NEW DELHI: When BJP presi-dent Amit Shah rushed toPatna on Tuesday morning,he was accompanied by atleast eight senior Ministersin the NDA government anda couple of his trusted aidesto douse infighting in theState unit. Within two days,Mr. Shah has deployed allthat manpower to micro-manage the most importantpolitical test facing the BJPsince winning the generalelection in 2014 — the BiharAssembly polls.

According to top sourcesin the party, Mr. Shah hasdivided the State into 12‘zones’ or ‘divisions’, eachhaving at least three districtscovered under it (Bihar has37 districts in all). A “rajnitikprahari” or political supervi-sor has been appointed toeach of these divisions, most-ly Union Ministers like RaviShankar Prasad, GirirajSingh, Radha Mohan Singh,Thawar Chand Gehlot, RajivPratap Rudy and J.P. Naddaor a party heavyweight like

BJP national general secre-tary Kailash Vijayvargiya.

These political supervisorswill have one purely organi-sational man under them(usually on loan from theRSS) to take care of nuts andbolts issues. “All these peo-ple, in the areas assigned tothem, will get in contact withparty workers, local leader-ship, and be available for anyairing of grievances,” said asource.

PATNA: Making its maiden pitchfor power in Bihar, the BJP onThursday released its visiondocument promising five decimalland to the landless for housing,laptops to 50,000 meritoriousstudents and two-wheelers to5,000 girls passing class X andXII examinations.

All homeless people will begiven houses equipped with puredrinking water, toilet andelectricity by 2022, the BJP’svision document said.

The saffron party, as a seniorcoalition partner under the NDAbanner, has proposed aneducation loan guaranteescheme under which loan will bemade available at the rate of

will get special scholarship fortechnical and professionaleducation, while a specialbureau will be set up to makeavailable information to thosestudents aspiring to go abroadfor higher education.

COLOMBO: The United NationsHuman Rights Council in Ge-neva on Thursday adopted aconsensus resolution on ac-countability for the alleged hu-man rights violations duringthe Sri Lankan civil war.

Sponsored by the U.S., theU.K. and other countries, in-cluding Sri Lanka, the resolu-tion called upon Colombo toestablish a credible judicialprocess, with the participationof Commonwealth and otherforeign judges, defence lawyersand authorised prosecutorsand investigators, to go into thealleged rights abuses.

The Office of the U.N. MUMBAI: Documents seizedfrom Samir Gaikwad — an ac-cused under arrest in con-nection with the murder ofsocial activist Govind Pan-

sare — indicate a link to themurders of rationalist Na-rendra Dabholkar and notedscholar M.M. Kalburgi.

Investigating agenciesworking on these murdercases have found several mo-bile numbers in the diariesseized from Mr. Gaikwad, saysources in investigatingteams.

Mr. Gaikwad is a full-timemember of extreme rightwing Hindu organisation, Sa-natan Sanstha, which has itsheadquarters in Goa’s Ram-nathi village.

In the past, a few of itsmembers were found in-volved in three blasts — atThane and Vashi in Maha-rashtra and Madgaon in Goa.

“We have shared all infor-mation. Mr. Gaikwad hadnoted down many mobile

numbers in his diaries,which we traced. Many ofthe numbers were already onour radar and we are work-ing on it,” an officer told TheHindu.

This hints at the possibleconnection between allthree murders, he added.

The Dabholkar murdercase is being probed by theCentral Bureau of Investiga-tion, while the Karnatakapolice are investigating themurder of Kalburgi.

A Special InvestigationTeam of the Maharashtrapolice, which arrested Mr.Gaikwad, is assigned to thePansare case. Investigatorshave reached Kolhapurwhere Mr. Gaikwad islodged.

“It is likely that the usersof these numbers had closegroups. The numbers couldhave been exchanged be-tween group members en-suring different cell towerlocations for that particularnumber. This makes it diffi-cult to pinpoint a particularperson.”

The investigator said themobile numbers are crucialclues as much time haspassed after the crime.

“The evidence has helpedus to narrow down the scopeof investigation and now weare concentrating on specificpersons,” he said.

NEW DELHI: The Union Home Ministry hassought a report from the Uttar Pradesh gov-ernment on the lynching of a man at Dadri inGreater Noida over rumours that he had con-sumed beef.

The Centre has also sent an advisory to theState to keep a check on incidents of commu-nal violence. Akhlaq, 50, was beaten to deathand his 22-year-old son Danish was criticallyinjured by a 200-strong mob which bargedinto their house at Dadri on Monday nightafter rumours that the family had consumedbeef.

Meanwhile, the Uttar Pradesh police areunderstood to be investigating the role of ‘2-3outsiders’ alleged to have incited the mob tolynch Akhlaq, and assault his son as ‘puni-shment for consuming beef’ on Monday.

A police source said the investigationhinged on ascertaining the identities of themen alleged to be behind an announcement

NEW DELHI: On the suggestionof Prime Minister NarendraModi, the police brass of thecountry will deliberate on in-ternal security and terror inthe marshy Rann of Kutch inGujarat this December.

The 50th Directors-Generalof Police (DGPs) conference,an annual event to deliberateon the issue of internal securi-ty, is likely to be held on De-cember 20 and 21. Though theagenda has not been finalisedyet, a senior government offi-

cial said the primary focuswould be on “radicalisation.”

The Prime Minister is thechief guest for this annualevent, which will be presidedover by Union Home MinisterRajnath Singh. More than 250senior Indian Police Serviceofficers will have to performyoga and participate in a chin-tan shivir (brainstorming)during the two-day confer-ence. They will be put up in

designer cottages built in themarsh. A huge conference hallis also being erected.

Since the terrain is inhospit-able, three helicopters are be-ing put on standby to ferry theofficers from Bhuj — the near-est airport — to the venue.Families of the officers are astrict no this time.

After the NDA governmentcame to power, Mr. Modi hadsaid that all major events need-ed to be shifted out of Delhi sothat other States get equal op-portunity to host big events.

NEW YORK: What are India’s In-tended Nationally DeterminedContributions (INDCs) on cli-mate change going to looklike? This questionhas been the subjectof much speculationin the past weeks.

In an exclusiveinteraction, aheadof the NarendraModi-Barack Oba-ma meeting in New York, inwhich climate change dom-inated talks, Union Ministerfor Environment, Forests andClimate Change Prakash Java-dekar told The Hindu: “India’sINDCs will contain an emis-sions reduction target, as wellas a target for reducing energyintensity.”

According to the Ministerthe reductions may not be asfar-reaching as those of China.Details are set to be an-nounced on October 2.

In July this year, China pro-posed to peak its emissionsaround 2030 and increase itsshare of non-fossil fuels in pri-mary energy consumption toaround 20 per cent by the

same year as part of its INDCs.Further, in a joint statementwith U.S. President BarackObama, Chinese President XiJinping declared that hiscountry would launch a na-

tionwide cap-and-trade system to re-duce carbonemissions from2017.

Explaining In-dia’s stance vis-à-vis China’s, Mr. Ja-

vadekar said India is no matchto its populous contenderwhen it comes to economicgrowth or GDP per capita.Therefore, India has to put ec-onomic growth before com-mitting itself to cut downemissions, a measure that willslow down the economy.

Mr. Javadekar was circum-spect when confronted withthe possibility of India emulat-ing the Western ‘model’ of de-velopment at home.
