I D Card Section

Appointments can now be made for ID Cards by calling

(334) 255-2182/2437.

Spouses can replace their expired ID cards by bringing a Power of

Attorney (POA) and 2 forms of picture ID. If you don’t have a

POA, the Soldier must stop by the ID card section to complete a

DD1172. The spouse must then bring in 2 forms of picture ID and

let the ID card staff know there is a DD1172 on file with them.

Your help is needed to urge Congress to pass legislation giving military children equal treatment under the new national

health reform law.

As of June 1, most large civilian insurers as well as the Federal Employees Health Benefits System implemented the na-

tional health reform requirement to allow children to continue under a parent's health coverage until age 26, provided the

children have no access to employer coverage. Families who opt for this coverage do not incur any additive premium re-

quirement.

But military families don't have similar access for their sons and daughters who leave college or otherwise attain majority.

A provision in the FY2012 Defense Authorization Act would extend TRICARE to military children...but delays in Hill

action make it unlikely to be approved before December - and perhaps not until next year.

Further, the provision for military children would require the families to pay a full-price premium for each child so cov-

ered. Based on rates previously published by DoD, that premium would likely be in the vicinity of $1,000 per quarter.

MOAA and The Military Coalition believe military families who have sacrificed more for the Nation than any other

population segment should not suffer such discrimination in their children’s health coverage, and several key legislators

agree.

Sen. Susan Collins (R-ME) and Sen. Daniel Akaka (D-HI) are seeking to bring legislation (S. 3846) up for Senate action

this week that would continue coverage for military children aging out of TRICARE eligibility, retroactive to June 1. Rep.

Gus Bilirakis (R-FL) and Rep. Jeff Miller (R-FL) have introduced similar legislation (H.R. 6227) in the House.

Each year, legislative bills and joint and resolutions are proposed to Congress regarding military policy: military healthcare,

military benefits, and military family life including children, spouses and extended family members. These military bills range

from expanding veterans outreach programs to introducing honors for military heroism.

Joint resolutions are step 1 in passing a law, after being passed by both the House and the Senate and signed by the President.

Joint resolutions may also propose amendments to the Constitution, if passed by both the House and Senate and ratified by

three-quarters of the states, without a presidential signature.

Being aware of how proposed and passed military bills and joint resolutions affect the quality of military life for you and your

family is important.

RESOLUTION 4505: Nursing Care for Military Families: Resolution 4505 provides nursing care to parents whose children died

while serving their military duties. This works by giving Secretary of Veterans Affairs (VA) permission to have a state home to

provide VA nursing home care to parents of deceased military children.

RESOLUTION 3885: Veterans Dog Training Therapy Act: Resolution 3885 passed immediately, allows the VA to run a Post

Traumatic Stress Disorder (PTSD) therapy program by training dogs. Measures will regulate the effectiveness of the program and

employ the dog training therapy regularly.

RESOLUTION 358: “Wreaths Across America Day” Becomes a Designated Holiday: Resolution 358 determines December 12

as ―Wreaths Across America Day.‖ The Wreaths Across America project is put together by the Patriot Guard Riders, volunteers,

and donors, continuing the tradition of garnishing national cemeteries and VA memorials with wreaths.
