More Detailed Answer:

According to the Act, the term 'Law Enforcement Officer'

means any officer, agent, or employee of a State, unit of

local government, or an Indian tribe authorized by law or by a

government agency to engage in or supervise the prevention,

detection, or investigation of any violation of criminal law, or

authorized by law to supervise sentenced criminal offenders.

This includes full, part-time and auxiliary personnel, whether

What is the 10-33 program

• 1033 Program Overview: The National defense Authorization Act authorizes the Secretary of Defense to transfer excess Department of Defense (DoD) personal property to Federal, state and local Law Enforcement Agencies (LEA) with special emphasis given to counter drug and counter terrorism. The 1033 Program (formerly the 1208 Program) allows LEAs to receive DoD excess property. If you qualify and choose to participate, your organization will become one of over 13,000 local LEAs who have taken advantage of this unique program.

Posse Comitatus Historical Perspective

• Posse Comitatus [Latin, Power of the county.] Referred atCommon Law to all males over the age of fifteen on whom a sheriff could call for assistance in preventing any type of civil disorder.

• In 1878 the use of a posse comitatus was limited by the passage of the Posse Comitatus Act of 1878. This act, passed in response to the use of federal troops to enforce reconstruction policies in the southern states, prohibited the use of the U.S. Army to enforce laws unless the Constitution or an act of Congress explicitly authorized such use.

• This act was amended five times in the 1980s, largely to allow for the use of military resources to “allegedly” combat trafficking in illicit narcotics.

Congress, willfully uses any part of the Army or the

• “... a nationwide FEMA program which is training Pastors and other religious representatives to become secret police enforcers who teach their congregations to ‘obey the government’ in preparation for a declaration of martial law, property and firearm seizures, and forced relocation... The Pastor [whistleblower] was told that over 1,300 counties were already on board... Pastors [at the meeting the whistleblower attended] were asked to make a pledge or an affirmation during the meeting to fulfill the roles ascribed to them by FEMA. They were given assurances that they would be covered by full compensation in the event of resisters injuring them during property seizures and round-ups.”

History of SWAT

• 1960’s Los Angeles (4) 15 men team of volunteers with specialized training and prior military service.

• "station defense teams," provided security for police facilities during civil unrest.

• The term "SWAT" was used as an acronym for the "Special Weapons and Tactics" Squad established by the Philadelphia Police Department in 1964.
