Introduction

Second Global Plan of Action for PGRFA adopted by the

143rd session of the FAO Council, Nov. 2011

315. Overall progress on implementation […] will be monitored and guided by governments through the Commission

316. To this end, the Commission, at its 14th Regular Session, will agree on formats for progress reports […] and indicators for monitoring the implementation of the Second GPA, building on previous work done by the Commission

Introduction• National Information Sharing Mechanisms (NISM)

established in 73 countries through a country driven, participatory and capacity-building process developed to monitor the implementation of the first GPA

----

• An efficient GPA monitoring system is crucial for planning, priority-setting and mobilization of financial resources to support national PGRFA programmes

• GPA2 Monitoring framework can also support the monitoring of the implementation of the Treaty and Aichi Target 13

Page 5: Monitoring and reporting on the implementation of the Second Global Plan of Action for PGRFA

CGRFA-14 on Second GPA monitoringAdopted

• 63 indicators for monitoring the 18 Priority Activities of the Second GPA at national level

specific, measurable and time-bound

• 3 targets, addressing the main objectives of the Second

GPA:

1) conservation, 2) sustainable use and

3) capacity development

mutually supportive, in line with the Aichi Target

13

CGRFA-14 on Second GPA monitoring

Asked FAO

• 3 composite indices to provide a synthetic picture of

the progress with regards to the three targets;

• Reporting format for monitoring the implementation

of the Second GPA

Decided

• first assessment of the implementation of the Second

GPA due for CGRFA-16

Page 7: Monitoring and reporting on the implementation of the Second Global Plan of Action for PGRFA

CGRFA-14 on Second GPA monitoringStressed

• integration of Second GPA monitoring and preparation of The Third Report on the State of the World’s Plant Genetic Resources for Food and Agriculture;

Endorsed

• the proposed timeline for the Second GPA monitoring and the preparation of The Third Report

Reporting Formatreflects the need to limit the workload for countries on

one hand and the need to collect a robust set of data for an adequate and efficient assessment of the status of PGRFA

acknowledges other existing data sources applying international standards and makes provision for them to be incorporated without additional workload

targets information on activities carried out in the NFP country during the reporting period

3 Targets for PGRFA•Conservation Target By 2020, an increasing proportion of the genetic diversity of cultivated plants and their wild relatives, as well as of wild food plant species is maintained in situ, on farm and ex situ in a complementary manner

•Sustainable Use Target By 2020, there has been an increased use of plant genetic resources for food and agriculture to improve sustainable crop production intensification and livelihoods while reducing genetic vulnerability of crops and cropping systems

•Institutional and Human Capacities Target By 2020, many more people are aware of the values of plant genetic resources for food and agriculture and institutional and human capacities are strengthened to conserve and use them sustainably while minimizing genetic erosion and safeguarding their genetic diversity
