SCOPE
• THE SCOPE OF THE KEYLESS ACCESS UPGRADE PROJECT IS TO PROVIDE INCREASED SECURITY AND PUBLIC SAFETY
BY DEPLOYING ELECTRONIC ACCESS CONTROLS, DOOR STATUS MONITORING/SECURITY SYSTEMS AND REKEYING
THE PERIMETER ACCESS POINTS OF ALL MAJOR UNIVERSITY BUILDINGS. TO SECURE THE STUDENTS, FACULTY, STAFF,
PREMISE, PRODUCTS, AND DATA BY PROVIDING 24/7 MONITORING OF ALL CAMPUS PUBLIC TRAFFIC AREAS, ENTRY EXIT
POINTS TO CAMPUS FACILITIES TO INCLUDE STUDENT HOUSING, AND CAMPUS ASSETS WHICH ASSIST UHPD WITH
COMPROMISE MITIGATION, PREPAREDNESS, RESPONSE, DOCUMENTATION, AND OVERALL THE PROBABILITY TO
REDUCE SECURITY THREATENING EVENTS AND/OR HARM TO PERSONNEL.
• DEPENDING ON BUILDING DESIGN AND LAYOUT, ACCESS POINTS WILL OPERATE IN THE FOLLOWING
MANNER:
1. TWO (2) DESIGNATED PERIMETER DOORS WILL BE ELECTRICALLY LOCKED AND UNLOCKED
ACCORDING TO ELECTRONIC SCHEDULE, BUT CAPABLE OF COUGAR CARD ENTRY AFTER HOURS
OR ON WEEKENDS.
2. SECONDARY PERIMETER DOORS WILL BE ELECTRICALLY LOCKED AND UNLOCKED ACCORDING TO
ELECTRONIC SCHEDULE BUT WITHOUT A READER.
3. EGRESS ONLY DOORS WILL REMAIN LOCKED AT ALL TIMES AND MONITORED BY DOOR POSITION
SWITCHES.
4. ALL PERIMETER DOORS WILL BE EQUIPPED WITH DOOR STATUS CONTACTS, REQUEST TO EXIT
MOTIONS (REX) AND HAVE DOG DOWN DEVICES REMOVED AFTER REKEYING.
• AFTER HOURS BUILDING ACCESS WILL BE GRANTED VIA ELECTRONIC ACCESS CONTROL (CARD READER)
BY USE OF A VALID COUGAR CARD WHICH CREATES AN AUDIT TRAIL. BUILDING ENTRANCE DOORS WILL BE
REKEYED OFF BUILDING MASTERS. EMERGENCY OVERRIDE KEYS WILL ONLY BE ISSUED TO EMERGENCY
RESPONDERS. THE LOCKING AND UNLOCKING OF DESIGNATED ENTRY DOORS WILL BE ACCOMPLISHED
ELECTRONICALLY, ACCORDING TO ESTABLISHED TIME ZONES.
DEPARTMENT & BUILDING COORDINATORS RESPONSIBILITIES
• BUILDING COORDINATORS (BC), WORKING IN CONJUNCTION WITH THE DEPARTMENTS, ARE
RESPONSIBLE TO DESIGNATE INDIVIDUALS TO ACT AS PRIMARY AND SECONDARY DEPARTMENT ACCESS
USERS (DAU’S). A MINIMUM OF 2 DAU’S, BUT NOT MORE THAN 4, MUST BE ASSIGNED PER BUILDING,
DEPENDENT ON THE NUMBER OF DEPARTMENTS HOUSED IN THAT BUILDING.
• THE BC MAY SERVE AS THE PRIMARY DAU IF THEY CHOOSE, OR THEY MAY DELEGATE OTHER
INDIVIDUALS IN THE BUILDING TO SERVE AS PRIMARY OR SECONDARY DAU’S. THE DAU’S WILL
WORK WITH BUILDING COORDINATORS (BC) AND CAMPUS SAFETY IN MAINTAINING THE BUILDINGS
ACCESS CONTROL, SECURITY SYSTEMS PROGRAMMING, AND PUBLIC BUSINESS HOURS’ TIME
CHANGES.
• THE DEPARTMENT AUTHORIZING ACCESS FOR AN INDIVIDUAL IS RESPONSIBLE FOR
REMOVING, VERIFYING OR REVOKING THAT ACCESS AS REQUIRED. THIS INCLUDES ANY
METAL KEYS OR ELECTRONIC ACCESS DEVICES ISSUED WHICH ALLOW ACCESS TO
DEPARTMENT CONTROLLED AREAS
• DEPARTMENTS ARE RESPONSIBLE FOR ALL COSTS ASSOCIATED WITH THE INSTALLATION
OF ELECTRONIC ACCESS CONTROL ON ALL INTERIOR DOORS. ADDITIONALLY,
DEPARTMENTS ARE RESPONSIBLE FOR ALL COSTS RELATED TO ELECTRONIC ACCESS
EQUIPMENT REPAIR AND REPLACEMENT UPON THE EXPIRATION OF THE ONE YEAR
WARRANTY PROVIDED BY THIRD PARTY SECURITY VENDORS.
• EXCEPTION: INTERIOR DOORS INSTALLED AS PART OF THE ORIGINAL BUILDING CONSTRUCTION
PROJECT WILL BE MAINTAINED BY FACILITIES MANAGEMENT. (EXCLUDING ABUSE OR NEGLECT).
DEPARTMENT ACCESS USER’S (DAU) RESPONSIBILITIES• THE DAU’S WILL HAVE OVERALL RESPONSIBILITY FOR THE MANAGEMENT OF ELECTRONIC ACCESS TO BUILDING
PERIMETER DOORS AND OTHER ACCESS AREAS UNDER THE CONTROL OF THE DEPARTMENT. THE DAU SHOULD ONLY
AUTHORIZE THE MINIMAL AMOUNT OF ACCESS REQUIRED FOR AN INDIVIDUAL TO PERFORM THEIR ASSIGNED DUTIES.
• DAU’S ARE RESPONSIBLE FOR GRANTING OR REMOVING AUTHORIZATION FOR USER ACCESS TO BUILDING ENTRANCES
AND OTHER AREAS CONTROLLED BY THE DEPARTMENT. THIS INCLUDES GRANTING OR REMOVING OR VERIFYING ACCESS
FOR NEW EMPLOYEES, DEPARTMENTALLY SPONSORED VISITORS (POI’S), RETIRING EMPLOYEES OR TERMINATED
EMPLOYEES.
• DAU’S ARE RESPONSIBLE FOR CONTACTING THE ELECTRONIC ACCESS CONTROL DEPARTMENT VIA FAMIS (FIXIT) FOR ANY
ISSUES RELATED TO DEACTIVATION OF INDIVIDUAL COUGAR CARDS
• THE DAU’S WILL CONFIRM THAT ANY MEANS OF ELECTRONIC ACCESS TO BUILDING PERIMETERS OR OTHER UNIVERSITY
AREAS, UNDER THEIR CONTROL, HAS BEEN TERMINATED AT THE TIME THE USER OR EMPLOYEE LEAVES THE DEPARTMENT
OR THE UNIVERSITY.
• THE DAU’S WILL MAINTAIN ACCURATE RECORDS FOR INDIVIDUALS THAT HAVE BEEN GRANTED ELECTRONIC ACCESS TO
BUILDING PERIMETER DOORS AND ALL OTHER AREAS UNDER CONTROL OF THE DEPARTMENT.
• THE ELECTRONIC ACCESS CONTROL DEPARTMENT WILL SEND AN ANNUAL REPORT TO THE DAU OF ALL ACTIVE
ELECTRONIC ACCESS USERS, AUTHORIZED BY THE DEPARTMENT, WITH ACCESS TO AREAS UNDER THE
DEPARTMENT’S CONTROL. THE DAU WILL ALSO VERIFY ALL AUTOMATIC EXPIRATION OF USER ACCESS. THERE MAY BE
SECURITY AND RISK LEVELS THAT WARRANT AUDIT REPORTS BEING PROVIDED MORE FREQUENTLY. THE NEED FOR
ADDITIONAL AUDIT REPORTS WILL BE DETERMINED BY THE ELECTRONIC ACCESS CONTROL DEPARTMENT BASED ON
“ZONES” DEFINED IN UH DESIGN GUIDELINES. ACCOMMODATIONS WILL BE MADE TO COMPLY WITH THOSE
REQUIREMENTS VIA AUTOMATIC EMAIL NOTIFICATIONS, ETC. EACH OF THE ACTIVE USERS WILL NEED TO BE RE-
AUTHORIZED BY THE DAU, FOR THE USERS TO HAVE CONTINUED ACCESS TO THE AREAS UNDER CONTROL OF THE
DEPARTMENT. THIS REPORT WILL LIST, AT MINIMUM,
• AREAS UNDER THE CONTROL OF THE DEPARTMENT,
• ALL INDIVIDUALS THE DEPARTMENT HAS AUTHORIZED ACCESS TO, AND
• LEVEL OF ACCESS GRANTED.
• THE DEPARTMENT WILL REVIEW THIS LISTING TO CONFIRM THE INDIVIDUALS LISTED ARE STILL ACTIVE WITH THE
DEPARTMENT AND THEIR ACCESS LEVEL IS APPROPRIATE FOR EACH PERSON’S POSITION BASED ON DEPARTMENTAL
GUIDELINES FOR ACCESS (COMPLETED TRAINING, EMPLOYEE LEVEL, ASSOCIATION WITH THE UNIVERSITY, ETC.). IT IS
THE RESPONSIBILITY OF THE DAU TO SEND THIS UPDATED ACCESS INFORMATION TO THE ELECTRONIC ACCESS
CONTROL MANAGER.
• THE MINIMAL STANDARD FOR ASSIGNING ACCESS IS AS FOLLOWS;
• CARDHOLDER HAS TO HAVE AN ACTIVE PEOPLESOFT STATUS WITH UH.
• CARDHOLDER ACCESS HAS TO BE APPROVED BY THE BUILDING/DEPARTMENTS DAU FOR AREA IN
WHICH ACCESS WAS REQUESTED.
• ACCESS PRIVILEGES ARE TO BE ASSIGNED WITH REGARDS TO THE SECURITY ZONE TO WHICH
ACCESS IS ASSIGNED, WHICH SHOULD INCLUDE AFTER-HOUR CONSIDERATION.
• ALL STUDENT BADGES MUST HAVE A DEACTIVATION DATE AS TIME OF ACCESS PRIVILEGES BEING
GRANTED.
• ALL ACCESS REQUEST MUST BE SUBMITTED USING AN ACCESS REQUEST FORM, WHICH WILL BE
AUDITED ONCE YEARLY, BY THE ELECTRONIC ACCESS CONTROL DEPARTMENT.
• THE BC WILL ALERT THE EAC DEPARTMENT, IMMEDIATELY, OF ANY CHANGES INVOLVING
THE DAU.
CARDHOLDER RESPONSIBILITIES • THE USER, WHICH COULD BE A STUDENT, FACULTY, STAFF, VISITOR, CONTRACTOR, SUBCONTRACTOR, OR ANY OTHER
INDIVIDUAL AFFILIATED WITH THE UNIVERSITY OF HOUSTON, IS RESPONSIBLE FOR SECURING AND SAFEGUARDING ANY
ACCESS DEVICE THEY HAVE BEEN ISSUED. THIS INCLUDES BUT IS NOT LIMITED TO, METAL KEYS, COUGAR CARD,
PROXIMITY CARD, PIN CODE, OR ANY DEVICE USED TO GAIN ACCESS TO ANY UNIVERSITY BUILDING OR AREAS UNDER
THE CONTROL OF, OR MAINTAINED BY, THE UNIVERSITY OF HOUSTON.
• USERS ARE INDIVIDUALLY RESPONSIBLE TO PROACTIVELY CONFIRM THEIR COUGAR CARD AND/OR PIN CODE WORKS
PROPERLY, PRIOR TO THE NECESSITY OF AFTERHOURS BUILDING ACCESS, WEEKEND ACCESS OR TO ATTEND TO ANY
TYPE OF CRITICAL NEED ACCESS IN UNIVERSITY BUILDINGS. FAILURE TO DO THIS COULD RESULT IN DELAYS IN
GAINING BUILDING ACCESS.
• IF ANY ACCESS DEVICE, FOR WHICH THE USER IS RESPONSIBLE IS LOST, STOLEN OR COMPROMISED, THE USER MUST
REPORT IT IMMEDIATELY TO THE COUGAR CARD OFFICE FOR COUGAR CARDS, UHPD FOR METAL KEYS, DAU’S FOR PIN
CODES, AND FOR CONTRACTORS- THEIR UNIVERSITY POINT OF CONTACT.
• UPON LEAVING THE DEPARTMENT OR TERMINATION OF EMPLOYMENT WITH THE UNIVERSITY OF HOUSTON, EITHER
VOLUNTARILY OR INVOLUNTARILY, INDIVIDUALS ARE REQUIRED TO RETURN ALL ISSUED ACCESS DEVICES TO THE
ISSUING DEPARTMENT, WITH THE EXCEPTION OF METAL BUILDING KEYS WHICH MUST BE RETURNED TO FACILITIES
MANAGEMENT SO THE KEY RETURN CAN BE PROPERLY DOCUMENTED.
FACILITIES MANAGEMENT RESPONSIBILITIES
• EACH UNIVERSITY BUILDING IS UNIQUE IN DESIGN AND PURPOSE. THEREFORE, FACILITIES MANAGEMENT WILL COORDINATE WITH THE
ELECTRONIC ACCESS CONTROL DEPARTMENT TO DEVELOP AND IMPLEMENT A WORKABLE PLAN TO SECURE AND SCHEDULE BUILDINGS
CONVERTED TO THE NEW SECURITY PROTOCOL.
• THE FACILITIES MANAGEMENT LOCK SHOP IS THE ONLY FACILITY AUTHORIZED TO ORIGINATE OR DUPLICATE METAL KEYS TO ANY
BUILDING OR OTHER AREA OWNED, OPERATED OR CONTROLLED BY THE UNIVERSITY OF HOUSTON.
• FACILITIES MANAGEMENT (LOCK SHOP) WILL OVERSEE ALL PROCESSES INVOLVING UNIVERSITY OF HOUSTON ACCESS CONTROL
SYSTEMS AND SECURITY SYSTEMS REPAIR AND MAINTENANCE. THE FACILITIES MANAGEMENT LOCK SHOP WILL SERVE AS THE
CENTRAL POINT OF CONTACT FOR PHYSICAL, ELECTRO-MECHANICAL AND ELECTRONIC ACCESS CONTROL SYSTEMS HARDWARE.
• ALL ELECTRONIC AND MECHANICAL ACCESS CONTROL INSTALLATIONS, REPAIRS OR MODIFICATIONS MUST COMPLY WITH THE
FOLLOWING TO ENSURE COORDINATION, REVIEW, CODE COMPLIANCE, SECURITY AND SAFETY.
• ACCESS CONTROL DEVICE INSTALLATIONS MUST MEET ALL APPLICABLE FEDERAL, STATE AND LOCAL
LAWS AND CODE REQUIREMENTS; BE INSTALLED IN ACCORDANCE WITH MANUFACTURER’S
SPECIFICATIONS AND THE CURRENT UNIVERSITY OF HOUSTON MANUAL OF DESIGN SPECIFICATION
STANDARDS.
• FACILITIES MANAGEMENT IS RESPONSIBLE FOR ALL COSTS RELATED TO KEYLESS ACCESS
COMPONENT REPAIR OR REPLACEMENT ON INTERIOR DOORS, UTILIZING COUGAR CARD KEYLESS
ACCESS, THAT WERE PART OF AN ORIGINAL BUILDING CONSTRUCTION PROJECT.
• EXCEPTION: CARD READERS ON BUILDINGS THAT ARE CLASSIFIED AS AUXILIARY UNITS
• EXCEPTION: CARD READERS ON INTERIOR DOORS THAT ARE DAMAGED DUE TO ABUSE OR
NEGLIGENCE I.E. DEPARTMENTAL STAFF KNOCKING OFF A READER BY STRIKING IT WITH A PUSH
CART
KEYLESS ACCESS AFTER HOURS SUPPORT PROCEDURE• THE FOLLOWING PROCEDURE PROVIDES DIRECTION TO BUILDING END USERS THAT REQUIRE SUPPORT WITH THE KEYLESS
ACCESS SYSTEM AFTER HOURS.
• THE FOLLOWING STEPS WILL BE USED IN THE EVENT THAT A USER, EXPECTING TO HAVE ACCESS TO A BUILDING, EXPERIENCES
TROUBLE WITH THE KEYLESS ACCESS SYSTEM:
• BUILDING USER SHOULD CONTACT UHPD AND PROVIDE THE FOLLOWING INFORMATION.
• FIRST NAME
• LAST NAME
• PSID NUMBER
• BUILDING NAME, DOOR DESCRIPTION OR ROOM NUMBER
• DESCRIPTION OF PROBLEM
• CALL BACK NUMBER
• DISPATCH WILL CONFIRM IN THE LENEL SYSTEM THAT THE INFORMATION GIVEN MATCHES WHAT IS IN THE SYSTEM AND THEN
FOLLOW ALL UHPD POLICIES FOR GRANTING ACCESS.
UNIVERSITY OF HOUSTON CAMPUS BUILDING PUBLIC ACCESS
• EXCEPTIONS NEED APPROVAL BY THE APPROPRIATE VICE PRESIDENT.
• ADMINISTRATIVE BUILDINGS WITHOUT CLASSROOMS OR LABORATORIES
• EXTERIOR DOORS OPEN TO THE PUBLIC FROM 7:00AM UNTIL 5:00PM MONDAY THROUGH FRIDAY. EXTERIOR DOORS ARE IN CARD MODE AT ALL OTHER TIMES
UNLESS SPECIAL ARRANGEMENTS HAVE BEEN MADE
• ADMINISTRATIVE BUILDINGS HAVE NO PUBLIC ACCESS ON WEEKENDS / HOLIDAYS UNLESS SPECIAL ARRANGEMENTS HAVE BEEN MADE IN ADVANCE
• ATHLETIC FACILITIES
• ATHLETIC / ALUMNI CENTER ARE OPEN TO THE PUBLIC FROM 8:00AM UNTIL 8:30PM AND AT THE TDECU STADIUM FROM 8:55AM UNTIL 5:05PM
MONDAY THROUGH FRIDAY. EXTERIOR DOORS ARE IN CARD MODE AT ALL OTHER TIMES UNLESS SPECIAL ARRANGEMENTS HAVE BEEN
MADE.
• BASKETBALL PRACTICE FACILITY IS CLOSED TO THE PUBLIC AT ALL TIMES.
• AUXILIARY FACILITIES
• A.D. BRUCE RELIGION CENTER IS OPEN TO THE PUBLIC FROM 8:00AM UNTIL 10:00PM DAILY.
• CAMPUS RECREATION & WELLNESS CENTER IS OPEN TO THE PUBLIC FROM 6:00AM UNTIL 11:30PM MONDAY THROUGH THURSDAY,
6:00AM UNTIL 8:00PM FRIDAY, 10:00AM UNTIL 8:00PM SATURDAY, AND 12:00PM UNTIL 11:30PM SUNDAY.
• STUDENT HEALTH CENTER DOES NOT HAVE PUBLIC HOURS. IT IS OPEN TO STUDENTS ONLY.
• UNIVERSITY CENTER & THE UNIVERSITY CENTER SOUTH ARE OPEN TO THE PUBLIC FROM 7:00AM UNTIL 12:00AM MONDAY THROUGH
WEDNESDAY, 7:00AM UNTIL 1:00AM THURSDAY, 7:00AM UNTIL 2:00AM FRIDAY AND SATURDAY, AND 9:00AM UNTIL 12:00AM SUNDAY.
• UNIVERSITY CENTER SATELLITE IS OPEN TO THE PUBLIC FROM 7:00AM UNTIL 8:00PM MONDAY THROUGH THURSDAY, AND FROM
7:00AM UNTIL 5:900PM FRIDAY
• COUGAR WOODS DINING HALL IS OPEN TO THE PUBLIC FROM 7:00AM UNTIL 7:00PM MONDAY THROUGH FRIDAY, AND FROM 10:00AM
TO 7:00PM SUNDAY.
• AUXILIARY FACILITIES ARE CLOSED TO THE PUBLIC AT ALL OTHER TIMES UNLESS SPECIAL ARRANGEMENTS HAVE BEEN MADE IN
ADVANCE.
• UH FACILITIES WITH CLASSROOMS, LABORATORIES AND OFFICES PROVIDING ADMINISTRATIVE SUPPORT TO
THESE FUNCTIONS
• THESE BUILDINGS ARE OPEN TO THE PUBLIC FROM 7:00AM UNTIL 15 MINUTES AFTER THE START OF THE LAST CLASS FOR
THE DAY WEEKDAYS, FROM 30 MINUTES PRIOR TO THE START OF THE FIRST CLASS UNTIL 30 MINUTES AFTER THE LAST
CLASS ENDS ON WEEKENDS AND HAVE NO PUBLIC ACCESS AT ANY OTHER TIME UNLESS SPECIAL ARRANGEMENTS HAVE
