1. Survey HEI and organizations
• The aim was to identify successful practices for implementation and use of OCW/OER in HE and to investigate how OCW/OER could facilitate student virtual mobility.

Survey HEI and organizations
• A survey has been done by leaders of OER initiatives from all around the world.Responses from 31 Higher Education Institutions
and organizations from 14 different countries.Majority of respondents (81%) defined initiatives
at their Institutions as OpenCourseWare (OCW) with the remaining 19% contextualizing their projects within the broader spectrum of Open Educational Resources (OER).

2. Open Licensing in Europe
• There is a EU Directive on Copyright, but each country implemented differently
• The exemption for education use is part of the country law

Conclusion
• Fragmented, insufficient, non-uniform solutions
• Online teaching is discriminated • Lack of an international uniform rules
aggravated by the “territoriality” of copyright• Education is a strong public interest
Exceptions and limitations should be a matter of strict public policy (addressed by the law): Mandatory limitations!?

Open Content Licensing
• 64 OCWC member websites inspected• Conclusion: We are really bad at this– Lack of license on the home page– Different license notices– Link to different licenses– License depends the platform you use to access
the content– Not clear how is the copyright owner
