Meeting was called to order by President Juan Moya at 6:30 PM
1. Moya delivered opening remarks, and introduced the Gulf Board of Directors. Termite Watkins
delivered invocation. Members then proceeded to order and eat dinner.
2. Moya focused the meeting on the decision to fund our athletes going to Reno & Spokane
a Costs of airfare & hotel rates were discussed
b Assignment of a Team Manager & Team Coach was discussed
c A team meeting will be called soon to finalize details

3. Roll call read by Secretary Michael Campbell, 22 of 75 registered Boxing Clubs were present
4. AIBA Master Official Ray Silvas presented some information from the National & International levels
a USA did not do too well at the AIBA World Championships. USA has hired a new head coach
who is making improvements.
b The officials are adjusting to the new scoring system. Methods for training officials during
the transition were discussed.
c Removal of headgear in the Elite division was talked about. At the World Championships
there were a total of 54 cuts, but only 4 or 5 bouts were stopped. Elite boxers now need to
have an experienced cut man in their corner.
d AIBA has a goal to increase their number of officials. They have also built an academy in
Kazakhstan which officials, judges, referees, coaches, boxers and doctors will utilize for
training.
e AOB, WSB, & APB was discussed, their differences in organization and rules.
f Currently the strength in USA Boxing is in the Youth division. Keeping that talent in the
program rather than them turning to professional boxing is a big challenge.
g A primary goal of Silvas’s is training, and he will continue to bring that experience to our
LBC.
5. The recently elected Athlete Representatives introduced themselves
a Anthony Rodriguez of Conflict Boxing Club & Eduardo Garcia of Eastside Boxing Club
b Athletes make up the largest portion of the Gulf membership and these positions are
important for the athletes to have a voice at meetings and on the Board of Directors.
c Athletes can easily contact either Athlete Representative via the website GulfLBC.org on the
‘Contact Us’ page
6. Review of previous BoG meeting minutes by Secretary Michael Campbell
a Meeting minutes were distributed via the E-mail distribution list and posted on GulfLBC.org
b Juan Lopez made motion to accept the meeting minutes from Board of Governors meeting
held on 7/13/2013, and it was seconded by Ray Zaragoza. Vote taken by voice and Ayes
passed the motion unanimously.
7. Board of Directors Reports
President Juan Moya
a Moya discussed improvements made in all areas including communications b Extended invitation to all clubs to host meetings, clinics and other events. c Gulf is hosting the Games of Texas in College Station and has many revenue generating
shows scheduled for 2014 d Emphasized that the Board of Governors has the power to change ANYTHING that they want
to change within the association.
Secretary Michael Campbell
a The Athlete Representative election held at the HORN tournament was reviewed.
b Over 100 school excused absence request letters were written during 2013.
c Different methods of communication distribution was discussed including the e-mail
distribution list, Facebook group page, & our website GulfLBC.org
d There was discussion about the website with the webmaster including ways to improve and
new features
i. Campbell will help contribute to new posts on the site
ii. The site is doing very well regarding traffic
iii. Discussion about how to make the website more user friendly
e A 2014 Calendar of events was built and distributed. (Updated and attached to these minutes)
i. Emphasis on the philanthropic events, Sigma Chi, etc. and how these benefit our
LBC and athletes.
Treasurer Diana Cromeans
a Diana presented the 2013 quarterly reports and the entire year balance sheet.
b Gulf LBC is in good financial shape with funding available for travel stipends.
c Presented a listing of Gulf owned assets including scales, equipment and laptop.

a In 2013, 3 clinics were held for Level 1 officials
b In 2013, 2 tests at regional competitions were held for Level 2 elevations
c Discussed need to recruit more people who desire to be officials.

Junior Olympic Chair David Pereida
a Working on ways to improve next year’s tournament, will meet soon and distribute info.
Houston Golden Gloves President Ray Zaragoza
a 2014 Houston Senior Golden Gloves to be held Feb 12-16 at Fighter Nation.
b Has about $19,000 in bank. When a surplus is achieved, a facility to better showcase the
event will be found.
c Most details are the same as last year regarding times & admission costs.
d No more All Comers division. Sub-Novice division will be 0-4 bouts experience. Novice
division will be 5-10 bouts. Anyone can choose to compete in the Open division.
e Seniors will still be 17-34 years old, 35+ years old is Masters.
f All Golden Gloves bouts will wear headgear.
g Feb 8th is HSGG registration. Boxers MUST be already registered with USA Boxing AND turn
in passbooks at registration.
h Houston Junior Golden Gloves most likely will be held April 23-27.
8. National Tournament Stipends
a Moya emphasized he wants to support our athletes when traveling outside of the LBC
b Consulted with a neighboring LBC in similar situation, number of athletes-wise
c Our current financial report is very positive
d Moya proposed a plan to give each of our YOUTH athletes a $500 stipend and each of our
ELITE athletes a $700 stipend.
e In order to help with pre-paid costs such as airfares, proposal was made to give athletes ½ of
their stipend before leaving, and they would receive the other ½ after they make weight at
the General weigh-in. If an athlete is disqualified from the tournament due to being
overweight, they will reimburse the LBC their stipend amount already received.
f Joseph Rivera asked if runner-ups would be given stipends. Moya answered that the reason
for the box-off was to determine champions and that the runner-ups could get the stipend if
the winner decides to not compete.
g Juan Lopez made motion to accept $500 stipend amount for YOUTH, seconded by Joseph
Rivera, motion carried unanimously. Half will be given up front.
h Lynn Collins made motion to give $700 stipend amount for ELITE, seconded by Ray Zaragoza
and motion carried unanimously with same stipulation of ½ given up front.
i Gulf had 3 Silver Gloves champions at the Texas Silver Gloves. There was discussion about
stipend amount for these three to travel to Little Rock for the Regional Silver Gloves. Some
more discussion took place about the history of the Texas Silver Gloves and the Gulf.
j Joseph Rivera made motion to give each athlete $300 stipend to make the trip to Little Rock,
seconded by David Pereida and motion carried unanimously.
k Meetings will be called for the Reno and Spokane delegations individually to make final
plans and distribute funds.
l Sergio Gonzalez discussed taking Gulf officials as part of delegations to tournaments and
shared recent experience at the Texas Silver Gloves.
9. Motion was made by to adjourn meeting by Sergio Gonzalez and seconded by Ray Zaragoza. The
meeting adjourned at 10:02 pm.
