Thinking about advertising a

If you’re planning a community event, don’t forget to
have a look at our policy on temporary event signs for
details on where signage can be placed in the shire and
the application process.
Temporary event signs on roadsides must comply with
VicRoads guidelines and be placed at designated
locations throughout the Macedon Ranges.
There are 37 VicRoads-approved sites for temporary
community event signs across the shire, and each site
has two steel posts to fix the temporary signs to.

We’ve refreshed our website, building a new-look,
mobile-friendly site that gives a complete website
experience to all users, regardless of your device.
We’ve restructured and re-written our content to make it
easier to find, read and understand, and added new
functions to the site to allow more online discussion.

We’re looking for young people to help support the
planning and delivery of our youth programs and
initiatives in 2018.
Become a youth ambassador
Applications are now open for our senior youth
leadership program—the Macedon Ranges Youth
Ambassador Program—that supports and mentors young
people aged 16–21.
During the year, ambassadors will:
help raise awareness of youth issues
respond to emerging youth issues
plan, coordinate and host the celebrated Youth
Awards
participate in a three-day youth leadership training
program.

Music in the Sticks (MITS) are looking for new members
who are interested in all aspects of the music industry
and would like to help with a range of local youth events.

Live4Life, our much-celebrated mental health promotion

YEP!, which stands for Council’s Youth Engage
Program, encourages and supports people aged 12-18
years to make new connections and get involved with a
range of local youth programs, events, activities,
mentoring and workplace training opportunities at weekly
youth spaces across the shire (during school terms).

An age-friendly shire
Council has been working towards creating an age-
friendly shire for a number of years and in 2015 became
a member of the World Health Organisation's (WHO)
Global Network of Age-friendly Cities and Communities.
Council recently pledged to continue this important work,
focusing on creating a community where older people
are valued and supported.

Is your child kindergarten ready?
Starting kindergarten is an important and exciting step for
your child and your family.
At kindergarten, children learn though play to develop
positive relationships and self-confidence. They will
develop skills that will not only prepare them for school,
but for life.
There are a range of things you can do to help prepare
your child for kindergarten.
• Be positive and talk to your child about what they will do
at kindergarten.
• Encourage your child to develop independence skills
like getting dressed, feeding themselves or opening a
lunch box.
• Visit the kindergarten for the orientation day.
• Label all belongings that your child will take to kinder.
• Encourage a regular routine around sleep. Kindergarten
children need 10 to 12 hours sleep each night.
• Visit a Maternal and Child Health nurse for their three
and a half year old check.

Beat the heat at our outdoor pools
The outdoor swimming pools in Lancefield and Woodend
will open for the 2017/18 summer season from Saturday
2 December until Monday 12 March.
Pool opening hours are determined according to Bureau
of Meteorology temperature forecasts for Kyneton, with
both facilities open as follows:
Monday–Friday (during school terms)
Under 26 degrees: CLOSED
26 degrees and above: 3.30pm–6pm (possible extension
of hours past 6pm dependent upon patronage and
weather conditions).
Monday–Friday (during school holidays) and weekends
Under 26 degrees: CLOSED
26 degrees and above: 12.30pm–6pm (possible
extension of hours past 6pm dependent upon patronage
and weather conditions).
Note: Council’s outdoor pools and aquatic centres will be
closed on Christmas Day.

Watch around water
Council provides a safe, fun and family friendly
environment at each aquatic centre and outdoor pool in
the shire.
To ensure everyone enjoys their visit to their local pool
during summer, Council is registered with the Watch
Around Water program.
The initiative encourages parental supervision of children
in and around the water and requires that:
• children under 5 years of age are supervised by an
adult who is within arm’s reach of them at all times
• children 5–10 years of age are supervised by an adult
at all times while in a body of water
• children under the age of 10 years must be
accompanied by a person over 16 years of age,
otherwise they will not be allowed to enter the facility.
The Watch Around Water program, managed by
Lifesaving Victoria and Aquatics and Recreation Victoria
aims to reduce the number of fatal and non-fatal
drownings and associated injuries in Victoria, within the
0–14 year age group.

Swimming pool and spa safety
Now’s the time to ensure backyard swimming pools and
spas are inspected, maintained and comply with
regulations.
This means:
• ensuring the gate shuts and locks correctly
• adjusting and lubricating the gate
• inspecting the barrier for corrosion
• removing any objects around the safety barrier (e.g. pot
plants, chairs, pool pumps)
• cutting back any overhanging trees and bushes.
Owners of rental properties with swimming pools and
spas are also responsible to ensure the barrier is
maintained.
All in-ground and above-ground swimming pools and
spas, containing a depth of water greater than 300mm—
including children’s inflatable swimming pools—require a
building permit and a safety barrier or pool fence.

Shire-wide indoor sports feasibility
study underway
Work on a feasibility study that will determine the current
and future needs of indoor sports courts in the Macedon
Ranges is underway.
Over the past three months Council has been working
closely with local user groups to gain an understanding
of facility uses and patterns, and to develop a shared
vision for the future use and development of indoor
sports courts across the shire.
The Macedon Ranges Shire has a diverse range of
leisure and aquatic facilities including eight indoor sports
courts, two fitness centres, two indoor pools and two
outdoor pools.
A 2009 indoor sports feasibility study identified the need
for more sports courts in Gisborne. In 2015 Council
entered into a joint usage agreement with Gisborne
Secondary College to construct two indoor sports courts.
These courts, and other indoor stadiums across the shire
are now operating at near capacity.
The feasibility study will consider and analyse types and
levels of current use, future growth and demand, concept
planning, costs, locations, business models and design
approaches.
It is anticipated that the draft study will be released for
public comment in early next year.

Summer fire safety
If an emergency such as a bushfire occurs and you need
to leave your home, Council will open an emergency
relief centre. This centre is located well away from the
affected area and the location will be broadcast on radio,
social media and relevant websites.
Services available at relief centres include:
• food and water
• personal support
• temporary accommodation
• emergency updates and information
• a place to bring your pets (make sure you bring a leash
or cage, food, water bowls and anything else they may
need).
If you are unable to leave your property or choose to
stay, you will need to have at least three days' supply of
food, water, fuel and other necessities.
Following the immediate emergency, as soon as possible
after the event and where necessary, Council will open a
recovery centre. This centre will be located as close as
possible to the affected area.
Services available at a recovery centre include personal
support and information about emergency grants,
property clean-up, health and wellbeing, housing and
insurance.
Immediately following an event, Council works with other
agencies to assess the impact of the event. You may
receive a visit from staff or volunteers who will be
checking to see how you are managing after the incident
and assessing damage to your property, animals, trees
and fencing.
Experience shows that those people who have prepared
their property and have a bushfire survival plan recover
more quickly from an emergency.

Insure it. It's worth it
Macedon Ranges' resident Scott Pape, also known as
The Barefoot Investor, understands the importance of
insurance.
He lost his family home and belongings in the 2014 bush
fires, and is encouraging others to make sure their home
and contents are properly insured against damage
caused by fire, storm, flood and other types of
emergencies.

How to beat the heat
Heat kills more Australians that any other natural
disaster. Know the effects of extreme heat, who is at risk
and how you can
prepare yourself and others.
When the heat hits:
• Drink water: even if you don’t feel thirsty, drink
water. Take a bottle of water with you always.
• Hot cars kill: never leave kids, adults or pets in hot
cars. The temperature inside a parked car can
double within minutes.
• Keep cool: seek out air-conditioned buildings, draw
your blinds, use a fan, take cool showers and dress
in light and loose clothing made from natural fabrics.
• Plan ahead: schedule activities in the coolest part of
the day and avoid exercising in the heat. If you must
go out, wear a hat and sunscreen and take a bottle
of water with you.
• Help others: look after those most at risk in the heat
– your neighbour living alone, the elderly, the young,
people with a medical condition and don’t forget your
pets.
Chill out on days of extreme heat at our air-conditioned
libraries in Gisborne, Kyneton, Romsey and Woodend.
During normal operating hours these libraries will have
free water, toys out for the kids, free WiFi and internet
access and of course books, magazines and
newspapers to read.
Maintaining our roadsides who does
what?
On Council roadsides in rural areas, Council...
Slashes roadsides for fire prevention prioritising, and
Treats noxious weeds prioritising sites taking into
account their conservation value, fire risk and achieving
efficiencies with the resources available.
On Council roadsides in rural areas, can I... remove
trees, shrubs or grasses or collect firewood?
Not without a planning or local laws permit.
On naturestrips in urban areas, can I...mow my
naturestrip?
It is your responsibility to mow your naturestrip, however
if you live in a rural area, you may need a planning
permit.
Remove native vegetation?
Not without a planning permit.
Remove a street tree?
Contact Council, who will assess whether the tree needs
to be removed.
Landscape, or plant trees or other vegetation?
Any alterations to your naturestrip currently require an
asset protection permit. However, Council is preparing a
naturestrip policy that will provide further guidance on
these activities.
Keeping pets in the Macedon
Ranges
Be a responsible pet owner
All dogs and cats over three months of age that live in
the Macedon Ranges Shire must be registered with
Council by 9 April each year. Pets are also required to be
microchipped.
Registering your pet and ensuring it's microchipping
details are up-to-date helps us to reunite you with your
pet quickly if it becomes lost.
Pet registrations not only help to reunite lost pets with
their owners, but also allows us to promote responsible
pet ownership; fund pound and shelter services; audit
domestic animal businesses (pet shops, breeding
facilities, boarding kennels and catteries); investigate
nuisance complaints such as barking and wandering
animals; and prosecute dog attacks.
Your pet should wear a collar with a Council-issued
registration tag. Adding an engraved ID tag with your
contact details is also a great idea.

What to do if you find a lost dog or cat?
If you find a lost cat or dog, and it is safe to do so, check
for identification like a registration tag, name and contact
number on the collar.
Contact Council on 5422 0333 to report the animal as
found. Be ready to provide a good description of the
animal and any identifying information. Contained dogs
and cats can be collected by a ranger during business
hours.
Council officers work hard to reunite lost animals with
their owners and return them home quickly. Council will
hold dogs for up to 24 hours before transferring them to
The Lost Dogs Home. Found cats are held in Council's
pound facility at Woodend Veterinary Centre for eight
days, and then assessed and re-homed from there.
Where an animal's owner cannot be located, or where
there is a history of escaping, the animal may be
transferred directly to Council's pound service providers.
Rangers will work with owners to secure registration and
help prevent future wandering issues.
If the owner does not come forward to reclaim their pet
within eight days, the animal will be assessed for re
homing through a shelter provider or a rescue group.

Top tips for keeping your pets safe
Place your pet’s registration tag plus an ID tag on your
pet’s collar, including your contact number. This will
speed up the process of getting your pet home safely if it
becomes lost.
Make sure to update your contact details with Council
and the microchip company if you move or change
phone numbers.
If securely confined, your pet will be safe from traffic,
injuries or fights with other animals. It will also be
prevented from wandering and becoming lost.
To keep your dog safe, your yard must have a closed
gate, and an escape-proof fence that your dog cannot
get over, under or through.
Desexed pets are less likely to escape or roam. Plus,
other animals are less likely to trespass onto your
property.
Regular vaccinations, worming and flea/tick control will
keep your pet healthy.
Electronic collars are not recommended and are often
unreliable for containment.
Domestic Animal Management Plan
adopted
Council recently adopted a new Domestic Animal
Management Plan, which provides the framework for the
planning, development and evaluation of animal
management services and programs in the shire.
We would like to thank the community for their input, and
look forward to working in partnership with the
community to promote and encourage responsible pet
ownership in the Macedon Ranges.

Spotlight on the Antechinus
Often mistaken for a mouse, the Agile Antechinus is a
small carnivorous marsupial found in forests and
woodland in the Macedon Ranges. It can be
distinguished from a mouse by it’s long snout and furry
tail.
A relative of the Tasmanian Devil and Spotted-tail Quoll,
the Antechinus make their home in tree hollows, and
come to the ground to feed on invertebrates amongst the
leaf litter and logs.
Following a short but intense breeding season, the males
of the species die, with the females giving birth to six to
eight young at a time.
The Agile Antechinus is an important native species, with
research suggesting that it is a biological indicator for
ecosystem health.
Pathways to Racing program
Council, Kyneton Community Learning Centre (KCLC)
and Racing Victoria are hosting the second Pathways to
Racing program in the Macedon Ranges from Monday 4
to Friday 8 December.
Participants will learn about the various skills required to
work in the quine industry, including stable hand, farrier,
dentistry, track-riding, training and vet nursing.
Council are currently working in partnership with KCLC
and Melbourne Polytechnic to develop a similar program
focused on employment opportunities in the agricultural
industry.

Hanging Rock update
A master plan for the Hanging Rock precinct is being
finalised following extensive community consultation in
August and September.
Council is working with the Victorian Government on the
master plan to ensure a thriving and resilient Hanging
Rock precinct into the future.
It is anticipated Council will consider the final master plan
for adoption in the coming months.

Your Rates at Work
Footpath improvements
Ongoing improvements to our footpath network are
happening across the shire.
The following works are underway or due to commence
soon:
• Footpath upgrades on Main Road, Riddels Creek
• Construction of new footpaths in the following Woodend
locations: Anslow Street, Bowen Street, Corinella Road,
Forest Street and Pyke Street
• Construction of a new section of footpath in Grant
Avenue and Worcester Road, Gisborne
• Construction of new pedestrian crossings in the
fdlowing locations in Woodend: Urquhart Street and
Forest Street (west of High Street).
Upgrading our roads and drains
The following road and drainage works are underway or
due to commence soon:
• Road reconstruction in Victoria Street, Kyneton from
Beauchamp Street to Elizabeth Avenue
• Asphalt resurfacing works at Kilmore Road, Gisborne
• New road pavement and improvements to drainage at
Hamilton Road, New Gisborne, between Barringo Road
and Kemp Road
• Improvements to drainage at Lions Park in Riddells
Creek
• Road reconstruction along Portingales Lane, Romsey,
between Romsey Road and Johnston Court.
Black Spot Programme
Council successfully applied for Black Spot Programme
funding to improve Ashbourne Road, Woodend.
Works are currently underway, and include the
installation of a safety barrier, refreshed line markings
and skid resistance surfacing.
Works are funded by the Australian Government's Black
Spot Programme and are due to be completed by
December 2017.

Garbage, recycling and green bin
collection
Over the Christmas period, there will be no bin collection
on Monday 25 December or Monday 1 January.

January, your bin/swill be collected on Tuesday 2
January.

Rates instalments
Rates and charges must be paid in four instalments by
no later than the due date. Instalment reminder notices
will be sent prior to each instalment date.
If an instalment is not paid by the due date it will be
charged with penalty interest.
