“Demolition Permits”
Subject: Issuance of a “demo” permit to provide for the removal of a structure from a property.
Policy: A Building Permit Application is required. (On the application under ‘what are you applying for’, demolition would be selected.)
The cost of a demolition permit is $150.
A demolition permit includes the structure above grade and the foundation.
An inspection must be called after the work is deemed to be complete.
Prior to the issuance of a demo permit the owner should sign the “Notice to Applicants” and that document should be saved with the file. If the owner believes that the land was used for industrial or commercial purposes then the applicant must fill out the full Schedule 1, (Contaminated Site Profile).
We should also include the archaeological handout with every demo permit and make a note on the permit that the arch handout was given.
All demo permits should be signed by a building inspector and the owner.
The following items should be considered when issuing the building permit:
• The safe termination of services such as water, sanitary, and storm connections as well as gas and electrical utilities.
• Is the demo within a development permit area? Planning department should look at demolition permits

• Hazardous material (asbestos, chemicals, etc.) to be removed as per Ministry of Environment
requirements.
• The contractor is responsible for all permits including arrangements for street closures if necessary.
Reason: Utility charges would continue and the building will remain on the tax roles until a demo permit has been issued.

5. I/We understand that Environmental Health Officers will no longer be expected to review referrals for building additions, alterations to buildings, decks, private pools, auxiliary buildings, etc. for the purpose of on-site sewage disposal assessment. I/We further understand it is my/our responsibility to retain an “authorized person” to carry out these assessments.
6. I/We acknowledge that where the Regional District requires that Letter of Assurance be provided by a Registered Professional in accordance with this Building Bylaw, I/We confirm that I/we have been advised in writing by the Regional District that it relied exclusively on the Letters of Assurance in respect of the review of the plans, drawings, specifications and supporting documents submitted for a building permit.
7. I/We further acknowledge that I/We have relied only on the Registered Professional for the adequacy of plans, drawings, specifications and supporting documents submitted in the application for a building permit.
8. I/We acknowledge that I/we have been advised to obtain independent legal advice in respect of the responsibilities I/we am assuming upon granting of a permit by the Regional District pursuant to my/our application and in respect of the execution of this document.

NOTICE TO APPLICANTS This notice is to applicants for Demolition Permits, Development Variance Permits, Demolition Permits, Soil Removal Permits and Zoning Bylaw Amendments. Under the Environmental Management Act, you are required to complete the attached Site Profile (Schedule 1) only if you know, or reasonably should know, that the land under application is or was used for industrial or commercial purposes or activity. Please refer to Schedule 2 of the Contaminated Sites Regulation for a list of industrial and commercial purposes and activities. You must submit the completed profile along with your application to the Sunshine Coast Regional District. If in completing Schedule 1 you answer “yes” to any questions listed in sections IV to IX, the Regional District upon receiving your completed site profile will forward it to the Ministry of Water, Land and Air Protection (Surrey Regional Office) for further investigation and follow-up. If in completing schedule 1 you answer “no” to the questions listed in sections IV to IX, the Regional District upon receiving your completed site profile will forward it to the Ministry of Water, Land and Air Protection (Victoria Office) for inclusion within its registry. Failure to satisfactorily complete Schedule 1, if required, may result in delays in processing your application to the Regional District. GYPSUM BOARD DISPOSAL Beginning June 1, 2012 at SCRD landfill sites
Until the 1980’s the tape and joint compound used to seal seams, and fill gaps and corners
between gypsum boards may have contained asbestos. Asbestos containing material is safe if it
is left intact. When it is disturbed or damaged asbestos fibers are released in the air and when
inhaled can lead to asbestos-related disease such as asbestosis and mesothelioma. Asbestos
related diseases usually develop many years after the person has been exposed to asbestos.
If the tape and joint compound contains asbestos, then you must wear appropriate protective
equipment and precautions must be taken to contain the release of asbestos into the air when
disturbed. Before you begin your renovation or demolition project:
Contact a qualified professional to sample the joint compound and have it tested for
asbestos (see list of Testing Providers);
If the lab results show no asbestos, then you can take the gypsum to SCRD
landfill sites with your lab results and completed form (see reverse); without
lab results the gypsum will not be accepted.
If positive for asbestos content (0.5% or greater) contact a certified Asbestos
Abatement and Disposal company regarding its safe removal and disposal.
SCRD landfill sites will not accept this material.

• Clean Gypsum Board off-cuts from new construction.
• Gypsum Board that is painted or with attached tape, joint compound, textured finish or
mud) accompanied by documentation verifying the material has been sampled and tested
at a certified laboratory and found to be less than 0.5% asbestos containing in compliance
with WorkSafeBC requirements.
Banned Material:
• Gypsum board that is not clean and is not accompanied by documentation verifying the
material has been sampled and tested at a certified laboratory.
• Gypsum board that has been tested and found to contain asbestos in quantities greater
than the WorksafeBC requirements.
