WHEREAS, Partner-1 and Partner-2 have entered into a Memorandum of
Understanding (MOU) on (Date……) for the purpose of taking part in the bid
arranged by the Buyer for “Introduction of 3G Technology and Expansion of 2.5G
Network” Project of the Buyer, as per the specification of the tender No.:
TBL/PROC/…………., dated: ………… (Herein after referred to as ‘Tender’) which
is also attached with the Agreement as Annexure-A;
AND WHEREAS the Second Party as the joint venture project of Partner-1 and
Partner-2 has participated in the tender, floated by the First Party and
subsequently Partner-1 and Partner-2 have entered into an agreement on
(Date…….) to conduct the works jointly under the Tender,;
AND WHEREAS the First Party issued a Notification of Award (NOA) vide its letter
no. TBL/PROC/…………………. date: ……………, to the Second Party accepting
the proposal of the Second Party for (Percentage of works) of the total works
under the Tender on turn-key basis for services specified in the Tender, provided
the percentage of the ratio of the works awarded to the Second Party which may
be increased or decreased at the sole discretion of the Buyer;
AND WHEREAS as per the provision of the NOA the Second Party has submitted
Performance Guarantee (PG) worth of Tk. ……… (Taka in word), through PG No. -
……., dated. ……., from …….. Bank Limited, ………. Br., ……... The Bill of
Quantity (BoQ) for this work is attached as Annexure-B with this Contract.

AND WHEREAS, the Parties therefore deem it necessary to enter into this
Contract in writing upon which the Buyer will obtain and the Contractor will
provide services to the Buyer.
NOW, THIS CONTRACT WITNESSETH AS FOLLOW:
The Second Party without any reservation and condition, agree to provide services
as per Tender specification for the Network of First Party around the country on
the basis of turn-key supply and services to the First Party.
1. Terms and Conditions for Delivery of Materials
A. The Contract value of this Agreement is (Percentage of works) of
the total price of the work under the Tender, i.e. … BTS sites of
different types, as decided by the First Party and as per the
Tender Schedule (Annexure-A of this Contract). But the First
Party reserves the right to increase or decrease the number of
sites, at its own discretion based on the performance of the
Second Party and other Contractors for the completion of work of
…. sites as mentioned in the Tender. The First Party may select
multiple Contractors (maximum- 4) for completion of work at
required sites under among the responsive bidders of the Tender.
The Second Party will be liable to complete …. Sites as per the
terms and conditions of this Contract. To give work Orders for
additional sites than ….. Sites, the First Party should have taken
consent from the Second Party.
B. The Contractor shall initially be issued with a work order from
Procurement Department/Project Office of First Party describing
the unit prices and the number of the units to be delivered. The
Project Office of First Party will then give site wise Work Orders
under the work orders from Procurement Department/Project
Office.

C. As per description of this Framework Contract, stipulated in the
Tender document (i.e. Chapter-2), subsequent work orders will
be issued, discretely, as per requirement of the First Party.
D. The Buyer shall have the authority to cancel the relevant work
order(s) if the Contractor fails to abide by the time-frame describe
in the relevant work order as per clause no: 27, Chapter-1 of the
Tender document.
E. The Contractor is not allowed to assign the work of service to any
third party without prior written consent of the Buyer.
2. The Contractor shall provide all the necessary and ancillary services
relating to the work under this Contract.
3. The Contractor shall provide all services strictly in compliance with the
specification and terms and conditions specified in the Tender and
subsequent official amendments thereto.
4. The Contractor shall submit invoice/bill, for the turn-key services
under this Contract, in accordance with the unit rates, as described in
BoQ of this Contract.
5. The terms and conditions of payment to the Second Party by the First
Party to be as follows in compliance with clause no# 37, Chapter-1 of
the Tender.
a. An amount of 05% (Five percent) shall be deducted from the
amount of each bill/invoice as “Retention Security” by the First Party.
b. The bill will be paid after deduction of all applicable duties and
taxes and delay surcharge (if any) and any other charges imposed by
the Government time to time.

6. Commitment of After Sales Service
The Second Party, without any reservation and condition, agrees to provide
the First Party the required after sales service during the validity of this
Contract as follows:
A. The Second Party on being infomed by the First party about any
difficulty of any site, shall resolve the problems/difficulties
within 12 (twelve) hours. For any abnormal case, the allowable
maximum respose time for resolving the issue may be 48 (forty
eight) hours.
B. For any delay beyond 48 (forty eight) hours the First Party
preserves the right to impose financial penalty on the Second
Party. Such penalty may vary from 1% to 2% of the total price
for that site or after sales service for each of the delay instant
and for each 24 (twenty four) hours or its parts of delay. Such
accumulated financial penalty will not be more then 10% for a
single site.
C. If such delays become regular phenomenon the First Party shall
have the right to terminate the contract and impose any
amount of financial penalty on the Second Party.
7. The Second Party will provide unconditional warranty for Six Months and
shall solve all the difficulties during the warranty period. Such warranty
period will be counted from the date of rent of that site.
8. All the terms and conditions of the Tender and its all subsequent
corrigendum/ amendment, and this Contract shall remain valid and effective
during the validity of this Contract. If any confusion arises with any or many
of the clauses, it will be solved through mutual negotiation between the
parties.

9. The quoted and agreed unit rates of the work (i.e. BoQ) is attached with the
Contract as Chapter-5.
10. The actual quantities of sites will be considered for payment. So the unit
quoted price will be the standard to calculate the actual cost. If required
detail and revised (BoQ) (submitted by the Second Party) with further cost
break down may be considered. In this case, decision of the First Party or its
representative is final.
11. The Buyer holds the right to cancel this Contract with the Second Party with/
without showing any reason whatsoever. In such case any objection raised by
the Second Party shall not be considered.
12. Law & Disputes
A. This Contract shall be governed by and shall be construed in accordance with the laws of Bangladesh.
B. The parties will attempt in good faith to resolve any controversy or claim
arising out of or in relation to this Contract by negotiations between them. C. If the parties are unable to settle their differences with regards to any
dispute arising out of or in connection with this Contract, the matter will be referred to arbitration by either party and such arbitration shall be conducted in Dhaka in accordance with the provisions of the Arbitration Act 2001.
13. Indemnity
The Contractor/Second Party shall indemnify and keep the Buyer indemnified and harmless against all claims, costs, proceedings, demands, losses, damages, expenses or liabilities including all consequential loss which the Buyer may suffer/incur on account of the Contractor’s failure to comply in whole or in part of any of the terms and conditions of this Contract.

14. Validity of the Agreement:
This agreement shall be valid for a period of 1(one) year and 6 (six) months from the effective date of the Contract and for this purpose the effective date of the Contract shall be the same date of the execution date of the Contract mentioned earlier. This validity period can be extended for further period/ periods, on mutual agreement, and based on the progress of the project (Introduction of 3G Technology and Expasion of 2.5G Network).
15. Copies of the Agreement This Contract is printed in 02 (two) sets on non-judicial stamp papers each
of which shall be treated as original. Each of the Parties shall get a set of original of the Contract.

1. Specifications of Radio Network Planning and BTS Integration
1.1. Radio Network Planning: 1 Network Audit: Contractor shall perform a comprehensive Network Audit of the entire or
“Affecting area/areas” of the Live Network as deemed necessary including but not limited to, 1.1 Affecting area/areas: Contractor shall simulate the effect of deploying new node/nodes and
identify the affecting area/areas as follows 1.1.1 BTS/ Affecting area/areas is the area covered by the contour which value is equal to
the intelligent signal’s minimum accessible strength in respect to the end user terminal (e.g. Mobile hand set).
1.2 Access Network Audit: Either in the entire or in the Affecting area/areas of the Live Network as deemed necessary, Contractor shall perform Drive-test, collect configuration management Data & performance management data, analyze, simulate and submit both live and simulated Network’s QoS and KPIs status report in tabular or map or simulation or document or any other format/formats as deemed necessary including but not limited to 1.2.1 Coverage status including but not limited to Rx-level, Rx-quality, interference level
(SQI, C/I, Ec/Io, pilot pollution etc.) etc. 1.2.2 Other QoS and KPIs status including but not limited to hand over performance,
retain ability, access ability, BER, FER, RLC throughput etc. 1.2.3 Coverage and performance Simulation of the Network 1.2.4 Benchmark report of Qos and KPIs attained from live Network by means of
analyzing Drive-test data, performance management data and configuration management data with QoS and KPIs attained from simulated Network.
2 Radio Network Planning : The contractor shall prepare the radio network planning data for the nodes to be integrated in the network which shall include but not limited to the following, 2.1 Network Audit Report of the affecting area. 2.2 Network simulation output of the affecting area 2.3 Post integration Target KPI and QoS details of the affecting area. 2.4 Rectification work plan including but not limited to,
2.4.1 Revised frequency plan in the affecting area 2.4.2 Physical rectification work (modification of Antenna orientation etc) of the other
nodes in the affecting area 2.4.3 Revised parameter set for the other nodes in the affecting area if deemed necessary.
2.5 Radio Network planning data set including frequency plan, neighbor plan and all other parameters value.
2.6 Report clearly mentioning the reason for proposing the data set as outlined in clause 2.5.
3 Network Integration: The Contractor shall plan and execute integration of new node/nodes or
modification/remedies of node/nodes in the affecting area/areas to ensure that the Live Network

possesses best quality and performs excellently in compliance to the target QoS and KPIs as enclosed in Annex-1. In this regard Contractor shall, 2.1 Acquire approval of the Integration Plan as outlined in the following clause. 2.2 Integration Plan: Prior to deployment of a node/nodes, submit a comprehensive integration
plan in tabular or map or simulation or document or any other format/formats as deemed necessary including but not limited to, 2.2.1 Pre-integration “Network Audit” of the integration area (affecting area/areas of the
deploying node/nodes) if not performed in the RNP state. 2.2.2 Recommendation: The Contractor shall analyze the Network of the integration area,
identify any degradation of the QoS and KPIs to be introduced and recommend the remedies/modifications that are necessary to remove the degradation.
2.2.3 Remedies/Modifications: QoS and KPIs calculated from the simulated Network or live Network in case of continued “Network Integration” shall be in compliance to the target QoS and KPIs as outlined in Annex-1. The remedies/modifications of the node/nodes in the integration area that are required to ensure compliance of the target QoS and KPIs shall be deemed as remedies/modifications to be performed by the contractor in the live Network’s node/nodes.
2.2.4 Forecasted QoS and KPIs: Contractor shall calculate QoS and KPIs from the simulated Network incorporating the modifications/remedies and submit report to get approval if not in compliance to the target QoS and KPIs, if not performed in the RNP state.
2.2.5 Integration Schedule including but not limited to rectification, PAT schedules etc. 2.3 Execute the integration plan. 2.4 Submit a compliance/conformance report on planned integration activities within 48 hours
of live Network integration including but not limited to 2.4.1 Post-integration “Network Audit” of the integration area.
2.5 Acquire “Successful Integration Certificate (SIC) of the N node/nodes” which shall be deemed as the PAC of the integration service/services of the node/nodes. SIC shall not be issued unless otherwise QoS and KPIs attained from post-integration “Network Audit” are consistent with the forecasted QoS and KPIs of approved “integration plan” and/or the target KPI as listed in the Annex-1 . If SIC is not issued then the “Network Integration” of the deployed node/nodes shall be deemed to continue.
2.6 Even if the cell / sector/ node statistics are found good as well as target QoS and KPIs are met in the affecting area, there may be some localized problem scenarios with high rate of dropped calls, poor voice quality etc. The same within the affecting area is to be solved during the integration period to acquire SIC of the N node/nodes.
2.7 If Integration causes new problems as it solves old ones, this is to be catered for and rectified immediately irrespective of the holidays to acquire SIC of the N node/nodes.
3 Drive-Test: The contractor shall perform drive test to carry out the RNP and/or integration
service/services in the target area. The general scope of drive test is defined as follow,

3.1 The Contractor shall use TEMS 9.01 or any other latest drive testing tools to perform drive test.
3.2 The Contractor shall use ACTIX or any other latest drive test post-analysis tools. 3.3 Drive Test Route: The drive test route shall be defined in such a manner to include all the
major roads, all the commercial areas, major thoroughfares, residential areas and streets in the affecting area in order to obtain a detailed and reasonable sample data. In Congested Area /narrow lanes where mobile Drive van can’t reach data shall be collected using GPS Enabled Walk Test Kit. This data shall be merged with the data collected with mobile test van.
3.4 General Procedure for Drive Test: 3.4.1 For a cluster of BTSs in the integration or optimization area, drive test is to be
conducted simultaneously with four test handsets for idle mode, long call, short call and data testing. 3.4.1.1 Idle mood: The 1st test handset shall be logging data in idle mode and the
data collected shall be utilized to plot RX‐Level full to check coverage. 3.4.1.2 Long call: 2nd test handset in dedicated mode should be used for making
continuous call to a specific test number till the call drops due to the Network flaws. Upon termination of the call another new call shall be initiated immediately
3.4.1.3 Short call: 3rd test handset should be used for making short duration repeated calls to a specified auto‐answering number in MSC for a specified duration. The duration of the short call and reestablishment time shall be defined for automatic call generation from the tool itself. The call shall automatically be terminated and initiated.
3.4.1.4 Data: 4th test handset shall be used for continuous data session. 3.4.2 The entire drive test data shall have the coordinates stamping. 3.4.3 The data taken from the drive test shall provide Rx Lev full /Rx Quality sub, mobile
transmit power requirement and other physical layer (Layer2, Layer3 etc.) quantities that shall help determining the margin that the system shall have for future growth.
3.5 Drive test logs, Data and report: 3.5.1 Although the overall responsibility of reaching the target QoS and KPIs lies on the
shoulder of the Contractor, the Contractor shall have to provide various measurements and analysis report including but not limited to 3.5.1.1 The Contractor shall provide the raw data (logs) of the drive tests in the
standard format which is compatible with latest RNP simulation tools. The data taken from this drive test shall provide but not limited to 3.5.1.1.1 Rx Lev full 3.5.1.1.2 FER & Rx Quality sub 3.5.1.1.3 Layer‐2 data 3.5.1.1.4 Layer‐3 data 3.5.1.1.5 TA & RLT period 3.5.1.1.6 Time slot information 3.5.1.1.7 Power control gain adjustment

4 Simulation: The contractor shall simulate the entire network and/or the affecting area prior to prepare the RNP data, integration target KPI and QoS and forecast the Network behavior. The purpose of such simulation is to find out the Network flaws to be introduced prior to the deployment of the node/nodes so that necessary remedies/modifications can be identified and done simultaneously to ensure the target QoS and KPIs in the live Network. Besides such simulation shall also be used to identify live Network’s flaws if any as well as plan and execute necessary remedies/modifications to maintain target QoS and KPIs. 4.1 The contractor shall perform simulation in TORNADON V5 or any of the latest RNP
simulation tools. 4.2 The tool/tools must include and be capable of but not limited to the following
4.2.1 Different type of tunable prediction models 4.2.2 Multiple service class definition (Services, Environments, Terminals and Traffic

test tools log. 4.3 The Contractor shall use GIS data of 10 meter resolution for city areas and GIS data of 20
meter resolution for rest of the areas. 4.4 The contractor shall use latest topographic data. 4.5 The contractor shall use latest demographic data. 4.6 The Contractor shall use drive test data to retune the propagation model so that the
simulation result matches the Live Network. 4.7 The Contractor shall use configuration management data and performance management data
to produce live Network traffic distribution. 4.8 The Contractor shall supply all the input and output data and reports of the simulation to
Teletalk as well as the Network behavior forecast and target KPIs and QoS.
2. Siemens BSC Relocation with Commissioning & Integration as turn key basis
Definition: Dismantling (including transportation) of existing (on air) BSC/TRAU main equipment, rack, DDF and other related installed equipment from one site to a new site or nearest Warehouse. For the relocation work the contractor will test functionality of all the equipment before dismantling. The contractor should ensure the safety of the equipment during transportation. Penalty shall be imposed in case of any damage of the equipment during transportation. Scopes: Dismantle and packaging The contractor shall dismantle an existing BSC/TRAU’s main rack, DDF and other related installed equipment from a site specified by Teletalk and package them to ensure safe transportation of the equipment. IP68 standard for the packaging of telecommunication equipment which will ensure the safety of the equipment will have to be followed.

Transportation: Transportation of all sorts of Telecom equipment will have to be done by any covered vehicle (van, pickup, microbus, car etc.). It will be the contractor’s option whether he will go for the transport insurance or not but in case of any visible damage during transportation the contractor will be responsible. In such case the contractor will have to borne the entire cost of repairing and/or purchasing the equipments.

Installation of BSC/TRAU with all related accessories
General Installation guidelines Installation of the BSC/TRAU/BSC/TRAUs which will include BSC/TRAU main racks, all sort of BSC/TRAU’s card / accessories installation, installation of DDF and drawing of all sort of cable and jumper cable, installation of all sort of BSC/TRAU auxiliary equipment, all sort of power connection work (from rectifier / MDB to equipment), all sort of equipment and cable grounding work (from equipment / cable to MGB), E1 patching work from BSC/TRAU to BSC/TRAU (up to DDF) and Testing of that BSC/TRAU.
Scopes:
i. The contractor shall survey the proposed BSC/TRAU to be swapped and prepare an existing
site audit report including the BSC/TRAU racks, modules and all the reusable installed materials.
ii. The contractor shall survey the proposed BSC/TRAU room location and prepare the room layout diagram showing the existing equipments within the room and the space for the BSC/TRAU installation with all of its accessories, DDF etc.
iii. The contractor shall survey the proposed BSC/TRAU room and provide the single line diagram of the power connections, grounding etc for the BSC/TRAU equipments.
iv. Upon approval of the installation layout and single line diagram the contractor shall prepare and submit a project schedule clearly mentioning the job completion date.

v. All the BSC/TRAU equipment including BSC/TRAU racks, reusable accessories, reusable cables,re usable jumper cables and other reusable auxiliary accessories required for its installation will be delivered to the new proposed site. The contractor will receive all the materials as per packing list and carry all the materials to the BSC/TRAU room.
vi. The contractor will install the BSC/TRAU equipment inside the BSC/TRAU room and will do the internal cabling of the BSC/TRAU following the vendor specific installation rules approved by Teletalk authority.
vii. The contractor shall arrange and supply all the required accessories to complete the installation task.
viii. The contractor will do the power connection of the BSC/TRAU from the DC Circuit Breaker of the Rectifier. DC Power cable for this connection will be provided by the BSC/TRAU vendor.
ix. The contractor will do the grounding at different points as per the specification x. The contractor will do the grounding of BSC/TRAU Rack, DDF Frame and Environmental
Alarm (EA) Box which means the connection between BSC/TRAU, DDF Frame and EA with the grounding bar. This grounding cable will be provided by the BSC/TRAU Vendor.
xi. The contractor shall connect the BSC/TRAU with the Test BTS and MGW using necessary connectors and 75 / 120 ohm PCM cables at the DDFs of BSC/TRAU. Contractor shall supply all necessary cables and connectors.
xii. The contractor will install the Environmental Alarm (EA) Box on the room wall and connect it with the BSC/TRAU by the alarm cable provided by BSC/TRAU vendor.
xiii. After complete installation of the BSC/TRAU equipment and finishing of all necessary patching for the transmission path between BSC/TRAU and the Test BTS and MGW, the contractor will power up the BSC/TRAU and check that all the elements are up and running.
xiv. If the contractor found the BSC/TRAU is powered up successfully, they will inform Teletalk project office for the commissioning, integration and PAT of the BSC/TRAU.
xv. During the PAT if any fault is identified regarding installation work the contractor shall rectify the fault within the shortest possible time.
xvi. After PAT of the BSC/TRAU the contractor shall make a list of used materials and all the unused materials. All the unused materials (if any) shall be refunded to the Station Manager of Teletalk or to his representative.
General Scope of BSC/TRAU commissioning and Integration
i. The contractor shall survey the proposed BSC/TRAU to be swapped and prepare an existing site audit report including the functionality and performance of the running BSC/TRAU.
ii. The Contractor shall submit the audit report clearly mentioning the error/s if there is/are any. iii. The contractor shall prepare a commissioning schedule clearly mentioning the dates of job
completion and tentative PAT start date. iv. The contractor shall prepare and submit the detail plan including all the commissioning and
integration data. v. The contractor shall start the commissioning and integration work on approval of the
Teletalk authority. vi. The contractor shall do the entire configuration that is necessary to ensure full functionality
of the BSC/TRAU rectifying all the errors if there are any. vii. The contractor shall integrate the Test BTS and the MGW/MSS. Data configuration work at
MGW/MSS will be done by Teletalk.

viii. On successful integration the contractor shall perform self test and submit the self test report along with the proposed PAT procedures.
ix. On approval of the self test report and PAT procedure, the PAT of the BSC/TRAU will be done at the presence of Teletalk representative and if necessary the local data configuration / software loading (BSC/TRAU end) will be done by the contractor.
Power cable and Grounding Rule: i. Each power cable and ground cable should be a whole section of copper core cable without
any connector in between. It also should be connected firmly according to vendor’s specification.
ii. When making copper lugs at both ends of a power cable or ground cable, they should be soldered or crimped firmly.
iii. When the power Cable and ground cable are distributed outside the cabinet, they should be tied away from other cables.
iv. The grounding cable and power cable of equipment should be connected correctly. Their flat washers, spring washers and nuts should be installed in right order. The nuts should be tightened properly.
v. The redundant part of a grounding cable or power cable should be cut and should not be coiled.
vi. The DDF frame and Environment alarm box of BSC/TRAU should be earthed properly. vii. The handle of lug and bare wire of a power cable or grounding cable should be wrapped with
the tube or insulating adhesive tape, the copper wire should not be kept bared. viii. The front door of cabinet should be connected to the grounding bolt of the door on the rack
by the delivered or purchased cable. The grounding cable of the door should be connected firmly.
ix. The space between power cable/ground cable and a signaling cable outside the cabinet should be more than 3cm.
x. The cable route for the power cable or ground cable should be in accordance with engineering document of Teletalk so that capacity expansion becomes easy.
xi. When connecting two or more cables to a wire pole, the cross or back to back installation method should generally be adopted. When lugs are overlapped, they should be bent at an angle of 45 or 90 degrees, the bigger lugs should be put on the bottom and smaller one should be put on the top.
xii. The power cable or grounding cable should be tied in a straight and tidy way with smooth bending.
3. Huawei BSC Relocation with Commissioning & Integration as turn key basis Definition: Dismantling (including transportation) of existing (on air) BSC/TRAU main equipment, rack, DDF and other related installed equipment from one site to a new site or nearest Warehouse. For the relocation work the contractor will test functionality of all the equipment before dismantling. The contractor should ensure the safety of the equipment during transportation. Penalty shall be imposed in case of any damage of the equipment during transportation. Scopes:

Dismantle and packaging The contractor shall dismantle an existing BSC/TRAU’s main rack, DDF and other related installed equipment from a site specified by Teletalk and package them to ensure safe transportation of the equipment. IP68 standard for the packaging of telecommunication equipment which will ensure the safety of the equipment will have to be followed.
Transportation: Transportation of all sorts of Telecom equipment will have to be done by any covered vehicle (van, pickup, microbus, car etc.). It will be the contractor’s option whether he will go for the transport insurance or not but in case of any visible damage during transportation the contractor will be responsible. In such case the contractor will have to borne the entire cost of repairing and/or purchasing the equipments.

4. Installation of BTS with All related accessories
4.1. General Installation guidelines
Definition: Transportation of BTS (all sort of BTS main and auxiliary equipment from Teletalk’s/Vendor’s warehouse), installation of the BTS which will include BTS main rack, all sort of BTS card / accessories installation, installation of GSM antenna and drawing of all sort of feeder and jumper cable, installation of all sort of BTS auxiliary equipment, all sort of power connection work (from rectifier / MDB to equipment), all sort of equipment and feeder cable grounding work (from equipment / feeder cable to MGB), E1 patching work from BSC to BTS (in all hops) and Testing of that BTS.
Scopes:
i. All the BTS equipment including BTS racks, accessories, feeder cables, jumper cables,
antennas and other auxiliary accessories required for its installation, will be delivered to the site. The contractor will receive all the materials as per packing list and carry all the materials up to the BTS room.
ii. The contractor will install the BTS equipment inside the BTS room and will do the internal cabling of the BTS following the vendor specific installation rules approved by Teletalk authority.
iii. The contractor will install the antennas on the tower/ pole at a height and azimuth specified by Teletalk. An installation layout will be provided by Teletalk in advance.
iv. The contractor will draw the feeder cable from antenna to BTS room and connect it with the antenna and BTS combiner units using necessary jumper cables. Tower height may vary from 6 meter pole / 20m SS (roof top) to 60 meter green field tower. GSM antennas may also be fitted with building walls.
v. The contractor will do the power connection of the BTS from the DC Circuit Breaker of the Rectifier. DC Power cable for this connection will be provided by the BTS vendor.
vi. The contractor will do the grounding of feeder cables at different points as per the specification (grounding cable connection will be done between feeder cable and Tower/ Outdoor / Indoor Grounding Bus-Bar as mentioned in the Specification).
vii. The contractor will do the grounding of BTS Rack, DDF Frame and Environmental Alarm (EA) Box which means the connection between BTS, DDF Frame and EA with the grounding bar. This grounding cable will be provided by the BTS Vendor.
viii. The contractor shall connect the BTS with the BSC using necessary connectors and 75 / 120 ohm PCM cables at the DDFs of BTS and BSC. No. of hop may vary from 1 to 5 and at all the points the patching will be done by contractors. Teletalk will inform the contractor in advance about the transmission plan and all necessary cables and connectors will have to be provided by the contractor himself.
ix. The contractor will fix the Environmental Alarm (EA) Box on the room wall and connect it with the BTS by the alarm cable provided by BTS vendor.

x. After complete installation of the BTS equipment and finishing of all necessary patching for the transmission path between BSC and the BTS, the contractor will do the self test of the installation work and the work procedure should be approved by Teletalk. If the contractor found the self test report satisfactory, they will inform Teletalk project office with a copy of self test report for the Testing of the BTS.
xi. Testing of the BTS will be done at the presence of Teletalk representative and if necessary the local data configuration / software loading (BTS end) will be done by the contractor. Data configuration work at BSC will be done by Teletalk.
xii. During the Testing work of the BTS the contractor will carry a detail test of the BTS using a standard test plan provided by Teletalk. This test will be treated as Provisional Acceptance Test (PAT) and this will be done in presence of Teletalk PAT team. During the test the contractor will provide the test tools like Site Master, Power meter, TEMS and other necessary test equipment. During the PAT if any fault is identified regarding installation work, the contractor will rectify the fault within shortest possible time.
xiii. After Testing of the BTS the contractor shall make a list of used materials and all the unused materials (if any) shall be refunded to the Station Manager of Teletalk or to his representative.
xiv. The contractor shall do the complete installation and Testing of BTS and if any job which is necessary for the installation and Testing work of BTS is omitted from the scope of work, the said work shall have to be done by the contractor. Moreover if any additional material needed for installation of BTS which is not included in the packing list of the BTS vendors, the contractor will supply that material in his own cost.
xv. The contractor shall supply any additional materials required (such as Tie White 12", Tie White 6", Tie White 4", Tie Black 12"[Thick], Tie Black 12"[Thin], Black Tape [3mm] etc) for BTS installation other then “Supply Additional Accessories for BTS Installation (details are in BoQ)”.
4.2. BTS installation: i. The BTS rack should be firmly fixed on its base (bracket) and with the side wall of the
room. ii. The RF cable connector should be installed perfectly to avoid the situation that the virtual
connection would cause an abnormal VSWR and thus the normal system operation would be affected. The contractor will ensure that the VSWR value for all cables must be within 1.30
iii. The trunk cable connectors should be firmly fixed. iv. For all kinds of cable connectors, they should be cleaned before installation. If necessary,
they should be cleaned according to vendor’s specification. v. Any part of the rack should not be distorted.
vi. The cabinet or its base (bracket) should be firmly fixed on the ground with expansion bolts. All the insulation washers, flat washers, spring washers, bolts and nuts have to be installed in a correct order.
vii. Cabinet door beside the main walkway should be aligned after they are installed. The installation error should be less than 5mm.
viii. The vertical errors of cabinet should be less than 3mm. ix. The gap between adjacent bases should not be more than 3mm. x. The rigid cables should not be crossed inside the cabinet. They should not be pulled too
tightly. Some redundancy should be reserved at their bending place. They also should be bent in a tidy and consistent way.

xi. When installing cables inside the rack, the cables of the horizontal direction should be tied to the inside of corresponding cross bars, the cables of the vertical direction should be tied to two sides of cabinet.
xii. All cables between racks have to cross the square hole of side below cabinet and have to be connected to their corresponding positions.
xiii. The fan should be tightened with screws so that its installation would be firm. Its switch, rotation and alarm should work normally.
xiv. The delivered insulating materials should be used when installing a cabinet in order to kep it insulated from the ground and wall.
xv. The part of the peeling of the on-site cable should be covered with protection tube or insulating tape.
xvi. The PGND of main and slave cabinet should be interconnected by copper wire when combining cabinets, the connection cable should be a yellow-green plastic insulating copper wire with a diameter of more than 10mm2 or using the short-circuit sheet metal to connect the metal shells of the two cabinets. The PGND of main and slave cabinets should be connected to the grounding bar in the equipment room respectively. When using the equi-potential cable, its length should be less than 2m.
xvii. Cables should be tied with uniform spacing and moderate tightness. Cable ties should be tied in a tidy way. Their redundant parts should be cut from their bottom after they are tied without any spine.
xviii. The installation position of rack and the cable route should in accordance to the engineering document approved by Teletalk, for easier maintenance and future expansion.
xix. The upper plane of antistatic floor in the equipment room should not be higher than lower plane of the base to avoid affecting the ventilation.
xx. The cable labels (for Feeder cables and PCM cables) should be filled in and pasted correctly and reliably. Their Positions should be orderly and in the same direction. Cable labels should be stuck at the place 2cm away from their connector. They should be made in a uniform way.
xxi. The connection cable from combiner, splitter or CDU to the top of the cabinet should go through the gaps of its two sides.
xxii. All false boards and panels should be installed according to requirements. xxiii. The boards should be plugged and unplugged smoothly. Its panel screws should have
appropriate tightness if they exist. xxiv. Jumpers should be laid according to layers and sectors. xxv. The alarm box should be correctly installed according to design requirements.
4.3. Installation of antenna and feeder cable: ii. Waterproof and sealed measures for all outdoor jumpers and feeder cables should be
correctly adopted according to vendor’s specification. iii. Antennas should be in the 45 degree protected area of lightning rod. iv. The feeder cables should not have obvious bending and twisting and bare copper
appearance. v. The connectors of feeder cables should be made in a standard way without any loose
connection. vi. The connection between antenna and its support should be reliable and firm.
vii. The azimuth and tilt angle of the installed antenna should be accordance with the design provided by Teletalk.

viii. The antenna connection and sector relationship should be correct without reverse connection and misconnection.
ix. The Omni antennas should be vertical. Its error should be less than ±2 degrees. x. The azimuth error of the directional antenna should not be more than ±5 degrees. Its tilt
angle error should not be more than ±0.5 degree. xi. When the feeder cable is bent on the top of a building and then extended downward along
the wall, the protective means should be used for the parts of contact with the wall corner. When the feeder cables enter in to the room along the roof, the feeder clips should be used to fix the feeder cable.
xii. The antenna feeder lightning-proof arrester should be installed correctly and firmly. Its protected port should face the base station.
xiii. When a feeder window is installed on the top of the building to lead the feeder cable into the room, it should be sealed well. The antenna jumper and feeder cable before the feeder winder should have water-proof bends.
xiv. The lightning-proof arrester should be earthed according to specification for GSM macro base station.
xv. The space between feeder clamps should be even and their direction should be same after installation. They should also be fixed firmly without any loose connection.
xvi. The feeder cables should not cross after distributed. In the room they should be neat and straight with same bend.
xvii. The installation position of antenna should be in accordance with the Teletalk design. xviii. The distance between an Omni antenna and tower body should not be less than 1.5m and
that between a directional antenna and tower body should not be less than 1m. xix. The horizontal space between master and diversity antennas of an Omni antenna should not
be less than 4m for M900 or 2m for M1800. xx. The horizontal space between master and diversity antennas of a single-pole directional
antenna should not be less than 4m for M900 or 2m for M1800. xxi. The vertical space between two directional antennas installed on the same support should
not be less than 0.5m. xxii. The top of an Omni antenna jacket should be at the level of or higher than the antenna
support. xxiii. The labels of communication cables, feeder cables and jumper should be stuck and tied
according to vendor’s specifications. The label should be arranged in an orderly way with same direction.
xxiv. The minimum bending radius of a feeder cable should not be less than 20 times of its diameter.
4.4. Power cable and Grounding Rule:

by the delivered or purchased cable. The grounding cable of the door should be connected firmly.
xxii. When the tower is more than 60 meters, a grounding clip to the feeder in the middle of the tower should be provided.
xxiii. The space between power cable/ground cable and a signaling cable outside the cabinet should be more than 3cm.
xxiv. Each feeder cable should be earthed at three points at least between the top of tower and equipment room (within one meter away from the platform on the top of tower, within one meter between the tower body and the out door cabling ladder, and one meter between the feeder cable and feeder window). The feeder cable should be tied firmly at the grounding points and to be perfect waterproof treatments.
xxv. The cable route for the power cable or ground cable should be in accordance with engineering document of Teletalk so that capacity expansion becomes easy.
xxvi. The feeder cable should run along the wall inside the BTS room. If a cable ladder is used, it should be earthed.
xxvii. The grounding cable of feeder clips should extend from up to down. The angle between the grounding cable and the feeder cable should not be more than 15 degrees.
xxviii. When connecting two or more cables to a wire pole, the cross or back to back installation method should generally be adopted. When lugs are overlapped, they should be bent at an angle of 45 or 90 degrees, the bigger lugs should be put on the bottom and smaller one should be put on the top.
xxix. The power cable or grounding cable should be tied in a straight and tidy way with smooth bending.
5. BTS Dismantle, Packaging & Transportation from Site to warehouse or similar distance
Definition: Dismantling (including transportation) of existing (on air) BTS main equipment / rack and GSM antennas from one site to a new site or nearest Warehouse. For the relocation work the contractor will test functionality of all the equipment before dismantling. The contractor should ensure the safety of the equipment during transportation. Penalty may be imposed in case of any damage of the equipment during transportation. Scopes: The contractor shall dismantle an existing BTS main rack and GSM antennas from a site specified by Teletalk and carry those BTS and GSM antennas to a new site or nearest Warehouse. All sort of

carrying cost shall be born by the contractor. International standard for the packaging of telecommunication equipment which will ensure the safety of the equipment will have to be followed.
6. Different Telecom Passive equipments Installation:
6.1. DC Power System (Battery, Rectifier etc) Rectifier Installation Principle
• The Rectifier Rack shall be mounted firmly on the floor. • The contactor shall connect the Rectifier to MDB as per following diagram.
• The Rectifier will be connected to the Station Earth-bar with Copper Cable (Green – 50rm size for AC & DC sides) to carry short-circuit, surge and transient fault currents.
• Teletalk shall supply the MDB, AC Circuit Breakers (inside MDB) and Earth bar, but the contractor shall supply all of the DC Circuit Breakers, Electrical Wires (AC and DC), Connectors, Channels and other required accessories.
• Electrical Wires shall be of brands Eastern Cable/ Paradise Cable / Singer Cable / Citizen Cable/ BRB Cable. Cable rating could vary on the basis of system rating but it should be approved by proper authority of Teletalk. Cables of all the phases, neutral should be of different color. Vendor can be use any other renowned brand cable of same standard which should be mentioned in the submitted tender document and will be allowed after the successful type approval test by Teletalk.
• The contractor will also connect all of the alarm loops to station alarm gathering strip by VF/CAT5 cable pairs. The Strip will also be provided and installed by the contractor.
• Input side of rectifier needs additional three phase circuit breaker for generator same rating as rectifier connected load circuit breaker, which will be mechanically locked, from where only one circuit breaker can be used.
• Equipment cabling should have well organized. Labeling will have to be use for Equipment Indication in MDB (Main distribution board) end and vendor provide equipment end after installation, BTS room should be clean from unnecessary things and dust.

Battery Installation Principle
• The Battery Sets shall be mounted in Steel Racks and the Racks fixed firmly on the floor. • The contactor shall connect the Battery to Rectifier as per following diagram.
• The contractor shall supply the Fuse (100A~150A) Electrical Wires, Connectors, Channels
and other required accessories. • Electrical Wires shall be by solid copper DC cables capable to carry at least (100A~ 150A)
load. Contractor can be use any renowned brand cable, which should be type approved by Teletalk.
• The Battery Steel-racks shall be connected to station earth-bar with 50rm green cables. • Equipment cabling should have well organized. Labeling has to be use for Equipment
indication in MDB (Main distribution board) end and vendor provide Equipment end. After installation, BTS room should be clean from unnecessary things and dust.
6.2. Air Conditioning System (2 nos AC and 1 ACP):
Air Conditioning System (2 nos AC and 1 ACP): 1. The Indoor units will be installed on the walls as per drawings to be approved by TeleTalk. 2. The copper tubing’s will be insulated with high standard heat non-conductive foams and rubber
materials. 3. Eastern cable/Paradise/BRB cables have been used for power wiring. 4. The drainage pipe will be installed to ensure that there is no stagnation of water in the long run.
The Pipes will be extended in such way that, it does not cause any discomfort to the location. The Drainage pipe grade PN-4bar/Class-6.
5. a. All internal wiring and piping will be concealed as much as possible. b. The Contractor will be responsible (including supply of cable & other Materials) for
connecting to AVR as per via MDB. c. The outdoor unit has been mounted on a 1.5 inch Angle bar platform of required size and 12
inch height. d. The mounting bolts have been embedded on the platform. e. The distance between the indoor and outdoor units will be nominally maximum 20 meters f. The distance between the platforms of each outdoor unit is nominally 01meter.
6.3. Micro wave System (up to 1.2 meter):
• Survey and propose Radio Path Configurations (including Antennae heights and Antennae
Sizes), Equipment Configuration and Equipment locations for different Radio Links. • -48 V DC power supply and grounding bar will be available from Teletalk site and the
Contractor will be responsible to connect from available sources with separate circuit breaker and necessary cable and radio equipment shall never be hanged due DC power supply fluctuation.

• All installation works will be done on full turn-key basis. • The Feeder Cable length will be considered as 60m nominal. • All installation works shall be done with high quality industrial grade materials and the
workmanship must be of very high standard. • The Feeder Cabling will be done with proper size and grade materials to maintain the link
quality. • Pole mount to be supplied by Contractor provided design wind speed must be asked from
Teletalk before designing. • The limitation of the physical scopes of works are shown in the following diagram :

It will be the contractor’s option whether he will go for the transport insurance or not but in case of any visible damage during transportation the contractor will be responsible.
9. Warehouse: 9.1. Detailed technical specifications of the new Warehouse:
