A: Action Plan and Zoning
In 2008, the City of Granger and the Granger Economic Development Association unveiled a new logo with the tagline—“Believe It.” And now, in 2011, the city is seeing its beliefs and dreams realized.
“We are beginning a lot of exciting development focused on sustainability and preserving nature and recreational areas,” Granger Mayor Tom Schenk said.
The city has added 80 acres to the northwest along Highway 141 for residential purposes, implemented a new sidewalk program, began the construction of a walking/biking trail, created a community center space, acquired a building site for a larger library and put in a new $2.5 million water plant that is designed to accommodate growth as the population increases.
“We are evaluating the promotion of sustainability practices such as providing homeowners incentives to utilize rain barrels and rain gardens as well as changing codes and city ordinances to encourage low-impact building,” Schenk said

“The Granger Economic Development Association wanted the city’s logo to celebrate Granger’s rich history but also look toward Granger’s future,” Schenk said. “‘The new logo illustrates our tie to agriculture and the surrounding community as well as our bright future.”

William J. Ludwig and Associates is currently assisting the city by updating Granger’s Development Action Plan.
Ludwig has led town planning and land development in metropolitan Des Moines for over 30 years. He has master planned developments such as West Lakes and Glen Oaks and his “action planning” in Waukee’s Alice’s Road and Ankeny’s Prairie Trail have guided long-range growth in Des Moines and he is continuing the tradition in Granger.
“The city’s comprehensive study and action plan update sets a course for 10-15 year growth,” said Ludwig.
Granger’s Action Plan calls for assessing the current zoning (A) of Granger and its surrounding area, a community center recreation area (B), library (C), public safety facility (D), sustainable neighborhood (E) and an updated town center (F).

Sustainable NeighborhoodThe proposed sustainable residential neighborhood provides a variety of housing price points in a park-like setting of greenbelt open-space trails, maintaining Granger’s goal of utilizing the land for recreational use. These greenbelts are located in natural drainage patterns. The intent is to contain as much as 75% of the runoff typical with development. Bioswales, rain gardens, storm water detention ponds and permeable paving will assist in achieving these goals.
The housing types include: large-lot single family homes, small-lot homes, upscale townhomes, young-family townhomes, senior-duplex townhomes and assisted living and various rental apartments.

For developing Granger’s town center surrounding the Oxley Creek corridor, the city enlisted Jennifer Welch and Zach DeYoung of the Polk County Soil & Water Conservation District (SWCD) along with a local advisory board to assess the watershed and utilize a natural resource-based planning process for the area.
By using a natural resource-based planning process, communities can retain an interconnected network of waterways, wetlands, prairies, woodlands, wildlife habitats, and natural areas. If not protected during development, these areas and their functions are lost.
“We want to achieve a usable watershed and a watershed that is good for the future of Granger,” Welch said.
The team fi rst conducted a watershed assessment of Oxley Creek to look at it holistically.
“We looked at the issues—stream stability, fl ooding potential, etc.—and how we can address these issues and what we can incorporate into the area through low-impact development strategies,” Welch said.

“We have acquired land for our future library and are in the beginning stages of development,” Schenk said.

“For example,” Welch continues, “if through the assessment we fi nd an area that often fl oods we will not promote building on it. Rather we might suggest a park would be better there.”
Indeed, Granger plans to turn much of the Oxley Creek waterway into park and trails.
“We want it to be jewel for the city with a trail system that runs alongside it to connect all of our parks and walk bridges throughout the community,” Schenk said.

PERMEABLE PAVEMENT SYSTEMS Roads, parking lots, and driveways account for over 60% of impervious surfaces in urban areas. Consequently, pavement is the largest generator of stormwater runoff. Pervious pavement allows water to infi ltrate into layers of rock placed below the pavement and then into surrounding soils. A perforated drain pipe is installed in the rock chamber. If surrounding soils won’t allow water to percolate, water will move to the drain pipe and be slowly discharged. The movement of water through the rock and soil helps fi lter out pollutants, maintain stable stream fl ows and can reduce fl ood potential.

RAINGARDENSSpongy soil is the secret to most Rainscaping practices, including the rain garden. When deciding where your rain garden goes, place it so it will intercept and capture runoff water, at least 10 feet from foundations.
BIOSWALESBioswales are vegetated paths installed as an alternative to underground storm sewers. The bioswale is engineered so runoff from frequent, small rains infi ltrate into the soil below. When larger storms occur, bioswales slow the fl ow of runoff while using above ground vegetation to fi lter and clean the runoff before it ends up in the local stream.
BIORETENTION CELLSBioretention involves the capture and infi ltration of stormwater runoff from impervious surfaces to reduce water pollution and stabilize stream fl ows. Bioretention cells can be used in most settings including parking
