Architect Centre Sdn Bhd is the building inspection and advisory service centre of
Pertubuhan Akitek Malaysia (PAM) set up in joint venture with Archicentre Pty Ltd, the
Australian national provider of design, advice and inspection services.
PAM is the Malaysian Institute of Architects representing almost all architects currently in practice
Architect Centre was officially launched by the Minister of Housing and Local Government,
Dato’ Seri Ong Ka Chuan, on 8 May 2008 at the Sime Darby Convention Centre

Architect Centre’s reports are prepared according to Malaysian Uniform Building By-Laws UBBL; Standards and Tolerances to Construction Industry Standards CIS 7:2006 and other regulatory requirements of the relevant authorities. Green Building Index (GBI) Advisory The Architect Centre architects and engineers are also Green Building Index Facilitators, specially trained to provide green design, audits and recommendations for building projects to achieve Green Building Index. GBI Rating Assessment for Existing Building We help clients to review and assess the current status of Design and Performance of their property in relation to GBI rating. GBI Commissioning Specialist The Architect Centre GBI CxS is an independent, third-party expert who serves as an objective advocate of the owner, directs the commissioning process, and presents final recommendations to the owner regarding the performance of commissioned building systems.

BUILDING CONDITION STATUS REPORT
A building condition report will provide a basis for clients
to:
a) Assess budgetary requirements for renovations,
upgrading, retrofitting, refurbishments and restoration\
to new and old buildings.
b) Identification of potentially “sick” buildings with
recommendations for corrective actions for rectifications,
and/or to implement an effective programme for
repairs, replacements and maintenance.

OF STRATIFIED PROPERTIES:
Building Condition (Common Property) Inspection & Report An independent formal building condition status report
containing a photographic record of defects, health, safety
and security issues with advice on solutions to remedying
them cost-effectively. The report enables the committee to
establish a record of the existing building condition for
purposes of on- going maintenance management.
During the interim period before issuance of strata titles,
the JMB is responsible to manage the common property
under the Building and Common Property (Maintenance and
Management) Act 2007, which mandated the management
handover from the developer to the JMB.
However, JMB are not professional building managers - but is answerable to the property owners
and residents on the state of the building apart from the financial accounts.
Most JMBs do not know where to start, what to do and what are the critical items to resolve.
We help JMB establish the condition status and prioritise quickly what needs to be done
through the proper way and in a professional manner.
In the interest of the unit owners and residents, it is critical that the JMB commissions a complete
independent assessment of the building for responsible parties to rectify defects especially if it is still
within the Defects Liability Period.
• Helps resolve unreported and unresolved patent and latent defects found in Common Property/Areas
• Facilitates the setting up of a Sinking Fund Maintenance and Management Plan to anticipate costs,
expenses and accessibility issues

Maintenance, Repairs & Replacement and Renewal (MRR) Report and Sinking Fund Management Plan
Comprehensive inspection and report providing detailed Maintenance, Repairs and Replacement (MRR) information to help plan and establish the necessary budgets for periodic maintenance.

FOR HOMEBUYERS, HOME OWNERS, HOME RENOVATORS
Pre-Purchase Inspection A systematic visual inspection of an existing property providing an analysis of the building condition prior to the purchase by a prospective buyer.
Property Inspection A systematic visual inspection of an existing property completed for the home-owner as a routine safety check and maintenance.
Defects Liability Inspection Report A report prepared on behalf of the client for the purpose of submitting to the developer to make good defects under Defects Liability Period. When should it be done? Upon Vacant Possession (or at anytime) till before the expiry of the Defects Liability Period, provided that extensive renovations have not been carried out.
Post-Purchase Inspection (Pre-Renovation) A systematic visual inspection of an existing property providing an analysis of the building condition after the purchase to plan and budget for repair and renovation.
Pre-Tenancy and Post-Tenancy Inspection A systematic visual inspection of an existing property prior to the rental by a tenant, providing an analysis of the building condition. To be followed up with an additional inspection on completion of the rental period.
Architects / Engineers Advice Report Independent professional advice covering any of the following building issues: planning and building regulations, procedural, technical matters, design and defects issues, maintenance and repairs, and dispute resolutions.
A formal record and documentation by an independent third party is critical to avert potential disputes and/or to resolve disputes that will be costly if protracted.
Concept Designs Provides concept drawings and cost estimates for a proposed extension / renovation or new house design.
These drawings are intended to explore some of the options open to Clients, given the conditions and budget that Clients have to work with.

ARCHITECT CENTRE INDEPENDENCE POLICY STATEMENT
Architect Centre and its inspector(s) are committed to providing an independent inspection and report without
undue influence from any parties including that of the Client.
Architect Centre’s Policies and Practices to Protect Independence
Architect Centre established the following policies and practices to protect the independence of the Independent Building Inspector(s):
a. In performing its services, Architect Centre and its inspectors shall liaise only with the Client’s appointed representative(s) to liaise, direct and carry out the day-to-day coordination with the inspector(s);
b. Architect Centre and its inspectors shall not be involved nor be compelled to be involved in the following services other than specified in the Contract of Service that could distract and/or disrupt the provision of our independent services:
Joint Inspection with non-appointed parties;
Meetings with other parties of the Client at large;
Resolution of Disputes, Arbitration & Mediation, unless contracted in a separate agreement;
c. To ensure effectiveness of Architect Centre’s role in carrying out its services, its inspector(s) shall be independent of management and any business or other relationship that could materially interfere with the exercise of objective, unfettered or independent judgement by the Inspector(s) or the Inspector’s ability to act in the best interests of the Client within the scope of services as specified in the Contract of Service;
d. Architect Centre may adopt such other practices and policies as it deems appropriate to ascertain and/or arrive with an independent report including recommendation for Opening Up of completed works, Specialist testing, independent lab reports etc.; and such recommendations should not be unreasonably withheld.
e. To facilitate the inspection and reporting, the Client shall be responsible for making sure all information,
documents, materials requested for conducting the inspection are made available on-site including safe, full and unimpeded access which shall be reasonably provided on the scheduled inspection dates with electricity and water connected.
f. Architect Centre reserves the right to cancel or postpone the scheduled inspection due to non-availability of consultants, non-disclosure of information and/ or required documents for inspection, accessibility, and availability of utilities and access equipments and weather conditions, or due to any other circumstances that may possibly affect the provision of the service on site.
g. The independent report issued shall be certified as correct by the reporting person and be the final report, and upon submitting such final report the duties of the reporting person shall cease. There shall be no obligation to make any additional reports, summary, briefings, presentations, beyond the original scope of work and fees paid. Upon the request of the Client, a new and separate contract service agreement shall be made for additional scope of works.
h. The report shall not be used in any dispute resolution process or court litigation without the expressed permission of Architect Centre. The report is to guide the Client on recommended course of action only.
i. Where there is a staged payment term, balance payment shall be made immediately upon completion of report irrespective of the contents and findings made in the report.
j. (a) If you are dissatisfied with the Report you must give Architect Centre written notice specifying the matters
about which you are dissatisfied before taking any remedial action.
(b) Within 28 days of giving the notice, you and Architect Centre shall meet to attempt to resolve the
matters.
(c) If at the expiration of 28 days from the giving of the notice any dispute, controversy or claim arising out of
the matters shall remain unresolved, the matters shall be the subject of a mediation to be conducted
by a mediator appointed by agreement between you and Architect Centre or appointed by the President
of Pertubuhan Akitek Malaysia (PAM), with the cost of such mediation shared equally by both parties.
(d) In the event that the matter has not been resolved within 28 days after the appointment of a mediator,
such dispute, controversy or claim may be submitted to litigation.
k. Without prejudice to our rights and remedies of such failure, and without incurring any liabilities
whatsoever for the delay or otherwise - to suspend the provision of service at any time at Client’s costs
and to continue the suspension until such independence has been ensured.
