training providers the content and price of training ensuring greater competition
both on quality and on price."
Skills Minister Matthew Hancock 2013
Present – Sept 2014Phase 1
Trailblazer Invite
The government will approach 10 businesses per curriculum area, with the opportunity to become a pilot study “trail blazer”. These businesses will agree to adopt the funding in 2014 and help design an “Employer Test”
Sept 2014 – Sept 2015Phase 2
Trailblazer Pilotdelayed
Trailblazers will receive funding direct from September and pay their training provider. They will also form advisory panels to design the end test for all apprentices within
those curriculum areas.
Sept 2015 – Sept 2017Phase 3
Initial Funding Switchdelayed
If a curriculum area pilot has been deemed as successful and the Employer Test is in place, funding direct to training
providers will cease.
Sept 2017 OnwardsPhase 5
Total Funding Switch
All curriculum areas and therefore every new apprentice will now be funded through their employer. Funding to
colleges will now cease and they will be required to bid for training fees from employers.
Colleges Response
1. To develop flexible training packages that allow employers to decide the level and extent of training required
2. To focus on 16-18 training through either traineeships or full time qualifications so that we become the place to go for a pre-trained apprentice
3. To become the “test centre” for the county in multiple curriculum areas
