There was no central framework for reviewing across ministries in India
No framework to look at indicators and measuring outcome of the indicators.
There is no way the Prime Minister could have known that 14 out of 25 activities are completed by the Ministry of Civil Aviation
and 12 activities are ongoing for the Ministry of Health.
The Solution:
Track all ministries using one framework

Create a set of indicators and outcomes to measure for each ministry in consultation with the ministries.
Give user rights to ensure that the users can input data on the platform every quarter.
Let people comment and interact with the data on the same dashboard to ensure proper action and follow-up.
Create a dashboard that lets you track the outcome points and actions against outcomes, for each sector and ministry.
