LUCKNOW : The high court hasrestrained the UP ElectricityRegulatory Commission(UPERC) from announcing theretail distribution tariff orderfor now, asking it to file itsresponse in the form of a coun-ter affidavit to the issues raisedby a petitioner by July 8, afterwhich the court may issue fur-ther directions.

The court order comes at atime when the commission wasgearing up to announce thetariff order for 2021-22 soonafter completing all other proc-esses. The move would furtherdelay the finalisation andannouncement of the tarifforder that, as per rules, shouldhave come into effect fromApril 1, said people aware of thematter.

“Till the next date of listing,no final decision shall be takenby the Commission in the mat-ter of fixation of tariff withregard to which public hearingwas allegedly conducted on19.05.2021 pursuant to thenotice under challenge,” statedthe high court bench compris-ing justice Sunita Agrwal andand justice Sadhna Rani (Tha-kur) in an order on June 23.

Confirming that the courthad asked the UPERC not toannounce the tariff order,UPERC secretary Sanjay Singhsaid: “The commission is pre-paring its response and will file

the same in the court beforeJuly 8, the next date of hear-ing.”

The petitioners, ArvindAgrawal and two others, intheir writ petition said that thepublic hearing that the UPElectricity Regulatory Commis-sion held on May 18 throughvirtual mode was simply aneyewash and the entire processof finalisation of the tariff wasillegal.

“The petitioners, consciousmembers of public being stake-holders have been deprived ofopportunity of hearing,” theycontended.

The petitioners argued thatCovid was at its peak in the firstand second week of May, 2021and infections were rising rap-idly at that point of time.According to them, no effectivepublic hearing could be doneon May 18 when the state wasstill undergoing partial CoronaCurfew.

“This apart, one of the con-ditions in the notice dated May10, of submitting written objec-tions and affidavit by the stake-holders, in any case, could nothave been completed onaccount of the partial curfewdeclared by the state govern-ment,” they said. The counselappearing for the petitionerspointed out that a completeprocedure had been providedunder Section 64 of the Elec-tricity Act, 2003 read withclause 5.8 and 5.9 of Regula-tions 2019 framed there under.

AGRA/MEERUT/VARANASI/ PRAY-AGRAJ/LUCKNOW: Between mid-May and mid-June, the UttarPradesh government announceda slew of orders and measures ina bid to turn around the vast butneglected network of commu-nity health centres (CHCs) andPHCs (primary health centres).

Now, the work has begunstatewide to improve them,make them well equipped andhave their own oxygen genera-tion plants. The governmenteven asked all the MPs/MLAs,ministers, public representatives(such as mayors and corpora-tors) to adopt CHCs and PHCsand pump in their developmentfunds into this oft-neglected firstline of health centres in the state.

There are a total 3,011 PHCsand 855 CHCs in the state.

Even in their present ram-shackle state, many of these cen-tres were turned into Level-1Covid hospitals (CHCs) andCovid vaccination centres (bothCHCs and PHCs) and served peo-ple in quite an unsung manner.

The doctors there workedlong hours unnoticed, and ini-tially without sufficient protec-tive gear, in these CHCs andPHCs. They served the poor withCovid screening or other ail-ments.

Tending to migrants Take the case of Khandoli CHC inAgra and Dr Upendra Kumarthere. In the first wave of Covidin 2020, the UP governmentturned this CHC into an L-1 cate-gory hospital. Dr UpendraKumar had since been workinglong hours and without caringfor weekly off and leaves. TheCHC and Upendra attended to alot of migrant workers, whowere rushing back in panic dur-ing the lockdown last year.

‘It was an added responsibil-ity, but we cherished the trustexhibited in selecting our CHC asL-1 facility in pandemic times.We had 53 admissions at CHCand all were discharged, barring10 cases which were referred to

SN Medical College,” said DrUpendra Kumar. “Kuberpur, thevillage where Agra-NoidaExpressway ends, was withinlimits of our CHC and thus wehad an important task of testingand treating the migrant labou-rers coming from the NCR(National Capital Region). Weorganised camps and thermal-screened these labourers. Wehad limited staff and thus work-ing hours extended to 14 hourson average in a day,” says DrKumar, 41.

The CHC screened over 4,000migrant workers and providedthem treatment before sendingthem off to their home districts.

“We had made three rapidresponse teams (RRTs) for Covidand even went to cold storages toscreen labourers there,” he said.Agra is part of UP’s potato belt.

“Among the migrants who wescreened, about 1,600 were fromJammu and Kashmir,” he says.

Dr Kumar says his CHC is bra-cing up for the possible thirdwave of the pandemic. He ishappy that the local MLA hasadopted it for improving the cen-tre.

“The MLA Ram Pratap SinghChauhan has adopted it. Now,we have a 10-bed pediatric inten-sive care unit (PICU) and an oxy-gen plant is also coming up onour CHC premises,” added DrKumar.

Engaging social influencers In a remote CHC in Meerut’sHastinapur, a doctor experi-mented a bit by associatingsocial influencers for identifyingpatients of Covid-19 in villagesand providing them treatment.The effort by Dr Ankur Tyagiand his team was widely appre-ciated.

Dr Ankur Tyagi is in charge ofrural-based Hastinapur CHC(Meerut district) which provideshealth facilities in 91 villages.

“I was made a model officer ofthree urban PHCs ( Nanglabat-

too, Jai Bheem Nagar and Rajen-dra Nagar) for implementing thesimilar model for identifyingactive corona cases and sendingthem for treatment,” said DrTyagi.

He said initially it was verydifficult as cases of Covid-19were on the rise and CHC hadlimited staff to visit the villagesfor identifying symptomaticpatients.

“Villagers were reluctant fortests and isolating symptomaticpatients was essential to preventother villagers from gettinginfected,” said Dr Tyagi whothen decided to seek the help ofsocial influencers ( mainlyunqualified doctors in villages)and formed a WhatsApp groupof 50 persons including influen-cers, CHC doctors and healthworkers. These social influen-cers are quite popular among vil-lagers and also enjoy their trust.

“All of this helped us pene-trate even the remote villagesand CHC’s ongoing ActiveCorona Search campaign yieldedgood results,” said Dr Tyagi.

He then also ran a campaignto distribute ayurvedic kaadha(medicinal brew) along withmedicine kits to villagers andpatients in more than 70 villages.

His team and he administeredvaccines to the 1,442 people inthe 45-plus age group in a singleday.

Reaching out to far-flung area In Sonbhadra, a backward dis-trict in eastern UP, Dr ShishirSrivastava, 36, medical officer-in-charge of Myorpur CHC, didextensive work in this far-flungarea during Covid-19’s secondwave. Dr Srivastava’s CHC isaround 80km from the districtheadquarters.

“On an average, three to fourpatients with oxygen levelsbelow 80 came here daily. Wegave them the prescribed pri-mary treatment, oxygen supportand, once they became stable,

sent them to L-3 (Level-3 Covidhospital) hospital.”

The CHC already had fouroxygen cylinders and once thesecond wave hit, it (CHC) got fiveoxygen concentrators as well. DrSrivastava said his team con-ducted awareness drives in thevillages, appealing to the symp-tomatic people to get their Covidtest done at the CHC.

“Thereafter, many locals whohad fever, cough or cold, cameforward and got their test done.The non-symptomatic people,who were tested Covid-19 posi-tive, were given medicines andasked to stay in home isolation.The team monitored their healthcondition for 14 days. Consistentteam efforts help us manageCovid-19 situation in this far-flung district,” said Dr Srivas-tava.

His team and he did not take abreather when the cases begandeclining.

“We started visiting all the vil-lages in our area and beganmotivating villagers for Covidvaccination. There were manymyths and apprehensions intheir minds to be busted.”

Working without weekly offs Dr Ram Gopal Verma and hisCHC in the eastern UP’s Prayag-raj attended to patients in a simi-lar manner.

Dr Verma, a 42-year-old Pro-vincial Medical Services (PMS)

doctor, has spent sleeplessnights since April 2020 andworked without taking weeklyoffs.

“Barring 15 days in September2020 when I myself tested posi-tive for Covid-19 and had toremain in home isolation till Irecovered, I worked at the CHCevery day and many nights. Andduring the intense phases of thepandemic, I stayed in the smallquarter allotted to me on thecampus instead of going home tomy wife and kids at my residencein Kaladipuram locality in thecity,” he said.

He is in-charge of the Mau-aima CHC located around 35kmfrom Prayagraj’s trans-Gangaarea. The onus of catering to themedical needs of a large chunkof the population, including theMauaima village comprising18-odd hamlets with a combinedpopulation of around 25,000, lieson his shoulders.

Amidst the pandemic, his taskof personally seeing the patients,ensuring fellow doctors and staffattend to the needy coming tothe CHC and managing the CHChas changed dramatically.

“Now I am also overseeingproper receipt of Covid-19 vacci-nes and their administration,availability of medicines etc,identifying suspected coronacases and overseeing their treat-ment through home visits aswell as distribution of medicalkits etc among the needy,

besides handling emergencycases like deliveries which areattended to 24x7. The big task isalso to meet villagers, allay theirfears and convince them to takethe jab,” said a smiling DrVerma, a qualified paediatricianand a pass-out of the prestigiousKing George’s Medical Univer-sity (KGMU), Lucknow.

Then there are online meet-ings with officials, besides face-to-face review meetings thatrequire travel to the districtheadquarters.

Dr Verma, who joined PMS in2006, has stayed modest abouthis work and challenges.

“All my colleagues are doingthe same thing,” he said.

Scripting a turnaround Dr Ashwani Chaurasiya, 38,resorted to multi-tasking at theBhathat CHC in Gorakhpur andplayed a pivotal role in upscalingit. He took over as in-charge ofthe CHC in June 2019 muchbefore the Covid pandemic setin.

At that time, people shiedaway from CHC located 25 kmeast of Gorakhpur as it lackedfacilities and services, doctorsand para-medical staff. Thesedays, the Bhathat CHC is themost preferred destination of thepatients residing in the ruralareas of the district. Around 500to 600 patients visit the OPDdaily at the CHC that now has abattery of doctors and para med-ical staff. It also has an emer-gency ward.

“When the first wave of pan-demic hit the country in March,2020, the CHC worked as referralcentre. The sample of the sus-pected Covid patients weretested at the Covid helpdesk setup in the health centre. The posi-tive patients were sent to thelevel one facilities by the ambu-lance,” said Dr Chaurasiya.When OPD services resumed atCHC after the first wave, thehealth centre became even morebusy,” he said.

LUCKNOW: : UP governmentschool teacher, Firoz Khan, 37, isamong several teachers selectedfor the national award for teach-ers using Information Commu-nication Technology (ICT) forinnovation in education, 2018and 2019, announced by the Cen-tral Institute of EducationalTechnology, NCERT, New Delhi.

Firoz, an assistant teacher atprimary school, Chidawak inBulandshahr, used technology totransform the way education isimparted in schools.

“There were just 150 studentswhen I joined the school onOctober 23, 2007. In 13 years, thestrength has increased to 800.That’s because I started usingtechnology in classroom to makelearning fun,” he said.

“The biggest challenge was tomake education interesting forthem.

“I started using my mobilephone and tablet to teach themrhymes and realised that theyshowed greater interest. “

“As the attendance began toimprove, I began using theaudio-visual mode of communi-cation to teach other subjects aswell. Today, students don’t wantto miss any class,” he said.

Presently, there are 18 teach-ers, including 3 para teachers,busy imparting quality educa-tion to students.

During the first wave of COV-ID-19, Firoz took to street paint-ings in Bulandshahr to createawareness about the virusamong rural masses.“Throughthese paintings, we are educat-ing rural people the importanceof staying at home,” said Firoz.

Rajbhar had also offered tomake Nishad party chief SanjayNishad as deputy CM after hedemanded the BJP to projecthim as deputy CM in lieu of thevotes of backward Nishad (boat-men and fishermen) communitymembers.

After his meeting withMaurya and chief minister YogiAdityanath, Rajbhar dropped his‘deputy CM’ demand.

“The CM has indicated that hewould listen to us. He has saidwe will hear good news. Webelieve him,” Nishad said.

LUCKNOW: The Uttar Pradeshunit of the Provincial MedicalServices Association (PMSA)has urged the state governmentto ensure that the benefitsannounced for the dependentsof government doctors, whodied imparting duties duringCovid-19 pandemic, are given tothe beneficiaries at the earliest.

In a letter, the PMSA hadreminded the state governmentthat while it had announcedseveral benefits for the depend-ents of the deceased doctorsnone had been provided to thedependents of the beneficiarieseven after passing of a year

since the start of the pandemic.“For the state government,

the deceased doctors are amere number but for the PMSAits loss of family members. Thedoctors’ fraternity is stunnedand sad over the death of col-leagues.

The association is workingto collect the details of the doc-tors who died during Covidpandemic from its sources, thestate government should getthe list verified from its officersin various districts. The gov-ernment should also compilethe list of the deceased doc-tors,” said Dr Sachin Vaishya,president, PMSA, UP.

“The state governmentshould pay the ex-gratia, give

to Covid in 75 districts. All benefits will be given to

the family members of thedeceased doctors and thehealth department hasappointed Director Health(administration) as nodal offi-cer for the implementation ofthe benefits announced for thefamily members of thedeceased doctors,” he said.Former president of Lucknowbranch of the Indian MedicalAssociation (IMA) Dr PK Guptasaid the IMA Lucknow has pre-pared a list of 60 doctors whodied due to Covid in Lucknow.If the list of deceased doctors ofremaining 74 districts is com-piled, the number will run inhundreds, he said.
