited District Budgam and held a high level meeting of officers to review status of developmental progress. Chief Secretary also met many deputations representing all tehsils of District Budgam. The deputations highlighted various demands including the need for electric sub stations and receiving stations in Sebdan, provision of budget accommodation for devotees visiting Chrar-e- Shareef, Macadamiza-tion of link roads in Beerwah and Khaag, settling of pending land compensa-tion cases, construction of accommodation facilities for doctors of sub district hospital, expansion of sub district hospital and action against conversion of agricultural land for commercial purpose and closure of illegal brick kilns. While apprising the Chief Secretary about the status of developmental progress in the district, Deputy Commissioner Budgam, Mr Khurshid Ahmed Shah highlighted the progress of important sectors made under the district plan, centrally sponsored schemes, besides presented the latest supply and stock position of essential commodities, action plan for snow clearance and matters pertaining to electoral rolls in the district. The meeting was informed that about 67 lakh rupees have been utilized under MGNREGA besides three major road projects viz Humhama-Raithan-Arizal, Natipora-Newa-Pulwama and Bhagi Mehtab-Chrar-i- Sharif road have been completed. All the three revenue complexes in Budgam, Khansahab and Khaag each are near completion and six Sub District Hospitals are under vari-ous stages of construction at Chadura, Pakharpora, Magam, Nagam, Kremshore and Chrar-i-Sharief. Deputy Commissioner also gave brief account on the disposal of applica-tions under Right to Information Act and Public Service Guarantee Act. Mat-ters pertaining to two proposed bye-pass roads, one which shall connecting railway road to district office area of Karipora bypassing the main bus stand Budgam and Zoorigund-Qazibagh bye pass were also taken up during the re-view meetings. Chief Secretary stressed for operating government schools from govern-ment owned buildings and not from any rented accommodation and directed Deputy Commissioner and Director School Education to take necessary steps in this regard. He also directed the revenue officers of the district to ensure that new voters are registered and deceased voters deleted on priority from electoral rolls. Later in the meeting various Muharram related preparations were also reviewed to ensure all possible facilities to the people and smooth conduct of Muharram processions in the District.

Minister of State for Information, CAPD, Vikar Rasool Wani on Thursday flagged off a group of trainees for un-

dergoing technical training at Barna-la, Sirsa in Haryana under Skill Devel-opment Programme for Youth.

Senior Congress Leader and

former Minister, Abdul Gani Vakil, Superintendent ITI, Mudassar, Sar-panchs, Panchs and prominent citi-zens were present on the occasion.

As many as, 92 trainees will

undergo training in different trades like plumbing and electrical during the programme.

Speaking on the occasion, the

Minister informed that about 1000 youths from Ramban district are be-ing trained in different trades in re-puted institutes of Haryana under skill development programme. “This would help the youth to start their own employment ventures for living a dignified life”’ he added.

The Minister announced 200 class desks for High School Thither under Constituency Development Fund besides sanctioning high mast lights, transformers and poles for the area.

Responding to the demands of locals, the Minister assured that the matter of backward status to Thither would be taken up with the concerned authority.

Vakil, who also spoke on the occasion, appealed the youth to avail optimum benefit of various state and centrally sponsored schemes and es-tablish their own self employment ventures.

The people of the area high-lighted their demands and problems seeking an immediate redressal to the same.

The Minister assured the people that all their issues would be looked into for necessary action.

Vikar flags off trainees under Skill Development Programme

Saying that identity of any na-tion lies in its heritage, culture and language, the Minister for Higher Education, Mohammad Akbar Lone said that Jammu and Kash-mir State is rich in its culture so it is responsibility of every citizen to ensure its sustenance for posterity.

This was stated by the Minis-ter while inaugurating weeklong inter-University Mega youth fes-tival ”Sonzal 2013”, organized by Department of Students Welfare, Kashmir University at University auditorium here on Thursday.

Vice Chancellor, Kashmir University, Prof Talat Ah-mad, Registrar of the Univer-sity, Prof Zaffar Ahmad Reshi, Dean Student’s welfare, Prof. Neelofar Khan, heads of vari-ous Departments and Profes-sors besides large number of students and participants from various colleges were present on the occasion.

Mr. Lone said such events are aimed at excelling new levels of glory by the youth of the state who possess diverse

talent and potential demon-strated the State in national and international competi-tions.

Mr. Lone said youth of our State have great talent and potential in academics, sports and other cultural ac-tivities and have proven their talent and skills at national

and global levels.The Minister appreci-

ated the organizers for hold-ing this event and said these programmes enable the pre-sentations of the culture and heritage. He stressed upon students to ensure maxi-mum participation in literary and cultural activities which are necessary for nourishing

and developing leadership qualities among students and make them better citizens. He also assured the organizers that government will provide every possible help and support for pro-motion of cultural activities in the State.

Vice Chancellor, Prof Talat Ah-mad in his address said that or-

ganising youth festivals in the Uni-versities provide an opportunity of utilizing the young minds in con-structive and fruitful activities.

He said such event is aimed at transcending new levels of glo-ry represented by the youth of the state who posses di-verse talent and potential and extends to bring them togeth-er on a common platform.

Registrar, Prof Reshi also spoke on the occasion, and said Sonzal is a synonymous to colours and like every year university organises a week-long festival of different hues of the valley‘s youth. He said Sonzal engulfs the spirit of participation and competi-tion mixed with entertain-ment.

Dean Students Welfare, Prof Neelofar Khan who is also chairperson Sonzal-2013 said as many as 1000 students from 40 colleges and 40 De-partments are participating in about 20 different events. She said Sonzal gives a platform to un-leash the diverse talent and help the students to showcase the hid-den activities.

Minister of State for PHE, Irrigation and Flood Con-trol, Mr. Nazir Ahmad Gurezi today said that unpro-voked firing from Pakistan Rangers across the Line of Control has been the cause of instability and problems being faced by the people living across the border. He said this has also affected their day today activities be-sides, creating bottlenecks in processing the Indo-Pak peace talks.

Mr. Gurezi said that the matter needs to be taken by the concerned authorities so that the tension is eased across the border and people live tension free life.

The Minister pointed out that due to such situation the people of these areas are not able to work in their agriculture fields and orchards with the result the production of crops in the area decreased resulting in minimizing per capta income for the people living in boarder areas.

Mr. Gurezi appreciated the efforts being initi-ated by the dynamic Chief Minister Omar Abdullah with the Central Government for minimizing tension across the border by way of initiating peace talks on priority.

KUPWARA, OCTOBER 31:

The Vice Chairman, Pahari Advisory Board (PAB), Mr. Kafil-ur-Rehman vis-ited Jumagund area and addressed sev-eral public meetings besides reviewed the peoples demands. He said that State Gov-ernment led by Chief Minister Omar Abdullah is committed to provide all possible basic amenities to the people living in far flung areas especially dur-ing the winter months.

On this occasion, the gen sets were inaugurated by the Vice Chair-man at Jumagund area, arranged and installed by the PDD under RGGVY for ensuring electric facility during night hours of winter season.

The District Development Com-missioner, Mr. Itrat Hussain Rafique, District and Sectoral officers were also present on the occasion.

Meanwhile, the Vice Chairman announced that relief to the cross bor-

der area of 50 affected families would be provided under MLA’s Constitu-ency Development Fund for construc-tion of houses under the scheme IAY and assured the affected families that their problems and demands would be taken up with the Chief Minister for rehabilitation of the affected people of Chatroo, Keran, whose houses were damaged due to recent cross border shelling.

The Vice Chairman along with District Development Commis-sioner Kupwara also inaugurated the gen sets at Keran installed by the PDD under RGGVY 2nd phase, which would provide the electric facilities of the area during winter months.

Sakina visits Banihal, takes stock of developmental works

ANANTNAG, OCTOBER 31:

Minister for Tourism and Culture, Gh-ulam Ahmad Mir today said that various areas of Anantnag district which include Wasaknag and Kund would be brought on the tourism map shortly and the composed project on this account is being sent to central government for approval so that the Tourism infrastructure is built in this area as early as possible.

This was stated by the Minister during his exten-sive tour of Anantnag district today. He said that by virtue of central government’s liberal funding, the state government constructed roads, bridges, schools and tourism infrastruc-ture in all the three regions of the state. He said that the developmental activities started are aimed at improving socio-economic conditions of the people besides extending welfare measures.

During his inspection of various ongoing projects, Mr. Mir directed Deputy

Commissioner Kulgam to identify land in Nag area for construction of the tourist re-sort. He asked Director Tourism to formu-late a project report for the purpose so that levelling of the land and other steps are taken for construction of two view points.

Chairperson, State Commission for Women and MLA Habba Kadal Mrs. Shamim Firdous today visited various Shia dominated areas which Community including Mandir Bagh, Chinkral Mohalla, Naqashpora, Baghwanpora, Ga-dood Bagh and Barbarshah in Habba Kadal Constituency and took stock of facilities being provided by the Govern-ment in these areas during ensuing Muharram-ul-Haram.

The Chairperson inspected the ongoing construction work of Rs.17 lakh Health Centre, Chinkral Mohalla and Public Park coming up at a cost of Rs. 18 lakhs at Mandir Bagh. She announced Rs. 25 lakh out of her Constituency Development Fund for construction of lanes and drains including Rs.5 lakh for repairs and renovation of damaged poles and electric conductors.

A unique initiative of the Ministry of Health and Family Welfare, the Janani Shishu Suraksha Karyakram

(JSSK), launched on June 1, 2011, has placed for the first time utmost em-phasis on “ENTITLEMENTS”. The idea is to eliminate out-of-pocket expenses for both pregnant women and sick neonates. The initiative entitles all pregnant women delivering in public health institutions to absolutely free and No-Expense delivery, including caesarean operation. All expenses re-lated to delivery in a public institu-tion are borne entirely by the govern-ment and no user charges are levied. A pregnant woman is entitled to free transport from home to the govern-ment health facility, between facilities, in case she is referred on account of complications, and also drop-back home after 48 hours of delivery.

WHY JSSK?Various complications during pregnancy like haemorrhage, infection, high blood pressure, unsafe deliveries and so on may result in maternal and infant mor-tality. While India has made consider-able progress in reduction of Mater-nal Mortality Ratio (MMR) and Infant Mortality Rate (IMR), but the pace at which these health indicators are de-clining needs acceleration. The number of institutional deliveries has increased significantly, after the launch of Janani Suraksha Yojna (JSY) in the year 2005 but many of those who opted for insti-tutional deliveries were not willing to stay for 48 hrs, hampering the provi-sion of essential services both to the mother and neonate. The first 48 hours after delivery are critical as some com-plications might develop during this period.Access to mother and child health care services was also hindered by High out of pocket expenses on User charges for OPD, drugs and consumables, Di-agnostic tests etc. Also in some cases such as severe Anaemia or emergen-cies required Blood Transfusion which increased immediate expenses. And if there was a caesarean case, the ex-penses would become still higher. En-titlements for Pregnant WomenUnder JSSK, free Institutional Deliv-ery services (including Caesarean op-eration) are provided in government health facilities. Also, medicines in-cluding supplements such as Iron Folic Acid are to be given free of cost to preg-nant women.Further, pregnant women are entitled to both essential and desirable investi-

gations like Blood, Urine tests and Ul-tra-Sonography etc. Furthermore, they are to be provided with free Diet during their stay in the health institutions (up to 3 days for normal deIivery & 7days for caesarean section).Not only this, there is a provision of free bIood transfusion if the need arises.A significant number of maternal and neonatal deaths can be saved by pro-viding timely referral transport facil-ity to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home.So, JSSK has been launched, to ensure that each and every pregnant woman and sick neonates upto 1 month gets

timely access to health care services free of cost. Under the JSSK, the state governments issue an entitlement order detailing the free entitlements. The En-titlements include free drugs and con-sumables, Free Diagnostic Services, Free Blood Transfusion Services wherever re-

quired and Free diet for the duration of a woman’s stay in the facility. These ser-vices are provided free of cost to elimi-nate out of pocket expenses and ensure Zero expense deliveries.

EntitlementsEntitlements for Pregnant Women

Under JSSK, free Institutional Delivery services (including Caesarean operation) are provided in government health facili-ties. Also, medicines including supple-ments such as Iron Folic Acid are to be given free of cost to pregnant women.Further, pregnant women are entitled to both essential and desirable inves-tigations like Blood, Urine tests and Ultra-Sonography etc. Furthermore, they are to be provided with free Diet during their stay in the health institu-

tions (up to 3 days for normal deIivery & 7days for caesarean section).Not only this, there is a provision of free bIood transfusion if the need arises.A significant number of maternal and neonatal deaths can be saved by providing timely referral transport fa-

cility to the pregnant women. Pregnant women are entitled to free transport from home to health centre, referral to higher facility in case of need and drop back from the facility to home.Besides, under JSSK there is exemption from all kinds of User Charges including OPD fees and admission charges.

Entitlements for Sick NewbornFree treatment is also provided to the sick Newborn upto 30 days after birth and all drugs and consumables re-quired are provided free of cost. As in the case of the mother, the new born too is provided with free diagnos-tic services and there is a provision of free blood transfusion if the need arises. The facility of free transport from home to health institutions and back is also available.

Implementation of JSSKFor implementation of JSSK, a govern-ment order on entitlements is issued at the state level and a State Nodal Officer is nominated. The state gov-ernment takes necessary steps and ensures that all services, the benefi-ciaries are entitled to are provided.Equal importance is given to dissemi-nation of entitlements in the public domain. These are to be prominently displayed on hoardings and boards in all Government facilities so that they are visible from a distance. In fact, there is an Information, Education Communication component under NRHM which is utilized for this pur-pose.

Grievance RedressalEvery health facility should promi-nently display the names, addresses, emails, telephones, mobiles and fax numbers of grievance redressal au-thorities at health facility level, dis-trict level and state level. Some states have set up help desks and sugges-tion/complaint boxes at government health facilities. It is also required to keep fixed hours (at least 1 hour) on any two working days per week, in all the healthy facilities for meeting the complainants and redressing their grievances related to free entitlements. At the National Level, the Maternal Health Division of the Ministry of Health and Family Welfare has brought out guidelines for JSSK. However, the actual implementation of the scheme hinges on the proactive role played by state governments. The degree to which the scheme is successful would be determined by the extent to which the programme implementation is car-ried out by the State functionaries.

With the onset of winter season, the people of the valley are confront-

ed with numerous problems in day to day life. The power sup-ply is playing hide and seek, the gas shortage is becoming worse, the drinking water scar-city is a normal phenomenon and the people particularly the lower middle class and the poor are being crushed by the ris-ing prices black marketing and hoarding by vested interests. It is because of this that people are loosing patience and are coming on the streets to protest against government apathy in mitigat-ing their problems. After the an-nual durbar move from Srinagar to Jammu, the power supply has become very erratic and urban as well as rural areas are fac-ing acute shortage of electricity. Same is the case with the sup-ply of domestic gas which has already been limited to nine cyl-inders a year though the same is available on higher rates in black market. The road connectivity of the valley with other parts of the country is limited to national highway only which has become a life line for Kashmir. When this national highway gets blocked in the winter season suddenly it becomes a famine like situation in Kashmir where hoarders and black marketers start looting the people and suck their blood by sky rocketing prices. Though a minister is available in the win-ter secretariat during winter but his stay is more a formality than the deliverance of any service to the people. He is handicapped in every sphere as he cannot get the power supply improved; he cannot be of any use to get rid of soaring prices and cannot help in any way to stabilize the drinking water supply. If the government wants to overcome these prob-lems then they should devise a long term mechanism which can effectively help in mitigating these giant problems faced by the people. Though there are re-filling stations for domestic gas in the valley but their capacity is not sufficient enough to suf-fice the needs of general public. Similarly the electricity supply too is not according to the re-quirements hence the darkness engulfs urban as well as rural areas every day and there is no end to it.

Healthy Mother and Healthy Child Ensuring zero Expense Deliveries through JSSK

Six decades back a resurgent In-dia embarked on a programme of national development with great

enthusiasm. Realizing that literacy is a powerful tool of development and a le-ver of change to achieve social progress the government resolved to make India fully literate within a decade when it be-came a republic nation in 1950.It made a promise to its citizens by a declaration under article 45 of the constitution that The State shall endeavour to provide over a period of ten years of the commence-ment of the constitution free and com-pulsory education for all children until they complete the age of fourteen years. Since then determined efforts are being made towards the achievement of the Directive Principle - new schools were opened and a massive enrolment pro-gramme was undertaken to bring chil-dren to school. Literacy at this time meant the same as the first internationally agreed upon definition given by the UNESCO Recom-mendation of 1958. It observed that “a literate person is one who can, with un-derstanding, both read and write a short simple statement on his or her every day life’. This definition also includes arith-metic skills(numeracy). Hence for all practical purposes education for most meant attaining the three R’s-reading, writing and arithmetic-skills. Education till 1976 had been essentially the responsibility of the States. This meant the availability of facilities and resources for education was dependent not on the commitment of the nation as a whole but upon the vicissitudes of the resources allotted by States for education. Though the States showed all round increment in enrolment, they presented a scenario that had wide dis-parities among the sexes, sections and states. The performance across different levels of education in the various States and Union Territories was also not uni-form. What was more worrying was that growth rate in elementary education af-ter an initial spurt, started a tendency to taper off. The drop out rate in schools be-came high and the drop outs lapsed into illiteracy adding to the mass of illiterates

in the country. While this was the state of affairs within the organized school system those who had entered the work force particularly in the productive age group 15-35 had no chance of becoming literate as there was no non-formal or adult education avail-able. This general apathy towards educa-tion, irrelevance of educational content to the needs of the learner, and lack of

resources set the government thinking for newer approach to education in gen-eral and literacy in particular. In the mean time the World Conference of Education Ministers on the eradica-tion of illiteracy organized by the UNES-CO at Tehran (1965) concluded that rath-er than end in itself literacy should be regarded as a way of preparing man for a social, civic and economic role that goes

beyond the rudimentary literacy train-ing consisting merely in the teaching of reading and writing. Agreeing totally with this definition the Education Commission(1964-1966)appointed under the Chairmanship of D.S.Kothari observed “ we do not equate literacy with mere ability to read and write” literacy if it is to be worthwhile must be functional. A functionally liter-

ate person would be one having acquired sufficient mastery over the tools of lit-eracy and would acquire relevant knowl-edge which will enable him to pursue his own ends. Elaborating further it defined the scope of literacy programmes which would have three essential ingredients to enable one (i) to perform his work role i.e. it must be work based and aim at creating attitudes and interests and im-

parting skills and information which will help a person to do efficiently whatever work he is engaged in; (ii) to perform his or her role as a citizen i.e. it must enable an individual to understand the vital na-tional problems and participate effec-tively in the social and political life of the nation and (iii) to enable one to enhance his skills and education either on his own or through other available avenues of informal education. It was to develop in the child well defined abilities and values such as the spirit of inquiry, creativity, objectivity, the courage to question and an aesthetic sensibility. In short scientific literacy was to inculcate scientific temper in the individual. However the general formulations in the 1968 policy did not get translated into a detailed strategy of implementa-tion for various reasons. As a result the earlier mentioned problems of wastage, stagnation, access, quality, and finance accumulated over the years assumed such massive proportions that they had to be tackled with utmost urgency. Ac-cordingly a new policy on education was enunciated in 1986 where in the empha-sis shifted from enrolment per se to en-rolment as well as retention.

Spirituality boosts mental health

Despite differences in ritu-als and beliefs among the world's major religions, spirituality often enhances individuals' health, ac-cording to University of Missouri researchers. The MU researchers be-lieve that health care pro-viders could take advan-tage of this correlation between health - particu-larly mental health - and spirituality by tailoring treatments and rehabilita-tion programs to accom-modate an individual's spiritual inclinations. "In many ways, the re-sults of our study support the idea that spirituality functions as a personality trait," said Dan Cohen, as-sistant teaching professor of religious studies at MU and one of the co-authors of the study. "With in-creased spirituality people reduce their sense of self and feel a greater sense of oneness and connected-ness with the rest of the universe. What was inter-esting was that frequency of participation in reli-gious activities or the per-ceived degree of congre-gational support was not found to be significant in the relationships between personality, spirituality,

religion and health," Co-hen added. The MU study used the results of three surveys to determine if correlations existed among partici-pants' self-reported men-tal and physical health, personality factors, and spirituality in Buddhists, Muslims, Jews, Catholics and Protestants. Across all five faiths, a greater degree of spirituality was related to better mental health, specifically lower levels of neuroticism and greater extraversion. Forgiveness was the only spiritual trait predictive of mental health after personality variables were considered. "Our prior research shows that the mental health of people recovering from different medical conditions, such

as cancer, stroke, spinal cord injury and traumatic brain injury, appears to be related significantly to positive spiritual beliefs and especially congregational support and spiritual in-terventions," said Cohen. "Spiritual beliefs may be a coping device to help in-dividuals deal emotionally with stress," he added. Cohen believes spirituality may help people's mental health by reducing their self-centeredness and de-veloping their sense of be-longing to a larger whole. As the authors note, spiri-tual interventions such as religious-based counseling, meditation, and forgiveness protocols may enhance spiritually-based beliefs, practices, and coping strategies in positive ways.

Are weight loss pills a fact or a myth? Can you really lose weight with a pill? The US FDA recently approved a drug Lorcaserin, a drug that helps you lose weight. To clear doubts about this 'magical' pill we spoke to Dr. Verinder Anand, Consulting doctor in Internal Medicine from Moolchand Medcity. in metropolitan cities are getting afflicted because there is a lack of exercise, there is a tendency to eat more junk food and so they are putting on more weight and becoming obese. Yes, these drugs have positive impacts on Indians for a small period of time only." How does this drug work? What is the effect on the body? "Most of these drugs sup-press appetite by activat-ing the brain receptors for a neurotransmitter called serotonin, which triggers feelings of satiety and satis-faction. This drug raises the energy levels and suppresses the appetite and pushes the body to burn more calories. But continuing weight loss medicine in long term is un-healthy and ineffective." Is this drug another marketing gimmick? It has been proved to be effective. A trial period of 12 weeks is suggested. In this duration there should be a minimum 5 percent weight loss. Can we expect drastic weight

loss with this drug? No, these weight-loss drugs will shed about 2-3 kilos per year. Expert views on Weight loss drugs These medicines are avoidable and should not be con-sumed by just anyone. Only those who are obese and suffering from condi-tions related to this should take prescribed ones, which doctors term "life-style medications" rather than "diet pills". These medicines are prescribed only to those people with

a BMI (body-mass in-dex) over 27, as part of a broader weight-loss re-gime that involves other medications such as di-uretics and a calorie-restricted diet and exer-cise. Dr. Verinder Anand sums up HMU's belief, exercise plus right diet equals weight loss, "In a nutshell, there is no oth-er effective and health-ier alternative to lose the extra flab apart from good eating habits and regular exercise."

Load four tennis balls into an old legging, or a much-washed sock. Tie the end and roll this makeshift massager on your back (as you would a towel after a shower) for a soothing back rub. A ten-nis ball can also help tone your muscles. Hold one between your knees while sitting on the edge of a chair. Squeeze your legs together to work out your inner thighs.

Nitish was addressing the Left-sponsored ‘Convention against Communalism’, viewed as

the step towards forging the non-Congress-non-BJP Third Front before the Lok Sabha polls.

At the convention were leaders of the parties that have earlier been a part of the BJP-led NDA

government and which the saffron party is view-ing as potential alliance partners in 2014. Such leaders included Dr M Thambi Durai (AIADMK), Babulal Marandi (JVP) and Bijayanta Panda (BJD).

The conclave was attended by NCP leader DP Tripathi, who justified the party’s pres-ence at the “non-Congress, non-BJP” fo-rum saying that “taking a stand against communalism was not in contradiction to being a part of the government”.

In the backdrop of the disastrous expe-rience of 2009, the leaders stopped short of describing the meeting as a precursor to the formation of a Third Front. But senior regional leaders including the Bihar and Uttar Pradesh chief ministers underlined the need to establish such a front.

The Bihar CM said the regional parties felt the need to raise voice against commu-nalism together after Muzaffarnagar com-

munal clashes. At least 60 people were killed and 40,000 others displaced amid reports the violence was engineered by politicians for electoral gains.

The Supreme Court on Thursday said bureaucrats will no more take oral orders from their political bosses, as it sought an end to frequent transfers and suggested a fixed tenure to protect them from political interference.

The judgment comes close on the heels of controversies surrounding al-leged persecution of Uttar Pradesh IAS officer Durga Shakti Nagpal and Senior Haryana cadre IAS officer Ashok Khem-ka.Suggesting sweeping reforms in the functioning of bureaucracy, a bench headed by Justice K S Radhakrishnan said Parliament must enact a law to regulate postings, transfers and disci-plinary action against bureaucrats.

Holding that much of the dete-rioration in bureaucracy is because of political interference, it said that civil servants should not act on verbal orders given by political executives and all ac-tions must be taken by them on the ba-sis of written communication.

The bench, also comprising justice P C Ghose, said giving a fixed minimum tenure to a civil servant will not only promote professionalism and efficien-cy, but also good governance.

It asked the Centre and all state gov-ernments along with union territories to issue directions within three months for providing fixed tenure to civil ser-vants.The bench ordered the constitu-tion of the Civil Services Board at the Centre and state-levels.

The apex court passed the verdict on a PIL filed by 83 retired bureaucrats, including former cabinet secretary T S R Subramanian seeking its directions for insulating bureaucracy from politi-cal interference.The petitioners also in-clude former Indian ambassador to the US Abid Hussain, former Chief Election Commissioner N Gopalaswami, former Election Commissioner T S Krishna Murthy, former IPS officer Ved Prakash Marwah, and former CBI directors Joginder Singh and D R Kaarthikeyan.

“This is a landmark judgement. Pub-lic servants are not private servants,” said Subramanian.“Today faith in our Constitution has been reaffirmed...our faith in the strength of democracy has been reaffirmed because the highest court of the land has recognised the problems,” he said, adding “malgover-nance affected people and quality of

administration”.Krishna Murthy lauded the verdict, saying “Good governance is critical to good quality democracy.

“Most of us have seen in our career how most of the transfers, promotions, postings and foreign assignments, all of them are decided on whimsical ba-sis very often,” he said.Singh said, “I am happy over this judgement but having said that I am aware that similar judge-ment was passed by the Supreme Court on September 20, 2006 on fixed tenure of police officers but all states are dilly-dallying”.The PIL had alleged that at present, the system of transfers, post-ings, promotions, disciplinary action and other personnel matters pertaining to the members of civil services are ad-hoc and non-transparent.

“There is an urgent need to make the civil servants accountable, sensitive and responsive. If this is achieved, there will be across-the-spectrum benefits...

“Transfers are often used as instru-ments of reward and punishment, with officials being frequently transferred on the whims and caprices as well as the personal needs of local politicians and other vested interests.

Sardar Patel’s secularism was a secu-larism that was anchored in real genu-ine Gandhian compassion for all Indians of every religion, caste and background, said Minister of State for Human Re-source and Development (HRD) Shashi Tharoor on Thursday.

“We have seen this in 1947 during the riots in Delhi, how he handled the situation of the Muslims who were ter-rified for their lives. He extended pro-tection as the Home Minister. He put 10,000 Muslims in the Lal Quila and ensured that they are protected there, perhaps because he was afraid that lo-cal security forces might be infected by the communal virus,” said Tharoor, while reacting to BJP prime ministerial candidate Narendra Modi’s remark that India needs Sardar Patel’s secularism and not vote-bank secularism.

“He brought army troops from Pune and Madras to protect them. He actu-ally went and prayed in Nizamuddin himself to send a signal to the Hindu rioters that you admire me, also respect the fact that I believe these people have a place in our society, they have

as much rights here as you do,” said Tharoor, while reacting to BJP prime ministerial candidate Narendra Modi’s remark that Indian needs Sardar Patel’s secularism and not vote bank secular-ism,” he added.

Tharoor said Patel went to Amritsar and pleaded with angry and emotional Hindus and Sikhs not to attack refu-gees fleeing India to go to Pakistan, but to protect them, and in turn, welcome refugees coming from the other side.

“This is the kind of secularism that Patelji promised and practiced, and this is the kind of secularism that the Congress promises,” he added, while asserting that the opposition’s defini-tion of secularism or vote bank politics is flawed.

Tharoor further said Sardar Patel was a great son of India and the man who did anyone more than anyone else to promote the unity of our country.

“And, I think, it’s a shame that in his name, there should be disunity today. We should be united in our respect for this great man and for the values he stood for. India needs Patel’s secularism, not vote-bank secularism: Modi

KEVADIYA, GUJARAT: BJP’s prime ministe-rial candidate and Gujarat chief minister Narendra Modi on Thursday targeted Prime Minister Man-mohan Singh and asked him not to limit Sardar Patel to the narrow definition of political parties by calling him just a Congress leader.

Modi was addressing a gathering at the stone laying ceremony of the world’s tallest statue of India’s ‘Iron man’ Sardar Vallabhabhai Patel at Kevadiya in Narmada district 3km away from Nar-mada dam on the 138th birth anniversary of the leader.

Modi targeted the PM’s statement made in Ahmedabad two days during the inauguration of the Sardar Patel memorial complex in the city. Manmohan Singh had then said, “I am proud and happy that I belong to a political party (Congress) to which Sardar Patel was attached.”

Today, taking on the Prime Minister, Modi said, “I am thankful to the PM that he called the Sar-dar a true secular leader. Sardar was a true secular leader who rebuilt the Somnath temple but his secularism did not stop him from constructing the temple. Today the country needs Sardar Patel’s secularism and not the secularism of vote-bank politics. Sardar Patel united the princely states of all the communities, societies, languages and never tried to divide them on any count. The coun-try needs secularism like Sardar Patel not of vote-bank politics which divides the country.”

“By aligning Sardar Patel with one party you are demeaning him. Sardar’s legacy can not be limited to a party. Sardar’s contribution can not be denied by history or by Narendra Modi. His legacy belongs to the country,’’ he added.

Modi said, “When I built the Mahatma Mandir in memory of Gandhiji no one objected but when I started this project I faced criticism. Dalits, the marginalized class worship Baba Saheb Ambedkar as God but no one identifies him with anyone par-

ty. The great leaders like Maharana Pratap, Bhagat Singh, Sukhdev, Rajguru were not BJP leaders but they sacrificed their lives for the country. Country is bigger than the party. Anybody who sacrificed the life for country is our inspiration.”

Modi also called the Sardar the tallest leader of India after Chanakya who had united the country. He said, “though the statue of unity is coming up in Gujarat, it is India’s pride. This will give India a new height.”

Modi also cornered PM on the Narmada project and urged him not to play politics and grant per-mission for raising the dam height. He said though all the compliance from Gujarat, Maharashtra and Madhya Pradesh was over, but the Union govern-ment was still not permitting raising the Narmada dam height for no reason.

“I know PM and his boss (Sonia Gandhi)’s team are watching my speech and I publicly want to tell him that for the country’s sake don’t play politics and give permission for raising the dam height. We will do whatever he says. I don’t want my name on a plaque or any credit. He can take credit for every-thing but please give permission. People of Gujarat and Rajasthan need water, Madhya Pradesh and Maharastra need power. Maharashtra can alone save Rs 400 crore per annum.’’

Meanwhile, sharing the stage with Narendra Modi, BJP leader L K Advani praised the Gujarat chief minister.

Uttar Pradesh’s Muzaffarnagar simmers again with 4 deaths

Weeks after nearly 60 people were killed in Muzaffarnagar in the worst riots in Uttar Pradesh in over a decade, this western part of the state appears to be simmering again.

Four people have been killed in the last 24 hours. Around 500 paramilitary troops have been sent to Muzaffarnagar early today as a precaution, while eight people have been arrested.Uttar Pradesh police today ad-mitted lapses on its part for the fresh violence. “It can definitely be attributed to lapses on part of the police, due to which some people dared to do this. We will take strong action,” Devraj Nagar, state Director General of Police said.

It is unclear whether the latest vio-lence is liked to Hindu-Muslim tension, hich killed 60 people here last month.

September’s clashes erupted when Jat farmers al-legedly killed a Muslim man who they accused of sexually harassing a woman, triggering a deadly retaliation that quickly spiralled into three days of riots.

“What has happened in the Muzaffar-nagar riots is serious. The killings....the atroc-ities against Muslims. We cannot bring back the dead. But we have ensured families have been compensated so that they don’t have to live without homes and food,” said Mulayam Singh Yadav, chief of the ruling Samajwadi Party.The new outbreak of violence further indicts the state government headed by his

son Akhilesh Yadav, who was criticised last month for not reacting to early warning signs of spiralling communal tension.

Mr Yadav has blamed the opposition BJP for instigating the violence with inflammato-ry speeches. The BJP accuses the Yadavs and government officials of enacting policies that are lopsided in favour of Muslims.

Last month’s riots ,which were quelled with the help of the army, have featured in speeches by different leaders campaigning for the national election in Uttar Pradesh.

The police says there were two separate incidents which led to the four deaths last night.The first incident involved clashes between two groups of people from neigh-bouring villages over a land dispute, while a woman was killed by a different group of vil-lagers in a separate incident.

CHENNAI: Amid speculations over Prime Minister Manmohan Singh’s par-ticipation in the Commonwealth Heads of Government Meeting at Colombo next month, DMK today reiterated that

India should boycott it to register pro-test over the alleged war crimes against Tamils in Sri Lanka.

In a sharp reaction to reports in a section of the press that Singh was likely to attend the meet, DMK chief M Karunanidhi said people of Tamil Nadu expect that there should not even be a symbolic participation from India at CHOGM. “When we say India should not participate, even a speck of rust should not be present at the meet,” he told reporters here, spelling out his par-ty’s tough stand on the issue.

The 90-year-old DMK patriarch also cautioned the Congress that if the Prime Minister participates, “his party has to face the consequences.”

Karunanidhi sought to remind that Congress legislators in Tamil Nadu have

supported the unanimous resolution passed by the state Assembly, demand-ing that India boycott CHOGM and not-ed, “Those who sow, will reap it also.”

Asked about rumours that Congress leader and Shipping Minister G K Vasan was mulling resignation from the Min-istry over the issue, Karunanidhi said he was not aware of it and can reply only after receiving proper communication.

Congress had aligned with the DMK in Tamil Nadu for the last two Lok Sabha elections since 2004.

Though the DMK snapped its alli-ance with the UPA on the Sri Lankan Tamils issue in March this year, it con-tinues to maintain its political ties with the Congress and drummed up the na-tional party’s support for its candidate Kanimozhi in the Rajya Sabha elections.

here has framed charges against yoga guru Ramdev’s close aide Balkrishna for obtaining a passport on the basis of fake documents.

Designated CBI judge Pritu Sharma framed charges against Balkrishna and co-accused Na-resh Chandra Dwi-wedi under different sections of the IPC including cheating and forgery after the duo made an appearance in her court here yesterday.

December 5 was set as the next date of hearing in the case when the prosecution will start producing witnesses, CBI coun-sel Shobhit Singh said. Charges were

framed against Balkrishna under sec-tions 120 (B) (criminal conspiracy), 420 (cheating), and 468 and 471 (forgery) of the Indian Penal Code, besides sec-tion 12 of the Passport Act, 1967.

The court also framed charges against Dwivedi under sections 120 (B), 420 and 468 of the IPC.

Dwivedi was principal of a Sanskrit college at Khurja in Ut-tar Pradesh and allegedly issued fake certificates to Balkrishna which the latter used to obtain a passport

from Bareilly passport office. Both Balkrishna and Dwiwedi are out on bail in the case since August last year.
