BOARD OF DIRECTORS MEETING
MAY 15, 2018
CALL TO ORDER
The meeting was called to order by President Michael Barbour at 10:00 A.M. at the
Lakeshore Village Clubhouse.
PLEDGE OF ALLEGIANCE followed by an explanation by Michael Barbour of why the flag is
at half mast today (it is Peace Officers Observance Day)
DETERMINATION OF QUORUM
Board members present were Michael Barbour, Ann Carney, Steve Howell, Allen
Klibanoff, Mark Pawlicki, Susan Violi. Also attending: Bob Tiley, (Treasurer), Nick
Macelletti (Assistant Treasurer), Margaret Myette (Assistant Treasurer), Susann Barbour
(Secretary), and Linda DiCampli (Assistant Secretary).
CONFIRMATION OF PROPER MEETING NOTICE
The notice for the meeting was posted in accordance with the Bylaws of the Association
and requirements of Florida Statutes.
APPROVAL OF MINUTES
It was moved by Allen Klibanoff and seconded by Susan Violi to approve the Board
minutes of April 17, 2018. The motion carried unanimously.
BOARD REPORTS
ANN CARNEY reported that she is planning for next season’s educational programs.
Following last season’s theme, she is again considering a mix of senior and health issues. She
also plans to bring back the LSV art show (see Exhibit B). On April 9, Ann conducted a
computer class to further assist the directors on use of the LSV server (details are in Exhibit B).
Mary Sullivan and Ann worked together to compare progress of their perspective websites (see
Exhibit B for more details).
Ann gave kudos to the Housingers for their travelogue in April (see Exhibit B) and to Jim
Wolfson for his April movie presentation.
LSV contracts have been posted on the LSV website. The contract sub-committee has
created a version of the Contract Guidelines for residents to use (see Exhibit B). They are kept
in the storage closet. Mike interjected that every resident should consider using this guideline to
be sure their contractor is certified and has the proper insurance. Ann named several projects
which would require licensed vendors.
STEVE HOWELL reported a new contract with Brian Burns. There is no increase in
premiums, however, this may not be true of flood insurance. Margaret Myette and office staff
will be taking care of filing insurance certificates for vendors. Margaret asked that any
insurance certificates that come in be put in her file until she gets the others caught up.

For the Social Committee, Steve thanked the sub-committee that hosted the Kentucky
Derby party and announced the upcoming Pizza/Pasta party to be held at noon on Memorial Day.
He also announced that a Royal Wedding Party would be held on Saturday, May 19, at 6:30 AM
and other events scheduled for this summer. He announced that the Thursday Coffee Hour has
been cancelled until October, but coffee will be available in the Clubhouse at the Social
Committee’s expense (see Exhibit C). The free coffee may not continue after the testing
period— there may be a nominal fee after this time. Michael thanked the Social Committee for
the great events they had this year. Steve thanked the Social Committee members for their hard
work.
Steve stated that we had $1,200 in the Clubhouse funds, but Alyce Gould and Laurie
Pawlicki spent $778 when rearranging the Clubhouse. He suggested that they may have to
make further changes since this arrangement is inconvenient for Board of Directors’ meetings.
Kudos were given to Alyce and Laurie for the new arrangement. During discussion of the new
arrangement, Adrienne Matcham suggested putting extra film on the windows to prevent the
leather furniture from drying, and she volunteered to cover the cost.
SUSAN VIOLI announced completion of the pool except for the locks on the gate.
Though there were problems in dealing with Mr. Dickerson, LSV’s locksmith, another vendor
has agreed to install new locks Thursday, May 17. She stated that there is a 90% chance that the
new cylinders will work with our present Clubhouse key. See Exhibit F for the details.
The Security Committee explored the idea of buying generators to use in the Clubhouse
in the event of power outages due to hurricane or another disaster. The Committee got two bids:
$17,000 from one vendor and $16,300 from another. Susan stated that LSV has a generator and
the committee will give thought to bringing that up to par to use for what we can, but the
generator in the shop won’t handle A/C. The idea of getting a new generator is being tabled for
now. Patty Orban suggested renting a generator, but Susan said the possibility of getting one
during hurricane is slim.
BILL BURKE’S report was read by Michael Barbour. He reported on the landscaping
projects which have been completed (see Exhibit A). He also stated that the irrigation system
will continue working twice weekly for slightly longer periods until when we get more rain.
Michael reported that Egret Lake is the only lake without a floating island. The islands
are anchored from one spot, so they will rotate with the current, and each island contains four
species of plants. He thanked residents for their donations and said that we have exceeded our
goal by $2,000. Michael announced that we were awarded a $2,300 grant from Sarasota Bay
Estuary. He is preparing a proposal to NEST program for $10,000 (see details in Exhibit A).
Responding to complaints about the weedy buffer strips around the lakes, Michael explained
plans for making these areas more aesthetic (see details in Exhibit A). LSV was given a box of
wildflower seeds which are a mix of different species. He discussed the planting of these
wildflowers in the buffer strips with County reps, and they are supportive of the plan. He
further explained that the purposes of the buffer zones are to keep the heavy equipment off the
banks since they are starting to fail and to provide a biofiltration zone for chemicals.
ALLEN KLIBANOFF reported that there has been no activity in the Rules Committee.
The Pest Control Committee is anticipating a report from Walsh on their inspections this next

week for pests this week. Once they get the report, they will contact those residents Walsh was
unable to reach and have them contact Walsh to schedule an inspection.
MARK PAWLICKI has been collecting quotes for replacing driveways and roadways
(see Exhibit E-2 for the details). He also reported that Wilshire Circle East has two retaining
walls in need of repairs, and he has gotten quotes for that (see Exhibit E-3 for details). The
Property Maintenance Committee is still addressing some subsidence issues, but he will talk
about that in Old Business). Bob Tiley said that the road repair at the intersection of Wilshire
Circle East and Wilshire Blvd. is coming up, and we may want Rose Paving to come back to
repair it since it was only repaired a year ago.
BOB TILEY had nothing to report.
OLD BUSINESS
Mark Pawlicki reported having received a proposal from Wilson Structural Engineers to
do a preliminary structural investigation of each of the fourteen villas on Wilshire Circle West
having subsidence issues at a cost of $2,500 (see details in Exhibit E-1). After discussion
among board members and residents, Mark made a motion that we hire Wilson Engineering to
perform a structural analysis of the fourteen units on Wilshire Circle West and report to LSV if it
is a subsidence problem; Steve Howell seconded the motion. All were in favor and the motion
carried..
NEW BUSINESS
Mark Pawlicki, noting a need to repave LSV roadways, got one estimate from Felton on
road paving. He got three quotes (one for red roofs only, one for white roofs only, and one for
just the parking lot). The total proposed cost for the LSV roads and parking lot is $184,932.
The total cost of LSV and LSVS roadways would be $232,760. See Exhibit E-2 for the details.
Mark didn’t check into other options for repairing the roads, but John Nollen had checked on this
when he was Director. Mark will follow up.
The retaining wall also needs repair. Mark obtained one quote from JGG Flooring and
Paint for $4,888. For further details, see Exhibit E-3. After some discussion among Directors
and residents, the discussion was tabled until next fall for the budget since there is only one
estimate.
Mark obtained two bids for replacing driveways. The vendor used in past is $1,000
more than the bids Mark received. One of the driveways was $2,500 more because of its length.
Mark is going to use the less expensive vendor upon giving them specific instructions.
ANNOUNCEMENTS
Michael ended the meeting with the following announcements:
• He reminded snowbirds to plan for their villas and keeping it safe in their absence
• He suggested residents sign up for Code Red, so they can receive alerts from their cell
phones
• He stated that once again LSV will use our Official Business email list as well as the
newsletter e-mail list to keep residents informed
• Since we still are getting unwanted solicitors, he asked residents to ask them to leave if
they come by.

• Margaret Myette reminded everyone to get their air conditioning checked before they
leave for the summer.
• Michael stated the back gate has sensors that are supposed to keep the gate open if you’re
following another car through. However, these sensors didn’t work in one case when
Bob Tiley was going through. The company will be working on that. Bob suggested
that everyone to keep their finger on the button when going through the gate. Mike said
not to press button if the gate is closing.
• Michael announced that the next BOD meeting will be on September 18.
Having no further announcements, Ann Carney make a motion to adjourn the meeting, Susan
Violi seconded the motion. The meeting was adjourned at 11:19 A.M.

EXHIBIT A
Landscape & Lakes and Screening Committees (Bill Burke) Landscape & Lakes
Action request forms for new plantings are still being compiled and held until we begin
to get some consistent rainfall for the growing season.
In early May, TruGreen applied fertilizer and pesticide for regular lawn maintenance and
control of chinch bugs. Fertilizer for trees and shrubs was also applied.
Continued irrigation will occur a little longer until the rains take over.
Save Our Lakes (Michael Barbour, Bill Burke, Dean Taucher) • Floating Islands have been installed in the lakes except for Egret and are being visited by various
shorebirds. • One of two experimental littoral shelves have been completed, and the second will be completed by
the end of the month. • We continue to get monetary donations from residents. This is tremendously appreciated as we
work towards our goal and above. • Thanks to all who have signed the support letter in preparation for the grant proposal to Sarasota
County NEST program, which is for $10,000 (these support letters are worth 25/100 points). • Buffer strips are starting to look weedy. We will work with Ambex on taking care of it.
Wildflower seeds are being considered.
Screening Committee
A screening is scheduled on May 16 for John Samuels who is purchasing the Paolucci
villa at 3871 Wilshire Drive. There are seven other units for sale, but none are under contract.
EXHIBIT B
Education and Communication Committees (Ann Carney) Education
We are requesting that residents provide me with suggestions for program topics they
would like to see starting in the Fall. One project will be a return of the famous LSV Art Show
which was hosted by Fred and Lee Brockman back in 2010. We will be soliciting objects d'art
of all types: fine art, decorative arts, ceramics, pottery, wood carving, furniture making, needle
arts, photography, etc. Snowbirds who are creative over the summer are encouraged to bring
their creations back to LSV to be placed in the Art Show in 2019.
On Monday, May 7, we held a computer class for four Directors on using the LSV Server
to store and archive Association documents. Also, on the 7th, I met with Mary Sullivan of
LSVS to compare progress on the objectives and development of our respective websites.
Do not forget to sign up for Code Red. This is a service offered by Sarasota County.
Residents who sign up for this will receive an email or text message notifying them of an
emergency such as extended utility outages, evacuation notice and route, fire, flood, or chemical
spill.
Travelogue
On Thursday, April 19 at 7 P.M., Jan and Mimi Housinger presented their “4 Stans,” a
travelogue on Kyrgyzstan, Kazakhstan, Turkmenistan, and Uzbekistan.
Thursday night, May 10, Jim and Toni Wolfson hosted Movie Night, and showed the

movie Hannah and Her Sisters.
Special Committees
The Contract Committee continues to pursue the objective of complete and timely
contract data to be posted on the website, and they are currently working on the Certificates of
Insurance for the audit in August. Using the structure of the Contract Guidelines, we have
created a simple form for residents to consider when hiring a contractor: insurance coverage,
bids, licensing, etc.
EXHIBIT C
Clubhouse, Insurance, and Social Committees (Steve Howell) Clubhouse
The furniture has been moved to make room for the new Bistro in the Library wing. The
Social Committee is providing free beverages on a trial basis at the Bistro.
Insurance
There has been no recent activity. Please be sure that all telephone calls concerning
insurance be directed to Jack Bill or Steve Howell.
Insurance files are in order and being handled by Margaret and the office staff.
Social Committee
The Committee thanks the volunteers who made the Kentucky Derby Party a success. A
group of residents have organized a gathering at the Clubhouse at 6:30 AM Saturday morning,
May 19, to watch the Royal Wedding. If interested, there is more information on the bulletin
boards. The Summer Season will begin with a Pizza and Pasta lunch at the Clubhouse on
Memorial Day at noon.
Thursday Coffee Hour has been cancelled until October. However, coffee is available
daily at the new “Bistro”.
Fantastic Friday potluck dinners will continue during the summer months. A complete
schedule of events will be posted in the Clubhouse.

Pest Control and Rules Committees (Allen Klibanoff) There has been no recent activity in either the Pest Control Committee or the Rules
Committee.

Property Maintenance Committee (Mark Pawlicki) The last month has been spent meeting with contractors and requesting quotes for
projects within Lakeshore Village. The subsidence concerns by residents on Mirror Lake
continue. Expert opinions are being sought and will be presented to the board when they
become available. We have an estimate from Wilson Structural Engineers to evaluate the villas
along West. We have an estimate to repair the retaining wall on Circle East.

STRUCTURAL INVESTIGATION SERVICES Dear Mark;
We would be pleased to provide structural engineering services for the referenced project and
submit the following proposal for your consideration.
The scope of work includes preliminary structural investigation for 14 condo units. The
structures are located on the west side of Wilshire Cir. West, in Sarasota Florida. Our
inspections will be general in nature and focused on potential settlement concerns. We
understand many of the units have had previous ground improvement work completed.
Previous efforts have included underpinning as well as pressure grout injection and these
remediations began in 2007.
The individual units are understood to have been constructed with load bearing exterior
masonry walls supported on shallow spread footings. The ground floor is expected to be a
concrete slab on grade. Roof framing includes pre-engineered wood roof trusses. Each unit is
approximately 2000 sf.
Our scope of services will include preliminary investigation of 14 similar units. We have
budgeted approximately 30 minutes per unit with inspections to be completed over one day.
We will review documents from the original construction and previous remediations as
available.
Upon completion of our inspections and evaluation, we will provide a single report
indicating our observations for each unit, potential locations for future geotechnical
investigation, areas where additional structural inspection will be needed and preliminary
recommendations as/if applicable.
Additional services, beyond the current scope of this proposal, may be required based on

information discovered during our inspections. Site visits beyond the initial 7 hours will be
billed hourly per the attached rate schedule. Additional services may include coordination with
and review of geotechnical recommendations provided by a geotechnical engineering
consultant.
Structural repair detailing, if needed would also be included with a subsequent proposal. If
needed, we will provide an additional services proposal to include definition of scope and
fee after our preliminary investigation is complete.

Pool, Security, and Tennis Committees (Susan Violi) Pool
We are still in limbo with the pool lock situation. It is rather a "he said; she said"
situation. The committee met with Mike Barbour on May 9 and decided to bring in a second
locksmith to evaluate the situation. He will be here on Thursday, May 17. We were able to
obtain the cylinders from the current locksmith so that the Clubhouse key will be used for the
pool as well.
Security
The two prices that we have gotten for generators is simply out-of-line for something we
may never have to use. The question now is to find a combination of two smaller units that will
do the job. I have been looking on the web, and there are many options, but we need to consult
a professional for requirements for the A/C and the lights.
Tennis
All seems fine with the tennis courses.
