What is HACCP
Value of HACCP
Some Facts About Invasive Species Cost an estimated $123 billion annually in economic loss. Impact nearly half of the species currently listed as
Threatened or Endangered under the U.S. Federal Endangered Species Act.
Impact the health of a wide variety of species (i.e., West Nile Virus, VHS, H1N1, rat lung worm).
4,600 acres of public lands in the West are lost to noxious
weeds each day.
$150 million/ year to protect and treat buildings and other wooden structures in the Hawaiian Islands (subterranean termite)

Unique life history characteristics for each species, whether plant, animal, or pathogen, provide unique control options/challenges. Our approach is efficient in that it addresses management actions for the pathway. Another component of HACCP is Integrated Pest Management approach to control measures.
PATHWAYS
What is HACCP Hazard Analysis and Critical Control
Point planning
HACCP= science-based planning document
Facilitated discussions identify prevention
methods and actions to control non-targets from the process
Conceptual risk assessment and risk
management to identify practical alternatives if needed
Provides a tool for meeting the needs
identified in E.O. 13112
Executive Order 13112 of February 3, 1999 -- Invasive Species
Presidential Documents Executive Order 13112 of February 3, 1999
Invasive Species By the authority vested in me as President by the Constitution and the laws of
the United States of America, including the National Environmental Policy Act of 1969, as amended (42 U.S.C. 4321 et seq.), Nonindigenous Aquatic Nuisance
Prevention and Control Act of 1990, as amended (16 U.S.C. 4701 et seq.), Lacey Act, as amended (18 U.S.C. 42), Federal Plant Pest Act (7 U.S.C. 150aa
et seq.), Federal Noxious Weed Act of 1974, as amended (7 U.S.C. 2801 et seq.), Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq.),
and other pertinent statutes, to prevent the introduction of invasive species and provide for their control and to minimize the economic,
ecological, and human health impacts that invasive species cause, it is ordered as follows:
/s/William J. Clinton THE WHITE HOUSE, February 3, 1999.
HACCP History • 1970’s National Aeronautics and Space Administration for
the reduction of food crumbling and spoilage
• 1970’s U.S. Food and Drug Administration adopted HACCP
• 1990’s Codex Alimentarius, an agency of the United Nations adopted HACCP
• 1990’s World Trade Organization Agreement on the Application of Sanitary and Phytosanitary Measures and the Technical Barriers to Trade
• 1990’s European Union initiated the requirement for HACCP for the import and export of fish and fish products
• American Society for Testing and Materials (2008) examines feasibility of 5-Step HACCP as an industry standard
HACCP for NRM
•Sea Grant develops ANS-HACCP •Train NR Agencies and bait industry (e.g., wild bait fish) •USFWS modified HACCP
HACCP: form and function Standardized forms Identifies prevention measures and control
points Local experts and knowledge Peer reviewed Implement and revise
Systematic Steps in HACCP Planning (HACCP manual p. 3-1)
Step 1 - Activity Description (who, what, when)
Step 2 – Identify Potential Hazards (unintentional)
Step 3 - Flow Diagram Step 4 - Hazard Analysis Worksheet (prevention and control points and methods)
Step 5 - HACCP Plan Form
Ken A. Langeland, University of Florida, www.forestryimages.org
Key HACCP Terminology
Target - whatever is intentionally being moved from place to place
Non-target - any species that may be present in the action area, but is not the species for which an action was initiated; aka hazards
Key HACCP Terminology
Pathway - an activity or process through which a species is transferred to a new location where it could become invasive
Risk - an estimate of the likely occurrence of a hazard
www.fws.gov/.../slide0059.htm
Review of HACCP Terms
Bananas= target
Pathway= harvest, transport, and delivery of bananas
Poodles= non-target
Key HACCP Terminology
Control point - any step at which potential hazards can be controlled
Critical control point (CCP)
- the best point, step, or procedure at which significant hazards can be prevented or reduced to minimum risk
Control point ?
Critical control point ?
Prior to net being loaded onto shore in America and poodles being released
Collecting bananas, loading bananas into cargo net, arranging bananas on boat, putting bananas into cargo net, lowering cargo net onto shore in America, unloading cargo net in America

Value of HACCP HACCP is a tool that can help reduce
the risk of moving invasive species unintentionally
HACCP is pathway focus HACCP process can be useful for many
activities (e.g., field sampling, site visits, road and trail maintenance)
Future opportunities for implementing HACCP within Natural Resource Agency programs and demonstrate “do no
harm”
